YEREVAN, AUGUST 5, ARMENPRESS. The men’s national chess team of Armenia is facing the US team in Round 7 of the 44th Chess Olympiad.

Armenia scored 12 points after 6 rounds and is the sole leader of the tournament, while the US is the second with 11 points.

Armenian chess grandmaster Levon Aronian, who is representing the United States, missed this tour.

In Round 7, Gabriel Sargsyan is competing with Fabiano Caruana, Hrant Melkumyan with Wesley So. Samvel Ter-Sahakyan is competing with Leinier Domínguez Pérez, Robert Hovhannisyan with Sam Shankland.

In the previous Rounds, the team of Armenia defeated Madagascar (4:0), Andorra (3:1), Egypt (2,5:1,5), Austria (3:1), England (2,5:1,5) and the leader India-2 team (2,5:1,5).

The Armenian women’s national team is facing Israel in Round 7. In the previous rounds, the team defeated Botswana (4:0), Norway (4:0), Ireland (4:0), Indonesia (3:1) and England (3,5:0,5), but lost to Estonia (1,5:2,5).

FY2023 Senate Appropriations Bill reaffirms $2 million in demining assistance to Artsakh

The United States Senate Committee on Appropriations released its Fiscal Year 2023 Appropriations Bill, which reaffirms Section 907 of the FREEDOM Support Act and recommend $2 million in demining assistance to Artsakh, along with humanitarian aid to help displaced Armenians, reported the Armenian Assembly of America (Assembly).

Specifically, the Committee Report confirmed “up to $2,000,000 for humanitarian demining and unexploded ordnance [UXO] clearance activities in areas affected by fighting in the Nagorno-Karabakh conflict, subject to prior consultation with the Committees on Appropriations” as well as “humanitarian assistance” for those displaced “by the conflict in Nagorno-Karabakh.”

Last month, the House of Representatives passed its version of the Bill that called for $60 million in assistance to Armenia and $2 million for demining activities in Artsakh. The House Bill also included language on Section 907 of the FREEDOM Support Act.

“Having just returned from Armenia and Artsakh, continued U.S. assistance and engagement remains critically important,” stated Assembly Congressional Relations Director Mariam Khaloyan. “The Assembly will continue to work with the House and Senate to ensure the best outcome to help the Armenian people,” Khaloyan added.





Turkish press: Turkey, Georgia aim for peace in South Caucasus: Çavuşoğlu

Turkey and Georgia aim to establish peace and stability in the South Caucasus region, Foreign Minister Mevlüt Çavuşoğlu said on Thursday.

Speaking at a joint press conference with his Georgian counterpart Ilia Darchiashvili in Istanbul, Çavuşoğlu said: “We are determined to continue our bilateral ties and regional cooperation on the international arena with Georgia, a friendly, neighboring and strategic partner, through deepening relations.”

Çavuşoğlu also said that Turkey is continuing efforts for the 3+2 Caucasus platform.

Ankara has made frequent calls for a six-nation platform, the 3+3 format, comprising of Turkey, Russia, Iran, Azerbaijan, Georgia and Armenia for permanent peace, stability and cooperation in the region, describing it as a win-win initiative for all regional actors in the Caucasus.

Turkey believes that permanent peace is possible through mutual security-based cooperation between the states and people of the South Caucasus region.

However, Georgia had told Daily Sabah that it would not participate in such a format due to Russia’s presence.

Diplomatic ties between Russia and Georgia, which aspires to join the European Union and NATO, collapsed after Moscow occupied two of the latter's territories in a conflict and recognized the independence of South Ossetia and Abkhazia, where Russian troops are now garrisoned. Most of the world, however, continues to consider them as part of Georgia.

“Turkey is one of the leading countries strongly supporting Georgia’s sovereignty and territorial integrity. We wish that the South Ossetia and Abkhazia conflicts are solved through peaceful means and the territorial integrity of Georgia,” Çavuşoğlu underlined, adding that Ankara also supports Tbilisi’s European-Atlantic integration.

Çavuşoğlu also congratulated Georgia for bringing together the foreign ministers of Azerbaijan and Armenia in Tbilisi.

The foreign ministers of Armenia and Azerbaijan this month held their first one-on-one talks since the 2020 war between the arch-foes for control of the Karabakh region.

Held in the Georgian capital Tbilisi, the talks were expected to build on an agreement the Caucasus countries' leaders reached under European Union mediation in May to "advance discussions" on a future peace treaty.

Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991 when the Armenian military occupied Karabakh, previously referred to as Nagorno-Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

Clashes erupted on Sept. 27, 2020, with the Armenian army attacking civilians and Azerbaijani forces and violating several humanitarian cease-fire agreements.

During the 44-day conflict, Azerbaijan liberated several cities and around 300 settlements and villages that had been occupied by Armenia for almost 30 years.

The fighting ended with a Russian-brokered agreement on Nov. 10, 2020, which was seen as a victory for Azerbaijan and a defeat for Armenia.

On another note, Çavuşoğlu also announced that the foreign, transportation and energy ministers of Turkey, Azerbaijan and Uzbekistan would meet in Tashkent on Aug. 2.

“The purpose of these meetings is this; recently, it seems difficult and impossible for products in Asia and Central Asia to be delivered to European markets via Russia, especially due to the war with Ukraine. Therefore, the importance of the middle corridor and the position of Azerbaijan, Georgia and Turkey increases,” Turkey’s top diplomat explained.

“We would like to include Georgia in such meetings in the coming period. We need to work together on logistics and energy. This is important in terms of the economic development and stability of our region, important in terms of international markets, and extremely critical in terms of making our region an energy base,” he added.

Furthermore, he announced that President Recep Tayyip Erdoğan also plans to visit Georgia following the foreign minister's own visit to the country for the preparations of the third high-level strategic cooperation council.

Iraqi protesters breach parliament building in Baghdad

YEREVAN, JULY 30, ARMENPRESS. Thousands of followers of an influential Shiite cleric breached Iraq’s parliament on Saturday, for the second time this week, to protest government formation efforts lead by his rivals, The Associated Press reports.

Iraqi security forces initially used tear gas and sound bombs to try to repel the demonstrators and caused several injuries. Once inside, the protesters declared an open-ended sit-in and claimed they would not disperse until their demands are answered.

As the numbers inside the parliament swelled, the police backed off. An expected parliament session did not take place Saturday and there were no lawmakers in the hall.

By late afternoon, the Ministry of Health said that about 125 people had been injured in the violence — 100 civilians and 25 members of the security forces.

Earlier in the day and heeding the calls of cleric Muqtada al-Sadr, the demonstrators used ropes to pull down cement barricades leading to the gate of Iraq’s Green Zone, which houses government buildings and embassies.

It was the second time in the span of three days that the cleric has ordered his followers to stage a sit-in inside the Green Zone.

On Wednesday, protesters stormed the parliament building in a similar fashion but left shortly after, at al-Sadr’s command. They had come to warn their rivals against proceeding with government formation efforts, after the alliance named Mohammed al-Sudani as its nominee for the premiership.

French Armenian Leader Files Appeal for Ban on Entering Armenia

Mourad Papazian, a member of the Armenian Revolutionary Federation Bureau and a co-chair of the Coordination Council of Armenian Organizations of France (CCAF) announced on Thursday that he has taken legal steps to reverse the ban placed on his entry to Armenia by the authorities.

“I have decided to restore my right within the legal establishment, and for that I have entrusted my court defense to Member of Parliament Artsvik Minasyan to represent me, and attorney Siranush Sahakyan, whom I authorize to handle the necessary actions,” Papazian said on in a statement published on social media.

On July 14 Papazian arrived in Armenia on a flight from France only to be escorted by Armenia’s National Security staff to a holding area, where he was told that he was banned from entering the country and that he had been declared a persona non-grata.

The government action drew widespread criticism, including from the ARF Bureau, the CCAF leadership, as well as the ARF Western U.S. Central Committee, which in an announcement condemned the government for refusing entry to Armenia for any Armenian.

After weeks of silence on the matter, the government last week stated that the reason for expelling Papazian from Armenia was his alleged role in an anti-government protest in Paris in June 2021, when Prime Minister Nikol Pashinyan was in the French capital on an official visit.

Papazian called this line of reasoning a “lie,” saying he had traveled to Armenia on at least four occasions since June 2021, the most recent of which was a trip accompanying the mayor of Paris on a visit to Armenia in May of this year.

Papazian said in his statement on Thursday that Minasyan has already filed a complaint to Armenia’s NSS on July 25 calling for the department to reverse the entry ban.

“By law, the NSS has 5 days to issue an answer, and based on that we will decide how to proceed,” Papazian explained.

Mamikon Aslanyan`s health deteriorated sharply – oppositionist

ArmInfo.The health of elected mayor of Vanadzor, Mamikon Aslanyan, has deteriorated sharply. Arsen Babayan, a member of the opposition Homeland party of Armenia, wrote  about this in his telegram channel.

<I have just received a message that the political prisoner Mamikon  Aslanyan, who is being held in the Vardashen penitentiary facility,  has been transferred from the penitentiary to a civilian hospital.  His state of health has deteriorated sharply>, the oppositionist  wrote.

Mamikon Aslanyan was arrested in December 2021. He is accused of  exceeding official powers, forgery for personal reasons and  committing a number of other socially dangerous crimes. In  particular, he is charged with abuses in real estate transactions  during his tenure as head of the community. Aslanyan himself and his  supporters consider the criminal prosecution to be politically  motivated. Last December, the politician won the local  self-government elections in Vanadzor, but some time later he was  arrested on the above-mentioned charges.

U.S. says Biden-Xi call expected to cover Taiwan tensions, Ukraine

YEREVAN, JULY 27, ARMENPRESS. U.S. President Joe Biden and China's leader Xi Jinping are expected to talk on Thursday, a source familiar with the planning said. The talk will cover Taiwan and Ukraine, Reuters reports.

White House national security spokesperson John Kirby told reporters on Tuesday that managing economic competition between the two countries would also be a focus of the call.

It will be the fifth call between the leaders, and comes as China has delivered heightened warnings to the Biden administration about a possible visit by U.S. House Speaker Nancy Pelosi to democratically governed Taiwan, which Beijing claims as its territory.

The Armenian Bar Association calls for Due Process and Respect for Rule of Law in Armenia



The Armenian Bar Association is deeply concerned about the lack of due process in the continued detention of opposition political figure Avetik Chalabyan. As a first-time accused in a non-violent case, his pre-trial detention in prison – now over two months – shows blatant disregard for due process and the rule of law. In accordance with the code of criminal procedure of the Republic of Armenia and internationally accepted standards of human rights, detention is only permissible when there is a reasonable basis to conclude that alternative pre-trial measures, such as bail, house arrest, or travel restrictions, would be inadequate.  The accused contends that the case as well as this disproportionate pre-trial detention are politically motivated, pointing out that the prosecution has not shown and the court has failed to articulate any “reasonable basis” for this detention.  More troubling still, Avetik Chalabyan’s is not an isolated case of such shortcomings in the administration of justice in recent years.

Over the past three decades, the Republic of Armenia has committed itself, under its own domestic laws and under international treaties, to respect and uphold the internationally accepted principles protecting human rights and assuring the rule of law: a fair trial, presumption of innocence, evidence-based decision making on the public record, and non-interference by political forces in the judicial process.  The Armenian Bar Association calls on the authorities to provide due process to this accused and the others, to protect human rights as they have committed to do so, and to uphold the rule of law.

Cyprus have been crowned winners of the 2022 edition of the FIBA U16 Women's European Championship, Division C after beating Armenia 58-42.

Armenia's Natalia Krumian also bagged an All-Star Five berth.

Azerbaijanis displaced khachkar installed on road to Berdzor – Monument Watch

Azerbaijanis have displaced a khachkar (cross-stone) installed on the road to Berdzor (Lachin) in Nagorno-Karabakh (Artsakh), the Monument Watch said in a statement on July 11. The full statement is provided below.

"A video posted on David Simonyan's Facebook page on June 27, 2022 clearly shows how a group of Azerbaijanis move a khachkar installed on the road leading to Berdzor (Lachin). According to the same source, the new road being built by the Azerbaijanis, bypassing the city of Berdzor, will go through this section. It starts from the territory adjacent to the village of Kornidzor in the Syunik region, goes through the villages of Hinshen and Metsshen in Artsakh and ends in Lisagor.

Our response

The cultural heritage that has been created by a particular community (Armenians of Artsakh), is valuable and real in the form, meaning, location and landscape in which it was created, and any change is clearly detrimental to the authenticity and integrity of this heritage, as well as distorts its function. Any cultural value becomes valuable if it is interconnected with the surrounding territory and nature, and alienating it from its own cultural landscape violates the principles of heritage conservation, like many international standards.

The displacement and relocation of the khachkar first of all violates the principles of its authenticity and integrity, the principles arising from the UNESCO Convention on the Protection of the World Cultural and Natural Heritage, from the Nara Document on Authenticity adopted in Japan in 1994, the ICOMOS and Burra charters, as well as documents other international organizations.

The preservation of heritage in all its historical manifestations and chronology is rooted in the values of heritage, and our ability to perceive it depends on the degree of reliability of the sources of information about them. It is they who create the necessary basis for determining all aspects of authenticity, which should make it possible to understand the type of cultural heritage object, its features, significance and history (Nara Document on Authenticity, 1994, Japan).

The perception of authenticity plays a fundamental role in all processes related to cultural heritage and its preservation. Heritage sites should be studied and evaluated in the context of the cultural context in which they are located. Phenomena of authenticity may include form and layout, materials and components, use and function, installation, tradition, location and performance, spirit and emotion, and external and internal factors. In addition, in accordance with the third paragraph of Article 9 of the Second Protocol to the Hague Convention of 1954 "On the Protection of Cultural Property in the Event of Armed Conflict" (1999), "Protection of Cultural Property in Occupied Territories", any transformation of cultural property is prohibited , including their uses and functions."
