a Euronews "Nagorno-Karabakh – the wind of change" TV report, during
which the journalist called Karabakh the original Armenian land.

The Azerbaijani Press Council joined the protests.

The peculiarity of the scandal is that lacking its own information
tools in Europe, Azerbaijan has long used Euronews services to
advertise tour trips to the country, abc.az reported.

GLENDALE, Calif.-The Armenian Relief Society of the Western US
has issued an appeal to the community this holiday season, urging
Armenian-Americans to participate in a charity drive to help the
less fortunate.

"Responding to the needs of the community and giving to those in need
has been the guiding principle of the ARS," said Sossie Poladian,
ARS Western USA Regional Executive Board Chairperson.

Poladian said the ARS has been carrying out an ambitious campaign to
collect donations from community members and ARS supporters to help
those who need help the most this year.

"The first mailed ARS appeal has already reached the communities
closest to Glendale, and others will follow," Poladian explained. "It
is hoped that ARS supporters will respond with small or large donations
to make up for the shortfall many are expected to face this Christmas
season.

Poladian said the ARS has already witness a "generous" and "uplifting"
outpouring of community support for the campaign, despite economic
downturn.

Since its inception in 1910, the ARS has worked to serve, from helping
Armenian refugees coming into Elis Island to caring for the elderly,
orphans, widows, widowers and students, according to her.

Alongside the mailer, the ARS has also been organizing canned food
drives throughout the community.

In November, the ARS helped a class of 4-year olds at St. Mary’s
Richard Tufenkian Armenian Preschool to organize a canned food drive.

Through the coordination of preschool Director, Arsine Aghazarian
and homeroom teacher Seta Hagopian, 80 children at the preschool were
able to participate in the drive, collecting canned and boxed goods
to be donated this Christmas.

Dinners and luncheons have also been organized at the homes of ARS
members, encouraging guests to make donations to the ARS.

"The children learned about giving to other children, who may be
hungry, and the parents were happy that their children were learning
to share and care," said Hagopian, who is a member of the Glendale
"Sepan" ARS Chapter.

The Hoover High School Armenian Club also held a canned food drive
for the ARS campaign. Club member Talin Fakhourian, explained that
the highschool students took part in the drive "to give back to the
Armenian community during Christmas time."

Christmas gifts are also being collected at schools and community
centers for children served by local ARS Social Services offices in
the Diaspora, Armenia and Artsakh. The ARS is welcoming donations
of clothing and educational toys, which it will give to children
on Christmas.

ARS members and Tufenkian Presschool staff collect canned foods for
the less fortunate.

The ARS Western USA is also taking part in the global "Amanor"
campaign run by the international ARS, as well as shipping boxes of
toys, clothing and shoes to the children in Armenia and Artsakh.

Alongside grassroots efforts, the ARS was also able to tap large
corporate donors to help its holiday campaign, gaining a generous
donation from the Smart & Final Charitable Foundation. The Foundation
gave the ARS Child, Youth and Family Guidance Center $2,500 dollars
to help provide therapy and counseling for the needy during the
difficult holidays.

The Smart & Final Charitable Foundation donated $2,500 to the ARS
Child, Youth & Family Guidance Center. Randall Oliver handed the
check to Sossie Poladian, Chair of the ARS of Western USA, Regional
Executive, who was accompanied by Asdghig Chitilian. Being freed from
anxiety issues through therapy could be the best gift for a child
and a family. The ARS Chapters provide most of the support for the
counseling center located at the ARS Glendale headquarters.

"The Armenian-American community has an impressive history of
responding to the charitable needs of people all over the world,
wherever the needs may be," Poladian exclaimed. "All dedicated and
compassionate ARS supporters are urged to make a donation. Any amount
will make a difference."

YEREVAN, DECEMBER 15, ARMENPRESS: Armenian "State Employment Service"
agency will participate in the "Global Crisis and Role of the European
Employment Services" international conference which will be held in
Ukraine January 26-27, 2010.

Head of the agency Sona Harutyunyan told Armenpress that they are
participating as member of the "World Association of Employment
Public Services".

Speaking about the cooperation with the association S. Harutyunyan
noted that it will give an opportunity to expand ties with employment
public services of different member states, implement experience and
information exchange programs.

According to her, by cooperating with the association, programs of
mutual interest will be carried out with the member states.

"In conditions of globalization today it is already an urgent necessity
to have contacts with the outside world, study the experience of the
leading countries, in case of possibility localize the experience
and share own experience with other countries," she said.

It is also expected to organize conferences, meetings and workshops
for the member states of the association.

Russian President Dmitry Medvedev said there is no single barrier for
renewal of the direct flights between Moscow and Tbilisi. `The
problems you mentioned, and the matter of the direct flights between
Moscow and Tbilisi, and the Upper Lars checkpoint’s opening – all
these matters are completely normal items for discussions. By and
large, I don’t see a single barrier here,’ said Russian President at
the press conference after European and Eurasian Media Forum.

`Russia and Georgia have to hold in trust every positive thing that
was done,’ he added.

EU expressed concern over the Turkish Constitutional Court’s judgment
dissolving the Kurdish `Democratic Society Party’ (DTP).

A representative of Sweden, which is chairing the EU Council, stated
the judgment violates the Kurdish minority’s rights. The EU condemns
violence and terrorism, but the dissolution of political parties is an
exceptional case, which needs to apply with utmost restraint, the EU’s
statement reads.

A U.S. Department of State representative outlined the decision is an
internal issue of Turkey, pointing out restrictions of political
freedoms should, however, be treated carefully.

As NEWS.am reported earlier, hundreds of people in different cities
held rallies after the Turkish Constitutional Court made its judgment.
The protestors in Diyarbakir threw Molotov cocktails at the police.

Is there any way this country can officially disown Anthony Blair?

Those of us who were never fooled by him now have to watch as he
cashes in on his time as Prime Minister in ways which are actually
shaming.

His dishonesty, his lack of embarrassment and his greed are all so
great that it is now possible to imagine him ending up munching gonads
on I’m A Celebrity, perhaps trying to restore his fortunes after yet
another failed property speculation.

Or singing My Way on a talent show.

I am not sure whether to be furious or to laugh at this dark farce. I

met Mr Blair before he was famous and concluded that he was an
empty-headed soap actor, chosen by the Labour Party to be the
plausible front-man for its slow-motion coup d’etat.

Then I had to watch the ludicrous transformation of this man, who to
my personal knowledge did not know in 1997 that they spoke Portuguese
in Brazil, into a supposed World Statesman, the victor of Kosovo and
the scourge of Saddam.

These two wars, one dubious, the other indefensible, were conducted on
the basis that Mr Blair is a dedicated foe of tyranny. Quite a lot of
people still believe this piffle.

But how can they now, after Mr Blair’s trip to Azerbaijan, there to
open a formaldehyde factory?

The speech which he gave was such concentrated, congealed drivel that
it probably had to be carried into and out of the room in a spittoon.

That is not all. Far worse than this piece of prostitution (he is said
to have been paid £90,000 for his appearance) is the fact that he
consorted, while in this sinister little country, with its President,
Ilham Aliyev.

Like Mr Blair, I have been to Azerbaijan. Unlike him, I met opposition
politicians and heard about its miserable history of censorship,
repression and despotism.

President Aliyev, like Kim Jong Il, inherited his job from his father,
the late KGB General Heydar Aliyev.

And Heydar Aliyev inherited his job from the Kremlin, which installed
him as ruler of Azerbaijan when it was a Soviet province.

Opponents of the current President Aliyev get beaten up or imprisoned.

There are reliable reports of torture, including threats to humiliate
female relatives of political prisoners. Protesting demonstrators
sometimes end up clubbed to death.

He `won’ his last election with a comically unlikely 87 per cent of the vote.

Well, there is an old argument which says that if such people control
big oil supplies, we pass over their faults for the sake of our
economy.

But that is an argument Mr Blair, and his few remaining defenders,
simply cannot make – because they all claim to have been so outraged
by Saddam Hussein’s tyranny that even his oil couldn’t save him.

So I think we can conclude from this well-rewarded little visit that
Mr Blair’s outrage against Saddam was as false as it looked.

In which case, what is there left of this person that is worth a
farthing, let alone £90,000?

Turkey’s expanding foreign policy following the appointment of Foreign
Minister Ahmet DavutoÄ?lu on May 1 has already begun to bear fruit,
with a stronger Turkey emerging, one with less problems and more
cooperation with its neighbors.

Considering numerous interests intersecting in the region, both by
regional and international powers, Turkey’s rising ability and its say
in regional affairs have raised considerable concern among its rivals.
Seeking to build strong relations with countries in the region after
long ignoring its eastern neighbors, Turkey’s recent moves raised fear
among its rivals both in the region and the West.

`It has become more self-confident, stronger, and the EU and the US
have weakened. It is Turkey’s right to build good relations with its
neighbors,’ Hugh Pope, the director of the Turkey/Cyprus Project at
the International Crisis Group, told Sunday’s Zaman. Turkey has
developed strong relations with its neighbors in the past year,
raising some concerns in the West over its alignment. Most of these
concerns were drummed up by Israeli media outlets. `Turkey is aligned
on Ankara,’ DavutoÄ?lu said during a conference in Washington, D.C., on
Dec. 8.

Turkey has already removed visa requirements with Syria and Jordan and
will lift them with Sudan, Azerbaijan and Iran in the weeks to come.
It signed agreements of strategic cooperation with Gulf countries,
Iraq, Syria and others in the region to create an economic pool and to
bring neighboring countries closer to Turkey. Over the past year,
Turkey began to normalize relations with Armenia, strengthen ties with
Russia, build better relations with the US and seek a breakthrough on
both Cyprus and Azerbaijan’s Nagorno-Karabakh problem. Turkey is doing
things the West is not used to seeing, and this is why the West is
irritated,’ Osman Gazi Ã-zgüdenli, a professor from Marmara University,
told Sunday’s Zaman.

Israel an architect of the spat

Always attempting to be a dominant power in the Middle East, Israel is
also uneasy with the growing Turkish power in the region. Turkey is
building close relations with Iran and Syria, two countries that
Israel cannot get along with as they strongly support the end of the
Israeli occupation of Palestinian territories. As a result, Israel has
loudly criticized Turkey and claimed that Turkey’s growing relations
with countries in the Middle East have caused it to slowly drift away
from the West. The Israeli media have worked tooth and nail to issue
the West a `wake-up call’ and to lead it to question Turkey’s foreign
policy initiatives.

Turkey was mediating peace talks between Israel and Syria for more
than a year until Israel announced it will no longer accept Turkey as
honest broker subsequent to Prime Minister ErdoÄ?an’s remarks on
Israel’s Gaza offensive on various occasions. After all this, media
reports labeling Foreign Minister DavutoÄ?lu a neo-Ottoman and Turkey
an anti-Western country appeared in the Western and Israeli media.
`Israel does not want Turkey as a mediator because of the behavior of
ErdoÄ?an,’ Shlomo Brom, an expert at the Israeli Institute for National
Security Studies, told Sunday’s Zaman. Commenting on Israel’s
uncertain stance on Turkey, I think there is some disagreement inside
Israel as to whether or not Turkey should remain as a mediator — with
some arguing that it is not impartial (and widening the rift between
Turkey and Israel), and others seeing the need to continue working
with Turkey,’ Ellen Lust-Okar, a political science professor at Yale
University, told Sunday’s Zaman.

France, a country that has always tried to lead the peace processes in
the Middle East, pushed both Syria and Israel to accept it as a
mediator. `Today, Israel is saying that it can no longer accept Turkey
as a mediator, since the Turks have clearly taken sides in the
Arab-Israeli conflict. And basically what Syria is saying: No talks
without Turkey,’ Sami Moubayed, a Syrian historian, political analyst
and university professor based in Damascus, told Sunday’s Zaman.

Observers, however, also believe that Turkey is on the right track and
should only be careful with its rhetoric and make sure that its
relations with Israel are fine. `If Turkey wants to contribute towards
a comprehensive peace in the Middle East, she will have to be more
even-handed and improve her relations with Israel,’ David Phillips, an
American expert on Turkey at the Atlantic Council think tank, said to
Sunday’s Zaman.

Pope, however, believes that every country is `happy’ with Turkey’s
relations with its neighbors. `No country is trying to undermine
Turkey in the region,’ Pope claimed. `Justice and Development Party
[AK Party] leaders have spoken about the relations with its neighbors
and Israel. It is more a problem of the rhetoric. It may be a problem
of taking the words out of the context in far away capitals, too. The
AK Party can make it easier for themselves if they use more measured
terms,’ Pope told Sunday’s Zaman. `The problem is not the fact that he
[ErdoÄ?an] criticizes Israel. ¦ France and the US also criticize Israel
on different occasions. The problem is language and style,’ Brom
noted.

Iran also concerned on Turkey

Another rising power in the region is definitely Iran with its rich
oil and gas resources. Despite sanctions and embargos applied by the
US for almost 15 years, Iran’s economic development is indifferent to
these barriers. Turkey and Iran, traditional rivals in the region, are
now cooperating in many areas. Although observers believe that Iran
will be careful about Turkey’s expansion, it also understands that
`Turkey is the only window for Iran to the West,’ in Ã-zgüdenli’s
terms.

`Obama is trying to create a united front against Iran, to put
pressure on the country. Turkey appears to have chosen instead a more
neutral role as a country which can mediate because it maintains good
relations with all sides. In the end, this Turkish role may prove more
important to the Obama administration than the tougher position it
would prefer,’ Marina Ottaway, an expert at the Carnegie Endowment for
International Peace, told Sunday’s Zaman.

However, Iran is closely monitoring the developments surrounding its
nuclear row and is also considering the possibility that Turkey could
store low-enriched uranium (LEU) in its territory. Following Prime
Minister ErdoÄ?an’s meeting with US President Barack Obama, Iran
announced that it will no longer cooperate with Turkey on LEU storage,
clear testimony of Iran’s fear of Turkey’s rise. Ã-zgüdenli, however,
claims there can be several powers in the region and that they may
choose cooperation rather than competition. `Iran and Turkey are doing
exactly the same thing,’ he added.

`Turkey is a model country in the Middle East because of its
prosperity, good measure of democracy and modernizing agenda, and
these all exist because of Turkey’s partnership with the EU,’ Pope
said. Noting that it will be a real loss for Turkey and impossible to
walk freely and surely in the Middle East if it ends its partnership
with the EU, Pope said Turkey will then also lose its attraction in
the Middle East, too.

transition to the J-structure is continuing up to schedule and certain
part of the work was already done’, Azerbaijani Defense Minister,
Colonel-General Safar Abiyev told journalists, APA reports.

Abiyev noted that the parliament is working on the draft law on
alternative service and it will bring a result in near future.

Responding the question about the new appointment to the post of
Azerbaijani Air Force and Air Defense Commander, the minister said
Major-General Altay Mehdiyev performs this office now and he has no
problem with that.

Reminding about the continuation of the Nagorno Karabakh talks, Abiyev
said he couldn’t detail about the negotiations. `I can not say
anything about that. The Ministry of Foreign Affairs has details about
the negotiations’.

However the defense minister of Azerbaijan didn’t rule out the version
of war. `If the conflict is not solved within the territorial
integrity of Azerbaijan, the war will be unavoidable’.

stable place and role in Armenia, President Serzh Sargsyan said in his
opening speech during the party’s 9th congress.

On behalf of the Republican Party of Armenia, President was satisfied
to note that, `cooperation with Orinats Yerkir is aimed at Armenia’s
development.’ According to him, high-level tolerance, solidarity and
pluralism are the only tools enabling Armenia to build a rule of law
state. `There are certain changes in that direction but I don’t find
them enough,’ Mr. Sargsyan said.

`Of course, that’s a gradual process which requires change of
atmosphere, as well as society’s perceptions and rules of conduct. So
we have much to do to achieve that,’ he noted.

At the end of his speech, the President wished the party success in
its future endeavors.
