Authorities develop laws enabling COVID-19 restrictions without formal State of Emergency

YEREVAN, AUGUST 3, ARMENPRESS. The Ministry of Emergency Situations and the Ministry of Justice are jointly working on a legislative package concerning the law on the Protection of the Population during a State of Emergency, Justice Minister spokesperson Lusine Martirosyan told ARMENPRESS.

The legislative package’s purpose is to enable the authorities not to extend the coronavirus-related and currently active State of Emergency but still be able to implement required anti-pandemic restrictions when needed by declaring an “emergency situation”.

Martirosyan did not mention specific timeframes as to when the bill will be ready.

The Armenian government declared a national state of emergency due to the coronavirus outbreak in mid-March. Since then, the state of emergency has been extended every month.

The Prime Minister of Armenia Nikol Pashinyan had said earlier that the authorities cannot keep extending the state of emergency forever and they need legislative amendments enabling the authorities to implement restrictions in the event of discovering new clusters of the outbreak.

We sell weapons to Armenia and Azerbaijan to save military industry, Serbian president says

Serbian President Aleksandar Vucic said today that Serbia is selling arms to both Azerbaijan and Armenia, since it needs to maintain its military industry in an efficient state.

“Both Azerbaijan and Armenia are our friends. In recent years, we have sold ten times more weapons to Azerbaijan [than to Armenia], ”he noted first of all.

“The military industry employs 17,000 people who must keep their places,” Aleksandr Vučić said explaining the sale of weapons to both sides of the Nagorno-Karabakh conflict, Serbian RTV informs.

YEREVAN, JULY 24, ARMENPRESS. Ambassador of Armenia to Russia Vardan Toghanyan met with Deputy Foreign Minister of Russia Alexander Grushko, ARMENPRESS reports Armenian Embassy in Russia informs.

''Pan-European and regional security challenges in the light of the current escalation were discussed. The necessity of easing the tensions was emphasized, including from the perspective of continuing Nagorno Karabakh conflict settlement process'', reads the statement.

Starting from July 12 Azerbaijan provoked tensions by launching an aggression against the Armenian borders, shelling not only the military positions but also civilian settlements.

In the light of the tensions between Armenia and Azerbaijan, in many countries of the world Azerbaijanis attack Armenians based on ethnic belonging, in some cases posing real danger to the security of Armenian diplomatic staffs. The Foreign Ministry of Armenia strongly condemned the behavior of provoking inter-ethnic clashes in 3rd countries, emphasizing that those acts are instigated by Azerbaijani state structures.

ARMENPRESS reports the Eurovision 2020 Armenian representative notes that she wanted to shoot it in Armenia, but because of coronavirus the shooting took place in Greece.

The music was composed by both Athena and DJ Paco. Athena Manoukian wrote the lyrics for this summer hit. The creative director of the clip was Athena Manoukian herself. She wanted to present a minimal, artistic image focused on beautiful shots, covered in gold and she wanted a video that gives an “A’’ level quality by paying attention to the details.

“The masks made by me for my dancers add mysterious beauty to the video. The masks have lots of gold jewels on it and they bring an artistic vibe inside the video as the dancers look like soldiers. And the masks have Armenian elements’’,-Athena noted.

“Dolla” pop song has some African vibes. As previously noted by the singer, “Dolla’’ is a song about love. It is a very positive, fresh single that makes you dance. It touches upon the topic how a woman can love a man who has no money, but he is a great person. And for that woman money has no importance.

Artsakh forces downed an Azerbaijani Orbiter-3 drone, which is made in Israel

Artsakh Air Defense units on Saturday shot down an Azerbaijani drone, which was on a reconnaissance mission in the northeastern direction of the Artsakh-Azerbaijan border.

The Artsakh Defense Ministry reported that at 6:38 a.m. local time on Saturday an Orbiter-3 unmanned aerial vehicle—drone. The Orbiter-3 is made by Israel’s Aeronautics Defense Systems, which was embroiled in legal and ethical controversy in 2017 when Azerbaijan reportedly forced the company’s technicians to test its equipment on live targets in Artsakh.

The elite units of the Defense Army continue to keep the situation on the border under full control, to confidently protect the air and land positions of the republic, the Artsakh Defense Ministry said.

This attempt to breach Artsakh’s airspace comes as Azerbaijani forces brazenly attempted to attack military and civilian targets in Armenia’s Tavush Province, resulting in massive losses for Azerbaijani forces, among them a high-ranking army general.

According to Armenia’s Defense Ministry, the situation on the Armenia-Azerbaijan border is relatively calm and new attempts to attack Armenia have been reported.

Meanwhile, President Ilham Aliyev of Azerbaijan, on Thursday threatened to end the Karabakh peace talks, calling the international mediators, the OSCE Minsk Group co-chairs’s efforts “meaningless.”

A day earlier, Baku threatened to attack the Metsamor Nuclear Plant outside Yerevan as retaliation for what it termed as “Armenian aggression.”

At the same time, in what seemed like a government sanctioned protest took place in Baku’s Azadliq Square, where an estimated crowd of 50,000 people called for an all out war against Armenia.

Also, after weeks of pressure on its foreign ministry, Aliyev fired his long-time foreign minister Elmar Mammadyarov, who had been a fixture at the peace talks since 2004. Aliyev appointed his education minister, Jeyhun Bayramov as the country’s new top diplomat.

Music: Armenian saxophonist wins top award at Spanish online music contest

Young Armenian saxophone player Alicia Sargsyan Serrano from the Spanish city of Melilla has won the audience award at the Spanish Online Music Performance Contest I, the Armenian Embassy in Spain reports.

The contest was organized by the MPMusic Foundation of Buñol, a town in the province of Valencia, according to Melilla Hoy.

The young musician gained a total of 508 votes. As an award she will receive a course with a renowned saxophonist in 2020-2021

US State Department Recognizes Azerbaijan’s Anti-Terrorism Efforts

In a new report, the Department of State of the United States labeled
Azerbaijan as a terror-free country, attributing this achievement to
well-coordinated anti-terrorism activities pursued by various
government bodies in 2019.

    “In 2019, the Azerbaijani government actively worked to deter,
detect, and defeat terrorist efforts to move people, money, and
materials across its land and maritime borders and within the South
Caucasus,” read the report that was published on June 24, adding there
no reported terrorist incidents in Azerbaijan in 2019.

“Azerbaijani law enforcement and security services conducted
operations to disrupt and prevent terror attacks, arrested and
prosecuted suspected terrorists, and prosecuted returning Azerbaijanis
suspected of joining or financing terrorist groups fighting outside
Azerbaijan," the report explained.

According to the report, a well-organized coordination between the
Ministry of Internal Affairs and the State Security Service, involving
the services of the State Border Service, and the State Customs
Committee yielded positive results in preventing terrorist acts and
efforts inside the country. The government bodies used terrorist and
criminal watch lists, and biographic/biometric screening at ports of
entry. In addition, they shared the obtained data among themselves,
and with regional and international partners to comprehensively deter
any activity that can relate to terrorism, including the
transportation of people, money, and materials – including weapons of
mass destruction (WMD) – across Azerbaijan’s territory.

The law of Azerbaijan on the Fight against Terrorism identifies what
activities are considered terrorism and how those affiliated with such
activities are defined and punished. A terrorist, according to the
law, is a person who is directly or indirectly involved in deliberate
acts of terrorism as an organizer, instigator, assistant, executor or
eager, as well as helps knowingly a terrorist group, an organized
group or a criminal community carry out terror activities. According
to the legislation, as well as interstate treaties to which the
country is a party, such persons can be prosecuted and punished, or
they may be returned to foreign countries for bringing to criminal
liability or for the execution of assigned punishment.

Despite full-fledged anti-terror policy adopted by Baku, some citizens
of what is the largest nation of the South Caucasus have been reported
to join the Islamic State (IS) terrorist organization in Syria and
Iraq. In September 2017, the officials in the State Security Service
said that around 900 Azerbaijani citizens joined the IS since 2012.
Law enforcement bodies detained 85 of them and brought to criminal
liability. Some 195 have been deprived of the Azerbaijani citizenship,
while many died during fights.

The State Department's report mentioned the Azerbaijani government's
efforts to consolidate non-combat struggle against violent extremism.
The State Committee for Work with Religious Organizations revealed in
April that it has teamed up with the Ministry of Education and the
Caucasus Muslim Board to develop a course to include in the curriculum
of public middle schools and public universities in Azerbaijan as
early as September 2020. The primary goal of the course is to promote
the state’s “secular policy and help counter the spread of radical and
fundamentalist movements,” the report reads referring to the
Committee.

Alongside the persistent efforts to block terrorist activities and
efforts within Azerbaijan, the officials in Baku contribute
simultaneously to global anti-terror efforts. Azerbaijan supports NATO
counterterrorism initiatives as part of the Alliance’s Partnership for
Peace program. Peacekeepers from the country serve in Afghanistan
alongside US forces under NATO’s non-military Resolute Support
Mission. Currently, 120 peacekeeping troops from the Caspian Sea
country settle in Afghanistan. The International Contact Group’s
conference dedicated to promote peace and security in Afghanistan took
place in Baku in June 2018.


 

Asbarez: UN Human Rights Council Adopts Armenia-Sponsored Resolution on Genocide Prevention

The United Nations Human Rights Council has adopted by consensus a Resolution on Prevention of genocide, sponsored by Armenia.

“Most grateful to all cosponsors and members of the Council. Armenia continues to promote this important topic in international agenda,” Foreign Minister Zohrab Mnatsakanyan said in a Twitter post.

“The resolution is a manifestation of Armenia’s continuing and resolute commitment to the international efforts for genocide prevention. It’s a call to prevent deterioration of the human rights violations into such an egregious crime as genocide is. It’s pertinent and urgent as we all witness gross abuses of human rights in different parts of the world,” Armenia’s Permanent Representative Andranik Hovhannisyan, Permanent Representative of Armenia to the United Nations Office at Geneva, said as he presented the draft.

“Today it is not enough just to say “Never Again!” If pronouncing that motto loud enough should have had any effect, or one that we wanted, there should have been no more instances of the crime of genocide registered anywhere around the globe,” he added.

Hovhannisyan added that “the Council will thus recognize that genocide is typically preceded or accompanied by widespread human rights violations, patterns of discrimination, statements by public figures that express support for the affirmation of superiority of a group.”

“The resolution expresses concern that justification, biased accounts, or denial of genocide may increase the risk of the recurrence of violence. The draft resolution requests the High Commissioner to organize an inter-sessional meeting on strengthening capacities for the prevention of genocide. The Council will also invite SG’s Special Adviser on the Prevention of Genocide to an interactive dialogue,” he said.

“Armenia cherishes the international consensus on the need to mobilize our efforts to prevent the scourge of genocide,” explained Hovhannisyan.

10 new coronavirus cases confirmed in Artsakh

YEREVAN, JUNE 13, ARMENPRESS. 10 new cases of the novel coronavirus have been confirmed in the Republic of Artsakh, bringing the total number of cases to 78, the Artsakh Information Center said today.

11 more patients have recovered from the disease. The total number of recoveries has reached 54.

Currently 91 people are under quarantine.

No death case has been registered.

So far, 1,284 COVID-19 tests have been conducted.

On June 11 Artsakh extended the coronavirus-related state of emergency for another 30 days, until July 11.
