Iranian embassy in Azerbaijan: Iran does not recognize the elections
held in Nagorno Karabakh and has not sent a representative there.

The embassy of the Islamic Republic of Iran in Azerbaijan issued a
statement on the “parliamentary elections” held by Nagorno Karabakh
separatists on May 23.

The statement sent to APA by the embassy says: “The Islamic Republic
of Iran does not recognize the parliamentary elections held in Nagorno
Karabakh and has not sent a representative there in connection with
the elections.”

“Yerevan’s reaction to the European Parliament resolution on the
South Caucasus is puzzling at least,” Azerbaijani political expert
Fikrat Sadigov said.

A couple of days ago, the European Parliament adopted a resolution
urging Armenia to withdraw from Azerbaijan’s occupied lands.

“A number of resolutions previously adopted by the UN and OSCE
recognize Azerbaijan’s territorial integrity unconditionally. Another
similar resolution was passed by the European Parliament recently.

Therefore, Yerevan’s reaction to the resolution was hysteric. The
country’s Foreign Minister issued an absurd statement which states
that the resolution does not comply with the provisions of the Madrid
principles.This statement was made by a foreign minister of a country
that has delayed its response to the updated Madrid principles for
several months. This is clearly not a civilian approach to the issue,”
the expert added.

“Armenia simply does not know what to do. One cannot say that the
European Parliament resolution was biased. It simply reflected the
realities of the status quo in the South Caucasus. Apparently, this
reality did suit Yerevan,” the expert noted.

“The European Parliament adopted the resolution not because of a great
love for Azerbaijan. Europe simply wants stability and unresolved
Karabakh conflict poses threat to peace that Brussels cherishes so
much. Occupation of Azerbaijani territory is not a disputed issue all
over the world except Armenia. Even people with sober mind in Yerevan
already think how Armenia will handle this impasse,” the expert said.

“We are not saying that Europe would hasten to implement this
resolution. We do not need this. The minimum Baku wants from Europe is
that it will not hinder Azerbaijan to liberate its occupied territories
in any way,” Sadigov said.

100 years ago on May 25 was born writer, translator Khachik Dashtents.

Today on the meeting with the journalists literary critic Davit
Gasparyan mentioned that Khachik Dashtents has entered into the
Armenian literature at the beginning of the 1930, in 1932 the first
book of the writer was published.

“The entrance of the writer was impressive,” noted the literary critic
and added that the writer was saved in 1937, because he was able to
come out of that quagmire on time, he went to Moscow to study.

The speaker highly appreciating Khachik Dashtents’ works, his
translations, paid a special attention on the writer’s novels “Khodeda”
and “The call of the ploughmen”.

The literary critic mentioned that the publication of the novel “Call
of the Ploughmen” has passed a very difficult way, with refusals,
publications in journals, problems in the title.

“In 1988 our national rising had many components, on of those
components was the “Call of the Ploughmen”, Davit Gasparyan stressed
and added that the number of the Armenian and Russian publications
reaches 200.000.

“Khachik Dashtents is the name which we should preserve and protect
as an image of a writer, a name which has a national mentality,”
stressed Davit Gasparyan.

Armenian separatists will continue to to hold illegal “elections”
in the occupied Azerbaijani territories unless the Nagorno-Karabakh
conflict is solved, Ruling New Azerbaijan Party (NAP) Deputy Chairman
and Executive Secretary Ali Ahmadov said.

“The unresolved Nagorno-Karabakh conflict creates conditions for
the separatists to hold illegal “elections,” MP Ahmadov said at
the parliament.

The separatist regime held unlawful “parliamentary elections”
in Nagorno-Karabakh May 23. Many international organizations,
including the Council of Europe, said about the non-recognition of
these elections.

Ahmedov said the Azerbaijani community should call on the international
organizations to intensify efforts to resolve this conflict to prevent
the separatists’ steps.

“Azerbaijani President Ilham Aliyev has repeatedly expressed an
unequivocal position on the settlement of the conflict. Azerbaijani
society should also be active in this matter,” he said.

Ahmedov appraised non-recognition of illegal “elections” in the
Nagorno-Karabakh by the international organizations.

“The OSCE Minsk Group Co-chairs also stated that this “elections”
by the separatists have no legal force. Despite this, the separatists
will continue to hold illegal “elections” unless the Nagorno-Karabakh
conflict is solved,” he added.

The Azerbaijani parliament should be more active to accelerate the
process of the Nagorno-Karabakh conflict resolution, Ahmadov added.

YEREVAN, Armenia — Pro-independence parties won most seats in
elections to the new parliament of Azerbaijan’s breakaway enclave of
Nagorno-Karabakh, officials said.

The weekend vote was denounced by Azerbaijan as illegal and a “new
election farce in the occupied territories.” The region, populated
by ethnic Armenians, proclaimed independence after a war in the early
1990s in which it was backed by Armenia.

Most candidates and parties called for independence for
Nagorno-Karabakh, while some want the region to become part of Armenia.

“The election was very important for … the recognition of Artsakh
[Nagorno-Karabakh] and its integration into a democratic and civilized
world,” a spokesman for President Bako Sahakyan said by phone from
the region’s capital, Stepanakert.

The Free Motherland party, led by the region’s prime minister, Ara
Harutyunyan, received 46 percent of the vote, and the pro-government
Democratic Party of Artsakh got 30 percent.

The Dashnaktsutsyun party, which favors union with Armenia, won
22 percent.

First results showed that the opposition Communists had not cleared
the 6 percent threshold to get into the parliament.

Parties will get 17 out of a total of 33 seats in the legislature,
while the rest will be distributed to candidates elected in
single-mandate constituencies.

Azerbaijan wants Nagorno-Karabakh back and does not rule out using
force. More than 15 years of mediation have failed to produce a final
peace deal, and the threat of war is never far away in a key energy
transit region to the West.

Turkey, Azerbaijan’s energy trading partner, closed its border with
Armenia in 1993 in solidarity with its ally.

The breakaway region has seen an increase in tension since Armenia
and Turkey announced a rapprochement last year. Azerbaijan feared
that its interest in Nagorno-Karabakh would be sacrificed as part of
a strategic deal.

The accord crumbled last month when Armenia suspended its
ratification following Turkish demands that it first reach terms over
Nagorno-Karabakh — a condition Turkey set to appease Azerbaijan.

In a move likely to irk Azerbaijan, Armenia said the vote in the
rebel region was an example of a “determined and free expression of
popular will.”

“Citizens of the Nagorno-Karabakh republic proved once again their
desire to live in a free and independent society,” Armenian Foreign
Minister Edward Nalbandian said in a statement.

Slovak lawmaker, ex speaker of the Parliament František Mikloško,
made a proposal to establish a Benelux-like union including Armenia,
Azerbaijan and Nagorno Karabakh. He said the union can be established
through the EU Associative membership.

“In the near future the EU can propose to Armenia, Nagorno Karabakh
and Azerbaijan an associative membership,” he said pointing that the
EU will support the three countries to develop and became candidates
to accede to the European Union.

František Mikloško said that the issue of Karabakh is of a vital
importance to Europe and the conflict can’t be a solution to the
problem. He also pointed that the Karabakh conflict’s settlement will
give a start to settlement to all problems in the region.

The parliamentary elections in Nagorno Karabakh are some sort of
repeating referendum which is being held every 4-5 years, said at
the press conference in Yerevan the Slovak lawmaker, ex speaker of
the Parliament František Mikloško, who is on a visit to Armenia
and was an observer at the elections in NKR.

“Observers made a single assessment following the election in Nagorno
Karabakh, and they said that the elections were free, democratic and
met all the European standards,” said FrantiÅ¡ek MikloÅ¡ko adding
that he hadn’t observed such active voters anywhere.

The Slovak lawmaker expressed bewilderment that the EU had made a
statement renouncing the elections in Karabakh.

“If there were not elections, then it would first of all mean
capitulation, chaos, leading to the situation out of control —
unacceptable development for the region of such kind. The Euro
commission can make statements after it can find solutions,” he said
adding that the EU itself had mired in problems.

The region of the South Caucasus is the post-Soviet region where there
has not been felt any rapid developments and have always been number
of conflicts. This is why the chairman of the permanent commission
of NA Education, Science, Culture, Sport and Youth Affairs Artak
Davtyan attaches importance to the international conference titled
“The situation in the Caucasus and regional security perspectives”
organized by the Institute of CIS countries in cooperation with the
Armenian branch.

The conference is attended by political and social figures, from
Armenia, as well as from Russia, Georgia, Abkhazia, South Ossetia,
Iran, Turkey and Canada; the representative of Azerbaijan has refused
participation at the last second.

“These discussions, in which are participating experts, as well as
politicians from the region and other countries, in fact, inspire
hope to find the best solutions, taking also into account the fact
that this is not the first year that those people are involved in the
South Caucasus region issues,” said A. Davtyan, who noted that “many
people, being not in the region and having no idea about the events,
try to give solution to the situation by this or that statements and
resolutions, but as a result complicate it more.”

According to the chairman of the commission international conferences
like this allow to offer some certain keys of solutions and formats
on level of experts.

A resolution on South Caucasus adopted by the European Parliament,
calling on Armenia to withdraw its troops from the territory of
Azerbaijan, can be considered as success of Azerbaijan’s foreign
policy, chairman of the Center for Political Innovations and
Technologies Mubariz Ahmadoglu told Trend.

He said that the resolution indicates that 20-year propaganda-machine
of Armenia and the Armenian diaspora was absolutely crushed. “Before
the adoption of the resolution by the European Parliament, Azerbaijan
had doubts about the influence of the Armenian diaspora in resolving
of the European organizations”, Ahmadoglu said.

Political analyst said that this is an important result with
far-reaching consequences. Doubts of Azerbaijanis in the European
organizations will reduce, confidence will increase. It will lead to
more intensive cooperation with Europe.

Political analyst also stressed statements of the U.S. State
Department, many international organizations, including UN, OSCE, EU,
non-recognition of “parliamentary elections” held by the separatist
regime in Nagorno-Karabakh, as confirmation of the above-mentioned
theses.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s resolutions
on the liberation of the Nagorno-Karabakh region and the occupied
territories.
