On November 19 President of the National Assembly Mr. Hovik Abrahamyan
received the Director of the Office for Democratic Institutions and
Human Rights of the Organisation for Security and Co-operation in
Europe (OSCE/ODIHR) Ambassador Janez Lenarcic.

Welcoming the guest RA NA President expressed his conviction that the
cooperation with OSCE/ODIHR promotes the strengthening of democratic
institutions and protection of human rights in Armenia. Mr. Abrahamyan
underlined that the wish of the authorties of the country was to see
the Republic of Armenia in the family of the progressive European
democratic countries and the necessary political will existed in order
to reach that goal. In that context RA NA President presented to Mr.

Lenarcic the developments following the elections of 2008 and the
undertaken actions in overcoming the consequences of the March 1-2
tragic events.

Expressing his gratitude for warm reception, the OSCE/ODIHR noted that
the goal of his visit was to strengthen the atmosphere of mutual trust
in the relations with the authorities of the Republic of Armenia. In
that connection Mr. Lenarcic underscored that the organization led by
him did not pursue the goal of giving lessons or imposing anything,
but it simply proposed its specialized assistance.

During the meeting the sides also touched upon the issue of
normalization of the Armenian-Turkish relations, as well as the
process of peaceful regulation of Artsakh problem.

"The collapse of the Saint Gevorg of Mughni, Church in Tbilisi is
the result of the indifference of the Georgian government", – the
historian, expert of the Armenian architecture Samvel Karapetyan
thinks.

Today he said that one year ago he has been in Tbilisi and has seen
the hopless state of the church.

"Until 1989, the church served as a museum of folk art, after
removing of which around 20 years the church ahs been left careless
and unprotected. The walls were cracked and there was the danger of
collapsing. It was possible to keep it at least with the columns.

S. Karapetyan mentioned that there can’t be even a word about
mechanical damaging or blowing it out.

Australia’s super flyweight boxing world champion Vic Darchinyan
is winning his battle with the scales and is set to dazzle upcoming
opponent Tomas Rojas in California next month.

IBF, WBA and WBC champion Darchinyan completed his final pre-fight
Australian training session on Thursday before flying out to America.

The 33-year-old Sydneysider will be up against the tallest opponent
of his professional career, with the Mexican enjoying an advantage
of around eight centimetres.

Darchinyan (32-2-1, 26 KOs), revealed speed would form an essential
part of his plan to defeat the 29-year-old challenger.

Armenian-born Darchinyan revealed he had to shed more weight than
before any previous fight in his professional career.

He said he had allowed his weight to blow up almost 10 kilos over
the super flyweight limit of 52.16kgs in the aftermath of his last
fight loss to Joseph Agbeko in July.

"I was back in Armenia enjoying myself with my friends, eating all day,
I put on lots of weight," Darchinyan told AAP on Thursday.

"It takes a long time to take it off, but I know when I go back to
America I’ve got to be in control of my diet.

"I’ve dropped now to 57kgs, I know I can do it."

Darchinyan reiterated he had only himself to blame for losing his
bantamweight title bout against Agbeko.

He stressed he would revert to the style which worked so successfully
in his masterful performance against Cristian Mijares last November.

"This fight, you are going to see exactly what happened with Mijares,"
Darchinyan said.

"All my angles, all my speed, you are going to see how fast I am.

I’m going to be much faster that I was before."

Rojas is a skilful, busy fighter with very good movement.

Darchinyan will continue sparring with taller fighters when he hits
Las Vegas, where he will remain until just under a week before his
fight in California.

Provided he defeats Rojas (32-11-1, 22 KOs), Darchinyan wants to
have just one more fight at super flyweight against Nonito Donaire,
the only professional to beat him apart from Agbeko.

Donaire won the interim WBA super flyweight title while Darchinyan
moved up to bantamweight to challenge Agbeko.

While Darchinyan would also love a rematch with Agbeko, he is also
keen to fight the man who took away the Ghanaian’s title, Yonnhy Perez.

The Colombian is promoted by American Gary Shaw, who also looks after
Darchinyan’s interests.

Thoroughly discussing the processes following post-electoral
developments, parties agreed that the country fixed certain progress
in the sphere and stressed the importance of continuing efforts
towards stimulating public trust in state structures and creating an
atmosphere of public consent.

Parties also touched upon Armenian-Turkish rapprochement, RA NA press

/PanARMENIAN.Net/ The National Citizens’ Initiative (NCI) and
the Analytical Centre on Globalization and Regional Cooperation
(ACGRC) today held, at the NCI headquarters, a working discussion
devoted to the start of the Armenia Initiative of the Black Sea
Peacebuilding Platform (BSPP). The event brought together Armenian
NGOs representatives, analysts and experts.

At the beginning of the roundtable, its organizers briefly presented
the history behind the founding of the BSPP. They noted that the
initiative toward forming this Platform had started in October 28-31,
when civil society conflict resolution experts from Yerevan, Baku,
Tbilisi, ChiÅ~_inÄ~Cu, Bucharest, Kyiv, Stepanakert, and Tiraspol
had met at the Romanian capital Bucharest. It was already decided
during this meeting that the Platform will permanently function
in all the countries of the Black Sea Region and will attempt to
contribute, by way of continuous discourse and cooperation, to the
pacific resolution of all existing regional conflicts, and to share
expertise in peacebuilding.

During the discussion held at NCI headquarters, the attendees
underscored the need to unite and coordinate the efforts by all of the
region’s civil societies that seek the building and consolidation of
peace in the Black Sea Region. To this end, the discussants expressed
their readiness to become a part of the BSPP’s Armenia Initiative.

In closing, the roundtable participants decided to continue their
working discussions and to hold other events toward strengthening
the BSPP’s Armenia Initiative.

Committee of Ministers’ Ago Monitoring Group representatives headed by
Ambassador Stelian Stoyan, permanent representative of Romania in
Council of Europe. Present at the meeting were RA Permanent
representative in Council of Europe, Ambassador Zohrab Mnatsakanyan
and CoE Secretary General’s Special Representative in Armenia Silvia
Zage.

Parties touched upon the 10 death cases resulting from March 1-2
disorders in Yerevan, as well as disclosure of police violence cases.

Detailing on current activities, General Prosecutor said, "Inquest
will not be discontinued. We’ll continue active investigative and
search operations to reveal all death circumstances."

With regard to cases of police violence, Prosecutor said that certain
police officers whose guilt was established by inquest have been
charged with abusing authority. "Any individual who resorted to
violence should be held accountable, and General Prosecutor’s Office
should be consistent in its efforts to disclose all cases of violence,
whether committed by policemen or individuals involved in mass
disorders," General Prosecutor’s Office press service quotes Aghvan
Hovsepyan as saying.

Many details of the patriarch’s visit to Baku have not been disclosed.

According to Caucasus affairs expert Mamuka Areshidze, discussion of
the idea of a peaceful Caucasus should have been discussed.

[Areshidze] Certain government officials made a serious mistake when
they participated in the adventurism that a member of the Liberty
Institute began. I think that [senior Liberty Institute figure Tea]
Tutberidze’s statement [probable reference to Tutberidze’s reposting
of anticlerical web videos on her Facebook page] was inspired by the
activity of the Patriarchate in the Caucasus region.

Georgian Orthodox Patriarch meets Russian counterpart in Azerbaijan

The Patriarch raised the peaceful Caucasus initiative in talks with
[former US Deputy Assistant Secretary of State for European and
Eurasian Affairs] Matthew Bryza, after which the idea took on new
life. He highlighted the fact that the Georgian government does not
possess the capacity to maintain peace in the country and in the
Caucasus in general. The Patriarch has taken this role upon himself.

It has now become clear to everyone that the patriarch’s latest visit
to Baku was not just to celebrate the birthday [of Azerbaijan’s senior
Muslim cleric, Allahsukur Pasazada].

The Russian Patriarch was also present. It is fully possible that
the Caucasus peace plan was also discussed in Baku and that the
patriarch is lobbying this idea at a more serious level. There is
a group within the [Georgian] government that is irritated by such
initiatives. What also stood out for me was that a new approach to
the church was expressed in the human rights ombudsman’s [latest]
report. It is stated in it that the Georgian [Orthodox] Church should
not have a privileged position.

The patriarch and Pasazada made a statement that Georgia and Azerbaijan
were in the same situation in that both countries had lost territory
and that they have been abandoned with no supporters bar each
other. This was a serious observation on the ongoing processes in
the South Caucasus and on the position that Turkey has adopted on
Azerbaijan. The meeting of the Georgian and Russian patriarchs on
"neutral territory" was very important. We will hear more about this
in the coming days but I am certain that [Russian] Patriarch Kirill’s
visit to Azerbaijan was an extension of Russian policy.

Parts of Georgia-Russia border "occupied" by Russia

The situation is rather difficult. All the areas the Georgian border
guards used to control have now been "occupied" by Russian border
guards only. For this to be clear to the reader, I will give you
the example of the Mamisoni pass [connecting the north-west Georgian
region of Racha to Russia] where Georgian border guards were forced
to retreat. In addition, Russian border guards have seized a 24km
section in Tusheti [region in north-west Georgia bordering Chechnya
and Dagestan]. This is quite far from the occupied territories
[Abkhazia and South Ossetia], where the Russian army already stands.

Tension rising in periphery of rebel regions

A "political approach" is at work in the occupied territories so that
a buffer zone can be created around them. This is particularly true
of the territory of South Ossetia. This means that work is under way
to ensure that the local population leaves the adjacent territory.

Recently they have begun to detain people claiming that they "violated
the border".

The same thing is happening, albeit to a lesser extent, to the
population of Racha. The [Russian/South Ossetian-occupied] village of
Perevi, in Sachkhere District, has been almost fully vacated by its
residents. And what is happening in the villages of [Abkhazia’s] Gali
District [alleged mistreatment of ethnic Georgians] will soon begin in
Samegrelo [Georgian-controlled region adjacent to Abkhazia]… In those
villages of Gali which are separated from Tqvarcheli and Ochamchire,
young people do not know Georgian at all. They only speak Megrelian
[language spoken by the Georgian ethnic subgroup native to Samegrelo
and parts of Abkhazia] or Russian – that is, the Megrelians are
undergoing a process of Abkhazification. The situation in [Georgia’s
ethnic Armenian-populated] Javakheti, where our adversary, unlike
ourselves, is active and focussed on achieving serious results,
is also difficult. If the Armenian-Turkish border opens, it will be
difficult to predict what will happen in Javakheti…

The situation in the Pankisi Gorge [in northern Georgia, near
Chechnya], where local government elites have handed over economic
levers to the Wahhabis, is also worth considering. These are the
threats Georgia is faced with which are forming the preconditions
for this country’s disintegration. As for the opening of the Larsi
crossing, it has both positives and negatives. It will prove to be
positive only for the residents of Qazbegi [Georgian town nearest to
the Larsi border crossing] because the opening of the border will have
a positive effect on the economic situation there. The restoration of
communications will be good for the part of Georgia’s population which
has relatives in North Caucasus. There is one more positive aspect
to this- if Georgia uses it correctly – Armenia will be connected to
Russia through this route, which means that it will be dependent on
Georgia to an extent…

Armenia main beneficiary of opening of Russia-Georgia border

The negative side is that Georgia will be opening a border with a
country that it is at war with and with which it has no diplomatic
relations. Apart from this, Georgia is to open its border for the sake
of a third country [Armenia]. Are we supposed to watch with an empty
stomach as this country trades [with Russia] and makes money? What is
particularly dangerous for us is that an organization called Daryal has
been established in North Ossetia whose members are Ossetians from the
Truso Gorge [in northern Georgia] who have every legal right to return
to Georgia, yet because of ideological pressure, they have gradually
developed an antagonistic disposition towards everything Georgian.

Main Russia-Georgia highway under threat from South Ossetia

You will know that there is a big campaign in the North Ossetian
press on who should control Qazbegi District (?!) [punctuation as
published]. They assert that it is Ossetian territory and if the border
is opened, I cannot rule out the possibility that this campaign will
take on a more serious, political colouring. Nor should we forget
that a section of the Georgian military highway [connecting Tbilisi
to Vladikavkaz in North Ossetia, Russia] practically borders the
Soviet-era boundary of the South Ossetian Autonomous Region. For
example, the territory adjacent to the village of Mleta is South
Ossetia, which is only 150 metres away from the Georgian military
highway. Let us imagine that if Kokoyty suddenly decides to occupy this
territory with his military units, Qazbegi District, the territory
around Gudauri, the Kobi section of the road and Truso – all these
will be separated from the rest of Georgia.

Incident on Armenian border reported

[Asatiani] What incident took place on the Armenian-Georgian border
a couple of days ago?

[Areshidze] There was a row between border guards near the Armenian
village of Bavra. The Armenian side attempted to move their border
post into Georgian territory and the Georgian side stopped them. Then
Georgian army units arrived there and had it not been for the timely
intervention of the border guards’ leaderships, it is hard to tell
what would have happened. Earlier it was the Georgian side that
shifted their post into the Bavra fields and camped there….All this
happened because no demarcation has taken place on the aforementioned
territory. The settlement of these problems is hampered by the frequent
staff changes among those who are expected to deal with these issues.

YEREVAN, NOVEMBER 19, ARMENPRESS: Moscow State Academic Symphonic
Orchestra will hold a concert November 25 and 27 in "Aram Khachatryan"
concert hall. An official from Armenian Culture Ministry told
Armenpress that the concert will be conducted by the art director of
the orchestra Pavel Cogan.

The first concert day works by Glinka, A. Khachatryan and Glazunov will
sound. On November 27 the orchestra will perform the second symphony
of Aram Khachatryan, the concert for violin and orchestra, conducted by
Art Director of Armenian State Youth Orchestra Sergey Smbatyan. Michael
Simonyan from USA will come forward as a solo performer.

Yerevan concerts of Moscow symphonic orchestra are conducted under the
high patronage of Armenian First Lady Rita Sargsyan with the support
of Armenian and Russian Culture Ministries and Yerevan Conservatory
after Komitas.

SAINT PETERSBURG, NOVEMBER 19, NOYAN TAPAN. One of the most prominent
botanists of the 20th century, Academician of the Academy of Sciences
of Russia and the National Academy of Sciences of Armenia, Hero of
Social Labor Armen Takhtajian died in Saint Petresburg on November 13.

He was 99.

A. Takhtajian belonged to the constellation of the world’s renowned
botanists-evolutionists. He created an evolution system of the
plants, which was accepted by the scientific botanical society and is
considered as the best and most reliable. He made a great contribution
to almost all the main branches of the contemporary science on plants.

For many years he held the post of director of the Institute of Botany
of the USSR Academy of Sciences and participated in the development
of strategic directions in botany.

A. Takhtajian’s contribution to the development of botany in Armenia
was also considerable. He was the first director of the Institute of
Botany of Armenia’s Academy of Sciences in 1943-1948. After moving
to Leningrad, he continued cooperting closely with Armenian botanists.

Thanks to his efforts, the Armenian botanical school has become
one of the leading schools. With his assistance, such directions in
contemporary botany as taxonomy, palynology, karyology, etc. have
developed in Armenia.

NT was informed by the information and analytical center of the RA
National Academy of Sciences that Armen Takhtajian was buried in
Smolenski cemetery of Saint Petersburg.

Rustamyan: Azerbaijan Should Be Held Responsible If Turning Karabakh

Yerevan (Yerkir) – Armen Rustamyan, a member of the ARF faction in
parliament and the chairman of the parliamentary committee on foreign
relations, has put into circulation a draft statement by the parliament
on Azerbaijan’s responsibility in case of turning the Nagorno Karabakh
settlement into an armed conflict.

In response to the Karabakh people’s self-determination aspirations,
Azerbaijan unleashed a war in 1991-94, Rustamyan said. He added that
Azerbaijan is now trying to pave a way for a new aggression, taking
advantage of the unawareness of many international bodies.

The draft statement will be debated at the Committee on Foreign
Relations, and if approved, will be then sent to the National
Assembly to be included in its agenda. If adopted by the National
Assembly, it would mean that Armenia, on the parliamentary level,
states Azerbaijan’s reluctance to recognize the NKR as a full-fledged
party to the settlement negotiations would fail the settlement process.
