Starting this month, UCOM Armenia and Telecom Armenia subscribers can watch exclusive HGTV content in the Unity and Cosmo packages respectively.

Syria’s new Ambassador hands copies of credentials to Armenian Foreign Minister

The newly appointed Ambassador of the Syrian Arab Republic to the Republic of Armenia Nora Arisian handed the copies of her credentials to Armenian Minister of Foreign Affairs Ararat Mirzoyan.

Minister Mirzoyan congratulated Nora Arisian and expressed confidence that her diplomatic activity will serve the continuous development of the Armenian-Syrian relations and the expansion of mutually beneficial cooperation.

The interlocutors hailed the traditional, friendly ties between the two peoples based on mutual sympathy and trust. In this regard, the role of the Syrian-Armenian community was emphasized.

Noting that this year marks the 30th anniversary of establishment of diplomatic relations between Armenia and Syria, the parties touched upon the prospects of strengthening the Armenian-Syrian cooperation in bilateral and multilateral dimensions.

Kristinne Grigoryan: A priority of Armenia ombudsperson’s office is to assist overcoming post-war humanitarian situation

One of the priorities of the office of the ombudsperson of Armenia is to assist the process of overcoming the post-war humanitarian situation. Ombudsperson Kristinne Grigoryan stated this Thursday at the joint sitting of the standing parliamentary committees—during their preliminary discussion of the 2021 state budget execution.

According to her, the aforesaid primarily concerns the facilitation of the return of prisoners of war and other detainees, as well as finding out the fate of the missing.

Also, as per Grigoryan, the Armenian ombudsman's office provides various types of assistance to the families of prisoners of war and missing persons.

"In particular, social, economic, and psychological support is provided. That is, in this case we are talking about multi-vector assistance," Grigoryan explained.

Armenia PM chief of staff: Artsakh is frontline of our war

Artsakh is the frontline of our war and, naturally, it can see more fears and problems than any of us. Arayik Harutyunyan, the Chief of Staff of the Prime Minister of Armenia, told this to reporters in the National Assembly Thursday—and referring to the fact that the Artsakh (Nagorno-Karabakh) authorities state that Armenia’s authorities should give up their "catastrophic position" on the Artsakh issue.

"But the Artsakh authorities are informed of all the processes that there are. I cannot say more than that. I can simply tell our colleagues in Artsakh to study the reality a little more, and they will see that there is no need for such steps, statements," he said.

Harutyunyan claimed that the issue of enclaves is not being discussed.

"Yes. Various parties put forward those agendas, but it was said that there are no such justifications. If one side comes and says, ‘these are my maximum demands, and I cannot discuss anything else,’ everything closes there. But if you with arguments, gradually … of course, you have red lines for yourself, minimum and maximum thresholds, and you are going to the negotiations according to that logic," said the Armenian PM's chief of staff.

Sports: Weightlifting: Armenia’s Rafik Harutyunyan snatches gold at European Championships

Armenian weightlifter Rafik Harutyunyan (81 kg) won the gold at the European Weightlifting Championships under way in Albania.

Rafik won a silver medal in the snatch with a result of 160 kg, and a gold medal in the push with a result of 194 kg. He snatched the gold medal in the 81 kg event with an overall result of 354 kg.

Karen Margaryan, took the 4th place in the same weight category.

Another eight weightlifters will represent Armenia in the European Championships: Andranik Karapetyan, Vardan Manukyan (both 89 kg), Ara Aghanyan, Davit Hovhannisyan (both 96 kg), Samvel Gasparyan (102 kg), Arsen Martirosyan (109 kg), Varazdat Lalayan and Gor Minasyan (+109 kg).

The women’s team comprises three athletes: Isabella Yalyan (55 kg), Tatev Hakobyan (76 kg) and Hripsime Khurshudyan (87 kg).

Azerbaijani press: Azerbaijan reveals number of historical, cultural monuments located in country’s liberated lands

BAKU, Azerbaijan, May 31. Representatives of Azerbaijan’s Ministry of Culture were sent to lands liberated from Armenian occupation and began to perform tasks related to the primary inventory and protection of cultural objects (monuments and institutions) the State Service for Protection, Development and Restoration of Cultural Heritage under the Ministry of Culture told Trend.

According to State Service, 403 historical and cultural monuments with state registration were inspected at the first stage.

Monitoring of 162 objects (new discovered monuments) located in these territories was carried out, which do not have state registration, but are of historical, architectural and archaeological value.

It was found, during the monitoring, that 51 of 185 historical and cultural monuments with state registration were completely destroyed, and 134 were partially destroyed.

Also, 864 cultural institutions were identified during the initial monitoring, including 462 libraries, 20 museums, 26 children's music schools, one cinema, two theaters, two galleries, three cinema clubs.

Large-scale demonstrations and human rights violations show Armenia’s political crisis is deepening

Gross violations of the right to freedom of peaceful assembly are now being registered in Armenia during anti-government demonstrations. Journalists are also being subjected to violence as the country continues to face political upheaval.

Following the 44-day war in Karabakh in 2020, the political crisis in Armenia has still not yet been overcome. This issue intensified over the last two weeks, when the opposition shifted its struggle from the parliament to the streets. Protesters are now demanding the resignation of Prime Minister Nikol Pashinyan due to possible concessions to Azerbaijan over the Nagorno-Karabakh issue. The current Armenian authorities now hope to conclude a peace agreement with a hostile neighbouring country supported by international mediation from Russia. The opposition accuses Pashinyan of wishing to cede all of the disputed territories of Nagorno-Karabakh to Baku. In March, Pashinyan stated in parliament that the international community was calling on Armenia to “weaken its demands on Nagorno-Karabakh”. The opposition accused him of “betrayal”, declaring that “the political status of Nagorno-Karabakh within Azerbaijan” is “inadmissible”. As a sign of protest, the demonstrators engaged in large-scale civil disobedience, blocking a number of streets in the capital and setting up tents. During rallies, many carry signs and some even say “Armenia without Turks”. According to the German news agency DPA, more than 20,000 people took part in a regular demonstration on May 2nd. There have been at least 250 arrests in Armenia as a result of protests against the prime minister, including members of parliament.

According to reports from various local and international organisations, the police are using brute force not only against peaceful demonstrators, but also journalists. According to a statement issued by the Union of Journalists of Armenia, law enforcement bodies have used disproportionate force to hinder the activities of many journalists and cameramen covering the events, grossly violating their rights. A report published by the Helsinki Committee of Armenia human rights NGO revealed gross violations of the right to freedom of assembly. In particular, the document highlighted the disproportionate force used against protesters by the Special Battalion of the Police Patrol Service Regiment. There is credible testimony that citizens were physically injured as a result of police actions, with journalists and cameramen obstructed from covering the rallies.

In conversation with us, the chairwoman of the Standing Committee on Human Rights Protection and Public Affairs of the National Assembly of the Republic of Armenia, Taguhi Tovmasyan, noted that those engaged in journalism in today’s democratic Armenia are often subjected to violence and their professional activities hindered. Those who commit these crimes often go unpunished. She also said that the head of the EU delegation to Armenia, Ambassador Andrea Victorin, responded to her urgent letters to international organisations by emphasising the need for proper law enforcement. The ambassador reminded Armenia that adherence to the rule of law applies to every member of society including the police, and that the media should be able to perform its professional duties and work free from intimidation. An opposition MP from the “I Have Honor” Alliance, Tovmasyan is actively participating in the ongoing rallies. She told us about the situation on the ground and the suffering of citizens. Tovmasyan believes that this situation represents a broad step backwards in Armenia’s democracy. She criticised the presence of the head of the State Protection Service, Sargis Hovhannisyan, at the rallies. Hovhannisyan has stood out for using brutal force against a journalist and a cameraman, which, according to Tovmasyan, is a criminal act in line with the country’s criminal and mass media law codes.

Strict restrictions on freedom of speech and media

According to the protocols of various international human rights organisations, the reversal of democratic norms in Armenia, in particular the restrictions on freedom of speech, has been made clear by a new law concerning the criminalisation of “grave insult” to officials. This was circulated by the government in 2021 and led to the initiation of more than 260 criminal cases in 2022 alone. In this regard, the human rights organisation Freedom House expressed its concern and called on the Armenian authorities to revoke the new law.

Pashinyan and his faction’s initiative to criminalise insults was recently criticised by the US State Department in its annual 2021 Country Reports on Human Rights Practices. The report on Armenia stated that individuals should be free to criticise the government without fear of reprisals. In its report, the US State Department noted that the country’s parliament has significantly restricted accredited journalists’ ability to cover developments in parliament during the year.

According to Taguhi Tovmasyan, the law criminalising insult grossly violates both the principles of the Armenian constitution and the country’s commitments within the framework of the OSCE and European Convention on Human Rights. She stated that “I have repeatedly warned that the adoption of this law is problematic and could lead to serious consequences, as it seriously contradicts both the constitution and the European Convention for the Protection of Human Rights and Fundamental Freedoms. It will endanger democracy in Armenia. Unfortunately, the parliamentary majority did not listen to warnings at the time, as it is obvious that the criminalisation of insult does not pursue a constitutional goal, but is directed against free speech. It simply aims to prevent public criticism of government officials by threatening to use criminal coercion. As a result, the criminalisation of insult is unconstitutional. If these cases have a final outcome and are also heard in the European Court of Human Rights, the defeat of the state will be inevitable. This in turn will lead to the provision of compensation from state funds, generated at the expense of taxpayers.”

Serious issues related to judicial independence

In parallel with the political crisis in post-war Armenia, there are also noticeable and growing problems in the judicial system. According to various professional assessments, these issues have a clear political dimension. In particular, the government has repeatedly encroached on the judiciary’s authority. This includes cases of disciplinary proceedings and criminal prosecution against unwanted judges.

Tovmasyan believes that what is happening in the country has never been encountered before in judicial practice. She stated, “It is not enshrined in any international law, any article of the European Convention on Human Rights, or the civil law concept of the right to a fair trial. These do not allow judges to be prosecuted for their rulings. Moreover, Article Three of the Constitution of the Republic of Armenia stipulates: “The respect for and protection of the fundamental rights and freedoms of the people are the duty of the public authorities. The inalienable dignity of a human being constitutes the integral basis of his or her rights and freedoms.” This case is a brazen encroachment on the independent functioning of the courts. It is, first and foremost, a matter of deep concern and disappointment geared towards the violation of fundamental human rights and democracy. Such steps have nothing to do with the establishment of democratic institutions. On the contrary, they indicate political problems and a deep crisis in the country.”

The aforementioned report by the US State Department states that in 2021 the judiciary of Armenia “did not generally exhibit independence and impartiality. Popular trust in the impartiality of judges remained low, and corruption of judges remained a concern.” It remains to be seen how the country will deal with such problems, especially in the difficult circumstances it finds itself in now.

Prime Minister Nikol Pashinyan received representatives of the Italy-Armenia Friendship Group: members of the Chamber of Deputies Giulio Centemero, Andrea Casu, Alvise Maniero, member of the Senate Alberto Airola, ARMENPRESS was informed from the Office of the Prime Minister.

The Prime Minister stressed the importance of the Armenian-Italian friendly relations, warmly recalling his visit to Italy, during which Italy reaffirmed its support for democracy in Armenia. Nikol Pashinyan praised the activities of the friendship groups, the inter-parliamentary cooperation, which complement the efforts of the governments of the two countries. The Prime Minister expressed gratitude for the adoption of a resolution recognizing the Armenian Genocide by the Chamber of Deputies of the Italian Parliament in April, 2019.

The head of the Italy-Armenia friendship group Giulio Centemero noted that Italians also warmly recall PM Pashinyan’s visit and the events held within its framework. Emphasizing the role of parliamentary diplomacy and introducing the members of the delegation, he noted that it includes both ruling and opposition MPs, which shows the appreciation of the entire Italian people to the Armenian people. Giulio Centemero shared the results of the meetings in our country, spoke about the achievements of Armenia in the technological sphere, "Tumo" Center for Creative Technologies, noted that Italy is interested in the Armenian model of IT development.

The Prime Minister noted that IT is one of the dynamically developing spheres in Armenia, in general, education is one of the strategic directions of Armenia’s development, due to which the government has initiated profound reforms in the sphere of education and science. Nikol Pashinyan presented details about the reform, offering to exchange experience and information.

The issues of ensuring peace in the region and the settlement of the Nagorno Karabakh conflict were touched upon during the meeting. The sides exchanged views on the post-war situation, the return of Armenian prisoners of war held in Azerbaijan, and the preservation of the Armenian cultural and religious heritage in Artsakh. The Prime Minister highlighted the adoption of the resolution in March 2022 on the need to return Armenian prisoners of war by the Italian parliament and the statements made by Italian parliamentarians during the war unleashed by Azerbaijan in 2020.

Nikol Pashinyan stressed that the Nagorno-Karabakh conflict should be settled on the basis of the principles proposed by the OSCE Minsk Group Co-Chairs, and Armenia is the supporter of the regional peace agenda, which, however, cannot be unilateral. The Prime Minister of Armenia attached importance to the support of European partners, including Italy, in this process, condemnation of provocations by them. The Prime Minister also referred to the Armenia-Turkey dialogue process.

The MPs of the Italy-Armenia Friendship Group expressed their support for Armenia, the Armenian people, in overcoming difficult challenges and strengthening democracy. They noted that they will resolutely continue their activities not only in the direction of closer Italy-Armenia ties, but also in the direction of closer EU-Armenia ties, and will stand with the friendly Armenian people.
