YEREVAN, FEBRUARY 22, ARMENPRESS. The regulations of the Lachin corridor are negotiated and signed in the 9 November document and the re-negotiation of the regulations, furthermore as a result of renewed use of force of the threat to use force again cannot be an acceptable solution for the Armenian side, the Armenian Foreign Minister Ararat Mirzoyan said at a joint press conference with the Foreign Minister of Luxembourg Jean Asselborn in Yerevan.

He made the remarks in response to Azerbaijani President Aliyev’s speech in Munich, where the latter had said that they have offered Armenia to install checkpoints between Lachin and Armenia and in the so-called “Zangezur corridor”.

“Indeed, an idea like that has been voiced, to install checkpoints on the border of Armenia and in the section where the Lachin corridor begins. But our response is unequivocal and very public. This stance has been voiced immediately after the blockade of the Lachin corridor began, and it remains the same: The regulations of Lachin corridor are negotiated, signed, including by the President of Azerbaijan, I am speaking about the 9 November document. A re-negotiation of the Lachin corridor regulations, moreover as a result of renewed use of force and under the threat to use renewed force, is obviously unacceptable for us and cannot be an acceptable solution,” FM Mirzoyan said.

Asked to comment whether Azerbaijan demands the so-called “Zangezur corridor” from Armenia in exchange of opening Lachin corridor, the FM said that by analyzing the situation one can see the Azerbaijani expectation around opening the Lachin corridor for obtaining another similar corridor. This isn’t a new narrative and the position of the Armenian side has been voiced earlier again.

“We have the Lachin corridor, which, by the way, even before the latest war was separated as a humanitarian corridor in the entire negotiations process, given that the Armenians of Nagorno Karabakh are entirely blockaded by Azerbaijan, and the only road linking to the world and Armenia is the Lachin corridor itself. Meaning, the existence of the corridor has been highlighted since the beginning. And everyone, including Azerbaijan, accepted this, and it is also reflected in the 9 November document, the Lachin corridor is clearly stipulated in it,” Mirzoyan said.

Regarding the unblocking of other regional infrastructures, around which there are agreements in the 9 November document and the January 11, 2021 document, the stance of Armenia is again the same and very constructive. “We can immediately start the unblocking of those roads the moment we accept that all those roads to be unblocked, including the railway, will function under the sovereignty and legislation of the countries through which they pass. I think this is a much substantiated, constructive and very transparent approach, proposal and readiness,” the Armenian FM said.

FM Mirzoyan said the Armenian side rules out, doesn’t accept changes in existing agreements under the threat to use force or the aggressive policy of extorting concessions at the expense of one side’s interests, which is reflected in Azerbaijan’s statements.

OIF Secretary General welcomes International Court of Justice ruling on unblocking of Lachin corridor

YEREVAN, FEBRUARY 24, ARMENPRESS. Organisation internationale de la Francophonie (OIF) Secretary General Louise Mushikiwabo held a meeting with Armenian Prime Minister’s Personal Representative at the OIF, Ambassador Christian Ter-Stepanyan.

Ambassador Ter-Stepanyan presented the concerning situation in the region. Ter-Stepanyan told the OIF Secretary General that Azerbaijan, after its aggression against Armenia in September 2022 and subsequent occupation of sovereign territories of Armenia, is now keeping the Lachin Corridor blocked for more than two months, causing a grave humanitarian crisis and severe consequences for the 120,000 Armenians in Nagorno Karabakh.

The Ambassador noted that this step by Azerbaijan, which constitutes a violation of the 9 November 2020 trilateral statement, has received international condemnation and many international actors demanded Azerbaijan to stop the blockade.

In turn, the OIF tweeted that Secretary General Mushikiwabo welcomed the February 22 judgment by the International Court of Justice which ordered Azerbaijan to take all steps at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions.

During the meeting the OIF Secretary General and the Armenian envoy at the OIF also discussed issues pertaining to strengthening cooperation between Armenia and the OIF.

The court of general jurisdiction of Yerevan rejected the motion of the investigator of the National Security Service regarding the detention of the former commander of the 3rd Army Corps, Major General Grigori Khachaturov, ARMENPRESS reports, Khachaturov’s lawyer Hakob Yenokyan told the journalists.

After the opening ceremony, the Armenian Minister of Defense toured the pavilions of the companies represented at the exhibition, the ministry said in a press release.

“Suren Papikyan got acquainted with a number of the latest models of the military industry, had meetings with the leaders of large military industrial companies, discussed a number of issues related to military cooperation. Earthquake: rapprochement between Turkey and Armenia?

Armenian disaster relief workers are helping out in the areas hit by the earthquake in Turkey. In addition, the Armenian foreign minister, Ararat Mirzoyan, visited his Turkish counterpart Mevlüt Çavuşoğlu just a few days after the border between the two states, which had been blocked for decades, was opened for an aid convoy. Commentators see a chance to overcome the hostilities between the two countries.


Murat Sabuncu, former editor-in-chief of Cumhuriyet, sees a positive impact on bilateral relations. He writes in T24:

“Today's solidarity is unforgettable, and the solidarity now being shown by Armenia will have an important impact on relations between the two countries. I take a step back and look at the people on both sides who have been brought together by this pain. I think of the events since 1915. And of course of Hrant Dink [the Turkish-Armenian journalist murdered in 2007]. I cannot forget his words: Who will write the prescription, who is our doctor? The Armenians are the doctors of the Turks, the Turks are the doctors of the Armenians. There is no other doctor, no other medicine, no other healer. Dialogue is the only prescription.”

Foreign policy expert Arkady Dubnov sees a chance to resolve the long-standing conflict. He comments on Facebook:

“[The meeting between the foreign ministers] demonstrates Ankara's and Yerevan's willingness to initiate a dialogue. The opening of the transport corridor after 30 years could be the key to finally ending the Turkish blockade of Armenia. All this is of course only possible in the context of a peace process between Armenia and Azerbaijan. Here too, things are not pointing towards a new war – and let's hope it stays that way. … Moscow never tires of saying that peace in the South Caucasus can only be achieved with Russia's help and that any mediation by the West would be extremely harmful. But it would be interesting to see if they can sort things out themselves, without our participation.”

Armenia’s foreign minister on landmark visit to Turkey to normalize ties

Armenian foreign minister Ararat Mirzoyan made a rare visit to Turkey on Wednesday, underlining a desire to “make peace” with the estranged neighbor in the wake of a devastating quake. 

Mirzoyan arrived in Ankara on Wednesday morning, along with his deputy Vahan Kostanyan and Ruben Rubinyan, Armenia’s special envoy for the normalization of relations with Turkey.

“I would like to once again reaffirm the readiness and willingness of Armenia to build peace in the region, and especially to fully normalize relations with Turkey, to establish diplomatic relations and fully open the border between Armenia and Turkey,” Mirzoyan said at a joint press briefing with Turkish foreign minister Mevlut Cavusoglu. 

“I consider it symbolic that on Saturday, the Armenian-Turkish border, which has been closed for thirty years, was opened for Armenian lorries loaded with humanitarian aid heading to Adiyaman,” Mirzoyan said.

On Saturday, a border crossing between Armenia and Turkey opened for the first time in 35 years to allow humanitarian aid.

Mirzoyan also announced that the two countries had agreed to jointly repair the Ani bridge and take care of the relevant infrastructure ahead of the full opening of the border. 

For his part, Cavusoglu said Armenia had "extended a hand of friendship to our people," thanking Yerevan for its humanitarian aid.

Cavusoglu said the two sides had discussed the normalization of relations and believed humanitarian cooperation would support the process. The minister said they had also discussed normalization between Armenia and Azerbaijan. 

It was Mirzoyan's second visit to Turkey since March 2022, when he held talks with his Turkish counterpart on the sidelines of a diplomatic forum in Antalya. 

Following the Wednesday meeting, Armenia’s foreign minister visited the city of Adiyaman, which was devastated by the February 6 earthquake, and met with a team of Armenian rescuers working in the area.

The two governments previously held normalization negotiations in 2008. The talks broke down after Armenia refused to link the negotiations with the peace process with Azerbaijan or to allow Turkey a role in their discussions with Baku. 

Diplomatic relations between the two countries have long been hostile, as Turkey denies that a genocide of Armenians took place under the Ottoman Empire.

Relations were formally halted in 1993 during the First Nagorno-Karabakh War, and have continued to be tense in recent years, particularly in light of Turkey’s support for Azerbaijan during the Second Nagorno-Karabakh War in 2021.

Yerevan’s officially stated position is that normalization with Turkey should be unconditional, implying that issues relating to Nagorno-Karabakh or recognition of the Armenian genocide would not be a part of the discussion.

However, Turkey has suggested that the normalization of relations was contingent on the normalization of Yerevan’s relations with Baku, and has pushed for Armenia to sign a peace treaty offered by Azerbaijan.

Azerbaijani press: President of European Council underlines progress made since last meeting with Azerbaijani President Ilham Aliyev and Armenian PM Nikol Pashinyan

President of the European Council Charles Michel has made a press statement on the outcomes of a trilateral meeting with President of the Republic of Azerbaijan Ilham Aliyev and Prime Minister of the Republic of Armenia Nikol Pashinyan in Brussels.

“As agreed during our last meeting in May, I hosted President Aliyev of Azerbaijan and Prime Minister Pashinyan of Armenia today.

This was our fourth discussion in this format. Our discussions focused on recent developments in the South Caucasus and the relations between the EU and both countries.

Our exchanges were open and productive – and I would like to thank both leaders for that. We reviewed the entire set of issues on our agenda.

It is positive to see that quite a few steps have been taken to take forward the agreements reached during our last meeting.

Peace Agreement

Today we agree to step up substantive work to advance on the peace treaty governing inter-state relations between Armenia and Azerbaijan and tasked the Foreign Ministers to meet within one month to work on draft texts.

Humanitarian issues

We also had a detailed discussion on humanitarian issues, including demining, detainees and the fate of missing persons.

The EU will continue to be engaged in these questions.

Border issues

We reviewed progress on all questions related to the delimitation of the border and how best to ensure a stable situation.

We agreed that the next meeting of the Border Commissions will take place in Brussels in November.

Connectivity

We reviewed progress of discussions on the modalities for unblocking the transport links.

With all these discussions, I would like to underline that it is important to take the population along on both sides and prepare them for a long-term sustainable peace.

Public messaging is critical in this regard – in a sensitive situation like this every word spoken in public is obviously listened to by the other side and weighed.

The EU is ready to further step up its support towards a long-term sustainable peace. The EU will also continue to push for the advancement of economic development for the benefit of both countries and their populations.

We have agreed to meet again in this format by the end of November.”

The sides touched upon the upcoming trilateral meeting of PM Pashinyan, Charles Michel and Azerbaijani President Ilham Aliyev scheduled on August 31 in Brussels. They highlighted the continuation of dialogue and expressed hope for the negotiations to be effective.

Nikol Pashinyan and Charles Michel also discussed issues relating to the Armenia-EU bilateral agenda.

After meeting president, Karabakh activists stage rally

The activists, dissatisfied with the transfer of the Lachin Corridor to Azerbaijan and the situation in Nagorno-Karabakh, have demanded resignation of high-ranking officials. After meeting with the president, they gathered a mass rally in Stepanakert.

The “Caucasian Knot” has reported that on August 26, Azerbaijani President Ilham Aliev announced that the Azerbaijani troops had taken control of Lachin (Armenian name is Berdzor, – note of the “Caucasian Knot”) and the villages of Zabukh (Armenian name is Akhavno, – note of the “Caucasian Knot”) and Sous, from which local residents left at the insistence of the Karabakh authorities.

The participants of the rally held in Stepanakert on August 29, demanded the resignation of the state minister (who heads the cabinet of ministers of Nagorno-Karabakh) and the heads of the Ministry of Finance and the Security Council of Nagorno-Karabakh, accusing them of incompetence and corruption. More than a thousand people gathered for a rally in Renaissance Square in front of the residence of the president of Nagorno-Karabakh.

On the eve of the rally, in the evening on August 27, in the Renaissance Square, more than 30 men demanded a meeting with President Araik Arutyunyan to present to him their demands for the resignation of the above officials. On that day, a source from the presidential office told them that Arutyunyan would be able to meet them on August 29.

Tigran Petrosyan, one of the activists, wrote in his social media page that the meeting with the president took place on August 29. "We are extremely dissatisfied with the meeting, since Arutyunyan failed to hear us and tried to talk us into some forthcoming fair elections," the activist has stated.

He invited citizens to come out at 7:00 p.m. local time to Renaissance Square "in order to start the fight against authorities' arbitrariness." After his appeal, people began gathering in the square; the rally began at 8:00 p.m. local time.

"Up to 1500 people have gathered. This is a lot, but not enough, since the issue is the life and future of our children," said Christine Balayan, a public figure and a former candidate for the presidency of Nagorno-Karabakh. She has stated that "it is necessary to ensure that people come out, fight and wouldn't let traitors and traders continue remaining in power."
