YEREVAN, FEBRUARY 19, ARMENPRESS. Expert on Turkish studies Ruben
Safrastyan, commenting on the speech of Armenian President Serzh
Sargsyan at the Munich Security Conference, highlights the point that
at the current circumstances the Armenian-Turkish protocols have lost
their significance.

In an interview with ARMENPRESS, Safrastyan said the Armenian
President clearly stated that the Armenian-Turkish protocols, which
were signed by his initiative, reflected the realities of that times,
but in current conditions they have lost their significance. “This was
a very important emphasis since really that protocols have lost their
meaning in current conditions”, the expert said.

Ruben Safrastyan said the President in his speech very clearly noted
that Armenia remains committed to normalizing the bilateral
inter-state relations with Turkey without any preconditions, but the
Turkish leadership, in fact, continues its ancient policy it chose
against Armenia, in other words, that is the policy of preconditions.
“The second key point is that it was stated that the leadership of
Turkey made a decision not to normalize the relations with Armenia,
but quoting Azerbaijan is just an excuse used by the Turkish
leadership who do not have a desire to normalize the relations with
Armenia”, Ruben Safrastyan said.

The expert also attached importance to the fact that the Armenian
President stated that Armenia took a lot of steps to normalize the
relations with Turkey as those who were opposing the protocols
comprised large number especially in the Diaspora. However, the expert
said, the Turkish side refused from these protocols.

The Armenian President in his remarks at the Munich Security
Conference said thirty years have passed since the fall of the Berlin
wall, but Turkey still continues to keep the border with Armenia
closed. He said with confidence that Armenia has taken all the
possible measures in order to overcome that impasse.

“Is Azerbaijan preventing Turkey from establishing relations with
Armenia, as many are trying to convince us? No, it is not the case.
The chief impediment is the lack of political will on the part of the
Turkish leadership. I believe you may be aware that many
representatives of the Armenian diaspora were not too happy about that
decision of ours. It was natural, as they were successors of survivors
of the Genocide and of homeland dispossession. I travelled around the
globe back then, met with our brothers and sisters in the Diaspora,
community after community, and discussed with them this very sensitive
issue.

Have the Turkish leaders displayed such political will? Have they been
faithful to the commitments they had signed up to?

We cannot wait eternally for Turkey's response. The Protocols were
negotiated under the existing circumstances. If Turkey desires to
await other circumstances and only then to ratify the Protocols, then
it is profoundly mistaken. Under potential new circumstances, a new
document is to be negotiated. Armenia does not resort to the language
of preconditions, but equally, Armenia shall never accept
preconditions put forth by anyone”, the President said.

MUNICH, FEBRUARY 17, ARMENPRESS. The Nagorno Karabakh conflict can be
settled only in case of the Azerbaijani leadership refusing from its
unrealistic expectations, President of Armenia Serzh Sargsyan said in
response to a question from an Azeri delegate at the Munich Security
Conference.

The Azeri delegate was even interrupted by the panel discussion’s
moderator, because the lengthy question started to resemble more of a
political statement.

“Let me ask you a rhetoric question – if the leader of your country is
making territorial claims towards Yerevan this year, when in October
we will mark the 2800th anniversary of the city’s foundation, how can
the NK conflict be resolved? You want to live free, you want to live
in Karabakh, I reassure you that the people of Nagorno Karabakh also
want to live free, and they want to live on their historic
territories, where their legacy has a history of thousands of years.
They don’t want you destroying this legacy”, the President said.

The President noted that everybody is aware of the reasons why certain
territories surrounding NK are under the control of Artsakh’s defense
forces. In addition, the people of NK expressed their desire to live
independently through a referendum during the collapse of the Soviet
Union, while the then-authorities of Azerbaijan attempted to obstruct
the legitimate and lawful desire of the people of NK through force.
The President also mentioned that during that time the EU displayed a
very positive attitude and accepted the self-determination right of
NK.

“I hate war, but we had to provide a security zone in order to protect
ourselves. We are ready for a peaceful settlement of the conflict if
the Azerbaijani leadership displays reasoning and sits at the
negotiations table. This issue can be solved through mutual
understanding and mutual understanding only”, the President said.

The Armenian President stressed the 2800 year old history of Yerevan,
the Armenian capital. “The Armenian people are living on their
historic land for at least 5000 years, the Azerbaijanis and other
peoples who God knows when started identifying themselves cannot break
the will of the Armenian people”, the President said.

Armenian Mining Giant May Rehire Laid-Off Workers

A leading Armenian mining company said on Tuesday that it hopes to
resume soon production operations at a large copper mine in northern
Armenia and rehire hundreds of people that worked there until this
month.

The company, Vallex Group, sent the vast majority of its 1,200
employees working at the Teghut deposit on indefinite leave on January
12, citing the need for "planned prophylactic repairs" of the mine's
waste disposal facilities. It announced on February 2 that it will lay
them off due to what it expects to be a "prolonged stoppage" of mining
and ore processing at Teghut.

In its latest statement, Vallex specified that the layoffs cover over
85 percent of its Teghut workforce. But it said it will keep a
skeleton staff of around 300 employees tasked with maintaining
sophisticated equipment and guarding the vast mining site.

The company also said 200 other laid-off workers will be transferred
to other mining enterprises belonging to it. Those include a copper
smelter in the nearby town of Alaverdi and metal mines in
Nagorno-Karabakh.

"The company is hopeful that in case of a favorable course of events
it will manage to restore, within a short period of time, the [Teghut]
staff formed over the years," added the statement. It cited no
possible time frames, saying only that Vallex will be able to "quickly
relaunch production after solving problems facing the company."

The Liechtenstein-registered company announced the layoffs several
months after expressing its intention to significantly increase copper
ore extraction at Teghut. It said on February 2 that it needs to hire
Armenian and foreign consultants for conducting "scientific research"
for that purpose. It did not elaborate.

In recent months, environment protection groups have repeatedly
reported toxic leaks from Teghut's waste disposal dump contaminating a
nearby river. Vallex has denied those reports.

The environmentalists opposed open-pit mining at Teghut even before it
was launched in 2014. They argued, among other things, that the
multimillion-dollar project will lead to the destruction of hundreds
of hectares of rich forest.

Vallex pledged to plant a new and bigger forest in adjacent areas. It
also promised to create 1,300 jobs, build new schools and upgrade
other infrastructure in nearby villages.

The Teghut mine generated over 42 percent of Vallex's total operating
revenue which soared by about 32 percent to $358 million last
year. The mining group benefited from rising international prices of
copper and other non-ferrous metals.

A loan extended by the Russian commercial bank VTB has covered most of
$380 million in capital investments which Vallex claims to have made
in Teghut. The company also tried to secure through VTB a $62 million
credit from a Danish pension fund for buying Danish mining equipment.

Denmark's Export Credit Agency (EKF) initially agreed to guarantee the
export credit. However, EKF withdrew the guarantee in October,
accusing the Teghut operator of failing to comply with environmental
standards.



Armenian Government Plans More Borrowing In 2018

Armenia's public debt is continuing to rise in absolute terms despite
its government's plans to sharply cut back on borrowing this year.

The total amount of the government's and the Central Bank's
outstanding debts rose by $123.5 million to almost $6.9 billion last
month. Low-interest loans extended by the World Bank, the
International Monetary Fund and other multilateral institutions
account for most of this figure.

According to official estimates, the government's debt was equivalent
to 55.4 percent of Armenia's Gross Domestic Product at the end of last
year. Finance Minister Vartan Aramian said in December that the
government will cut this ratio to 54.4 percent by the end of 2018.

Aramian told RFE/RL's Armenian service (Azatutyun.am) late last week
that the government is planning to obtain around $360 million in fresh
loans this year to finance the state budget deficit. "This is a
substantial decrease from last year," he stressed.

The Armenian public debt rose by $863.5 million in 2016 and 832.5
million in 2017. It stood at $1.9 billion before the 2008-2009 global
financial crisis that plunged the county into a severe recession.

Artak Manukian, an independent economist, noted that the debt grew
faster than the Armenian economy last year. He said this fact is
raising questions about "the qualitative aspect" of economic growth
which accelerated to 6.7 percent in 2017, according to official
statistics.

Annual government spending on debt servicing is expected to peak at
$736 million in 2020. A senior Finance Ministry official said in late
December that $307 million is due to be spent on debt repayments this
year. The sum is equivalent to roughly 10 percent of overall public
spending envisaged by the 2018 budget.



Yerevan Council Session Marred By Violence

confronted by pro-government members of Yerevan's municipal assembly,

A session of Yerevan's municipal council descended into chaos on
Tuesday as three of its female opposition members scuffled with
pro-government colleagues while trying to stage an unusual protest
against Mayor Taron Markarian.

Zaruhi Postanjian, an outspoken opposition politician, and two other
council members representing her Yerkir Tsirani party brought to the
council auditorium glass containers filled with sewage collected from
a damaged sewer pipe in the city's Nubarashen suburb. A group of angry
local residents blocked a road there on Monday to demand that
municipal authorities quickly fix the problem.

Shortly after the regular session got underway, two Yerkir Tsirani
councilors put on gloves, took up the foul-smelling containers and
walked towards the assembly podium occupied by Markarian to present
him with what they called a "gift from Nubarashen residents." They
were confronted by a group of angry councilors representing the ruling
Republican Party of Armenia (HHK).

The two sides scuffled and shouted insults at each other in ensuing
chaotic scenes. Members of Yelk, a less radical opposition group also
represented in the council, tried in vain to separate them.

One of the Yerkir Tsirani councilors, Marina Khachatrian, slapped a
male colleague from the HHK, Edmond Kirakosian, after being jostled by
him. Kirakosian slapped Khachatrian in the face while another HHK
member pulled her hair in response. Another government loyalist
grabbed her around the waist and forcibly dragged her away moments
later.

The two other women were also forced out of the council room before
Markarian interrupted the session. The mayor's allies defended the use
of force against them. One of them, Naira Nahapetian, claimed that the
Yerkir Tsirani action was an "attack on Taron Markarian."

"We too condemn the use of force and nobody can use force here," the
mayor said for his part.

Postanjian and her two associates remained defiant when the session
resumed after the emergency break in the presence of police officers
called in by Markarian. By contrast, journalists were barred from
returning to the chamber without any clear explanation.

"That foul smell will accompany you wherever you go," Postanjian told
the pro-government majority. "Even your expensive perfume and cognac
won't save you. You can't suffocate from foul smell. But you must be
poisoned. We are going to poison your lives."

Yerkir Tsirani won 5 seats in Yerevan's 65-member council in municipal
elections held in May. The party set up a year ago effectively lost
two of those seats as a result of defections. Postanjian and the two
other women have frequently clashed with Markarian and his allies
during council sessions.

They also have uneasy relations with Yelk, which holds 14 council
seats. Postanjian has branded Yelk as President Serzh Sarkisian's
"clients."

"Zhamanak" says that the U.S., Russian and French co-chairs of the
OSCE Minsk Group had Azerbaijan in mind when they called for
additional measures to boost ceasefire in the Nagorno-Karabakh
conflict zone after ending a fresh regional tour on Sunday. "It is
evident that [Azerbaijani President Ilham] Aliyev is in a sort of
diplomatic deadlock and his aggressive steps reflect that, rather than
his self-confidence," writes the paper. Even so, it says, Aliyev still
gets away with keeping tensions on the frontlines high and making
anti-Armenian statements. The Armenian diplomacy should have ensured
more explicit international criticism of his actions, it says.

Interviewed by "168 Zham," a German political analyst, Uwe Halbach,
sees "some positive notes" in the co-chairs' latest statement. He
argues that the mediators described the current situation along the
Karabakh "line of contact," deplored inflammatory statements and
mentioned the pre-election periods in Armenia and Azerbaijan. "Of
course the statement wasn't targeted, for which it is criticized by
many people," says Halbach. "But many others see a rational
negotiation process. I personally find this approach positive."

"Zhoghovurd" says there is now little doubt that President Serzh
Sarkisian will become prime minister after the end of his final
presidential term on April 9. Despite this, the paper says,
representatives of the ruling Republican Party of Armenia (HHK) remain
coy about his political future in their public statements. "The
Republicans' behavior is surprising, to put it mildly," it
says. "After all, there is no point in prolonging the game so much,
especially given that the authorities' intentions were already clear
several years ago."

"Haykakan Zhamanak" says public statements made by the presidential
candidate Armen Sarkissian these days "totally correspond to Serzh
Sarkisian's wishes." "[Sarkissian] has spoken a lot but in essence
said little so far," explains the paper. "More importantly, he is
giving no indications that he is unhappy with that Serzh Sarkisian is
taking away from the future president what little powers they were
supposed to have." It goes on to claim that the post of president of
Armenia will become "the most uninteresting, the most dull and the
most meaningless" in the world.

Դիվանագետի խոսքով, Մոսկվան ու Երևանը ամբողջ աշխարհին ցուցադրում են բարեկամության լավագույն փորձը, որոնց օրակարգում բացակայում են գլոբալ խնդիրներ: Դրանք չկան ոչ միայն քաղաքական բեմահարթակում, այլև իրական կյանքում՝ շուրջ 1,5 մլն հայ, որոնք ապրում և աշխատում են Ռուսաստանում դրա վառ ապացույցներից միայն մեկն է:

Քննարկման մասնակից, ՌԴ Պետական դումայի Վերահսկողության և ռեգլամենտի հանձնաժողովի փոխնախագահ Օլեգ Նիլովը նշել է, որ երկու երկրների միջև հարաբերությունների խորացման գործընթացը պետք է մեկնարկել ՌԴ-ՀՀ միջև երկաթուղային հաղորդակցության վերականգնումից, քանզի դա պահանջված է և՛ ուղևորափոխադրության, և՛ բեռնափոխադրության կոնտեքստում: «Առավել ևս, որ այդ ճանապարհը մեզ ելքեր է ապահովում նաև Իրանի հսկայական շուկա», — ասել է ռուս պատգամավորը:


Նա նշել է, որ ճանապարհը, անշուշտ, պետք է անցնի Աբխազիայի և Վրաստանի տարածքով. «Հաշվի առնելով, որ Հայաստանի և Վրաստանի միջև ձևավորվել են նորմալ հարաբերություններ, նախագծի իրագործումը մեծագույնս կախված է Թբիլիսիի և Երևանի դիվանագիտական ջանքերից: Շատ կարևոր է, որ երկաթգիծը վրացական կողմի մոտ մտավախություններ չծնի», —զգուշացրել է Նիլովը:


Միևնույն ժամանակ նա հիշեցրել է, որ ռուսական գնացքները դեպի Կալինինգրադ վաղուց անցնում են Լիտվայով, թեպետ այդ պետության հետ առկա են բարդ հարաբերություններ: «Գնացքները գնում են առանց կանգառների, վագոնները կապարանքված են: Այս սխեման կարելի է կիրառել նաև այս դեպքում: Եվ ես վստահ եմ, որ բոլոր ներդրումները շատ արագ իրենց կարդարացնեն», —հավելել է պատգամավորը:


Վարդան Տողանյանը իր  հերթին հաստատել է, որ Հայաստանին ու Ռուսաստանին դեռ իսկապես պակասում են կոոպերացիոն-արտադրական պրոեկտները: Կա համագործակցությունը գազի և էներգետիկայի ոլորտում, բայց այլ ոլորտներում, օրինակ գյուղատնտեսությունում պրոեկտների կարիք է զգացվում: Դեսպանն այս իմաստով առաջարկում է ներգրավել գործընկերների Ղազախստանից ու Բելառուսից.


«Ես վստահ եմ, որ երկաթգիծը, անցնելով ՌԴ տարածքով, կարող է աշխատել այդ թվում Կենտրոնական Ասիայի շահերին, քանի որ միայն Հայաստանը չի կարող լինել նման տնտեսական նախագծի շահառու: Բայց նման ծրագրերը կարող են ամրապնդել այդ հարաբերությունների քաղաքական հիմքը և ես լիովին կողմ եմ այդ գաղափարին»,-հավելել է Տողանյանը:

YEREVAN. –  In terms of the Armenian-Russian relations, the year 2017 was marked by an active dialogue, and effective coordination of steps at international venues, the report of the Armenian Foreign Ministry reads.

According to the report summing up 2017, the joint work to ensure peace and security in the region, cooperation in the field of economy, energy, including nuclear, transport, emergency situations, decentralized cooperation, agriculture, and humanitarian sphere continued. Inter-parliamentary, interdepartmental and interregional relations intensified. In 2017, the presidents of the two countries met more than ten times in bilateral and multilateral formats.

 In March, August and November, President SerzhSargsyan had official and working visits to the Russian Federation. During the visits, agreements were reached in the political, military-technical, trade-economic, energy and other spheres.

Relations between the governments of the two countries were active, the heads of government exchanged visits, and Karen Karapetyan and Dmitry Medvedev met in Bishkek, Astana and Kazan.

The foreign ministers of the two countries have repeatedly met in bilateral and multilateral formats. Russian Foreign Minister Sergey Lavrov paid a visit to Armenia. Special exhibitions dedicated to the 25th anniversary of the establishment of diplomatic relations were opened on February 21 in Moscow, and on November 25, In Yerevan. Ten consultations were held between the two countries’ foreign ministries.

Steps on the development of military-technical cooperation have been undertaken. On January 11, the agreement on the creation of a joint air defense system in the Caucasus region, that was previously signed on December 23, 2015, came into force.

The 6th Armenian-Russian inter-regional forum was held in Yerevan on October 6. During the year, numerous documents were signed between the heads of different departments, including about two dozens of legal intergovernmental, interdepartmental and interregional documents. Since February 23, Russian citizens can enter Armenia using internal passports.

Tour guide Nairuhi Simonyan has died due to a snowstorm at Mount Ara, in Armenia.

Lyusi, a friend of Simonyan, told Armenian News-NEWS.am that her friend had frequently gone on hiking trips in recent times.

An 18-person hiking team, including Nairuhi Simonyan, on Sunday went to Mount Ara; but they were caught in a snowstorm. Sometime thereafter, the members of this team found Simonyan’s dead body. 

Capital city Yerevan residents Hrachya Harutyunyan, 22, and Edgar Navasardyan, 38, also were caught in this snowstorm. They sustained injuries and are at the intensive care unit of a hospital in Yerevan.

“We recorded with lament that a girl from the hiking team, Nairuhi Simonyan, according to our opinion, had sustained injuries incompatible with life and had died due to falling,” Suren Danielyan, President of the Armenian Mountaineering and Mountain Tourism Federation, wrote, in particular, on his Facebook page. “Now, all of us are interested in the causes and the matter of ensuring safety.”

One nation, one army of Detq (video)

Early in the morning, Mikayel and Vahan surprise their friend, who works on the next release of his video blog; the boys were recently discharged.

A musical group, Detq, connects them. Mikayel and Vahan are singing, and David is the group administrator.

On January 26, the premiere of the video clip entitled “One nation, one army” will be screened, which will be the seventh video clip of the 3-year-old band.

Detq is a rock band which was created in 2015. The debut was the song “Mama.”

The guys do not talk to the camera until the other member of the group, Arman, is not discharged.

Administrator David Arakelyan only reminds that the guys are in the role of observers, adhering to their group name. “Our boys, in turn, are observers, who see what’s going on and try to present that word through a song,” says David.

Artsakh calls for international community to give legal assessment to mass pogroms of Armenians in Baku

Standing Committee on Foreign Relations of the Artsakh Republic Natioanl Assembly iissued a statement today on the 28th Anniversary of the mass pogroms of the Armenian Population in Baku.

“28 years ago, on January 13-19, 1990, the Azerbaijani authorities organized and carried out mass massacre of the Armenian population in Baku. About a quarter of a million of Armenians, on the ground of the national affiliation, were subjected to violence and deportation. According to international human rights organizations, hundreds of Armenians became victims to torture and the property of Armenians was subjected to plundering and confiscation. The disintegrated Baku went down in history as the "city of three massacres" (1905, 1918 and 1990),” reads the statement, released by the National Assembly press service.

It is recalled that the events that took place in Baku in the bloody days of January 1990, carried out with the knowledge and intent of the Gorbachev regime, were the implementation of the genocide of the Armenians of Azerbaijan, a policy by which Baku was striving to silent the voice of Artsakh people raised for the realization of their right to self-determination. Today, the Azerbaijani authorities take every measure to hide their genocidal actions by falsifying the facts and avoiding responsibility.

“Paying tribute to the memory of the innocent Armenians died in the massacre and deportation of Baku; being convinced that the impunity of the crime leads to the new crimes, which the civilized community once again witnessed during the new military aggression unleashed against the people of Artsakh in April 2016, the Standing Committee on Foreign Relations of the National Assembly:

– condemns any manifestation of terrorism, xenophobia and extremism;
– insists that the violence organized against Armenians of Baku, the whole Eastern Transcaucasia, as well as the North Artsakh and Nakhijevan fully corresponds to the legal formulation of the crime of genocide defined in the 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide;
– reiterates that the Republic of Artsakh will remain consistent in bringing the organizers and implementers of the genocide of Armenians of Azerbaijan to justice;
– calls upon the international community and parliamentary institutions to give legal assessment to the massacre of the Armenian population in Baku and take steps against the continuing anti-Armenian propaganda in Azerbaijan to prevent its possible consequences,” the statement concludes.

ՀՀ նախկին վարչապետ, ԱԺ նախկին պատգամավոր Հրանտ Բագրատյանը վերլուծություն է ներկայացրել, հիմնված վիճակագրական տվյալների վրա, որոնք ցույց են տալիս, որ Հայաստանում Կենտրոնական բանկի կողմից դրամի կայունացման քաղաքականության արդյունքը տարիներ շարունակ դոլարային գների անշեղ աճն է.


«2005 թվականին ՀՀ-ում ապրանքների ու ծառայությունների դոլարային գները ավելի բարձր էին, քան Բելառուսում՝ 10%, Ղազախստանում՝ 31%, Ղրղզստանում՝ 52%, Ադրբեջանում՝ 55 տոկոսով, Մոլովայում՝ 20%, Ուկրաինայում՝ 20%։ Այդ ժամանակ Վրաստանում գներն ավելի բարձր էին, քան Հայաստանում՝ 3,5%, իսկ ՌԴ-ում դրանք Հայաստանից բարձր էին 26%-ով։ 2015-ին պատկերը փոխվել է։ ՀՀ-ն ամենաթանկն է։ Մեզ մոտ ապրանքների ու ծառայությունների դոլարային գները ավելի բարձր էին, քան Բելառուսում՝ 29%, Ղազախստանում՝ 1%, Ղրղզստանում՝ 29%, Ադրբեջանում՝ 33%, Մոլդովայում՝ 17%, Ուկրաինայում՝ 54%, Վրաստանում՝ 8%, ՌԴ-ում՝ 4%։


2017-ին վիճակն ըստ իս ավելի է խորացել։ Բոլոր թվերը չկան։ Բայց հաստատապես հայտնի է, որ Վրաստանում գներն ավելի թանկ են, քան Հայաստանում առնվազն 20-%-ով։ Սա ԿԲ կողմից դրամի կայունացման քաղաքականության արդյունքն է։ Այն բերում է դոլարային գների անշեղ աճի։ Մինչդեռ պետք է ոչ թե կայունացնել դրամը, այլ խրախուսել մրցակցությունը ապրանքների ու ծառայությունների մատակարարների մեջ»,- գրառել է Բագրատյանը Facebook-յան իր էջում։
