ARMENIA’S NATIONAL CIVIL DEFENCE DOCTRINE TO BE WORKED OUT IN LINE WITH IPAP

YEREVAN, November 27, /ARKA/. Armenia’s National Security Council
said today the National Civil Defence Doctrine will be worked out in
line with Armenia-NATO Individual Partnership Action Plan (IPAP).

It said during today’s sitting chaired by the Secretary of the National
Security Council of Armenia, Arthur Baghdasaryan, the inter-agency
commission decided to submit the Doctrine to the National Security
Council for ratification in May 2010.

The National Security Council said Arthur Baghdasaryan emphasized
the importance of formation of a civil defense system corresponding
to contemporary requirements,. He also noted that the adoption of the
Doctrine would be of great applied significance for the implementation
of strategic reforms in the field of civil defense and withstanding
the contemporary challenges.

The adoption of the Doctrine envisages the assessment of the
current state of civil defense, formation of a civil defence
system corresponding to international standards, improvement of the
crisis-management.

A regional crisis-management centre will be established in Yerevan,
which will later have regional divisions.

Karen Demirjian’s bas-relief was affixed near the entrance to the very
same museum which bears his name. November 27 was chosen as the date of
this ceremony because, as noted by Demirjian’s widow Rima Demirjian,
on this day in 1974, Demirjian met the public for the first time and
with his words, Armenia’s steep upsurge began.

Participating in the opening ceremony were Armenian National Congress
leaders led by first president of the Republic of Armenia, Levon
Ter-Petrossian.

Speaking about Karen Demirjian during his speech, Ter-Petrossian wanted
to focus attention on that which, in his words, has been ignored for
20 years.

"That is the issue connected with Karen Demirjian and
Nagorno-Karabakh. Perhaps no one has assessed why on May 21, 1988, if
I’m not mistaken, they discharged Karen Demirjian from his post. Karen
Demirjian was discharged exclusively for one reason: he didn’t crush
the Karabakh movement, didn’t shoot his own people – something that
Gorbachev couldn’t forgive him for… For me, this is perhaps one
of the most historic, possibly the most important, pages of Karen
Demirjian’s life. The people’s leader, who didn’t go against his
people, unlike Robert Kocharian, who on March 1, cold-heartedly fired
at his own people, much like they shoot at elephants and rhinoceroses
in safaris," noted Ter-Petrossian.

The Armenian National Congress leader noted that it would be wrong
to identify Demirjian with the system.

"With the last count, Karen Demirjian became the system’s victim;
one shouldn’t and mustn’t identify him with the system," added
Ter-Petrossian.

In Tokyo for an official visit yesterday, Armenian Foreign Minister
Edward Nalbandian met with Crown Prince Naruhito, heir apparent to
the Japanese throne, reports the RA Ministry of Foreign Affairs press
and information department.

Nalbandian asked Naruhito to pass on RA President Serzh Sargsyan’s
greetings and well-wishes to Emperor Akihito and noted Armenia’s wish
to strengthen and develop relations with Japan.

During the second half of the day, Nalbandian made a detailed speech
about Armenia’s foreign policy at the Japan Institute of International
Affairs. During the speech, responding to questions directed at him,
the Armenian foreign minister discussed Armenia-Japan relations
and Armenia’s initiatives directed toward the development of these
relations, as well as discussing efforts toward establishing peace
and stability in the Caucasus.

Asked about the continuous bellicose statements made by Azerbaijan,
Nalbandian said, "Perhaps those [statements] are made with the
expectation of applying pressure, naturally, that cannot impress
neither Armenia nor Karabakh. Those attempts leave a flat-out negative
impression about Azerbaijan on the international community."

Before his speech, Nalbandian met with the institute’s President
and Director-General, Ambassador Yoshiji Nogami, during which time
issues related to the RA Ministry of Foreign Affairs diplomatic
school and cooperation with the Japan Institute of International
Affairs was discussed.

create favorable conditions for Armenian Genocide recognition,
" Robert Getikyan film director, author of "The Criminal Army"
said. Robert Getikian advised to memorize a poem of Louis Aragon
about national hero of France Misak Manushian.

Misak Manushian – French anti-fascist of Armenian origin once wrote
"I don’t hate the German people. For me it is a very important aspect,
because my mother is a German".

Born in the city of Adiyaman (Turkey), September 1, 1906 Misak
Manushian witnessed the Armenian Genocide. Then Misak was an orphan
in Syria. In 1925 he emigrated to France and lived in Marseilles and
Paris, worked at the Citroen factory. With Armenian compatriots he
published a magazine advocating left ideas and Armenian culture among
emigrants. Together with his wife Meline Manushian he participated
in French Resistance against the invaders, he was an activist of the
Immigrant Labor’s Armenian section. In August 1943 a group under
Manushian command made almost thirty successful attacks against
the German occupiers. The notorious Nazi "Red Poster", published in
15,000 copies, portrayed Manushian: "Manushian, an Armenian, a leader
of the gang, 56 attacks, 150 killed, 600 wounded".

He was arrested by the German command, tortured and executed after 3
months, along with 21 members of his group ("Group of Manushian"). He
was posthumously awarded the Order of the Legion of Honor. Streets,
squares in Paris, Valence, Marseilles, Gardanne, Yerevan and other
places were named after Manushian.

YEREVAN, NOVEMBER 27, ARMENPRESS: The conclusive oral round of the
sixth state scientific conference for students entitled "Advocacy:
the Present State and Development Prospects" was held today in the
central office of the Armenian Young Bar Association.

The association’s Chairman Karen Zadoyan said that the goal of the
conference is to increase the level of the students’ knowledge in the
sphere of law, to ensure their participation in the consolidation of
the law institute. He is sure that the most important precondition for
a lawyer is first of all independence, which enables to act without
any constraint.

The institute of law in our country needs a self-cleaning. In my
opinion it must be cleaned by 70-80 percent", K. Zadoyan said.

According to lawyer Tigran Atanesyan, the themes referred at the
scientific conference are the most up-to-date, as in our republic
the institute of law has not yet been formed completely.

The 28 students participating in the scientific conference in their
reports raised such issues, as the inefficiency of the institution of a
public lawyer, the unavailability of a law service. Simultaneously they
did not reject the fact, that there is a prospect of law development
in Armenia.

The conference was organized by "Legal Alliance" Law Company
collaboratively with Armenian Young Bar Association.

The association has been established in 1995 by a group of students
of Yerevan State University Law Faculty and by a number of young
lawyers. Its mission is to develop educated lawyers with high
professional capabilities and new way of thinking, whose activity
will greatly promote the consolidation of right dominance, democracy
and civil society, where the population will be competent and its
rights -defended.

head the Turkish delegation that will attend the 17th Organization
for Security and Co-operation in Europe (OSCE) Ministerial Council
meeting in Athens, Greece on December 1 and 2, AA reported.

The OSCE Ministerial Council is the Organization’s central
decision-making and governing body.The Foreign Ministers of the 56
participating states meet towards the end of the year to review and
assess the OSCE’s activities. The Ministerial Council is hosted by the
country holding the annually rotating Chairmanship of the Organization.

At the invitation of the Government of Japan, the Foreign Minister
of Armenia, Edward Nalbandian, will pay an official visit to Japan
November 25-27.

Minister Nalbandian is expected to meet Crown Prince Naruhito and
Foreign Minister Katsuya Okada.

Edward Nalbandian will make a speech at the Foreign Relations Institute
of Japan. In Tokyo the Armenian Foreign Minister will have meetings

Ilham Aliyev and Dmitry Medvedev Russian President Dmitry Medvedev
has welcomed progress in the negotiations on Nagorno-Karabakh and
said that Moscow will continue work to resolve the conflict.

Medvedev and Azerbaijani President Ilham Aliyev discussed the
negotiating process on the Karabakh conflict settlement during their
meeting in Ulyanovsk on Tuesday, Russian presidential spokeswoman
Natalya Timakova said.

"Ilham Aliyev briefed Dmitry Medvedev on the results of the latest
round of talks with Armenian President Serzh Sargsyan involving the
Minsk Group representatives," she said.

"The Russian president welcomed the positive progress in the
negotiating process and gave assurances that Moscow will continue
working to resolve the Karabakh conflict," Timakova said.

She said the presidents had also discussed bilateral cooperation,
including on the economy, and the schedule of further high level
contacts.
