Minister of Emergency Situations Discusses Cooperation With UNICEF

YEREVAN (Novosti-Armenia), February 9’The head of the Ministry of
Emergency Situations in Armenia, Mher Shahgeldyan, discussed the
questions of cooperation with the head of the UNICEF Armenia Office,
Leili Moshiri.

`The memorandum of mutual understanding, signed by Shahgeldyan and
Moshiri, is the basis of this bilateral cooperation. The memorandum is
directed on storing of technical resources given by UNICEF with the
purpose to be able to stand against accidents,’ the ministry press
statement read.

The parties also discussed a number of questions about bilateral
cooperation. The problems of risks management and growth of security
of the population, especially children, in emergency situations are
very important. The coordinated activity of the Ministry of Emergency
Situations and international organizations, as well as the training of
reactionary skills for handling accidents both in preschool centers
and in higher educational institutions, are also essential.

/PanARMENIAN.Net/ RA People’s Party leader Tigran Karapetyan spoke in
support of Karabakh status quo preservation in the issue of
NKR-Azerbaijan conflict.

`Status quo in NKR will keep superpowers’ interest focused on the
region. Final settlement of conflict will take the influence of US
over to Caspian Sea’ he told a news conference, adding, `Russia seeks
to expand collaboration with RA, to curb strengthening of Washington’s
influence in Armenia.’

Commenting on Armenia-Turkey rapprochement issue, RA People’s Party
leader expressed his doubts about Turkey’s ratification of Protocols.
`Ankara’s far-reaching aims lie in promotion of pan Turkism ideology,
which can be sabotaged in case Azerbaijan’s interests are opposed.’

Tigran Karapetyan characterized Serzh Sargsyan’s statement on the
readiness to invite his Azeri counterpart to possible ceremony of
Armenia-Turkey border opening as a clever diplomatic move. `The
question is whether Aliyev will agree to attend the ceremony, as the
day of opening will probably turn into a mourning day to Azerbaijan,’
RA PP leader concluded.

The armed conflict between Nagorno Karabakh and Azerbaijan broke out
in 1998, as result of the ethnic cleansing the latter launched in the
final years of the Soviet Union. The Karabakh War was fought from 1991
(when the Nagorno Karabakh Republic was proclaimed) to 1994 (when a
ceasefire was sealed by Armenia, NKR and Azerbaijan). Most of Nagorno
Karabakh and a security zone consisting of 7 regions is now under
control of NKR defense army.

Armenia and Azerbaijan are holding peace talks mediated by the OSCE
Minsk Group up till now.

The Protocols aimed at normalization of bilateral ties and opening of
the border between Armenia and Turkey were signed in Zurich by
Armenian Foreign Minister Edward Nalbandian and his Turkish
counterpart Ahmet Davutoglu on October 10, 2009, after a series of
diplomatic talks held through Swiss mediation.
On January 12, 2010, the Constitutional Court of the Republic of
Armenia found the protocols conformable to the country’s Organic Law.

ArmInfo. The Armenian party will lose nothing in case if Turkey refuses
to ratify the Protocols, signed in Zurich, and if the Armenian-Turkish
process comes to naught, Head of the Republican party faction Galust
Sahakyan said at a press-conference today.

"The current process of establishing a dialogue with Turkey has given
nothing to the Armenian party as yet. Nothing essential has been
reached. Signing of the protocols is not a finish of the whole process
but its beginning", G. Sahakyan said. Along with it, he added that
tension in relations between the two countries will grow in case if the
negotiations fail. According to Sahakyan, the forthcoming 2010 election
is one of the reasons for protraction of the protocol ratification
by Turkey. The Turkish authorities try to understand what step is
acceptable for the voters – approval of the Protocols or waiving.

"exchange of fire" among different opposition forces can be expected,
said ruling Republican Party of Armenia (HHK) Secretary Eduard
Sharmazanov during a press conference today.

Turning his attention to Heritage Party leader Armen Martirosyan’s
recent comment that the governing authorities and Armenian President
Serzh Sargsyan are attempting to appear pupush ("exemplary") before
the outside world, Sharmazanov said: "HHK doesn’t wish to appear
pupush. HHK is a working party. It is those who attempt to bring a
guy from Europe to defend Armenia that wish to appear pupush," said
the HHK secretary, meaning those who get outside help or ask a third
party to come to their defense.

eight-year old Gevorg Minasyan represented Nuard Union. There were 21
participants. Gevorg registered five victories and scored the sixth
play. In the seventh game, Gevorg lost taking the second place and
becoming the vice-champion of Franders.

The State Commission for the Protection of Economic Competition
(SCPEC) studied the administrative claim of Argo Farm Company.

Argo Farm is one of the seven companies that were fined for advancing
prices of some medicines including those of antivirus, cardiovascular
in September-November 2009.

Under a December 21 decision of the Commission, the companies were
fined over 450 million drams.

The Commission found the company’s claim to annul the SCPEC decision
as groundless and rejected the claim.

Cross-border Regionalism" social discussion featured the economic
report presented by the director of Economic Policy Research Foundation
of Turkey (TEPAV) Guven Sak.

The report gave an overview of Turkey’s experience in economy
liberalization and the role of private sector in the development of
international relations.

"Armenia-Turkey border opening will promote development of tourism in
region," the expert pointed out, adding that following normalization
of ties, collaboration in high tech sphere can be established.

"Opening of border with Turkey will boost Armenia’s economy," the
expert summarized.

The Economic Policy Research Foundation of Turkey (TEPAV) in Ankara,
is a private, nonpartisan, nonprofit think tank devoted to independent
research in the areas of economic policy, governance and foreign policy
and is financially supported by the Union of Chambers and Commodity
Exchange of Turkey (TOBB). TEPAV, as a major Turkish policy oriented
research institute, has been enriching content of the public policy
debates and has contributed to the establishment of platforms and
dialogue mechanisms.

have started the war, Galust Sahakyan head of the Republican Party
of Armenia’s parliamentary group told a press conference in Yerevan.

According to him, there is a clear position of the OSCE Minsk Group,
stated that in case of war, the territorial integrity of Azerbaijan
will no longer be discussed and only the issue of self-determination
of Nagorno Karabakh would be regarded.

Galust Sahakyan reminded, that Armenia has repeatedly stated that in
the Karabakh conflict settlement the status of Nagorno Karabakh is
the priority issue for Armenia. "You must first decide the Karabakh’s
status and only after that to turn to other questions," Sahakian said,
adding that Armenia guarantees the security of NKR and the rest should
be decided by the Karabakh people, whether they want to join Armenia
or not.

The conflict between Nagorno Karabakh and Azerbaijan broke out in

The Turkish experts believe Ankara will not ratify the Armenian-Turkish
protocols, until the occupation of the Azerbaijani territories stopped.

The Turkish government – president, prime minister and foreign ministry
– have made it clear that as long as the Azerbaijani territories are
not deoccupied, Turkey will not ratify the Armenian-Turkish protocols,
Turkish International Strategic Studies Center head Celal Cem Oguz
said at the Strategic Studies Center under the Azerbaijani President
in Baku today.

The Armenians themselves "cut down" the process so that the U.S.

Congress will mull the genocide issue under their Diaspora’s influence.

Armenia once again intends to raise the issue of the so-called
"Armenian genocide" in the U.S. Congress.

Turkey did not changed its policy pursued towards Azerbaijan, the
expert said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh region and the
occupied territories.
