Turkish press: Stability in southern Caucasus crucial for region: Turkish FM

Turkey believes stability in the southern Caucasus is crucial for the people of the region, Foreign Minister Mevlüt Çavuşoğlu said Wednesday.

Speaking at a news conference ahead of the Antalya Diplomacy Forum on June 18-20, Çavuşoğlu said that establishing stability in the southern Caucasus would also bring prosperity.

"Armenian people would especially benefit from this," he told journalists.

Noting that the Armenian state has isolated itself in the region, Çavuşoğlu said the country has had hostile relations with most of its neighbors. He noted that the panel on the southern Caucasus will discuss opportunities for peace and stability in the region since the Nagorno-Karabakh conflict.

"I hope Armenia learns a lesson from its experience and that peace and stability persist in the region," Çavuşoğlu said.

"Azerbaijani lands were under occupation for 30 years. The heroic Azerbaijani army took its lands back with a struggle that lasted for more than 40 days. Azerbaijan persevered to solve this problem through diplomacy for many years. Now that the war is over, opportunities for regional peace will be discussed in this panel."

"Everyone should respect its territorial integrity. We want this region to be a region of peace and stability," he added.

Nagorno-Karabakh lies within Azerbaijan but was under Armenian occupation since a separatist war there ended in 1994. That conflict left the predominantly Armenian populated Nagorno-Karabakh region and substantial surrounding territories in Yerevan's hands. Heavy fighting erupted between Armenia and Azerbaijan in late September 2020 in the biggest escalation of the decades-old conflict, killing more than 5,600 people on both sides.

A Russia-brokered agreement ended the recent fighting in which the Azerbaijani army routed Armenia's forces. The cease-fire deal stipulated that Yerevan hand over some areas it held outside Nagorno-Karabakh's borders. Baku also retained control over the areas of Nagorno-Karabakh that it had taken during the armed conflict.

Meanwhile, Çavuşoğlu noted that Turkey will use the Antalya Diplomacy Forum as a means to strengthen the country's diplomatic prestige both in the field and at the table.

The forum will consist of 15 sessions attended by world leaders, touching upon regional, global and thematic issues.

This year’s theme will be “Innovative Diplomacy: New Era, New Approaches” and aims to address diplomacy-related issues through a visionary liberal and innovative approach.

“Although most of our participants consist of officials, we do not expect them to make official statements,” Çavuşoğlu said, adding that they want the forum to be a liberal platform reflecting different perspectives.

Twelve heads of state, 43 foreign ministers, four former heads of state and around 50 representatives from international organizations have confirmed their attendance in the forum, according to Çavuşoğlu.

Israel strikes Hamas facilities in Gaza in response to launch of incendiary balloons

YEREVAN, JUNE 16, ARMENPRESS. Fighter jets of the Israeli Defense Forces (IDF) attacked Hamas facilities in the Gaza Strip in response to the launch of incendiary balloons to the Jewish state’s territory, the Israeli military said, reports TASS.

“In the past day, numerous balloons carrying explosives and combustion agents were launched towards Israel from the Gaza Strip in order to start fires. In response, fighter jets of the Israeli Defense Forces carried out strikes at military compounds of the Hamas terrorist organization in the Gaza Strip, used by terrorists of Hamas’ Khan Yunis and Gaza Brigades”.

On May 21, a ceasefire between Israel and Palestinian militias in the Gaza Strip came into force, following 11 days of missile strikes by both sides.

"Over the past 30 years we have never stoped being a country in war, as the war has been continuing during this period," the former President of Artsakh Republic Arkady Ghukasyan stated on Monday during the round table discussion at Lazarev club. 

Ghukasyan questioned the actions of the Armenian leadership which has changed 4 commanders of the army over the past three years. "It is easy to blame the former leaders but all those commanders were your appointments. You have appointed them and then removed," said Ghukasyan, adding the tendency of the current leaders to put the blame on others is strange. 

Speaking of the negotiations around the Artsakh conflict, the former president said, Armenia's leaders speak of things they are not aware and have no enough knowledge. 

"It is not a shame to ask others. We have offered our efforts and support, since it is impossible to come off the street and rule the country, deal with foreign policy. What happened is now a fact but they could ask for advice at least. To understand what is the current stage of the negotiations, we should have asked about its history and the outcomes," said Ghukasyan.  

"Negotiation process is not for a dilettante. When the one weakens the army, changing the commanders from time to time, announces an intention to start the negotiations from zero point that was expected to turn into a dangerous initiative," said Ghukasyan, expressing hope in the future the past mistakes would be considered and lessons would be learnt. 

Pashinyan calls return of Armenian captive a positive step in terms of mitigating tension in the region

YEREVAN, JUNE 9, ARMENPRESS. Caretaker Prime Minister of Armenia Nikol Pashinyan, who is leading the Civil Contract party’s electoral list for the June 20 snap parliamentary elections, calls the return of Armenian serviceman, who has appeared in the Azerbaijani controlled territory due to fog on June 8, a very positive step.

During the party’s pre-election campaign in Shirak province, Pashinyan has reiterated his yesterday’s proposal to exchange his son with the Armenian POWs held in Azerbaijan.

“You are aware that yesterday one of our soldiers was disoriented and found himself in the Azerbaijani side. The soldier has been returned at night, and I consider this a very positive step especially in terms of mitigation of tension on the Armenian-Azerbaijani border and the region in general”, he said.

Commenting on his proposal to hand over his son to Azerbaijan for the return of all Armenian captives, Pashinyan stated that he has tasked the respective authorities to officially convey his proposal to the Azerbaijani side.

“I want you to understand correctly, don’t ever think that this is the only one direction and tool for solving the issue of our captives. I want you to know that very intensive works are being carried out in several directions at this period”, he said.

The electoral campaign for the snap parliamentary elections launched in Armenia on June 7.

The campaign will last until June 18.

The snap parliamentary elections will take place on June 20, but the electronic voting will kick off on June 11 until June 13.

26 political forces – 22 parties and 4 blocs, have been registered for participation in the elections, but on June 8 one of the parties has announced that they will not take part in the elections.

Newspaper: What is situation at Sev Lake area of Armenia?

YEREVAN. – Hraparak daily of Armenia writes: The area of Sev Lake has been relatively stable in recent days.

Although the Azerbaijanis continue to remain in their occupied positions and have deployed 4 positions—25-30 servicemen in each—, it is reported from Syunik [Province] that the enemy does not increase its number, does not undertake other actions.

The only strange thing is that they take turns of duty more often than the set timeframe.

By the way, a large number of volunteers—from our side—continue to stay in Syunik; although they have not been mobilized at the moment, they are ready waiting for an instruction at any moment.

Mher Grigoryan briefs CIS PMs on developments on Armenian-Azerbaijani border

Armenia’s acting Deputy Prime Minister Mher Grigoryan took part in the sitting of the Council of the Heads of Government of the CIS member states in Minsk.

Addressing the participants, Mher Grigoryan draw attention to the events taking place on Armenian-Azerbaijani border, noting that the developments carry an obvious threats for the whole region.

The Acting Deputy Prime Minister also stressed that only the immediate and unconditional withdrawal of the Azerbaijani armed forces from the sovereign territory of the Republic of Armenia, as well as the return of Armenian prisoners of war, can create conditions for considering the emerging issues within the framework of political-diplomatic toolkit.

 

Azerbaijan captures 6 Armenian soldiers at the border

Six Armenian servicemen have been captured on Armenia’s border on May 27, press service of the Azerbaijani Defense Ministry and Armenian officials have confirmed. However, the Ministry of Defense of Azerbaijan claims that the incident took place in the Kelbajar region of Azerbaijan, while the Armenian Defence Ministry states that the Armenian soldiers were surrounded and captured while carrying out engineering work on the territory of Armenia.

The official statement of the Ministry of Defense of Azerbaijan reads as follows:

“On May 27, at about 3 am, a reconnaissance and sabotage group of the Armenian Armed Forces tried to cross the state border in the direction of the Yukhari Ayrim settlement of the Kelbajar region.

The enemy was noticed while attempting to place mines on the support routes leading to the positions of Azerbaijani Armed Forces on the border, and, as a result of the measures taken, 6 enemy servicemen were surrounded and captured.

In the morning, an accumulation of military equipment was noticed, including tanks of the Armenian Armed Forces near the border. As a result of the urgent operational measures, the movement of the reconnaissance- sabotage group has been stopped”.

The head of the press service of the Azerbaijani Foreign Ministry Leyla Abdullayeva said on her Twitter page that Azerbaijan regards the attempted infiltration of Armenia’s reconnaissance group into the territory of Azerbaijan as a violation of the trilateral Nagorno-Karabakh agreement of November 10, 2020.

An official statement of the Azerbaijani Foreign Ministry says that Armenia is pursuing a policy of deliberately increasing tension on the state border of the two countries:

“Although Azerbaijan has suffered damage from mines planted by Armenia for many years, sabotage and further attempts at mining carried out by an Armenian sabotage group on the territory of Azerbaijan may become a serious threat to the lives of Azerbaijani servicemen and civilians.

Azerbaijan is dedicated to resolving tensions on the Armenian-Azerbaijani state border by means of negotiations and supports the calls of the international community for the delimitation and demarcation of interstate borders.

Attempts to violate the state border of Azerbaijan are unacceptable. Armenia should refrain from actions aimed at increasing tension in the border area and respect the borders of the neighboring state”.

The Armenian Defense Ministry denies the reports of the attempted sabotage and states that the captured soldiers were carrying out engineering works in the Gegharkunik region of Armenia which borders Azerbaijan. The ministry said in a statement that measures are now being taken to release the captured servicemen.

The Armenian Foreign Ministry also issued a statement claiming that “Azerbaijani military units continue to carry out provocative actions” and calling for the immediate return of the captured soldiers:

“The provocative actions carried out by the military-political leadership of Azerbaijan pursue the goal of further aggravating the situation, which can seriously threaten peace and stability of the region”.

Armenian Prime Minister Nikol Pashinyan described the incident at the border as “the abduction of Armenian soldiers from the territory of the Republic of Armenia”:

“Our servicemen carried out work on the arrangement of the border with Azerbaijan, they were planting warning signs on the minefields, there was no sabotage. The incident took place on our territory”.

According to Pashinyan, such incidents occur because “someone wants us to come to terms with the presence of the Azerbaijani military on our territory, but this will never happen”.

PM Pashinyan believes the situation as Azerbaijan’s attempt to provoke a military conflict by all means necessary, however, Armenia will not respond to such provocations.

Head of the ruling My Step parliamentary faction Lilit Makunts also believes that the Armenian military were abducted from the territory of their own country.

She stated that the capture of the Armenian servicemen is a consequence of the delayed response of Armenia’s allies, specifically the Collective Security Treaty Organization of which Armenia is a member of and which operates under the auspices of Russia:

“In order to avoid further escalation and clashes, the security system of which Armenia is a part, those international partners who are worried about such impermissible actions in the South Caucasus, should provide clearer assessments [of the situation]”.

The Armenian authorities have turned to the Collective Security Treaty Organization to begin consultations on the provision of military assistance shortly after the events of May 12 events, when the Azerbaijani Armed Forces have advanced several kilometers deep into the territory of Armenia in the direction of the Syunik and Gegharkunik regions.

The servicemen of Azerbaijan refuse to retreat despite Armenia’s repeated calls, and the lengthy negotiations between the two countries failed to bring about any concrete results.

On May 26, Nikol Pashinyan stated that Armenia does not exclude the possibility of appealing to the UN Security Council if the CSTO mechanisms fail to resolve the tensions at the Armenian-Azerbaijani border. Pashinyan added that Armenia is not satisfied with the delays of the CSTO’s response, since the organization has not yet publicly expressed its clear position on this matter.

The Collective Security Treaty Organization is a regional organization created in 1992, immediately after the collapse of the USSR. Georgia, Azerbaijan, and Uzbekistan very soon left the ranks of the CSTO and now its only six members are Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan.

Pashinyan highlights importance of developing single gas market in EEU

YEREVAN, MAY 21, ARMENPRESS. Armenia attaches great importance to the formation of a single gas market in the Eurasian Economic Union, Caretaker Prime Minister Nikol Pashinyan said at an online meeting of the Supreme Eurasian Economic Council.

“From today’s agenda I’d like to point out some items, which from our perspective have big significance for the development of integration processes. We attach great importance to the formation of a single gas market for the union. We find it necessary that not only the approaches of price-formation and tariffs are agreed as part of treaties, but so that the tariffs of gas shipment from third countries for domestic consumption are defined, based on transparency and non-discriminatory approach,” Pashinyan said.
