I do not rule out that U.S. President Barack Obama will recognize
Armenian Genocide, ARFD faction head Vahan Hovhannisyan told the
journalists February 10. He also added that the U.S.

presidents’ decision will depend on the draft resolution that Foreign
Affairs Committee will introduce to Congress.

Commenting on a decision to call a committee vote for Genocide
resolution, Hovhannisyan underlined that examination of the issue is
possible thanks to Armenian lobby efforts and U.S. does not try to
pressurize Turkey.

House Foreign Affairs Committee Chairman Howard Berman has scheduled
a vote of his panel on the Armenian Genocide Resolution (H.Res.252)
for March 4, 2010.

Israel supports Azerbaijan’s territorial integrity and is ready to
contribute to the Nagorno-Karabakh peace process, Israeli Foreign
Minister Avigdor Liberman stated at his meeting with Azerbaijani FM
Elmar Mammadyarov.

The sides discussed bilateral cooperation in the fields of education,
medicine, energy and security. The two Ministers also discussed the
possibility of bilateral abolition of visa requirements and agreed
to continue relevant consultations.

Minister Liberman also held a meeting with Azerbaijani President
Ilham Aliyev. The sides discussed global problems and topical issues
of Middle East policy.

The Israeli FM expressed hope the indirect peace talks with Palestine
will be resumed as soon as possible. He said that the leader of the
Palestinian autonomy Mahmoud Abbas will visit Baku soon. Minister
Liberman asked President Aliyev to persuade the Palestinian leader
to resume a peaceful dialogue with Israel, reported NEWSru.co.il.

al-Muallem met with Armenian delegation led by RA Deputy Foreign
Minister Arman Kirakosyan.

The meeting centred around development of bilateral relations in
political, economic, scientific and cultural spheres.

Arman Kirakosyan emphasized the importance of Armenia-Syria
collaboration, especially noting opening of Armenian consulate in
Deir ez-Zor.

On the same day, representatives of Armenian and Syrian Foreign
Ministries started the next round of political consultations, RA
Foreign Ministry press service reported.

Republic of Turkey Abdullah Gul. NEWS.am posts the full text.

"Excellency,

Passing thought Turkish airspace, I send my greetings to you and the
people of neighboring Turkey.

Our initiative, aimed at the normalization of the Armenian-Turkish
relations, holds attention of the international community. This
is a historic moment, indeed, and it is recognized not only by us,
but also by the global community. Efforts of the countries engaged
in the region, aimed at the improvement of bilateral relations, are
indispensable. I am confident that it wouldn’t be possible to move
forward without their support. At the same time, I believe no matter
how interested friendly states might be in a positive resolution of
the impasse, there are certain things that can be done only by our
two nations.

Mr. President,

I hope you will agree that the Armenian and Turkish peoples assign the
main task of getting rid of the stereotypes regarding each other and
establishment of the atmosphere of mutual trust to their respective
governments. We can achieve results only if there are trust, resolve,
and unfaltering stance. A situation when words are not supported
by deeds gives rise to mistrust and skepticism, providing ample
opportunities to counteract for those, who oppose the process. We
should be mindful of the fact that in this particular case, the time
is working not for but against the process.

If until now we have been able to bring our bilateral relations up to
a level which made the prospects of building normal relations between
our two countries more tangible and discernible, now the time has
come to manifest determination to make next major step and leave to
the coming generations a stable and secure region.

The U.S. Congress won’t adopt any Armenian Genocide resolution,
said at the press conference leader of the Heritage Party of Armenia
Stepan Safarian.

The Armenia-Turkey border’s opening makes great geo-political sense for
the U.S., and President Barack Obama didn’t abandon the traditional
for his predecessor tactics of putting the wind up Turkey, according
to politician.

"The White House appears to have thought that Russian and Iranian
influence in the region will decrease after the border opens," said
Safarian. "However, White House’s these tactics may lead to process’s
failure as Turkey calls into being deadlock condition making Washington
abandon considering Armenian Genocide resolution."

"Turkey says if the United States recognizes the 1915 Genocide,
then it will mean the end of the Armenia-Turkey relations. That is
why the U.S. cannot renounce Armenia-Turkey relations and abandon
its strategic projects," said Stepan Safarian.

In Stepan Safarian’s opinion, the United States may recognize Armenian
Genocide only after renouncing the political strategy of Bush.

Zaruhi Bostanjyan, an MP of the Heritage Party, addressed a letter to
Parliament Speaker Hovik Abrahamyan, complaining about the Republican
Party of Armenia (RPA) MPs Arakel Movsisyan and Vazgen Karakhanyan,
who insulted her.

In her letter Bostanjyan reminded the NA Speaker of his duty, namely,
calling the MPs to order. Otherwise, she stressed, it is evidence
that the Speaker himself is patronizing the activities aimed against
the Heritage faction.

Vazgen Karakhanyan and Arakel Movsisyan made offensive remarks about
Zaruhi Bostanjyan while she was making a statement in Parliament. In
response, she offered Karakhanyan to leave the hall.

A number of violations of the cease-fire were registered on the
night of February 7 on the contact line between the Azerbaijani and
Nagorno-Karabakh troops.

The Azerbaijani side sniped at the Armenian troops’ positions in
the direction of Goradiz, Nuzger, Karakhanbeily, Karvend, Shurabat,
Kergerli, Jarberd, Talysh, and others.

The press service of the Nagorno-Karabakh Defense Army reported that
the Armenian side took retaliatory actions to neutralize the enemy.

HIGHLIGHT: AMBASSADOR OF AZERBAIJAN IN RUSSIA CALLED ON DIASPORA TO
GET READY FOR AN ARMED RESOLVING OF THE NAGORNO-KARABAKH CONFLICT;
Azerbaijan and Armenia agreed to stick to the old principles of the
Nagorno-Karabakh conflict resolving. However, they did not achieve
a breakthrough at the negotiations.

Negotiations of the presidents of Azerbaijan and Armenia Ilham Aliyev
and Serzh Sargsian are evaluated positively on the official Russian
level. Russian Foreign Minister Sergei Lavrov announced that agreement
of the parties to draw their formulations of old principles of the
conflict resolving in writing was the main result of the negotiations.

Along with this, it is clear to everyone that there has been no
breakthrough.

The public and the politicians of Armenia, Azerbaijan and
Nagorno-Karabakh actively criticize the contact of Medvedev, Aliyev
and Sargsian of the last week.

Baku considers the status of Nagorno-Karabakh under condition of
preserving of the main principle of "indivisibility of its territory."

Yerevan and Stepanakert do not agree with such stance and see the
future of Nagorno-Karabakh outside of Azerbaijan.

Reconciliation of Baku and Yerevan on the basis of "Madrid principles"
means that the conflict between the parties is over. However, there is
no agreement yet. Already after the meeting in Sochi Defense Minister
of Armenia Seiran Oganian said that "self-proclaimed Nagorno-Karabakh
cannot return to Azerbaijan." Along with this, Oganian announced
proudly that "today the Armenian army is one of the most combat
capable in the region" and is ready to parry any aggression. There
is no need to guess whose aggression Oganian is going to parry. It
is aggression of Azerbaijan.

Really, facts show that leader of Azerbaijan Ilham Aliyev agrees with
persuasion of Moscow and Washington to have peaceful dialog dedicated
to the Nagorno-Karabakh problem but hints at a possible military
scenario of the conflict resolving more actively. On the eve of the
meeting in Sochi he announced that "the army of Azerbaijan has all
possibilities to liberate the occupied territories." Aliyev does not
hide achievements in the military development of Azerbaijan.

Preparation for a possible military Azerbaijani blitzkrieg against
Armenia is manifested by the statement of Ambassador of Azerbaijan
to Russia Polad Byul-Byul Ogly. He stated frankly that "The time of
resolving of the Nagorno-Karabakh conflict has already come." Having
reminded that the largest Azerbaijani Diaspora is in Russia, he pointed
out, "If someone thinks that the can stay home while the army takes
the occupied territories back, this will not happen. The whole nation
should rise, get united and liberate the territories."

What will happen if a new Armenian-Azerbaijani war begins? Despite the
growing might of Azerbaijan, its army leaves much to be desired still.

If the war starts this year the chances of Azerbaijani forces to take
Nagorno-Karabakh will not be big. Russia and the US will have negative
reaction to beginning of hostilities on the part of Baku. Armenia
will definitely receive moral and diplomatic air and possibility
a military one. Moscow and Washington will try to "neutralize"
Turkey immediately, although it will evidently provide military
aid to Azerbaijan anyway. There is a probability of insertion of UN
peacekeepers or NATO forces into the region. This is extremely not
beneficial for Russia. To outrun the process peacekeeping forces of
collective raid-response forces will be inserted into the conflict zone
under the Collective Security Treaty Organization flag. The military
conflict will possibly paralyze transportation of Caspian hydrocarbons
to Turkey and towards the Black Sea. That is why activeness of the US
in resoling or localization of the Nagorno-Karabakh conflict will be
the biggest. Russian authorities should bear this into account too
to defend their geopolitical interests in the South Caucasus.
