Lavrov, Bayramov discuss implementation of agreements of Armenian, Russian and Azerbaijani leaders

Russian and Azerbaijani Foreign Ministers Sergey Lavrov and Jeyhun Bayramov discussed the course of implementation of the trilateral agreements reached by the leaders of Azerbaijan, Armenia and Russia.

According to the press service of the Ministry of Foreign Affairs of the Russian Federation, the foreign ministers summed up the results of the joint activities of the passing year, in the context of the bilateral relations between Russia and Azerbaijan, as well as the regional and international agendas.

“Success has been recorded in the Russian-Azerbaijani strategic partnership in all directions.

There was an exchange of ideas on the course of implementation of the trilateral agreements that the leaders of Azerbaijan, Armenia and Russia reached on November 9, 2020, January 11, 2021 and November 26, 2021. An agreement was reached to work on rapid and full implementation of the decisions made during the summits, including in the direction of the launch of mechanisms for unblocking of economic and transport links in the region and demarcation of the Azerbaijani-Armenian state border,” the press release reads.

According to the Ministry of Foreign Affairs of Azerbaijan, during the talk, “the founding meeting of the ‘3+3’ format in Moscow and the meeting of Azerbaijani and Armenian public figures were discussed”.


In Terse Rebuke to Pashinyan, Armenia and Artsakh Human Rights Defenders Issue Joint Statement

Following claims by Prime Minister Nikol Pashinyan, who on Friday minimized Artsakh’s right to self-determination, the Human Rights Defenders of Armenia and Artsakh issued a joint statement delivering a terse rebuke to Armenia’s leader.

The assessments that the Prime Minister of Armenia made during his recent press conference are extremely dangerous for the vital rights of the Armenians of Artsakh and obstruct protection from the policy of genocide of Azerbaijan, said the Arman Tatoyan and Gegham Stepanyan, the Human Rights Defenders of Armenia and Artsakh.

“The approaches voiced at the press conference of the Prime Minister of Armenia on Dec. 24 completely contradict the basic rights of the Armenians of Artsakh to security and create fertile ground for Azerbaijani violations. These approaches fundamentally jeopardize the inherent right to national self-determination,” said the join statement.

“Prime Minister of Armenia has overlooked the consistent discriminatory policy of persecution against the Armenian people, the atrocities, the deprivation of property by Azerbaijan in 1923 and other illegal acts for the eviction of Armenians from the Nagorno-Karabakh Autonomous Oblast (NKAO).”

“In 2020, the Azerbaijani state policy of hatred and enmity toward Armenia, during the war, led to massive ethnic cleansing in Artsakh, destruction of cities and villages (Stepanakert, Martuni, Shushi, Hadrut, etc.), depriving people of their homes, torture and atrocities, murder, desecration and destruction of churches,” the Human Rights Defenders pointed out.

“After the war, the Azerbaijani Armed Forces, under the auspices of the Azerbaijani authorities, continue to violate the vital rights of the people of Artsakh and kill civilians,” said Tatoyan and Stepanyan.

“We consider the assessments of the Prime Minister of Armenia extremely dangerous. They substantiate the supremacy of political issues over human rights, reinforce Azerbaijan’s false theses that ignore human rights. We urge everyone to stop ignoring human rights, creating fertile ground for false Azerbaijani claims, to exclude the subordination of human rights to political issues, as well as to refrain from creating artificial obstacles to protect the rights of our compatriots, especially in international instances,” said the Human Rights Defenders.

Asbarez: Yerevan is Committed to Normalize Ties with Ankara

Yerevan will hold more discussion to normalize relations between Armenia and Turkey, however, if there are opportunities to discuss the Ankara-proposed “3+3” scheme, Armenia will use that opportunity to have contacts with its Turkish counterpart.

Armenia’s Security Council Chief Armen Grigoryan said in an interview with Armenia’s Public Television on Wednesday that participating in “3+3” talks will enable Yerevan to clarify positions with Ankara and make the process more “accessible.”

Asked if this means that Armenia’s representatives will go to Ankara since Turkey’s foreign minister announced that the next meeting will be held in Turkey and then in Baku and the representatives of Turkey and Azerbaijan will visit Armenia, Grigoryan responded, “If there is an opportunity, we are ready to go, and we are also ready to host the representatives of those countries to organize discussions on our regional issues.”

The proposal made by Ankara after last year’s war, and wholeheartedly backed by Baku, envisions creating a regional bloc with Armenia, Azerbaijan, Georgia, Turkey, Russia and Iran. Georgia has officially refused to take part in the process.

Grigoryan said in the interview that an agenda has not been set for Armenia-Turkey normalization process, however, both Ankara and Yerevan believe that “it is mainly about sitting around a table, understanding position of the sides and understanding how to normalize the relations.”

“We see that there are such opportunities in the region, for instance, the possible opening of the Kars-Gyumri railway which will create big opportunities for Armenia and Turkey and will help make Armenia and Turkey economically dependent,” Grigoryan stated.

Asked why is it that the Turkish side constantly says what has to happen and Armenia does whatever the Turkish side says, Grigoryan noted the following: “The Turkish side isn’t saying what has to happen. It makes public statements, and we respond to almost all of them. Currently, we believe the important thing is to sit at the table and discuss the issues. We have yet to sit at the table and understand what Turkey is referring to and what Armenia is referring to.”

Armenia and Turkey have appointed special envoys to lead the talks. Turkey has appointed Armenian Genocide denier and former ambassador to the United States Serder Kilic, while Yerevan has named Ruben Rubinyan, a deputy parliament speaker of Armenia.

In the recent local elections held in Vanadzor community, the 'Bright Armenia' party came the sixth and has now appealed to the Court, disputing the election results, Pastinfo news agency reports.

It is recalled that "Mamikon Aslanyan" bloc has secured 38.70% of the vote, followed by ruling Civil Contract party (25,05%), HASK (14,53%), Homeland party (4,48%) and the "Country of Living" party (4,29%). 

The vote recount didn't record any significant changes – not to consider the fact that the votes of the Civil Contract party decreased by one and those of "Mamikon Aslanyan" bloc increased by four.  

"To put this in other words, the opposition has a real chance to form the power in Vanadzor led by Mamikon Aslanyan – an unfavorable scenario for Civil Contract which has been trying to prevent the formation of any alliances among opposition forces. It is in this context that "Bright Armenia" party, rejected by Vanadzor residents in the elections, has turned to the Court to dispute the election results which automatically puts off the formation of the new power in the city and offers time to the ruling force to continue its repressions," the source wrote. 

Turkey: Azerbaijan to be "indirectly" involved in Armenia rapprochement

PanARMENIAN.Net - Turkish Foreign Minister Mevlut Cavusoglu has said that Azerbaijan will be "indirectly" involved in proposed normalization talks with Armenia, Sputnik Turkey reports.

"After representatives are mutually appointed, they will get in direct contact and decide how and where to meet. It would not be correct to predetermine what the representatives will talk about, but priorities can be set, and a roadmap will be established," Cavusoglu said when returning from a trip to the United Arab Emirates.

"Azerbaijan will be indirectly present in the process. Steps are being taken in coordination, so it won't be a surprise for Azerbaijan. Both Russia and the United States support this process. We will decide together with Azerbaijan on the opening of the border."

Cavusoglu said earlier Ankara and Yerevan will appoint special envoys soon to discuss steps to normalize relations, as well as launch charter flights from Istanbul to Yerevan. A spokesperson for the Armenian Foreign Ministry later welcomed the Turkish foreign minister’s announcement.

Nations League: Mkhitarayn confident Armenia can fight all opponents

Armenia captain Henrikh Mkhitaryan is confident the team is able to fight against all opponents in the Nations League.

“I think it’s not the easiest group, but it could be even worse. We know Republic of Ireland very well and have “very good” memories about them,” Henrikh said ironically.

Armenia was left out of Euro 2012 play-off after referee Iturralde Gonsalez incorrectly red-carded Armenian keeper Roman Berezovsky. Replays showed Berezovsky blocking the shot with his chest but the referee had made his decision and uncapped Arsen Petrosyan had to be introduced with holding midfielder Edgar Malakyan sacrificed.

“We’ll play against Scotland for the first time. As for Ukraine, Armenia has played against them on many occasions. And though the last meeting was in early 2000s, we know them very well. I think we are capable of fighting against these teams. If we manage to stay in B league, it will be a success,” Mkhitaryan said.

Turkish press: Turkey, Armenia to mutually appoint envoys to normalize relations

Turkey and Armenia will mutually appoint special envoys to discuss steps to normalize ties, Foreign Minister Mevlüt Çavuşoğlu announced Monday.

The two countries will also restart charter flights between Istanbul and Yerevan, Çavuşoğlu said at his ministry's budget discussions in the Parliament.

Armenia and Turkey signed a landmark peace accord in 2009 to restore ties and open their shared border after decades, but the deal was never ratified and ties have remained tense.

During the Nagorno-Karabakh conflict last year, Ankara supported Azerbaijan and accused Yerevan of occupying Azeri territories.

Çavuşoğlu said Turkey would coordinate steps to normalize ties between Armenia and Azerbaijan.

U.S. to build "defense facilities" in Georgia and Armenia?

The United States plans to build new "defense facilities" in Georgia and Armenia, according to preliminary documentation provided by the U.S. Army Corps of Engineers, writes RT.

The document says that the U.S. wants to sign two separate contracts with companies that could undertake the design and construction of new, as well as the restoration of old facilities in Georgia and Armenia "in support of the defense activities of the United States."

It is noted that the new contracts will relate primarily to "construction, design, reconstruction of buildings, repair of roads, sidewalks." The total value of the contracts may reach $45 million.

YEREVAN, 6 DECEMBER, ARMENPRESS. Political consultations were held between Foreign Ministries of Armenia and Finland at the Ministry of Foreign Affairs of Armenia on December 6. From the Armenian side the consultation was conducted by the Head of the European Department of Ministry of Foreign Affairs of Armenia Tigran Samvelyan, and General Director of the Department of Russian, Eastern Europe, Central Asia Marja Liivala from the Finnish side.

As ARMENPRESS was informed from the Ministry of Foreign Affairs of Armenia, the sides discussed a wide range of issues of bilateral interest by emphasizing the importance of holding political consultations and high level visits on a regular basis.

The delegations of the two countries referred also to issues of broadening the trade-economic cooperation, exchanged thoughts about promoting the cooperation in sectoral directions.

On the same day Deputy Foreign Minister Paruyr Hovhannisyan received the delegation of Finland. During the meeting a reference was made to Armenia-EU cooperation, issues relating to the Eastern Partnership Summit to be held in Brussels.

At the request of the Finnish side, Paruyr Hovhannisyan presented the current situation created around the Nagorno-Karabakh conflict. In this context the necessity for a full resumption of the Nagorno Karabakh peace process in the framework of the OSCE Minsk Group Co-chairs’ format was stressed. As a member of the OSCE Minsk Group, the Finnish side reaffirmed its unconditional support to this framework.

Deputy Foreign Minister of Armenia Vahe Grigoryan also received the Finnish delegation. The sides referred to the effective Armenian-Finnish cooperation in multilateral platforms.

During the visit the delegation laid flowers at Tsitsernakaberd memorial.
