YEREVAN, JANUARY 24, ARMENPRESS. Lawmakers approved at first reading the bill on compensating employed students their tuition fees with income taxes.

The bill is authored by parliament majority leader Lilit Makunts and MP Sisak Gabrielyan.

The draft law proposes to return the income taxes of students who are studying in under graduate and post graduate programs and are simultaneously employed. The income taxes will be returned as compensation for their tuition fees.

The bill passed first reading unanimously.

The list of professions that will be eligible will be defined by the government.

What you just did showed that you don’t have the political will to explore the corruption risks at Yerevan Municipality. This is what head of the Bright Armenia faction of the National Assembly Edmon Marukyan declared in parliament today, touching upon the fact that the ruling majority of parliament led the creation and formation of the probe commission to failure a short while ago.

“The issue has already been raised in parliament, and the Council of Elders of Yerevan doesn’t determine whether the powers of the National Assembly are constitutional or unconstitutional. If the head of the ruling faction thinks the Council of Elders has to determine our powers, I am simply disappointed. I would like to say that this is a bad precedent. This will lead to serious political consequences,” Marukyan said, adding that this is the first time such regression is being recorded at the level of the Constitution since the revolution.

“With this, you are showing the people that even though you would have a political majority in the probe committee, you are afraid of exploring the corruption risks and the Council of Elders of Yerevan is deciding what the parliament should do,” he said.

Turkey may face reparation demands after U.S. recognises Armenian genocide – Turkish politician

Armenians in the United States may seek a reparations ruling after the U.S. House of Representatives’ on Tuesday voted in favour of recognising the mass killing of Armenians by the Ottoman Empire a century ago as genocide, a veteran Turkish politician said

The Armenian plaintiffs could seek to appeal against a previous ruling by a California court before the deadline on Nov. 9 after last Tuesday’s House ruling, said Cemil Çiçek, former speaker of the Turkish parliament and current member of Turkish presidency’s Higher Advisory Board.

The House vote on Tuesday came amid bipartisan anger in Congress over the Turkish offensive in northeast Syria against Syrian Kurdish forces that fought the Islamic State alongide U.S. forces.

Çiçek told Ahmet Taşgetiren, a columnist for Karar newspaper, that the U.S. Congress’ move might have wider repercussions. 

“Armenians of Turkish origin have been filing reparation cases against Turkey for a while,” Taşgetiren quoted Çiçek as saying on Friday. 

“The latest decision of the U.S. House of Representatives’ on genocide in one way has fulfilled the demands of the Armenians in the political dimension. Moreover, the number of votes in favour (405 to 11) could encourage Armenians. The courts from now on might not justify their decisions by saying the matter should be left to politics,” he said.

Çiçek was referring to a decision of the United States Court of Appeals on Aug. 9 to deny the appeal of two lawsuits brought by several Armenian-Americans demanding compensation from the Republic of Turkey and two of its banks for confiscating their properties shortly after the period when the Armenian genocide took place. The decision of the court can be appealed until Nov. 9, the politician said.

The first lawsuit was filed in 2010 by Alex Bakalian, Anais Haroutunian, and Rita Mahdessian seeking $65 million from Turkey’s central bank and state-owned Ziraat Bank. The second lawsuit was filed by David Davoyan and Hrayr Turabian against the Republic of Turkey, the Central Bank of Turkey, and Ziraat Bank.

The U.S. Court of Appeals in 2013 dismissed the two lawsuits declaring that “under the political question doctrine which says certain questions—in this case, determining whether Turkey’s actions were genocide—should be handled by the executive branch, not the courts.” 

The court in August rejected the appeal against its previous decision, saying that the two Armenian lawsuits were time-barred.

“The Armenians right now may seek to ensure a ruling from the higher court in favour of reparations by thinking that the current climate in the United States right now can have results to their advantage,” Çiçek said. “Such a reparations decision can create problems for Turkey which it might struggle to overcome for 100 years,” he said.

YEREVAN, OCTOBER 25, ARMENPRESS. Speaker of Parliament of Armenia Ararat Mirzoyan on October 24 met with Speaker of the National Council (lower house of parliament) of Austria Wolfgang Sobotka in Strasbourg, the Parliament told Armenpress.  

Speaker Mirzoyan congratulated on the first session of the new parliament of Austria and expressed hope that it will continue to strengthen and deepen the friendly ties with the Armenian Parliament. The meeting touched upon the necessity to boost the inter-parliamentary cooperation, including within the friendship groups.

Coming to the ratification of the Armenia-EU Comprehensive and Enhanced Partnership Agreement, Ararat Mirzoyan expressed hope that the Austrian Parliament will ratify the CEPA as soon as possible, and in response Wolfgang Sobotka assured that there is no obstacle for ratifying the agreement.

The Armenian Speaker of Parliament expressed hope that Austria will provide its political support to the launch of visa liberalization dialogue with the EU.

YEREVAN, OCTOBER 25, ARMENPRESS. Armenia’s economic activity index in January-September increased by 7.1% compared to the same period of 2018, according to the data released by the National Statistical Committee.

In particular, the industrial production volume grew by 9.7%, and the volume of gross agricultural output decreased by 4.8%. Construction volume increased by 4.4% in January-September. The growth of the trade turnover comprised 8.8%, the services volume increased by 15.5%.

In January-September 2019 the consumer price index grew by 1.6%, and the industrial production price index by 0.5%.

Electricity production volume decreased by 2.2% in these 9 months.

The average nominal monthly salary in Armenia increased by 5.9%, comprising 178.633 AMD.

External trade turnover recorded 5.8% growth. Moreover, the export grew by 7.9% and the import by 4.7%.

The Order was awarded for his great services provided to the Armenian football and the major achievements.

Pashinyan said it’s a great honor for him to meet today with Nikita Simonyan. He expressed hope to see Simonyan in Armenia soon.

Nikita Simonyan thanked the Armenian PM for the Order.

It doesn't matter, the 37th or the 47th out of 200 countries can't be essential for the Republic of Armenia. Economist and former MP Vardan Bostanjyan told this to Armenian News-NEWS.am about Armenia's position in the World Bank's Doing Business 2020 report.

“Whether it is in the 37th, 47th or anywhere, it means that the financial situation in the Republic of Armenia does not contain risks. In essence, it means that in terms of financial stability we have a bearable situation, if not a miracle, but at least that situation does not have the prospect of a financial crisis or major financial downturns,”he said.

According to the economist, the financial system in the Republic of Armenia is still mainly conditioned solely by the banking system, where almost 85% of financial assets are in the banks, which means that the financial market of our country is unilaterally developing at the moment.

According to him, in any case, the existing banking system is able to maintain financial stability in Armenia.

And the World Bank, according to Bostanjyan, presents this report with a certain methodology, which may not be true.

"International financial organizations, in essence, use a certain methodology to present the financial and economic performance of countries in general, which in many cases have little to do with reality. Depending on this circumstance, it may be that Javadyan meant this because they collect general indices, certain indices that are characteristic of, for example, individual countries, may not be taken into account in their methodology, which may be a misstatement,” he added.

At the Cabinet meeting, Prime Minister Nikol Pashinyan demanded from the Ministry of Economy an explanation as to why Armenia had dropped in the Doing Business 2020 report. At the end of the discussion, Central Bank of Armenia Governor Artur Javadyan stated that there was simply a technical mistake, which would put Armenia in 37th place if corrected.

In a conversation with the Voice of America, World Bank's senior Private Sector Development Specialist Valentina Saltane said the World Bank's Doing Business 2020 report contains no inaccuracies.
