Investors’ interest towards Armenia grows, economists say

YEREVAN, OCTOBER 21, ARMENPRESS. Improvement of Armenia’s economic growth forecasts by several leading international organizations is a good signal, Economist Inga Ghalayan told a press conference in ARMENPRESS, stating that the improvement of indicators is connected with a number of factors.

“They firstly view the country’s domestic situation, see what policy is being carried out. They also consider the fight against the shadow, corruption, the tax reforms, in addition they also notice that the inflationary pressures are lacking and the most important is that stability is being recorded in Armenia’s financial market. As you know, the World Bank has raised our competitiveness index”, she said.

Introducing the data released by international organizations, the economist said the World Bank’s current forecast for Armenia’s economic growth is 5.5% compared to the 4.2% of the past. The International Monetary Fund’s (IMF) forecast is 6% against the 4.6% of the past. These organizations also touched upon the poverty and unemployment rate in Armenia. According to the World Bank forecast, the poverty rate in Armenia will drop, becoming 7% by 2021, and the IMF’s forecast is that the unemployment rate will decline comprising 17.5%. In addition to these two major structures, Armenia also improved its positions in the Asian Development Bank’s (ADB) forecast which predicts 4.8% growth. In this context the economist attached importance to the Central Bank’s forecast according to which the year will end by 6.9% economic growth.

My Step faction MP Artak Manukyan said Armenia is among those unique countries over which forecast has been made in terms of improving the economic indicators.

“If we look at the global trends and the developments we will see that all these structures have more negative forecasts. US-China possible trade wars, certain negative trends in various regions, nearly 3% development is predicted at the global level. But we see that Armenia has further improved its positions”, he said. According to the economist, the certain decline in demand in foreign markets will be easily passed by the countries where services are more important. He said the developing countries have a greater opportunity to record a bigger economic growth for these same investments rather than the developed countries because here there is a great potential which is not utilized. The economist highlighted the fact that in 2019 Armenia’s progressive growth rates are faster than the average prediction in the world.

“We have a non-utilized potential and our prime minister constantly says that double-digit economic growth is not a myth, but for this it’s very important for us to create preconditions, but this will be difficult without investments in infrastructures”, Artak Manukyan said.

In her turn Inga Ghalayan said these forecasts of international organizations are an important signal for investments. Moody’s recently also raised its assessment over Armenia. Based on this Armenia managed to release Eurobonds at a low interest rate – 4.2%. She said after the distribution of the Eurobonds it became clear how big the demand is, and this in turn speaks about the interest of investors towards Armenia.

In Armenia, it is necessary to soften the requirements for the creation of parties: a party can have only 50 co-founders and 500 members, the deputy of the Prosperous Armenia Party Sergey Bagratyan said on Friday.

In his opinion, this requirement can be further mitigated.

Speaking about the principle of party financing, the deputy cited the experience of the Armenian National Congress as an example.

"I saw one very interesting formula among our colleagues from ANC. So, for example, entrepreneurs transfer 0.25% of the VAT of their companies to the political force that serves, in their opinion, the most correct political directions. For example, an eco-company engaged in the production of environmental products will naturally want to finance the political force for which environmental protection is a priority," the MP said.

ECHR constitutes Grand Chamber to provide advisory opinion over Kocharyan case

The European Court of Human Rights (ECHR) has accepted a request for an advisory opinion from Armenia’s Constitutional Court over the criminal case involving Armenia’s second President Robert Kocharyan.

The petition was filed to the court based on the applications of the Yerevan Court of General Jurisdiction and Robert Kocharyan himself.

The court has constituted a Grand Chamber of 17 judges to consider the petition, ECHR said.

The president of the Grand Chamber has also established a time-frame for submissions from the parties to the domestic proceedings or other interested parties, including the Armenian government and the commissioner for human rights.

The court reminds that the request for an advisory opinion was introduced on 2 September this year and on 2 October it was accepted by the Panel of the Grand Chamber.

The advisory opinion requested by Armenia’s top court relates to proceedings pending before it in which it is asked to review the constitutionality of Article 300.1 of the Criminal Code, which penalizes the overthrowing of the constitutional order.

The president of the Grand Chamber has invited the parties to the domestic proceedings before the Armenian Constitutional Court, namely the National Assembly and Robert Kocharyan, to submit written observations by 19 November.

Armenia is the second country to seek such an opinion under Protocol No. 16 to the European Convention on Human Rights. France made the first request in October 2018.

Protocol No. 16 allows the highest courts and tribunals, as specified by member states which have ratified it, to request advisory opinions on questions of principle relating to the interpretation or application of the rights and freedoms defined in the European Convention or its protocols.



Sports: Armenia secures three medals at World Sambo Championships

Armenia’s representatives won two silver and one bronze medal at the World Youth and Junior Sambo Championships held in Tashkent, Uzbekistan from October 10 to 13.

As the National Olympic Committee reported, Varsik Grigoryan at 56 kg became a silver medalist among girls and Davit Hovsepyan placed second in the 52 kg weight class among boys. Narek Dallakyan won a bronze medal at 62 kg.

To note, Armenia had 18 representatives in the World Championships.

On the occasion of the Holy Translators Day, the third President of Armenia Serzh Sargsyan visited the Amaras monastery complex in Artsakh. A report on this was published by Artsakh Public Television Company.

The Amaras monastery complex is currently being reconstructed with financial support from the Luys Foundation. During his last visit, the third president of Armenia, who is the chair of the board of trustees of the foundation, drew attention to the disappointing state of the complex, and works began on the reconstruction of the monastery complex soon after that.

Former Armenian Police Chief Sacked Again

Prime Minister Nikol Pashinian on Tuesday dismissed his chief adviser Valeri 
Osipian who headed the Armenian police until last month.

Osipian was given the government post immediately after being sacked as police 
chief on September 18. He reportedly went on a two-week unpaid leave two days 
later.

Pashinian and his office gave no clear explanations for his successive 
decisions to fire Osipian. In a September 18 statement, the police general 
promised to “talk about the reasons for my departure later on.” He has made no 
further public statements since then.

Pashinian named Osipian to run the national police service in May 2018 two days 
after being elected prime minister following weeks of anti-government protests 
led by him.

Osipian was until then a deputy head of Yerevan’s police department responsible 
for public order and crowd control. He personally monitored many 
anti-government rallies staged in the Armenian capital during former President 
Serzh Sarkisian’s rule. Osipian frequently warned and argued with Pashinian 
during the 2018 “Velvet Revolution” that toppled Sarkisian.

During his tenure Osipian repeatedly claimed to have eliminated corruption in 
the police ranks. While not denying this, critics blamed him and the new 
authorities for Armenia’s rising crime rate.

Osipian was sacked as police chief two days after the resignation of Artur 
Vanetsian, the influential director of Armenia’s National Security Service 
(NSS). As he announced his resignation Vanetsian criticized Pashinian’s 
leadership style, saying that it runs counter to “the officer’s honor.” 
Pashinian hit back at him in equally strong terms.



Karabakh Set For Tight Presidential Race

Nagorno-Karabakh will hold early next year a presidential election which is 
expected to be the most democratic, competitive and unpredictable in its 
history.

The Armenian-populated territory’s foreign minister, Masis Mayilian, became on 
Tuesday the latest local political heavyweight to join the unfolding 
presidential race. In a statement posted on Facebook, he pointed to the 
existence of necessary “prerequisites” for the proper conduct of the vote.

Mayilian had unsuccessfully challenged Karabakh’s current president, Bako 
Sahakian, in a presidential election held in 2007. Sahakian is not eligible to 
seek another term in 2020.

The other major candidates are Karabakh parliament speaker, Ashot Ghulian, 
Arayik Harutiunian, a former Karabakh prime minister, and Vitaly Balasanian, a 
retired army general and Sahakian’s former top security aide.

Balasanian was sacked in June after strongly criticizing Armenia’s Prime 
Minister Nikol Pashinian. He has stepped up his verbal attacks on Pashinian 
since then.

Also seeking to enter the fray is Samvel Babayan, who was the commander of 
Karabakh’s Armenian-backed army during and after the 1991-1994 war with 
Azerbaijan. Karabakh law bars Babayan from running from president because he 
has lived in Armenia and Russia since 2004. The once powerful general claims to 
have collected earlier this year over 25,000 signatures of Karabakh residents 
in support of removing that legal hurdle.

Neither Sahakian nor Pashinian has endorsed any of the contenders so far. 
Speaking at an August 5 rally in Stepanakert, the Armenian premier said his 
government will act as a “guarantor” of the freedom and fairness of the 2020 
ballot.

Pashinian described local elections held in Karabakh in early September as 
“free, fair and competitive.” Non-governmental election observers from Armenia 
essentially agreed with that assessment.

Harutiunian was until recently regarded by some observers as the election 
favorite. The former premier said on Tuesday that his Free Fatherland party, 
the largest in the current Karabakh legislature, will formally nominate his 
candidacy at a November 9 convention in Stepanakert.

“Elections in Artsakh have always been conducted at a high level,” Harutiunian 
told RFE/RL’s Armenian service.

Manvel Sargsian, a Karabakh-born analyst based in Yerevan, disagreed, saying 
that Karabakh election outcomes have always been decided by administrative 
resources abused by establishment candidates. The forthcoming ballot will be 
far more democratic, he said.

“The administrative resources will not work anymore,” said Sargsian. “Why? 
Because those individuals who were sacked [after Armenia’s ‘Velvet Revolution’] 
thought that they still have some influence. These [recent local] elections 
showed that this is not the case.”



Kim Kardashian Reaffirms Desire To Do Business In Armenia

American reality-television star Kim Kardashian confirmed that she is 
considering manufacturing her shapewear line or other products in Armenia as 
she attended on Tuesday an international conference held in Yerevan.

“I’m definitely talking to a few major Armenian investors about hopefully 
trying to figure out a factory for my shapewear and about trying to figure out 
what kind of factories you have that I can manufacture products in here,” 
Kardashian told reporters.

“We are working on that on this trip,” she said. “I have a meeting tonight 
actually to talk about it. That’s something that’s really important to me.”

“I’d definitely love working with Armenian businesses and companies that are 
based out here and my dream would be to open up a SKIMS [shapewear] factory 
here in Armenia and, if not, something else. I really want to,” added 
Kardashian.

Kardashian pledged late last month to explore business opportunities in her 
ancestral homeland in response to an appeal from an Armenian-American lobby 
group which noted that SKIMS items are already produced in Turkey.

The 38-year-old mother of four was visiting Armenia for the second time in four 
years to attend the latest World Congress on Information Technology (WCIT). 
Interviewed on stage by fellow businesswoman Magdalena Yesil, she spoke about 
her social media and business experiences and offered advice to female 
entrepreneurs.

Kardashian also said: “When I heard they were holding a tech conference in 
Armenia I couldn’t say yes fast enough. It was the best excuse to come here 
again.”

The two women were later joined by three other panelists, including Alexis 
Ohanian, the Armenian-American co-founder of the Reddit social media platform.

Kardashian, who often states her pride in being of Armenian descent, arrived in 
Armenia together with her older sister Kourtney and their children. The latter 
were baptized on Monday at the main cathedral of the Armenian Apostolic Church 
located in the town of Echmiadzin.

"No special ceremony has taken place,” said Father Vahram Melikian, a spokesman 
for the church’s Mother See. “Like all other families, they were registered in 
advance and came here as scheduled."

In 2015, Kardashian baptized her eldest daughter, North, in an Armenian church 
in Jerusalem.

Speaking at the WCIT session, she said: “I had to bring my [three] kids because 
just being in Armenia … being able to bring my sister Kourtney, who had never 
been here before, all of our children, and getting the opportunity to baptize 
them yesterday here in Armenia means everything to us. We’ll have these 
memories forever.”



Russian Management Of Armenian Rail Network Under Review

The chief executive of the Russia Railways (RZD) company managing Armenia’s 
railway network met with Prime Minister Nikol Pashinian on Tuesday to discuss 
the uncertain future of its operations in the country.

RZD runs the network called South Caucasus Railway (SRC) in line with a 30-year 
management contract signed with the former Armenian government in 2007. The 
deal committed it to investing $230 million in Armenia during the first five 
years of operations and another $240 million in the following years. The 
state-run company, which operates Russia’s vast network of railways, claims to 
have honored those commitments.

Law-enforcement officials raided the SRC offices in Yerevan and confiscated 
many documents kept there in August 2018 three months after a dramatic change 
of Armenia’s government. They subsequently launched criminal proceedings 
against the company, saying that it is suspected of large-scale fraud.

RZD and SCR denied any wrongdoing. None of their executives in Armenia are 
understood to have been charged to date.

Russia’s Deputy Transport Minister Vladimir Tokarev warned last month that RZD 
is considering unilaterally scrapping the 2007 contract because the continuing 
investigation prevents it from “operating normally” in Armenia. “Our arguments 
about compliance with the terms of the contract are ignored,” Russian media 
quoted him as saying.

Earlier in September, Prime Minister Nikol Pashinian defended the probe and 
said the Armenian government is “actively” discussing the matter with the 
Russian side.

Pashinian’s office reported few details of his meeting with RZD’s visiting 
chief executive, Oleg Belozerov. It said vaguely that they discussed “prospects 
for making investments and implementing concrete projects in the future.”

RZD did not immediately issue statements on Belozerov’s talks with Pashinian.

“Zhamanak” attacks several dozen former officials and public figures who issued 
on Monday a joint statement calling for former President Robert Kocharian’s 
release from prison. The paper extremely critical of Kocharian says their 
appeal is an attempt to “mobilize” groups and individual Armenians that are 
unhappy with last year’s “Velvet Revolution.” It also contends that Kocharian 
has failed to form a broad-based opposition coalition promised by him earlier 
this year. “The public relations campaign has clearly gained more momentum but 
in the political sense there is no united opposition,” it says.

“Hraparak” hails the holding of the World Congress on Information Technology 
(WCIT) and other international events in Armenia. “Even if this congress gives 
Armenia no tangible results in the form of agreements and programs, even if a 
lot of money is spent from our budget on the organization of the congress, any 
person entering the country, be it a tourist or IT professional, will bring and 
take something back with them,” argues the paper. “Not to mention money spent 
by them in our country. Such events and especially the spectacular 
[WCIT-related] concert organized in [Yerevan’s] Republic Square will leave 
their mark on our mindset, worldview and taste.”

“Zhoghovurd” also welcomes the WCIT forum in Yerevan while lamenting the fact 
that global Internet giants such as Google, Facebook or YouTube have no offices 
in Armenia. “These companies tend to have representatives in countries with 
large markets and potential profits,” writes the paper.

Armenian diplomat at UN: Restoration of Soviet Azerbaijan’s ‘territorial integrity’ impossible as much as that of Soviet Union

Azerbaijan deliberately turns upside down the root causes of the Nagorno-Karabakh (Artsakh) conflict and the consequences of its own aggression, a member of Armenia’s Permanent Representation to the United Nations, Davit Knyazyan said at the 74th session of the UN General Assembly in New York.

“As much as the restoration of the Soviet Union is impossible, the same is true for the restoration of the 'territorial integrity' of Soviet Azerbaijan. We regret that the Azerbaijani party continued its practice of selective references and distortion of the Unites Nations Security Council resolutions,” the diplomat said.

“The resolutions were adopted during the military phase of the conflict and did not lead to immediate cease of hostilities due to the position of Azerbaijan, which made continuous attempts to impose a forceful solution of the conflict.”

The Armenian diplomat’s remarks came in response to Azerbaijani Foreign Minister Elmar Mammadyarov's UN speech that “the Armenian aggression against Azerbaijan” has led to the loss of the country’s territory and one million refugees, citing the UN resolutions that “criticized Armenia.”

“Today, after 25 years of ceasefire, the primary objective of the resolutions – a complete ceasefire – is yet to be achieved. Azerbaijan refers to single element of the resolution by downplaying all others, such as lift of the blockade or neglecting parties to the conflict referred in the resolutions.

“All the resolutions have clearly recognized Nagorno-Karabakh as party to the conflict. If Azerbaijan is willing to implement the resolutions, it should first and foremost reach authorities of Nagorno-Karabakh in achieving progress in the conflict resolution. The main obstacle towards the conflict resolution is not the position of Armenia or Nagorno-Karabakh, but Azerbaijani policy and actions, which impede the progress in peaceful resolution,” the Armenian diplomat stressed.

“I appreciated the opportunity to share with Chairman Risch the Idaho Armenian community’s support for a permanent U.S. policy on the Armenian Genocide – one which properly honors the heroic role that Idahoans and all Americans played in saving hundreds of thousands of orphans through the Congressionally-mandated Near East Relief effort,” said ANCA Idaho Chairwoman Liyah Babayan. “As the great-grandchild of survivors of the Armenian Genocide, forced to flee Azerbaijani government-organized violence against the country’s Armenian minority, my family and I understand first-hand the importance of properly commemorating this crime, condemning its denial, and ensuring that the lessons of the past contribute to a more tolerant future,” she continued.

As Chairman of the powerful Foreign Relations Committee, Senator Risch holds the authority to schedule a vote on S.Res.150, the Armenian Genocide Resolution, introduced by the panel’s Ranking Democrat, Senator Bob Menendez (D-NJ). This bipartisan measure, co-authored by Senator Ted Cruz (R-TX), is cosponsored by seventeen other Senators, including four current presidential candidates – Senators Elizabeth Warren (D-MA), Kamala Harris (D-CA), Bernie Sanders (I-VT), and Amy Klobuchar (D-MN).

Babayan was joined by ANCA Chairman Raffi Hamparian, ANCA Western Region Executive Director Armen Sahakyan, and ANCA Government Affairs Director Tereza Yerimyan.

Babayan shared the efforts of the Idaho Armenian community to commemorate the Armenian Genocide and honor the efforts of Idahoans to helped survivors of that crime. Through participation in the congressionally mandated Near East Relief program, Idahoans sponsored the care and well-being of over 2,000 orphans of the Armenian Genocide, providing the cost of clothing and feeding these children. The residents of Idaho also contributed an impressive 100 tons of clothing and shoes through the designated NER district office in neighboring Washington State. The Idaho Armenian community has established three commemorative sites in honor of the victims of the Armenian Genocide, including a plaque placed in 2006 in Ann Morrison Public Park, in Boise; a granite memorial stone placed in Twin Falls City Park in 2009; and, a memorial established in 2018 as part of the Marilyn Shuler Outdoor Classroom for Human Rights, at the site of the Idaho Anne Frank Human Rights Memorial in Boise.

Some 70 years after the Armenian Genocide, Idaho served as safe-haven for Armenians fleeing the Azerbaijani Government instigated pogroms in Baku, offering a new life and future for many, including Babayan and her family. After arriving in Twin Falls through the assistance of the CSI Refugee Program, Babayan became an entrepreneur at the age of 22, served on the Twin Falls School Board, and was the first refugee to run for Twin Falls City Council. She published “Liminal: a refugee memoir,” documenting her family’s escape from the ethnic killings of Armenians in Baku, Azerbaijan and sharing her childhood perspective of war and violence during her most formative years. In 2018, she was among 10 recipients of the Idaho Hometown Heroes Award, presented to members of Idaho communities who are extraordinarily dedicated to hard work, self-improvement, and community service.

Mass baptism of children of the fallen heroes in April war took place in Artsakh

The Cathedral of Holy Christ the Savior in the Artsakh city of Shushi hosted a mass baptism ceremony of children and relatives of servicemen who fell victim during the four-day war in April 2016.

Veteran of the April war became godfathers of the children at the event that brought some 250 guests from Artsakh and Armenia.

The Union of the participants of the April military actions congratulated on all baptized and thanked the initiators of the ceremony in the name of Ruben Mkhitaryan.

In the 6th round of the Premier League of the Armenian football championship, champion Ararat-Armenia put its strengths to the test with Urartu, while vice-champion Pyunik competed with Alashkert.

Alashkert beat Pyunik by 3 goals. At the 27th minute of the match, Brazilian striker Gustavo Marmentini scored the first goal with a penalty kick and made a double at the 57th minute. At the 85th minute, Brazilian striker Tiago Galvao scored the team’s third goal.

At the 34th minute, Ukrainian striker for Urartu Yevgen Budnik scored a goal, and at the 85th minute, Nigerian striker for Ararat-Armenia Luis Ogana scored a response goal.
