YEREVAN, APRIL 18, ARMENPRESS. Armenia’s defense minister Davit Tonoyan today had an informal meeting with newly-elected President of Artsakh Arayik Harutyunyan, the defense ministry told Armenpress.

Davit Tonoyan congratulated Mr. Harutyunyan on election as President of Artsakh, wishing success.

The defense minister said the Armed Forces of Armenia, together with the Defense Army of Artsakh, will continue ensuring and strengthening the security and peaceful development of the Artsakh people.

At the meeting the officials also discussed issues relating to the cooperation in the defense field and the implementation of several programs.

EU to provide overall EUR 92,000,000 to support Armenia

The Delegation of the European Union to Armenia has announced that the European Union will provide overall EUR 92,000,000 to Armenia to support immediate and short-term needs. The announcement reads as follows:

“Further to our announcement last week on the support of the European Union to Armenia to fight against COVID-19 outbreak, and after further restructuring of the existing programmes with the Armenian Government, we are proud to announce that the EU will provide overall €92 million to Armenia to support immediate and short-term needs.

The funds will be directed towards supplying medical devices and equipment, training for medical and laboratory staff, support to SMEs and business community, as well as social and humanitarian assistance to those affected by the coronavirus outbreak."

COVID-19: Armenia’s healthcare ministry will propose government to extend state of emergency

YEREVAN, APRIL 10, ARMENPRESS. Armenia’s ministry of healthcare will propose the government to extend the current state of emergency over the novel coronavirus (COVID-19), Healthcare Minister Arsen Torosyan said at a press conference.

“Our proposal to the government will be to extend the state of emergency. Of course, the decision will be adopted taking into account many factors, however, in my view, in order to ensure the continuation of our actions, the state of emergency is important”, the minister said.

On March 16 Armenia declared a 30-day state of emergency to battle the spread of COVID-19. The state of emergency is effective until April 14, 17:00.

According to the latest data, the total number of people infected with coronavirus in Armenia is 937. The death toll is 12. 5,144 people tested negative so far. The number of recovered patients has reached 149.

Political strategist: The outcome of the second round of elections in Artsakh, was in any case predetermined

ArmInfo.Masis Mayilyan's refusal to participate in the second round of the presidential election in Artsakh goes beyond standard scenarios. Political strategist Vigen  Hakobyan expressed a similar opinion to ArmInfo.

As a result of the presidential elections held in Artsakh on March  31, not one of the candidates won 50% of the vote. The second round  of voting is planned for Arayik Harutyunyan (with the most votes in  the first round,  49.6% ) and Masis Mayilyan (26.7% ). However, on  April 5, Masis Mayilyan called on the Artsakh people to boycott the  second round, making it impossible to carry out the threat of the  spread of the coronavirus.

"Taking into account the results of the first round and already  noticeable serious disagreements in the tandem of Masis Mayilian -  Samvel Babayan, the outcome of the second round was  any case  predetermined. I do not exclude the situation in which Mayilyan could  refuse the second round with the filing of Yerevan. Moreover, since  according to available information, both he and Harutyunyan left for  Yerevan after the election, "Hakobyan noted.

The political strategist explains Harutyunyan's success in the first  round by two years of his work in this direction, accompanied by a  rejection of the image of a government official and, accordingly,  from an official point of view on a number of issues. In this light,  he highlighted certain problems observed in the same period between  Stepanakert and Yerevan and, of course, his financial and  administrative resources, the latter first of all, consisted of the  heads of rural and urban communities, who are members of  Harutyunyan's "Free Homeland" party.

Among the features of the first round, the political strategist  singled out Yerevan's rather loyal attitude towards Harutyunyan. The  latter, in turn, stated that he might not agree with the Armenian  authorities on one single issue – Artsakh's issue. According to the  political strategist, Harutyunyan thus hinted that his position as  President of Artsakh in resolving the conflict with Azerbaijan could  be tougher than the position of Armenia.

"Thus, Harutyunyan makes it clear about the possibility of the  distribution of roles between Yerevan and Stepanakert in the  negotiations on the Artsakh issue. Such tactics have been repeatedly  used in the negotiations, both as a result of coordination and as a  unilateral initiative of the Artsakh authorities. It is known that  the position of Yerevan and Stepanakert did not always coincide.   These relations were especially difficult during the presidency of  Levon Ter-Petrosyan," Hakobyan concluded.  

Parliamentary elections are over in Artsakh and five political forces  have won seats in the National Assembly of Nagorno-Karabakh. These  are: the political alliance representing the Free Fatherland and  Christian-Democratic parties received  40.4% of ballots, the United  Fatherland party – 23,63% of ballots, the Justice party of Artsakh -  7.9%, the ARF-D – 6.4% and the Democratic Party of Artsakh – 5.81%.

72.7% of eligible citizens of Artsakh participate in national elections

YEREVAN, MARCH 31, ARMENPRESS.  72.7% of the eligible citizens of Artsakh participated in presidential and parliamentary elections of Artsakh, Chairman of the Central Electoral Commission of Artsakh Srbuhi Arzumanyan said in a press conference.

''76 thousand and 471 voters or 72.7% of eligible citizens participated in the elections’', she said.

There are 14 presidential hopefuls and 12 political parties striving to be represented in the National Assembly of Artsakh.

Armenia Parliament approves sensational bill in second and final reading

After the second try and in the second and final reading, the Parliament of Armenia today approved the package of bills on making supplements to the Law on the Legal Regime of State of Emergency and related laws that had been proposed by the government. Moreover, the deputies of the ruling My Step Alliance were the only ones who supported the legislative initiative.

The deputies of the Bright Armenia and Prosperous Armenia political parties had boycotted the vote.

The amendments to the laws envisage that, during the regime of state of emergency, the relevant authorities will have access to collection of public data in the electronic network. The government will have the opportunity to track citizens, their movement, Internet connection and contacts, the phone numbers linked to them, the readdressing of the particular phone number, as well as the phone calls, their duration, but, based on the assurances of the Ministry of Justice, not the content of those phone conversations. The changes of personal data of citizens and the possibility of collecting the personal data will only apply to the period of the regime of state of emergency due to the coronavirus pandemic. The data collected during the regime of state of emergency, including personal data, must be eliminated within a month after the end of the regime. Use of data (obtained in this way) for other purposes shall be punished under Articles 144, 145 and 146 of the Criminal Code (illegal collection and publication of personal data, divulging medical secrets, illegal publication of personal correspondence).

If a citizen refuses to download the app, other measures for isolation will be envisaged in another place or apartment, and if the citizen doesn’t have a smartphone, the State might provide one.

EU says will provide Armenia with 51mn euros to fight coronavirus

YEREVAN: The European Union is ready to provide 51 million euros to help support Armenia's economy and healthcare system as it battles to curb the South Caucasus' worst outbreak of the new coronavirus.

The ex-Soviet country of around 3 million had reported 736 cases of the virus by Friday. Seven people have died.

The EU's mission in Armenia said on its Facebook page that the bloc would provide 18 million euros of new funding, with 33 million euros to be redirected from existing projects.

Funds will be used to purchase medical devices and equipment, train medical and laboratory staff and support small and medium-sized enterprises and economic growth in general.

“More is yet to come through access to important regional banking facilities and further restructuring of projects," the EU mission said.

Armenian authorities say the pandemic will slash economic growth that had been forecast at 4.9pc this year.

“In 2020 the economic growth in Armenia will be 0.7pc which is significantly low from the previous forecast, but it will recover in 2021 and be 7.2pc," the central bank said in its quarterly inflation report.

International financial institutions have also pledged support.

The World Bank said on Friday it had allocated $3 million to address Armenia's urgent need for medical equipment and supplies, while the Asian Development Bank gave a $100,000 grant to buy personal protective equipment for medical staff.

The International Monetary Fund mission is currently conducting a review of an $248 million loan arrangement which the government had previously treated as precautionary.

“Now that the global health pandemic has turned into an economic and financial crisis, (the government) may choose to draw on these resources," the IMF's resident representative in Armenia, Yulia Ustyugova, told Reuters.

She said a $105.4 million tranche would be available for Armenia once the current review is successfully completed.

Dimitri Gvindadze, who heads the Armenian office of the European Bank for Reconstruction and Development, said it was ready to make funds available for Armenia's private sector, municipal enterprises, energy and infrastructure companies.

“We are ready to deploy a full spectrum of our products and instruments to support Armenia," Gvindadze told Reuters.

Works underway to reduce pile-ups at Bagratashen checkpoint on Armenian-Georgian border – SRC

Due to weather conditions in March, the checkpoint of Upper Lars has mainly been closed, Armenia’s State Revenue Committee reported. As the source said, this has resulted in substantial pile-ups of vehicles transporting goods from Armenia to EAEU member states or third countries. The pile-ups were caused by about 800 trucks at Bagratashen checkpoint of Armenian-Georgian border and cars that had already reached the territory of Georgia. The given vehicles involve cars registered both in Armenia and other countries.

The Georgian-Russian checkpoint of Upper Lars has been active since it was opened. Georgia’s authorities in charge compile convoys from 30 cars and arrange their transportation across the territory of Georgia with a periodicity of several hours with a relevant patrol till the checkpoint of Upper Lars.

The customs authorities of Armenia maintain 24/7 communication with the partners from relevant authorities of Georgia and Russia, and works are in progress to reduce pile-ups on the territories of both Armenia and Georgia and to regulate any arising issues.

Currently the road passing through Georgia and leading to Upper Lars is closed due to adverse weather conditions, the source added.

David Babayan: There are political forces in Artsakh that speculate even on an issue of the coronavirus pandemic

ArmInfo.There are political forces in Artsakh that speculate even on an issue of the coronavirus pandemic. Presidential candidate from the " Artsakh Conservative  Party ", spokesperson of the NKR President David Babayan stated this  in an interview with ArmInfo correspondent.

He noted that the politicization of this issue is unacceptable, since  all this can lead to very serious consequences. <Now we are in the  race, and it is impossible to politicize such important issues. For  us, the health of our citizens comes first and we will not oppose it  if a decision is made to postpone the election.  However, such a  decision should be purely professional and should be made by the  Ministry of Health care of Artsakh>, Babayan emphasized.

The NKR President spokesman said that speculation would otherwise be  possible. '' If the authorities of the country decide to postpone the  elections, then some political forces may declare that this decision  was connected with the desire of the country's leadership to stay in  power longer. Fortunately, such forces in the country are not  numerous, but they exist>, Babayan said 

It should be noted that parliamentary and presidential elections will  be held on March 31 in Artsakh. No cases of coronavirus infection  have been detected in the NKR.

The worldwide spread of the COVID-19 virus affects political life. The parliamentary elections scheduled for April 13 have been canceled. The referendum on reducing the number of deputies, which was supposed to be held on March 29 in Italy, was also canceled. In Iran, the virus has captured a significant part of the republic’s political elite.

This week, the Central Election Commission of Armenia announced that it was stopping preparations for a referendum on constitutional amendments, despite the fact that a week ago, Prime Minister of Armenia Nikol Pashinyan assured the public that the spread of the virus was under control and that there was nothing to hold a referendum on time threatens.

Armenian opposition jokingly said that the coronavirus stood up for the constitution. Indeed, he COVID-19 had the strongest opposition to Pashinyan, one of the opposition Armenian politicians.

The opposition’s passivity is demonstrated by inaction when it comes to the formation of a coordinated opposition to the referendum. There was no one who was able to unite the opposition forces, taking responsibility, and explain to the public on points what the illegitimacy of the forthcoming will is. However, this does not prevent skeptics from militantly criticizing Pashinyan on social networks and numerous interviews. The opposition does not seek to unite even around the figure of the current chairman of the Constitutional Court of Armenia Hrayr Tovmasyan, indirectly confirming the charges against him. Each for himself determines the most winning strategy, since no one doubts that the referendum will definitely be held.

Meanwhile, Pashinyan had time to properly conduct a reconnaissance of forces. The success of the referendum can be determined by two conditions: a long campaign, during which critics of the will exhaust their counterarguments and no longer pose a threat, as well as an early vote at the most right time. Since the beginning of this year, Pashinyan and his team had little time for campaigning, and against the backdrop of general hysteria caused by the rampant spread of the coronavirus, it will be extremely difficult for Pashinyan to maintain the necessary emotional atmosphere in advance of the referendum. Moreover, Pashinyan did not want to give the opposition an opportunity to criticize him for the fact that, for the sake of his political line, he neglected measures to prevent the virus, allowing a mass event during the epidemic.

The decision to postpone the referendum is an exclusively demonstrative measure. The leadership of the republic will refer to the current constitution, as well as the state of emergency introduced in the country, according to which a referendum can be held no earlier than 50 and no more than 65 days after the end of a martial law or state of emergency. During this time, the authorities will demonstrate a successful fight against the consequences of the spread of coronavirus, the number of cases will not exceed a critical mark, those infected will be cured. Pashinyan personally promised to isolate himself immediately in case of infection, demonstrating decisiveness and at the same time proximity to the people, since the likelihood of infection of the Armenian prime minister, according to his administration, could be caused by short-term contact with an Armenian citizen who returned from Italy.

The postponement of the referendum does not mean the abolition of the presidential election in the self-proclaimed NKR. The "presidential" and "parliamentary" elections should be held there on March 31, and no one is going to cancel them, since no cases of coronavirus infection in the unrecognized republic have been identified. The closed regime allows local authorities to assert that “NKR” is not in danger, and preventive measures are preventive in nature. The elections in the self-proclaimed NKR are Pashinyan’s second and no less important problem, since the loyalty of the top political elite towards the current Armenian government depends on their outcome. Consequently, the Armenian prime minister will prefer to resolve his political issues as they arrive, since “running after two birds with one stone” is extremely risky, especially since Pashinyan has already achieved his goals in the issue of the NKR elections. None of the current presidential candidates of the self-proclaimed republic criticizes the Armenian authorities and does not act as an opposition to Yerevan.

A constitutional referendum will be held in Armenia anyway. Legally or illegally, whether the state and society need it or not, all this will recede into the background, because the authorities declare the need for voting as a prerequisite for fulfilling their promises and solving the list of tasks for which they elected it. If successful, Pashinyan will allow himself a number of high-profile decisions, striving to fix the correctness of the decision made in the public representation in the short term after the referendum. After that, any talk about the opposition for a long time will not be relevant.
