Armenian lawmakers met with ethnic Armenian and other colleagues from
foreign legislatures on Friday for the first plenary session of a
group called the Armenian Parliamentary Assembly of Friendship.

About 70 delegates from countries including the United States, Russia,
France, Canada, Georgia, Ukraine, Cyprus, Argentina, Brazil and Iran
took part, reflecting the global reach of the diaspora from this small,
economically struggling Caucasus Mountain nation.

The stated goal of the assembly is to join forces to improve democracy
in Armenia _ where the opposition says President Robert Kocharian
won a second term last years in fraud-marred elections _ to solve
problems facing the country and Armenians abroad.

“We have accumulated great experience in work with the diaspora and
with those countries where there are Armenian communities, and we are
interested in deepening and enriching it in all ways,” Kocharian told
the group.

Foreign Minister Vardan Oskanian said lawmakers should work to develop
the economy and democracy in Armenia, achieve international recognition
of what Armenians call a genocide of up to 1.5 million Armenians by
Turks in 1915-1923, and settle the conflict with Azerbaijan over the
disputed territory of Nagorno-Karabakh.

The assembly is expected to hold plenary sessions twice a year in
the capital, Yerevan.

ASTANA, Kazakhstan (AP) – Russian President Vladimir Putin and leaders
of several former Soviet republics agreed Friday to step up economic
ties and expand military cooperation, restoring some of the links
severed by the Soviet collapse.

Russia has been seeking closer military and security ties with several
Central Asian nations, apparently in response to the deployment of
U.S. troops in the region to back Washington’s anti-terror campaign
in neighboring Afghanistan.

“We are creating real instruments of integration. It’s not just talk,”
Putin said after summits of the Russia-dominated Collective Security
Treaty Organization and the Eurasian Economic Community.

Putin and the leaders of Kazakhstan, Armenia, Belarus, Kyrgyzstan
and Tajikistan discussed regional security and agreed to intensify
military contacts, increasing the Collective Security Treaty’s rapid
reaction forces, Kazakh President Nursultan Nazarbayev said.

The alliance now has nine battalions based in Tajikistan, Kyrgyzstan,
Kazakhstan and Russia and plans by 2010 to form a mobile force intended
to quickly respond to security threats to its members.

Nazarbayev said they also agreed on a mechanism for participation in
international U.N.-led peacekeeping efforts. He said it was “a new
area of cooperation,” but did not give details.

Last year, Russia opened a military base in Kyrgyzstan under
the Collective Security Treaty to provide air support for future
anti-terrorist operations.

The leaders of Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan
also signed agreements on adopting unified laws, circulation
of securities and regulating banking activity among the Eurasian
Economic Community.

The group was created in 2000 to restore lost economic ties after
the 1991 Soviet collapse. Members plan to form a customs union by
2006 and are working on creating unified transport and energy systems.

The countries also agreed Friday to set unified railway tariffs
on transportation of grain and other goods through one another’s
territory.

Belarusian President Alexander Lukashenko said Russia provided
information on its negotiations to enter the World Trade Organization,
breaking its silence on the issue – which would aid other countries
in their talks to enter the trade body.

Kyrgyzstan is already a member of the WTO, which regulates
international trade rules. Russia has sought WTO membership for years.

Yerevan, 18 June: The political dialogue between Armenia and Turkey
is continuing, however, it has not resulted in a positive improvement
yet, Armenian Foreign Minister Vardan Oskanyan told reporters in
Yerevan today.

He added that the programme of the Armenian delegation which will
participate in NATO’s Istanbul summit does not envisage a meeting
with his Turkish opposite number Abdullah Gul.

Vardan Oskanyan said that no great importance should be attached to
various reports about the impending opening of the Armenian-Turkish
border. At the same time, the minister noted the importance of this
problem for Armenia and did not rule out that the opening of the
border was also “Turkey’s desire”.

Astana, 18 June: The member states of the Collective Security
Treaty Organization (CSTO) [Armenia, Belarus, Kazakhstan, Kyrgyzstan,
Tajikistan and Russia] may actively cooperate with NATO in a bilateral
and multilateral format, Armenian President Robert Kocharyan believes.

“The organization reacts to this calmly and positively assesses
the possibility for cooperation between the states (of CSTO –
Interfax-Kazakhstan) and NATO, as well as in the NATO-CSTO format,”
Kocharyan said, answering questions from journalists at a news
conference in Astana today, which was given jointly by the leaders
of all the CSTO member states.

Kocharyan also noted that on the same day the CSTO member states
signed a basic document regulating partnership with NATO on a wide
range of issues, specifically, on the fight against terrorism, drug
trafficking and WMD proliferation.

Kocharyan stressed that the document provided for specific mechanisms
for cooperation.

[Presenter] A summit of the leaders of the member countries of the
Collective Security Treaty Organization [CSTO] is taking place in
Astana [Kazakhstan]. Armenian President Robert Kocharyan is also taking
part in the summit. President Kocharyan today delivered a speech
in the Kazakh capital during a forum called Eurasian Integration:
Contemporary Development Tendencies and Globalization Challenges of
the Eurasian Economic Community. He stated that the Eurasian Economic
Community promotes the re-establishment of severed ties and creates
a new level of cooperation, which will have a positive influence
on the development pace of the countries. He noted that for speedy
development, it is necessary to ensure not only domestic and economic
stability, but also security.

the visit to Astana by the presidents of Armenia, Russia, Belarus,
Kazakhstan, Kyrgyzstan and Tajikistan. This morning they took part
in an international forum of the Eurasian Economic Community, which
discussed this organization’s preliminary tasks. Belarus, Kazakhstan,
Kyrgyzstan, Russia and Tajikistan established this organization –
the Eurasian Economic Community (EurAsEc) – in 2000.

To recap, Armenia is participating in EurAsEc as an observer. President
Kocharyan welcomed the forum’s work and noted that the Eurasian
Economic Community promotes the re-establishment of severed ties
and creates a new level of cooperation. Robert Kocharyan stressed
that Eurasia is a crossroads of civilizations, cultures and state
traditions. This is a serious factor in intergovernmental relations,
which opens new horizons and at the same time, requires efforts to
bring different countries’ economies closer to each other.

President Kocharyan also touched upon Armenia’s economic situation
and stated that like most of the Eurasian countries, our country
has already overcome the difficulties of the transition period
thanks to the current political and economic reforms, which places
new tasks and obligations on the countries. One of them is regional
cooperation. President Kocharyan stressed the importance of regional
organizations’ integration, first of all in the sphere of energy and
transport communications.

The Armenian president noted that the conflicts in the South Caucasus
are an obstacle to the development of the region as a whole and its
countries. Regional cooperation and integration processes could provide
regional security, stability and a settlement to current conflicts.

The leaders of the six countries continued to discuss Eurasian issues
after the summit during a session of the security council. Regional
and international security and world issues were on the agenda. The
leaders of the member countries will also discuss cooperation in
the foreign political, military and military-technical spheres. The
presidents’ joint news conference is expected after the session. The
delegation led by Robert Kocharyan will return to Yerevan tonight.

RING legend Jim Watt last night accused William Abelyan of piling
pressure on the judges ahead of tonight’s world title clash with
Scott Harrison.

Armenian Abelyan insists home-town bias could rob him of his chance
of taking the WBO featherweight title from the Scot in front of 6000
fans at Braehead.

But Watt swears Mexican Manuel Medina’s points win over Harrison last
year is proof that a foreign fighter can score an upset in Glasgow.

And he said: ‘The judge who voted for Harrison that night has virtually
been told he’s not welcome back in the country to officiate which is
right because Medina won,no question of that.

‘It’s gamesmanship from Abelyan’s camp. They’re trying to put pressure
on the judges.

‘I saw Bernard Hopkins doing it a couple of weeks ago and it worked
for him.

‘Abelyan has sparred with some tough guys and held his own and he
looks to have a cool head so I don’t think he will be affected by
boxing away from home.’

Watt reckons Abelyan will pose a tough challenge but insists the
champion will win through.

The former world lightweight king said: ‘They have based their plans on
moving around and trying to confuse Harrison in the ring using angles.

‘They know that Scott’s strength lies in his physical strength and
aggression and they will look not to match that but nullify it.
Harrison likes a brawl to get involved in combat but Abelyan will
have the first Medina fight in mind when the Mexican came and danced
around and hurt him and won.

‘I hope Abelyan does not do the same because he is a harder puncher
than Medina ‘Harrison wasnot right physically that night and he
followed Medina around the ring but he has learned from that and in
the return when he regained the title we saw a different fighter.’

Watt insists the fear of another loss in front of his own fans and
the damage that would do to his career will be a driving force for
Harrison.

He said: ‘Defeat would be a total disaster because Abelyan is theNo.1
contender and Scott knows he won’t get a rematch if he loses.

‘If Abelyan leaves town with the title, he doesn’t have to come back
and Scott is back in the queue.

‘He’ll have to start facing people such as Injin Chi and Juan Manuel
Marquez, who are tougher routes to a title than Abelyan.’

But Watt tips the Cambuslang fighter to triumph.Hesaid: ‘Abelyan can
box with different styles he’s not one dimensional.

‘However, Scott’s the one with experience at the top level so he is
a comfortable favourite and I expect him to win clearly.

‘It will go the distance but I expect Scott to winand look good
doing it.’

William Abelyan’s trainer Don House stoked up the war of words between
the challenger’s camp and WBO world featherweight title holder Scott
Harrison when he questioned the credibility of the Scotsman’s record
as champion.

Abelyan had claimed veteran Mexican Manuel Medina, to whom Harrison
lost his title before winning it back in a rematch, was no more than an
“old man”.

At a tetchy press conference in a Glasgow hotel yesterday ahead of the
Cambuslang fighter’s defence of his belt against the American-based
Armenian at Braehead tomorrow, a peeved Harrison claimed Abelyan had
been “disrespectful to someone who is a legend”.

But House insisted his man was only guilty of stating a fact about
Medina and then poured more fuel on the fire by dismissing another
of Harrison’s previous opponents, Wayne McCullough.

He said: “When William said Medina was an old man, that’s no disrespect
to Medina, he is an old man. Hell, we all get old. Medina was a great
champion but he is an old man.

“Harrison also fought Wayne McCullough and Wayne is on the other side
of two hills, he was ready for the scrap yard.

“I haven’t changed my mind at all since I saw Harrison in the flesh.
It’s going to be a very, very easy fight against this guy.

“Scott is going to try and be tough but that’s what we want, we want
a tough fight.

“William is fresh and in his prime. He’s hungry, he’s strong, he’s fast
and he’s got more slickness than Scott has ever seen in his career.

“Scott is a straightforward fighter, tough as nails but straightforward
and Abelyan is ready. If I didn’t think he was ready we wouldn’t
be here.”

Harrison’s manager Frank Maloney insisted the Scotsman’s pride rather
than his pocket will drive him on to victory on Saturday night.

He said: “I know Scott likes money – because I negotiate with him –
but I know he likes the glory and it is as important to him as the
money. And I think that could be the key factor.

“Scott wants it more and he wants it for his people. Scott is fighting
in front of his beloved Glasgow supporters and he wants to impress
them and keep them happy.

“Abelyan’s camp think they can outbox Scott but they’ve got to keep
it up for 12 rounds and the pressure of keeping it up for 12 rounds
against a fit Scott Harrison – and remember he wasn’t fit when he
fought Medina the first time – can’t be done.

“Abelyan is smaller and he’s a very nice boxer and he will probably
steal the first two or three rounds but when the heat starts to get
turned up in the kitchen Scott will come through.”

obstinément, durant toute sa vie, un conservateur !

1895 : traumatisé par l”affaire Dreyfus, le journaliste viennois
Herzl, connu pour ses feuilletons dans la Neue Freie Presse et ses
vaudevilles au Burgtheater, se transforme en prophète inattendu ; il
lance le projet d”un « Etat des juifs ». L”agitation est frénétique,
l”imagination débordante. Le gouvernement du futur Etat ? Il sera «
aristocratique ». Quel meilleur modèle que la constitution de Venise,
avec le doge, chef du pouvoir exécutif, contenu par le cercle magique

Quelques mois plus tard, dans son « Manifeste », Herzl précise que le
futur Etat sera libéral : « Nous voulons stimuler l”individu et
respecter ses droits. La propriété privée constitue la base
économique de l”indépendance. Elle pourra se développer librement
chez nous ». Et cet Etat économiquement libéral, dont il regrette
qu”il ne puisse être monarchique, sera un avant-poste de la « famille
des nations civilisées ». Herzl ne cessera de rompre des lances avec
les sionistes socialistes de l”Est européen : face au harcèlement
dont il est l”objet de leur part, il ira jusqu”à susciter, en
sous-main, lui le Juif non pratiquant, la création d”un parti des «
sionistes religieux » !

Homme du XIXe siècle, sujet de la « double monarchie »
austro-hongroise, compatriote de Metternich et admirateur de
Bismarck, Herzl est un adepte du « réalisme politique ». Rien de plus
éloigné de lui que la « diplomatie des droits de l”homme », qui
apparaît déjà en Europe, chez les chantres de Gladstone et les
adversaires de la « raison d”Etat » ! Herzl n”est certes pas à la
tête d”un Etat, mais il nous donne l”exemple unique d”un acteur non
gouvernemental, praticien de la diplomatie de lӎquilibre et de la
raison d”Etat. Ainsi de ses démarches trépidantes auprès des «
princes » européens. Il est prêt à se comporter en agent de relations
publiques du sultan pour minimiser l”impact international de la
question arménienne. Il propose son aide aux ministres du tsar,
inspirateurs des pogromes. Il croit pouvoir s”entendre avec Guillaume
II et contribuer, par un protectorat allemand sur la Palestine, à sa
Weltpolitik.

Une anecdote à soumettre à Bertrand Delanoë, avant qu”il n”inscrive
Herzl dans les fichiers du PS : le 18 octobre 1898, le chef de file
sioniste est reçu par Guillaume II et le chancelier Bulow.

Les Juifs allemands se montrent ingrats vis-à-vis des Hohenzollern,
qui ont tant fait pour eux ! On les voit maintenant rejoindre les
partis d”opposition, parfois même les partis hostiles à la monarchie,
lance Bulow.

Paul Singer, murmure Guillaume II, faisant allusion à un dirigeant
social-démocrate. Le Kaiser semble sincèrement chagriné de ce
regroupement des Juifs dans l”opposition. Herzl lui offre
immédiatement son soutien :

Yerevan. (Interfax) – Trade between Iran and Armenia as part of an
agreement for the construction and operation of the Iran- Armenia gas
pipeline, involving supplies of Iranian natural gas in exchange for
Armenian electricity, will amount to $10 billion over the next 20-25
years, Iranian Ambassador to Armenia Mohammad Farhad Koleini said.

He said that this agreement will not result in increased competition
between Russia and Iran on the gas market, as these countries are
not competitors, but partners.

“We are cooperating with Russia in the international arena and our
cooperation is not restricted to the Caucasus, and we do not see
competition as a decisive factor. This is the Iranian model,” the
ambassador said.

Koleini said that “in the energy sphere Russia needs to develop a
serious model for cooperation with Europe and with Iran.”

The ambassador considers it possible to set up a consortium of large
gas producing countries in the near future.

He also said that in line with a state program, Iran is planing to
build seven nuclear power plants in various regions in the country.
“In this process Iran is cooperating with Russia and is continuing
dialogue with European countries,” the ambassador said.

Armenia and Iran signed an agreement on May 13 for the construction
of a pipeline between the two countries. The agreement is valid for
20 years, during which Iran is to supply its neighbor with up to 36
bcm in exchange for electricity produced in Armenia. The pipeline is
141 km long, inducing 41 km in Armenia ands 100 km in Iran.

The total cost of the project is estimated at $210-$220 million,
to be financed equally. Gas should start to arrive in Armenia from
January 2007.

Initially supplies will amount to 1.1 bcm of gas per annum, to
subsequently increase to 2 bcm, which will be used at Armenian thermal
power plants to produce electricity for export to Iran and Georgia.

to $1 million will be settled on June 25 at the meeting of
shareholders in Yerevan, the company told ARKA. The agenda of the
sitting also includes issues considering investments in
telecommunication projects, possible sale of shares to third figures,
organizational issues.
“Independently of the developings, we will continue our work on
realization of our projects. The goal is the same – construction of
accessible and reliable mobile network in Armenia and provision of
Internet services”, ISC-Star Director General Eduard Hakobian told
ARKA.
Another subject for the discussion will be second turning to RA
Ministry of Transport and Communication with an application for
provision of radio-frequencies and obtaining license for provision of
services in the field of mobile communication. Besides, shareholders
will consider participation of ISC-Star in tender on provision of
services in the sphere of mobile communication in Georgia that will
take place in the end of 2004.
Armenian-Russian-American JV CJSC ISC-Star was registered in Armenia
on Sep.24, 2001. The founders of the JV are legal and physical

Armenia is a priority, RA President Robert Kocharian stated at the
working meeting with the heads of interested ministries, departments
and public organizations dealing with small and medium business. The
meeting was called to solve issues raised on June 8 during the
meeting of the President with representatives of small and medium
business. “All issues must be regulated and if there is some that can
be solved, then it should be explained”, Kocharian said. Legislative
activity and practical policy in the sphere of economy should be
organized so that they were directed on encouragement of small and
medium business.
In result of the meeting the President gave orders with concrete

(Armenia) will issue securities totaling AMD 300-500 mln, according
to Smbat Nasibyan, the Director General of the bank. As he said, th
eissue of the securities was planned even earlier with the technical
support of IBM Business Consulting Services, however it was stopped
because of closing IBM Consulting. So, according to Nasibyan, the
bank is going to issue securities without anybody’s support during
2004. HE noted that issue of securities would allow the bank “to gain
experience and approve the chances to attract financial means from
the economy in future”.
Conversebank CJSC was registered on December 20, 1993. The bank was
later renamed to Conversebank CJSC on April 26, 1997. On October 31,
1996 the bank received a general license N87. The assets of
Conversebank made about AMD 25219, 9 mln as of May 31, 2004, and the

testifies to the fact that the bank achieved the goals it had from
the standpoint of its strategic development”, he said. According to
Nasibyan, for 10 years the bank gained the trust of the population,
made great investments from the standpoint of the technological
development and provision with bank e-services. According to him,
Conversebank is ahead of many banks functioning in CIS by providing
with services, the management quality and risks allocation. “For

RA MFA DENIES SOME PUBLICATIONS ABOUT TIGHTENED INSPECTION OF VISA ON
ARMENIAN-TURKISH BORDER

YEREVAN, June 16. /ARKA/. RA MFA denied some publications about
tightened inspection of visa on Armenian-Turkish border. As ARKA was
informed in RA MFA Press Service Department referring to Turkish
Embassy in Russia, the order of visiting Turkey by Armenian citizens
has undergone no changes. RA MFA Press Service Department notes that
in international practice if visa regime is changed by one country,
then the country informs about it beforehand. “In this case, RA MFA
hasn’t received any notification from Turkey about it”, according to
