ArmInfo. The Nagorny Karabakh Republic Defense Ministry has refuted
the reports by Azerbaijani APA agency regarding the woman allegedly
killed on the contact-line.

"The report does not meet reality," Senor Asratyan, NKR Defense
Ministry Spokesman, told ArmInfo. Thus, APA reported that "on December
20, an Armenian woman of fifties intended to pass to the territory
controlling by the Azerbaijani Army in the Aghdam direction of the
contact line between the Azerbaijani and Armenian troops: ceasefire
regime was violated at that moment and the woman was shot dead." The
agency reports the Azerbaijani soldiers examined her body and didn’t
find any identity documents." The second part of the report makes
the first part groundless. "The woman crossed the contact line from
the territory controlling by the Armenian army trying to approach the
positions of Azerbaijani Army. She disobeyed the order of Azerbaijani
soldiers," the Azerbaijani agency reported drawing a conclusion that
"Probably the Armenian woman was shot dead by the Armenian soldiers."

This report meets APA’s style implying maximum sensation and minimum
probability.

Foreign Minister of Azerbaijan Elmar Mammadyarov will pay an official
visit to Turkey on December 25 and 26 upon an invitation by his
Turkish counterpart Ahmet Davutoglu.

In a statement issued on Monday, the Turkish Ministry of Foreign
Affairs said that, aside from meeting Davutoglu, Mammadyarov would
be received by Turkish President Abdullah Gul, Parliament Speaker
Mehmet Ali Å~^ahin and Prime Minister Recep Tayyip Erdogan.

Mammadyarov’s talks with Turkish officials will facilitate exchange
of opinions on Turkish-Azerbaijani relations, the conflict in Karabakh
and regional matters pertaining to the two countries.

The decision by the US Congress to allocate $8 mln to self-proclaimed
"NKR" in 2010 has become the most discussed event of the recent week.

Several US experts, in particular, professor of John Hopkins’
University Frederick Starr said this decision is a mistake and urged
to differentiate between the "allocation by voting in Congress" and
factual transfer of this money, stating the money will not be spent.

What can you say about it?

First of all, for some strange reasons, all actions by the United
States, Russia and France that are later recognized as mistaken are
targeting Azerbaijan. There is not a single case when any superpower
gets mistaken about Armenia. As for the second part of Starr’s
statement, he is right to say that there are great doubts that this
money will reach the Karabakh separatists. I faced such a situation
for the first time when I worked in Algeria. The French government
allocated several millions of financial assistance. But during
my personal meetings, it turned out that these funds were mostly
allocated for purchase of French cars and spare parts for Algeria.

Now, it also not excluded that money allocated by the US Congress
to both Armenia and the separatists of the unrecognized "NKR" will
return to Americans, because they will specify the ways to spend these
amounts. Meanwhile, it should be noted that Azerbaijan is concerned
not with whether the millions will reach the Karabakh separatists
but the very fact of their allocation, which is a political element
of the issue.

In this respect, what do you think is the real position of the United
States on the settlement of the Karabakh conflict considering the
assistance of the US Congress to Karabakh separatist while the White
House declares support to the territorial integrity of our country?

I admit that I had been mistaken considering that the United States
is interested in the resolution of the Karabakh conflict within the
framework of international norms and principles. Now, I am confident
that the United States is the same aggressive empire as Russia.

Merely, it is more democratic. The United States put only their
national interests above everything. In case of the Karabakh conflict,
they support the territorial integrity of Azerbaijan but do not condemn
the Armenian aggression. They allocate financial assistance to Karabakh
separatists which can be viewed as assistance to the aggressor.

Isn’t it more profitable for the United States to build good
relations with wealthy and rapidly developing Azerbaijan than poor
and unpromising Armenia?

I think we should forget what you have said. The United States is a
homeland of Christian fundamentalism. Therefore, they will spare no
effort to settle the Karabakh conflict in favor of Christian Armenia
rather than Muslim Azerbaijan. Russia and France, the OSCE Minsk
Group co-chairs, support the same position.

Would the situation change in case Turkey becomes the fourth Minsk
Group co-chair?

No, it would not. Turkey mostly supports the position of the United
States. In particular, I have repeatedly heard Turkish diplomats urging
to recognize the "NKR’s" independence. Turkey mostly depends on the
United States which means that the fate of the Karabakh conflict will
not change depending on the participation of Turkey among the Minsk
Group co-chairing states.

The Control Service of the President of the Republic of Armenian
revealed gross violations in the work of notaries public; ten of them
were punished, Head of the Service Hovhannes Hovsepyan told reporters.

As an example he cited the alienation of 150 common land plots without
community councils’ permission. Hovsepyan also reported violations with
the use of cash registers. He said that the Control Service tightened
control over entertainment and public catering establishments,
drugstore, food service companies and medical institutions.

The Service revealed 29% shadow employment. Hovsepyan said that illegal
registration of companies allegedly owned by disabled people, single
old people or even down-and-outs cause serious damage to the state
budget. Criminal proceedings were initiated, but the actual owners
of the companies have not been found.

Hovsepyan also criticized the work of traffic police. He pointed out
that the traffic police had drawn up only three reports on failed
checkups. After the Control Service started inspections, the number of
such reports reached 150,000. "Thirty-six of 50 violations of traffic
rules were not registered at all, nine were improperly registered,
and only five were legal," Hovsepyan said. Seventeen officers were
punished. The inspections also revealed failures to pay for what is
known as "gold" license plate numbers. Hovsepyan also reported that 33m
AMD purchases were made in defiance of the RA Law on State Purchases,
and those responsible were punished.

The Control Service also revealed violations in the work of the
RA Ministry of Emergencies. Representatives of only 120 of 320,000
entities were held responsible for minor violations, whereas inspectors
registered dozens of violations. Only three entities have been closed
over recent years, whereas, according to the documents, over 1,000
of them were to be closed. The Armenian President has focused his
attention on the safety of public places, especially after the recent
tragedy in Perm.

As regards the RA Rescue Service, only 70 of its 105 offices served
the purpose. After inspections were conducted, their number reached
85. The others do not serve the indented purposes. Specifically,
one of the offices near Lake Sevan was turned into a holiday center,
and five others are walled around.

Hovsepyan said that the violations will not remain unpunished, and
preventive measures will be taken.

Armenian citizens wishing to buy a Christmas tree this year will have
to fork out U.S. $50 to $200. One of the central avenues in Yerevan has
"hosted" Christmas tree sale outlets. All the trees have been imported
from Siberia and Saratov, Russia, as well as from Germany and Holland.

The sellers say the business in "in the hands" of the Armenian
authorities.

Well, a 1.5-meter high pine from Siberia is worth from 30,000 AMD up
(over U.S. $80), its "sister" from Saratov is worth 22,000 AMD (U.S.

$55). A 2-meter-high "beauty" from Germany is 65,000 AMD (U.S. $175),
and a tree from Holland will cost U.S. $150.

The sellers say that about 900 trees from Saratov and 700 from
Holland have been brought to Yerevan. They plan to sell them out
before December 31. But, as a rule, many firs can be found at sale
outlets on January 1 morning – they are used as fuel later.

The average retail price for a fir is U.S. $15 in Europe, and a
2-meter-high tree is within U.S. $80. The wholesale price is even
lower, gp24.pl. reports.

ArmInfo. Card-AgroCredit Credit company is going to increase its
credit portfolio in 2010 by 35-40%, Chairman of the Board of
Card-AgroCredit UCC, Director of the Center of Agribusiness and Rural
Development Fund (CARD) Gagik Sardaryan said and added that the
company’s credit portfolio currently makes up 900 million drams. To
recall, Card-AgroCredit UCC, founded by CARD, was registered by the
Central Bank of Armenia on June 27, 2008.

According to Sardaryan, the company will lay the main emphasis in
crediting in 2010 on carrying out of leasing transactions, in
particular, in the line of tractor delivery for agricultural subjects.
It is scheduled to purchase the tractors from one of the subsidiaries
of CARD – Card-Agroservice, being a representative of an American
tractor production company John Deere in Armenia.

According to the Ranking of Armenia’s credit companies, prepared by
the Agency of Rating Marketing Information (ArmInfo), the assets of
Card-AgroCredit UCC as of October 1, 2009, made up 946 mln drams ($2.5
mln), the credit portfolio – 771 mln drams ($2 mln) and the total
capital – 535 mln drams ($1.4 mln). The company assured an
undistributed profit over 9 months of 2009 at the rate of 65.1 mln
drams ($169.3 thsd).

To recall, 27 credit companies are currently functioning in Armenia, 4
of which are leasing companies, 22 – universal credit companies and 1
– Credit Union.

To note, the CARD Foundation, which has been functioning since April
2005, is continuation of the Marketing Assistance Programme of the US
Department of Agriculture (USDA MAP), within the frames of which
financial, technical and marketing assistance was provided to over 160
Armenian enterprises in the sphere of agribusiness from 1993 to 2005,
as well as to 25 production and commercial cooperatives, 50 Credit
clubs and thousand of farm enterprises in all the regions of Armenia.

Armenian FM meets with Turkish journalists

especially the three OSCE Minsk Group co-chairing states – the United
States, Russia and France ` are deny any link between the
Armenia-Turkey reconciliation and the Nagorno-Karabakh peace process,
RA Foreign Minister Edward Nalbandian stated at his meeting with
Turkish journalists.

According to him, linking the two processes would endanger both.
`Ironically, we should expect good will to be shown because, I would
like to remind you, both Armenia and Azerbaijan have shown good will
this year. Nine Armenian-Azerbaijani presidential meetings have been
held. They would not have been held but for the good will,’ Minister
Nalbandian said.

The Minister reminded the Turkish journalists that a joint statement
by 56 nations was made public at the OSCE Foreign Ministers’ meeting
in Athens, and Azerbaijan put its signature to the statement as well.
The document points put positive dynamics in the Nagorno-Karabakh
peace process. `That is, if Turkey really wants to facilitate the
resolution of the Nagorno-Karabakh peace process, I think ` and it has
repeatedly been stated ` it would do right if it did not interfere in
the peace process, because interfering hinders more than it helps. If
they do not want create impediments to the Armenia-Turkey
reconciliation or Nagorno-Karabakh peace process, they should not lay
any claims or set any preconditions. Armenia and Nagorno-Karabakh are
the interested parties, and I would even say the most interested
parties, seeking an early peaceful settlement of the conflict by means
of negotiations,’ Minister Nalbandian said.

He expressed regret that the Turkish journalists have an impression of
two parallel processes. `If there were any precondition involving
Nagorno-Karabakh, if there were any such dependence, which was written
by your press and you before the protocols were made public ` and many
journalists here, in Armenia, used to refer to your articles and say:
`You see, there is a link with the Nagorno-Karabakh problem’ ` the
process would not have got under way. The process got under way with
the sides understanding that there was not any such dependence. After
the protocols were made public, some people, with a magnifying glass
in their hands, tried to find a link with Karabakh. After they failed
to find anything suspicious, they stated at the highest level that the
protocols did not contain any preconditions. So what dependence are we
talking about?’ stated minister Nalbandian. The Armenian FM pointed
out that Armenia has as many reasons for speaking about preconditions
or links.

Armenian President Serzh Sarkisian has claimed that a negotiated
settlement of the Armenia-Azerbaijan conflict over Upper (Nagorno)
Garabagh is possible only if the self-proclaimed Upper Garabagh
republic becomes directly involved in the ongoing peace talks.
The astonishing statement was made as Sarkisian hosted a `parliament’
delegation of the separatist regime attending a meeting of the
inter-parliamentary cooperation commission in Yerevan.
The Armenian president believes that a peaceful Garabagh settlement is
possible but only if the self-proclaimed republic is allowed `to be
involved in discussing issues pertaining to its fate and say its
piece.’
Sarkisian noted that after meetings on conflict settlement with
Azerbaijan, he comprehensively informs the so-called `president of
Upper Garabagh’ about the essence of the discussions and issues on the
agenda. He alleged further: `It should be clear to everyone that the
people of Artsakh [meaning Garabagh] have gained their independence by
shedding blood.’
Upper Garabagh is an historical Azerbaijani territory. Armenians were
settled there in the early 19th century. Azerbaijan and Armenia have
been locked in conflict over the mountainous region for nearly two
decades. OSCE-brokered peace talks kicked off after a lengthy war that
ended with the signing of a shaky cease-fire in 1994. Armenia
continues to occupy Upper Garabagh and seven adjacent Azerbaijani
districts in defiance of international law. Baku says the occupied
districts must be freed and Azerbaijani refugees displaced during the
armed conflict in the early 1990s returned home, and only after that
could the status of Upper Garabagh be determined within the
territorial integrity of Azerbaijan.*

REMARKS BY PRESIDENT OBAMA AND PRIME MINISTER ERDOGAN OF TURKEY AFTER MEETING

PRESIDENT OBAMA: I want to extend the warmest of welcomes to Prime
Minister Erdogan. I’m glad that I, personally, and the American people
have a chance to reciprocate the wonderful hospitality that was
extended to me when I visited Turkey in April.

As I said when I had the great honor of addressing the Turkish
Parliament in Ankara, I am strongly committed to creating the best
possible relationship between Turkey and the United States.

Turkey is a NATO ally, which means that we are pledged to defend each
other. There are strong ties between our countries as a consequence of
the Turkish American community that has been established here. We have
had the opportunity to work together during this recent financial
crisis, given Turkey’s role as a member of the G20. And given Turkey’s
history as a secular democratic state that respects the rule of law,
but is also a majority Muslim nation, it plays a critical role I think
in helping to shape mutual understanding and stability and peace not
only in its neighborhood but around the world.

During the course of our discussions here, we’ve had the opportunity
to survey a wide range of issues that both the United States and
Turkey are concerned about. I thanked Prime Minister Erdogan and the
Turkish people for their outstanding contributions to stabilizing
Afghanistan. We discussed our joint role in helping Iraq achieve the
kind of independence and prosperity that I think has been advanced as
a consequence of the election law finally being passed over the
weekend.

We discussed issues of regional peace, and I indicated to the Prime
Minister how important it is to resolve the issue of Iran’s nuclear
capacity in a way that allows Iran to pursue peaceful nuclear energy
but provides assurances that it will abide by international rules and
norms, and I believe that Turkey can be an important player in trying
to move Iran in that direction.

And we discussed the continuing role that we can play as NATO allies
in strengthening Turkey’s profile within NATO and coordinating more
effectively on critical issues like missile defense.

I also congratulated the Prime Minister on some courageous steps that
he has taken around the issue of normalizing Turkish/Armenian
relations, and encouraged him to continue to move forward along this
path.

We reaffirmed the shared commitment to defeat terrorist activity
regardless of where it occurs. I expressed condolences to the Prime
Minister and the Turkish people for the recent terrorist attack that
was taken there and pledged U.S. support in trying to bring the
perpetrators of this violence to justice.

And finally, I complimented the Prime Minister for the steps that he’s
taken, often very difficult steps, in reintegrating religious
minorities and ethnic minorities within Turkey into the democratic and
political process, and indicated to him that we want to be as
supportive as possible in further steps that he can take, for example,
assuring the continuation of the Halki Seminary and addressing the
vital needs of continuing the ecumenical patriarchy within Turkey.

Over all, just to summarize, I am incredibly optimistic about the
prospect of stronger and stronger ties between the United States and
Turkey that will be based not only on our NATO relationship, our
military-to-military relationship, our strategic relationship, but
also increasing economic ties.

And one of the concrete outcomes of this trip is to follow through on
discussions that I had with both Prime Minister Erdogan and President
Gul in Turkey to stand up a strategic working group around economic
issues and improving commercial ties. That will be launched with the
participation of Secretary of Commerce Locke and our U.S. Trade
Representative Ambassador Ron Kirk, along with Turkish counterparts.
And we think that there is enormous potential for us to grow trade and
commercial ties between the two countries.

Turkey is a great country. It is growing in influence around the
world. And I am pleased that America can call Turkey a friend, and I’m
pleased that I’m able to call Prime Minister Erdogan personally a
friend. I’m grateful for his trip here and look forward to many years
of collaboration with him to observe both the prosperity of the
American people and the Turkish people.

PRIME MINISTER ERDOGAN: (As translated.) Thank you very much. I’m very
grateful for the hospitality that both myself and my delegation have
been shown since our arrival here. And I would like to once again
express my thanks for that hospitality.

The fact that the President visited Turkey on his first overseas trip
and that he described and characterized Turkish-U.S. relations as a
model partnership has been very important for us politically and in
the process that we all look forward to in the future as well. And
important steps are now being taken in order to continue to build on
our bilateral relations so as to give greater meaning to the term
"model partnership."

Of course, there are many sides to the development of this
relationship — be it in the economic area, in the areas of science,
art, technology, political areas and military areas.

We have also appointed two people from our side to act as counterparts
in order to liaise with their American counterparts to continue on
this process. Those two people are the Deputy Prime Minister, Mr. Ali
Babacan; and the Minister of State responsible for economic affairs,
Mr. Zafer Caglayan on the Turkish side. I do believe that this group
is going to work to take the Turkish-American relations forward, not
just in the economic area, but in all areas in general.

We, of course, have — we take joint steps on regional issues. This is
in the Middle East, in Iraq, with respect to the Iranian nuclear
program. We continue to have joint activity in Afghanistan, and the
Turkish armed forces have taken over the command of the forces there
for a third time with the additional support that we have sent to
Afghanistan in the last couple of months. And there are steps that we
have taken with respect to training activity and other activities in
the context of provisional reconstruction teams, and we continue on
that. We’ve had an opportunity to continue discussing those issues
during our visit here.

Another important area, of course, is energy. Turkey is a transit
country for energy issues. And the agreement has been signed for
Nabucco and we are ready to take some important steps with respect to
Nabucco.

We continue to talk with Azerbaijan. I do believe that positive
progress will be made in this area. In addition to Azerbaijan, of
course, there is the importance of companies like Statoil, Total, and
British Petroleum and others.

We have also discussed relations between Azerbaijan and Armenia, which
is of great importance. This is important in the context of
Turkish-Armenian relations. We have discussed the Minsk Group and what
the Minsk Group can do — the United States, Russia, and France — to
add more impetus to that process. I can say that to have more impetus
in the Minsk process is going to have a very positive impact on the
overall process, because the normalization process between Turkey and
Armenia is very much related to these issues. As the administration in
Turkey, we are determined to move forward in this area.

Another important issue with respect for us in Turkey is the fight
against terrorism. And there was a statement that was made in this
very room on the 5th of November 2007, which was very important in
that context, because at the time we had declared the separatist
terrorist organization as the common enemy of the United States,
Turkey, and Iraq, because terrorism is the enemy of all mankind.

Our sensitivity and response to terrorism is what we have displayed
when the twin towers were hit here in the United States. Wherever a
terrorist attack takes place our reaction is always the same, because
terrorism does not have a religion — a homeland. They have no
homeland, no religion whatsoever.

We have also had opportunity to discuss what we can do jointly in the
region with regard to nuclear programs. We as Turkey stand ready to do
whatever we can to ensure a diplomatic solution to the nuclear issue
in our region. And we stand ready as Turkey to do whatever we can do
with respect to relations between Israel and the Palestinians, and
Israel and Syria, because I do believe that, first and foremost, the
United States, too, has important responsibility in trying to achieve
global peace.

And we, too, must lend all kinds of support that we can in our regions
and — in our respective regions and in the world in general in trying
to achieve global peace, because this is not the time to make enemies,
it’s the time to make friends. And I believe that we must move hand in
hand towards a bright future.

All right, where’s Ben Feller" There you are.

Q Thank you sir. I’d like to ask you briefly about a domestic issue,
that being the economy, heading to your speech tomorrow. Do you
support the use of federal bailout money to fund job creation
programs" Is that an appropriate use of that money" Is that something
that you plan to support tomorrow?

PRESIDENT OBAMA: You know, Ben, it would be a mistake for me to step
on my speech tomorrow by giving you the headline today.

Q Not that big a mistake. (Laughter.)

PRESIDENT OBAMA: But let me speak generally about what we’ve seen. On
Friday we got the best jobs report that we’ve gotten in a very long
time. And it significantly beat expectations. At minimum, it showed
that for all practical purposes, we’ve stopped losing jobs. And that’s
consistent with the fact that in the third quarter we saw the economy
grow.

My first job when I came into office was to make sure that we got the
financial crisis under control and that we tried to limit the
devastating effects that it was having on the real economy. We have
had a very tough year, and we’ve lost millions of jobs. But at least
now we are moving in the right direction.

What my speech tomorrow will focus on is the fact that having gotten
the financial crisis under control. Having finally moved into positive
territory when it comes to economic growth, our biggest challenge now
is making sure that job growth matches up with economic growth. And
what we’ve seen is, is that companies shed jobs very quickly, partly
induced by the panic of what was happening on Wall Street, and they
are still tentative about hiring back all those people who were laid
off. Also what we’re seeing is some long-term trends where companies
are becoming so efficient in terms of productivity that they may feel
that they can produce the same amount of goods or services without as
many employees.

So those present some particular challenges, given the fact that we
lost over 3 million jobs just in the first quarter of this year before
any of the steps we took had a chance to take effect.

With respect to TARP specifically, I think you saw stories today and
you’ve seen stories over the last several weeks that TARP has turned
out to be much cheaper than we had expected, although not cheap. It
means that some of that money can be devoted to deficit reduction. And
the question is are there selective approaches that are consistent
with the original goals of TARP — for example, making sure that small
businesses are still getting lending — that would be appropriate in
accelerating job growth?

And I will be addressing that tomorrow. But I do think that, although
we’ve stabilized the financial system, one of the problems that we’re
still seeing all the time — and I heard about it when it was in
Allentown just this past week — was the fact that small businesses
and some medium-sized businesses are still feeling a huge credit
crunch. They cannot get the loans that they need to make capital
investments that would allow them to then expand employment. And so
that’s a particular area where we might be able to make a difference.

Is there somebody in the Turkish delegation that wants to call on a reporter?

Q Mr. President, is there any new and concrete U.S. action plan for
disarmament and the elimination of the PKK terror organization in
northern Iraq" Thank you, sir.

PRESIDENT OBAMA: Well, what the Prime Minister and I have discussed is
coordinating closely in dealing with the problem of the PKK. We have
stated before and I have reaffirmed since I came into office that the
United States considers PKK a terrorist organization, and that the
threat that it poses not only in Turkey but also in Iraq is one that
is of deep concern. And as NATO allies, we are bound to help each
other defend our territories. More broadly, I think that it is
important for us to have a consistent position with respect to
terrorism wherever it takes place.

So we discussed how we can coordinate militarily. I will tell you that
with respect to the issue of the PKK, I think that the steps that the
Prime Minister has taken in being inclusive towards the Kurdish
community in Turkey is very helpful, because one of the things we
understand is, is that terrorism cannot just be dealt with militarily;
there is also social and political components to it that have to be

With respect to Iraq, I think the degree to which the Kurdish
population within Iraq feels effectively represented within the
central government in Baghdad, to the extent that we can resolve some
long-term pressing issues like Kirkuk, the more I think that Kurds
will recognize that their interests are not in supporting any kind of
military activity but rather in working through conflicts politically,
in a way that allows everybody to be prosperous. And that’s the kind
of process that we would encourage.

ARMENIAN ECONOMIC COMPETITION PROTECTION COMMISSION TO TIGHTEN PRICE CONTROL

At its December 17 sitting the RA Commission for Protection of Economic
Competition decided to tighten control over prices for and sales of
a number of consumer products.

The Commission’s press service told NEWS.am that the results of the
Commission-conducted monitoring show an upward trend in the market
prices for petrol, diesel fuel, medicines, vegetable oil, butter and
sugar. The Commission is taking measures to prevent economic entities
from breaking the law by practicing unjustified price rise and has
demanded that economic entities to properly justify each case of
price rise.

Specifically, in the petrol market this principle will apply to the
Flash Ltd., City Petrol Group Ltd., Mika Corporation, Kagh Petrol
Service; in the drug market, these are Natali Pharm, Alphapharm,
Argopharm, as well as 22 other companies; in the vegetable oil market,
Alex-Grig, Dost International, and others; in the sugar market, Alex
Grig; in the egg market Lusakert Ltd., Arax Ltd., Arzni Pedigree Ltd.
