Ex-prosecutor general slams Armenian authorities’ coronavirus response as ‘inefficient’

Panorama, Armenia
June 9 2020

“Thanks God, I have not  been infected, I am not sick. I wish good health to everyone,” Armenia’s former Prosecutor General, Doctor of Law Gevorg Kostanyan told an online interview on the 2nd TV Channel on Monday, dismissing reports that he has contracted coronavirus.

Reflecting on the situation with coronavirus in Armenia, Kostanyan stressed that many issues will inevitably receive legal and criminal assessments.

“If I'm not mistaken, we have recorded more than 270 deaths, therefore all this is subject to discussions and evaluations from the criminal and legal point of view. For example, would it have been possible to prevent these deaths if the state of emergency had been declared earlier? Would it have been possible to curb the spread of the infection and to reduce the fatalities if tougher and more efficient restrictions had been in place? These are crucial issues,” he said.

Kostanyan blasted the government’s response to the pandemic as “totally inefficient”, citing the spike in the Covid-19 cases and high death rate.

“When we impose restrictions which are supposed to be effective and there are new cases and deaths of such a rate, what’s the reason for it? Maybe they are inefficient or wrongly applied in the public life. To put it simply, Sweden is the only country in Europe that has opted against any restrictions to contain the spread of coronavirus. If I'm not mistaken, Armenia has the second highest number of infections per one million population after Sweden. Therefore, a question arises that the restrictions have zero efficiency,” he stated.

Turkish press: Attacker tears down cross at Armenian church in Istanbul – Turkey News

An unidentified attacker has dismantled a cross outside an Armenian church in Istanbul’s historical Kuzguncuk neighborhood.

Security footage delivered to the police showed the attack occurred on May 23 in the Üsküdar district, according to a statement made by the Surp Krikor Lusaroviç Armenian Church.

The management said they have lodged a criminal complaint about the incident and have placed the cross back in its place.

Garo Paylan, a Turkish-Armenian lawmaker for the Peoples’ Democratic Party (HDP), condemned the incident, calling it a hate crime.

“Attacks continue on our churches. The cross of our Surp Krikor Lusaroviç Armenian Church was removed and thrown away. Hate speech made by the ruling power normalizes hate crimes,” he said in a tweet.

On May 9, another Armenian church in Istanbul’s Bakırköy district, once home to Istanbul’s now dwindling Armenian community, was also attacked. The man who attempted to set the church’s gate on fire was detained.

EU Mission in Armenia ‘Falls Short’ of Commemorating Genocide, Says EAFJD

European Armenian Federation for Justice and Democracy

“The wording used by the EU Mission to Armenia on the Armenian Genocide falls short of paying tribute to the 1.5 million innocent victims,” said EAFJD president Kaspar Karampetian

In an open letter sent to Ambassador Andrea Wiktorin, Head of the European Union delegation to Armenia, the European Federation for Justice and Democracy expressed its disappointment with the recent post on Twitter, published on April 24—the of the Armenian Genocide commemoration—where unlike in past years, the EU Mission to Armenia avoided using the term “Armenian Genocide” and instead ambiguously referred to “tragic events.”

“The aim of this statement might well have been to commemorate the victims of the Armenian Genocide. Nevertheless, as descendants of the survivors of the Armenian Genocide myself and many members of our organization, we regrettably have to note that such a statement of the EU Mission to Armenia falls short of paying tribute to the 1.5 million innocent victims. Unfortunately, the wording used does not accurately reflect the scope of what the Armenians of the Ottoman Empire had to go through and is simply a dangerously vague and potentially misleading euphemism. A genuine and acceptable commemoration requires acknowledging the truth and speaking it out,” said EAFJD President Kaspar Karampetian in the letter to the EU Mission in Armenia.

“As you know, in 2015 the European Parliament (EP) adopted a resolution on the centenary of the Genocide where the EP reinforces its stance of 1987, officially recognizes, condemns the Armenian Genocide and calls on Turkey to come to terms with its past. On 9. December 2019 – the international day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime, the EU External Action Service also made a reference to the Armenian Genocide,” added Karampetian.
“As European citizens we do believe that one of the main strengths of the European Union is its commitment to upholding human rights and justice. We therefore sincerely hope that when referring to the Armenian Genocide the EU Mission to Armenia uses the term that reflects the true scope of what happened,” stressed Karampetian.

Azerbaijani Press: Azerbaijan’s FM Says Armenia Takes Steps to Disrupt Negotiations for Nagorno-Karabakh Conflict

Azerbaijan’s Foreign Minister Elmar Mammadyarov says Armenia is taking steps to disrupt negotiations for the Nagorno-Karabakh conflict, while adding there is still a chance for the two countries to resolve the long-standing conflict.

In an interview with Minval.az this week, Minister Mammadyarov shared his views on different aspects of the conflict, saying the Armenian side may try to hamper the negotiation process, but diplomacy could still lead to a settlement.

“As a person who has been directly involved in negotiations for many years, I personally believe that there is an opportunity to resolve the conflict through negotiations, it is only necessary for the parties to show political will,” he said. “If we want peace, security, normal good neighborly relations and, finally, progress, then the grave consequences of the conflict must be eliminated, and states must respect each other's territorial integrity within their internationally recognized borders. There is no other formula for the world."

The conflict in the Nagorno-Karabakh region of Azerbaijan began in the late 1980s following Armenia's ungrounded claims to the region which is an internationally recognized as part of the sovereign territory of Azerbaijan. In 1991, a war broke out between the two countries as Armenia launched a full-fledged military campaign against Azerbaijan after the dissolution of the Soviet Union. The so-called pretext for the military intervention was illegal claims to the Azerbaijani region where partial Armenian population was living next to indigenous Azerbaijanis.

The bloody war stopped with a ceasefire in 1994. By that time, Armenia occupied the Nagorno-Karabakh region and seven surrounding districts of Azerbaijan, which comprise 20 percent of the country’s internationally recognized territory. More than 30,000 ethnic Azerbaijanis were killed during the war, while one million people were displaced.

The government of Azerbaijan has been actively seeking a political solution to the conflict since the negotiation process kicked off in 1994, involving international mediators from the U.S., France, and Russia under the OSCE Minsk Group. Minister Mammadyarov said Azerbaijan's position remains unchanged as it calls for liberating the internationally recognized territories of Azerbaijan and restoring the rights of the internally displaced Azerbaijanis. Armenia, however, refuses to agree to these terms.

“The occupying country has so far voiced many statements, completely groundless, misleading, and aimed at deceiving the international community. Feeling driven into a dead-end in the framework of the negotiation process, Armenia is taking steps to disrupt it, carrying out provocations. This is what they want to achieve – to damage the negotiation process while shifting responsibility to Azerbaijan,” Mammadyarov said during the interview.

By keeping the Azerbaijani lands under occupation for nearly three decades, Armenia violates the demands of international law addressed in four resolutions adopted by the UN Security Council in 1993. The legally binding documents call for immediate and unconditional withdrawal of the Armenian military from the occupied territories of Azerbaijan. Armenia has failed to fulfill the resolutions, while it has also rejected the phased settlement proposal that was recently supported by Sergei Lavrov, Foreign Minister of Russia, which is one of the co-chairing countries of the OSCE Minsk Group.

Mammadyarov said the elements of a phased settlement include the liberation of the occupied territories around Nagorno-Karabakh, the return of Azerbaijanis expelled from these territories and the opening of communications between Azerbaijan and Armenia.

“It is supposed to provide conditions for the joint residence of both [Azerbaijani and Armenian] communities of the Nagorno-Karabakh region for some time, with consideration at subsequent stages of the status of the region in the framework of observing the territorial integrity of Azerbaijan,” the minister said.

“For the Armenian side, which claims that these elements were allegedly not discussed and that no document is lying on the negotiating table, instead of deceiving their compatriots, it would be better, without wasting time in vain, to prepare their own people for peace, as it agreed in the face of the international community," he added.
