Children of Armenia’s boarding schools facing many problems after closure of institutions

From January 1, 2020, the last 4 boarding schools of Armenia, including two in Gyumri, one in Byureghavan and the other in Dilijan, were closed by the government’s decision. Due to the lack of funds and debts, the "Bird House" boarding school under the Mother See of Holy Etchmiadzin was also shut down at the beginning of the year.

The government described the closure of boarding schools as a move to fight despair. The Ministry of Labor and Social Affairs also argued that the decision was aimed at providing children with the right to live in their families, which, however, does not mean that the ministry or the government relinquishes its responsibility to these children. Simply, the form of assistance has changed.

As a result of the closure of the boarding schools 194 children returned to their biological parents, and 43 children whose return to their families were at risk were taken to the Fridtjof Nansen Orphanage in Gyumri, with the government delaying its close until June 25, 2020.

Although the government assures that the quality of the children’s life will change significantly when living in their families, the reality is entirely different.

Speaking to Panorama.am, Vahan Tumasyan, Chairman of the Shirak Center NGO dealing with social issues, said that some of the children who returned home from boarding schools have ended up in a critical situation.

“Many children who attend boarding schools had family-related problems. Living in boarding schools for a long time, the children grew up with the greenhouse effect: they always had everything made ready for them, failing to gain the experience of organizing their lives on then own,” he said.

Tumasyan said that Shirak Center NGO donated an apartment to one of the families the mother of which died years ago and her four children were attending a boarding school, but the children failed to organize their lives there.

“For example, we had a TV set up, it was just a matter of turning it on, but a week later, when we visited the family, we saw that they had not event turned it on. In addition, philanthropists had given the family money to cover utility payments until spring, but it turned out that the money had been spent on something else, due to which the gas supply to the house had been suspended. In addition, the children do not have a comfortable life at home now because their father has decided to bring a new wife,” the chairman said.

According to Tumasyan, before sending children back to home from boarding schools, a huge amount of work had to be done to prepare them for a new rhythm of life. “In another case, there is a child who is with his father one day and his mother the other day. In many cases children need adoption, but the issue remains up in the air. Many years later they express regret when bad things happen to those kids,” he said.

"When a child is left to the whims of fate, he or she is in a vulnerable position, and anything can happen. For this reason, all children should be monitored to find out how they behave after living in boarding schools and how they organize their daily routine. They need some support for a while before they learn to manage things on their own," he said.

Sona Martirosyan, the spokesperson for the Minister of Labor and Social Affairs, told Panorama.am that if a family has social and economic problems which makes it impossible to organize the child care there, the socio-economic problems of that family should be resolved and the child should return home.

“Poverty or other social issues should not separate a child from his/her family. For this reason, we have studied the problems of all families and provided some support depending on the nature of the problems in the family. For example, parents of such families have been offered jobs, some have rejected them, while others are employed now. The houses of many families have been renovated, with house rents being compensated in other cases. Children are provided with necessary items – clothes, stationery, food, but the ministry does not hand over cash to the family members,” Martirosyan said.

She assured that social workers are in constant contact with all children who have returned home.

Asked if all the children have adapted to the family lifestyle, Sona Martirosyan said that if social workers came across any problems, they would immediately report it. "There have been no such cases,” she said.
As for the fate of the 43 children housed at the Fridtjof Nansen Orphanage in Gyumri if their return home continues to be risky, Martirosyan said that in that case other functioning orphanages will take care of those children. 


‘Azerbaijan will speak to Artsakh on one condition’: Aliyev gives Pashinyan his condition and Pashinyan responds

During the discussion panel on the Artsakh conflict at the Munich Security Conference, a participant asked why Armenia and Azerbaijan do not appeal to the International Court of Justice over the Artsakh conflict. The President of Azerbaijan responded, “Azerbaijan remains loyal to the negotiations process. We have not lost hope that we will be able to recover our territorial integrity through negotiations. Since we still have hope, that will not be the best option. The President of Azerbaijan, Ilham Aliyev, had stated earlier that “Artsakh is a part of Azerbaijan,” which Nikol Pashinyan had responded to.

Aliyev continued, “But if the Armenian side ruins the negotiations process with a new approach, then we may have to consider that option.” The Prime Minister of Armenia, Nikol Pashinyan, responded that the Armenian side is also loyal to the negotiations process for peace. “I believe that negotiations need to take place within the framework of the OSCE Minsk Group co-chairs’ standards. We are prepared to make a huge effort to ensure that changes are made and to reach a resolution to the Artsakh conflict.”

Pashinyan emphasized that he also sent a message to the people of Azerbaijan in another way and he would not be against Aliyev sending a message to the Armenian people. “It would be very strange if Mr. Aliyev refuses to speak with representatives from Artsakh. How is it possible to resolve the conflict without speaking to them? Artsakh is a recognized side in the negotiations process according to the OSCE.”

Regarding the small revolutions and the aforementioned suggestion, Aliyev said, “When Pashinyan says that the resolution to the conflict also needs to be acceptable for Azerbaijan, I must say that the people of Azerbaijan, who have suffered from Armenian aggression, want to return to their homes. They have been deprived of that fundamental right. Pashinyan knows well that more than 80 percent of the Artsakh army is comprised of Armenian citizens. Therefore, there is no Artsakh army. There are only two sides in the conflict- Armenia and Azerbaijan. Artsakh is not a side. We will not speak to them. We will speak to the aggressor.”

Then, Aliyev announced that Azerbaijan is ready to speak with Artsakh on one condition: that Armenia ceases financing that, in his words, illegal subject. “If Armenia takes its troops out of Artsakh and completely withdraws from that territory, we will have reasons to speak to those people. I believe that they will keep those territories occupied forever, though.

Nikol Pashinyan responded, “Aliyev is speaking about those territories from an Azeri point of view. According to him, they are territories, but for Artsakh, they are security. It is not possible to concede security. Aliyev spoke about the Armed Forces of Artsakh. My son is serving in Artsakh as a volunteer. He went to defend his compatriots because he knows history.”

MUNICH, FEBRUARY 15, ARMENPRESS. Armenian Prime Minister Nikol Pashinyan once again reaffirmed that Nagorno Karabakh has never been a part of independent state of Azerbaijan.

Participating at a panel discussion on the Nagorno Karabakh conflict together with Azerbaijani President Ilham Aliyev on the sidelines of the Munich Security Conference, the Armenian PM said he sees a necessity for new ideas for the negotiations of resolving the conflict.

Commenting on Aliyev’s “overview” of history, Pashinyan said there was no need to go so far into the history. “I would ask President Aliyev not to go so far into the history because when Armenian King Tigran the Great was negotiating with Pompey, a Roman military leader, there wasn’t any country in the South Caucasus and around the world in general named Azerbaijan. So I don’t think that it is right to go so far because I can go even further and start from for example 400 BC, but I wouldn’t do that because I don’t think that it is right way to go”, he said.

Pashinyan said that the Caucasian Bureau decided for Karabakh to be a part of Armenia and this was totally a lawful decision. “And after that, according to the personal initiative of Joseph Stalin this decision changed in Moscow. It was like a plot between Stalin, Lenin and Ataturk. Karabakh has never been a part of independent state of Azerbaijan. Karabakh was put into Azerbaijan only in the process of forming the Soviet Union. And when we are speaking about territorial integrity, we should decide about which country territorial integrity we are speaking. My question is that if Azerbaijan respected territorial integrity of the Soviet Union, becoming independent country, as Azerbaijan left the Soviet Union in the same way as Nagorno Karabakh left the Soviet Union. You can say that I am now speaking about the country that doesn’t exist, meaning the Soviet Union, but the Soviet Republic which contained Nagorno Karabakh, also doesn’t exist, there is no Soviet Republic, Soviet Socialist Republic of Azerbaijan, and that is truth. And like Azerbaijan gained independence from the Soviet Union, in the same way Nagorno Karabakh gained independence both from the Soviet Union and from Soviet Azerbaijan”, Pashinyan said.

Commenting on Aliyev’s statements on Khojaly events, the Armenian PM reminded that in the mid-90s former president of Azerbaijan Ayaz Mutalibov in one of his interviews to a Russian newspaper stated that the provocation in Khojaly was organized by the Azerbaijani opposition to withdraw him from power. “And this happened actually because as a result of that event Ayaz Mutalibov was removed from the post of President of Azerbaijan”, Pashinyan said.

As for the UN Security Council resolutions, Pashinyan said the general meaning of these documents was to unconditionally and immediately establish ceasefire, stop any violence and military actions. “And if we will look at the UN Security Council Resolution 884, we will see that it is written there that Azerbaijan violated the ceasefire and as a result Azerbaijan lost territories. And first of all it is Azerbaijan that didn’t keep the conditions of the UN Security Council document. And this is very important to state”, Nikol Pashinyan said.

But according to him, it’s not good for the Armenian and Azerbaijani leaders every time to repeat the same thing. “But unfortunately, within the past 25, 30 years we are repeating every time the same things. And I am afraid, international community maybe somehow is tired hearing the same things. And I think that we need to bring some new ideas. And when I became the Prime Minister of Armenia through the peaceful, Velvet, democratic Revolution, I understood that it isn’t possible to solve 30 years lasting conflict with one or two steps. And I thought that in order to solve this conflict we need revolutions. And I started the process of micro-revolutions”, he said.

Activist Narek Samsonyan summoned to Special Investigative Service as accused

Chairman of the Civil Consciousness NGO, activist Narek Samsonyan has been summoned to the Special Investigative Service (SIS) for questioning as an accused.

Speaking to reporters before entering the SIS building on Saturday, Samsonyan said he was not aware of what he was accused of.

“Most likely, my status will enable me to say in person why I have been summoned to the SIS, otherwise my lawyers will make statements. I am hence involved as a defendant,” Samsonyan said, stating the “political persecution” against him has been ordered by Prime Minister Nikol Pashinyan himself.

In the activist’s works, the process is aimed at obstructing the work of AntiFake.am media outlet in an “obvious encroachment” on the freedom of speech.

“They want to show that whoever will disclose the lavish spendings of Pashinyan's family, that person will face a similar persecution,” he said.

Samsonyan believes the move is also aimed at isolating him during the campaign for the constitutional referendum set for April 5.

He assures that "none of the scenarios drawn up by the authorities will work."

PM Pashinyan rules out keeping blind eye to corruption manifestation

YEREVAN, FEBRUARY 12, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan assures that the Government will never keep a blind eye to any corruption manifestation, ARMENPRESS reports Pashinyan said during Parliament-Cabinet Q&A session.

MP Karen Simonyan representing “Luminous Armenia” Party noted that 4 laboratories in Armenia are tasked to carry out the tests of the food imported to Armenia, but one of the laboratories has a dominant position. According to the MP, he has information that the laboratory gained the dominance due to some personal links.

“If there are personal links I promise that the people standing behind that will be severely punished”, the PM said, urging the MP to submit his information to law enforcement bodies.

“I assure that it’s ruled out that we keep a blind eye to any corruption manifestation in any situation”, the PM said.

WHO sees possibility of testing novel coronavirus vaccine on humans in 3-4 months

YEREVAN, FEBRUARY 13, ARMENPRESS. Four novel coronavirus vaccines are currently being developed, two of them might be tested on humans in three or four months, WHO chief scientist Soumya Swaminathan said, reports TASS.

Human trials for one or two of the most promising vaccine candidates could begin in three or four months, the WHO official said.

She added that WHO experts, who gathered for a two-day forum in Geneva earlier this week, have discussed possible timeframes for determining what vaccine should be a priority.

In her opinion, the new vaccine expected to be ready in 12-18 months.

On February 11 and 12, Geneva hosted a two-day global forum aimed at establishing measures to fight the novel coronavirus. The forum brings together around 400 experts from across the world. The main goal of the forum is to identify knowledge gaps and research priorities in order to produce scientific information and medical products most needed to minimize the impact of the outbreak.

Armenia ex-official says president rejected call of professionals, attaching importance of public opinion

Armenian president Armen Sarkissian has attached an importance to the public opinion, while rejecting the call of the professional public, human rights activist, former deputy chief of staff of Armenian parliament Arsen Babayan wrote on his Facebook.

According to him, more than 130 lawyers and human rights defenders merely required not to sign this decision and not to call a referendum.

"The president had many options, the worst of which was the signing of these anti-state changes," he said adding that Armen Sarkissian had the opportunity not to become a participant of this "anti-state process", but he "chose the worst option."

As reported earlier, Armenian President Armen Sarkissian signed a decree on a referendum on constitutional amendments.

Thus, the referendum is scheduled for April 5, 2020.

LOS ANGELES—The Armenian National Committee of America – Western Region has endorsed Councilmember David Ryu for Los Angeles’ Council District 4.

The endorsement followed a meeting between Councilmember Ryu and representatives of the ANCA Western Region, the ANCA San Fernando Valley East, as well as the ANCA Hollywood chapters which fall within Ryu’s 4th Council District.

Councilmember David Ryu represents Los Angeles’ Fourth District, which encompasses the Sherman Oaks and Toluca Lake neighborhoods in the Eastern San Fernando Valley, Los Feliz, and other neighborhoods adjacent to Little Armenia, Hollywood.

“During our meeting, the Councilmember reaffirmed his commitment to serving the interests of the Armenian-American community of the 4th Council District,” remarked ANCA-WR Chair Nora Hovsepian, Esq. “Councilmember Ryu has been a strong advocate for the Armenian community on city council, supporting the funding of Armenian schools, community organizations, and initiatives, working to support ANCA regional and national efforts such as genocide recognition and Turkish divestment at local council, and issuing his strong support for the self-determination for the Armenians of Artsakh,” she continued.

Meeting between Armenian, Russian PMs started with a selfie

Armenian Prime Minister Nikol Pashinyan who is paying working visit to Kazakhstan, met with the newly-appointed PM of Russia Mikhail Mishustin.

After the traditional ceremony of photographing, Pashinyan offered a selfie with Mishustin. The Russian PM asked what was the Armenian translation for the word selfie and Pashinyan responded the word is in Armenian.  

“Honorable Mikhail Vladimirovich, I am pleased to meet you. Let me again congratulate You on being appointed to the post of Russian Prime Minister,” Pashinyan, said, adding that although the relations between Russia and Armenia have always been at the high level, yet we there is always the opportunity to elevate them to even a higher level.

Pashinyan noted that the trade turnover between Armenia and Russia reached 2 billion in 2019 with a possibility to continue the positive dynamics.
