COVID-19: European Union stands by Armenia

As part of its global response to the coronavirus outbreak, the European Commission stands by Eastern Partner countries and has reallocated €140 million for the most immediate needs including for Armenia. In addition, the Commission will also redirect the use of existing instruments worth up to €700 million across the region to help mitigate socio-economic impact of the coronavirus crisis, the EU Delegation to Armenia told Armenpress.

Commissioner for Neighbourhood and Enlargement Negotiations Olivér Várhelyi said: “These are very difficult times not only for the EU, but for our partner countries, such as Armenia, as well. We have to do what we can to mitigate the impact of the Coronavirus outbreak on human lives and livelihoods. Today’s package responds both to the immediate needs of the health systems, as well as a longer term needs to the most vulnerable groups in society and small and medium-sized enterprises, which are the backbone of the economies in the six countries”. 

Responding to immediate needs:

Support to the Armenian health system: At the request of the partner countries, including Armenia, the Commission will respond to immediate needs by supporting the supply of medical devices and personal equipment, such as ventilators, laboratory kits, masks, goggles, gowns, and safety suits. The European Commission is working with the World Health Organisation (WHO), and is deploying €30 million to ensure these necessary supplies are jointly purchased and effectively distributed to the health systems of the six countries in the coming weeks. In addition, the funds will support national health administrations to train medical and laboratory staff and carry out awareness raising measures to the wider population.

Support to the people who are most affected by the crisis, together with civic partners: The EU has made available more than €11.3 million in small grants to civil society organisations across the region. These funds are already responding to immediate needs, through the ongoing regional “Rapid Response Mechanism”, such as supporting local schools with distance learning. In Armenia, a project with the Red Cross will be launched in the coming days to support the elderly, vulnerable families, and people with disabilities. By the summer, and as part this package, the Commission will the launch of the “Eastern Partnership Solidarity Programme” which will target the most affected parts of the populations through civil society support and notably sub-grants to smaller, local organisations. Additionally a new call for proposals, worth €3 million, was launched on 25 March, to support civil society organisations contribute to social well-being, including those impacted by the COVID19 outbreak.

Mitigating socio-economic impact of the outbreak:

Support to Armenia’s economy, notably small and medium-sized enterprises (SMEs): The EU is working closely with International Financial Institutions (IFIs) and relevant financing institutions from EU Member States as TEAM EUROPE providing a coordinated European response for the real economy, including SMEs, in particular through:

  • Launching of a new regional support programme of €100 million to help SMEs, including self-employed and others to easily access credit and boost their businesses after the crisis. This will be complemented by a new support programme targeting Armenian SMEs worth €13 million
  • The EU is also exploring to mobilise over €30 million from existing programmes in coordination with the Armenian government
  • Facilitating, simplifying, accelerating, and reinforcing €200 million worth of existing credit lines and grants to SMEs in local currency including through its EU4Business Initiative;
  • In addition, in the current crisis the EU has mobilised its major de-risking instrument worth €500 million, the European Fund for Sustainable Development (EFSD). This will rapidly provide liquidly and can be urgently deployed by IFI partners to facilitate the provision of liquidity in the EU’s Neighbourhood including through working capital, trade finance, or moratoria on debt service.

The EU is also reorienting ongoing support programmes to address Armenia's needs to respond to the pandemic. As a result, €1.75 million has already been disbursed under a Public Finance Policy Reform budget support programme to provide immediate support to the government.

In parallel, a new Twinning programme of the Ministry of Emergency Situations in partnership with the Swedish and Lithuanian civilian protection agencies has been approved and will start soon to improve civil protection and disaster risk management.

The Commission also stands ready to provide assistance to Armenia through TAIEX, its peer to peer instrument, by using EU Member States expertise, experience and examples of good practice on assessing emergency preparedness response scheme and health systems.

Two female police officers promoted to department, division heads in Armenia

Two female police officers have been promoted to heads of police departments and divisions in Armenia by a decision of Police Chief Arman Sargsyan.

Lieutenant Colonel Meline Yeghshatyan has been appointed Head of the Gugark Police Department, while Captain Janna Shahnazaryan has been appointed to serve as Head of the Tsakhkadzor Police Division.

They are the only female officers in charge of the provincial police departments and divisions at the moment, with all other departments and divisions being headed by male police officers.  

Physician, nurse and ambulance driver test positive for coronavirus in Armenia, minister says

Physician, nurse and ambulance driver have tested positive for coronavirus in Armenia, the country’s health minister Arsen Torosyan told reporters.

According to him, infection of health workers is sometimes inevitable, as they communicate with patients. Although they are provided with everything necessary for protection, sometimes they still become infected, he added.

All three infected health workers are isolated, and nothing threatens their health and life, the minister added.

Armenia education minister: Staying home at this time is not vacation for schoolchildren

YEREVAN. – We are informed that individuals and some organizations are offering paid services these days in connection with distance education. Arayik Harutyunyan, the Minister of Education, Science, Culture and Sport of Armenia, said this during Sunday’s nationwide parent meeting on Facebook livestream.

The minister also said that staying home at this time was not a vacation for schoolchildren. "Keep in touch with the school, your teachers so that the lesson process takes place through a variety of distance management," he added, in particular.

Harutyunyan noted that the current lessons on TV were liked not only by children but also by adults, which would contribute to raising education management.

According to the minister, it is also planned to shoot physical education lessons so that schoolchildren can relax and do physical exercises, rather than constantly sitting in front of screens.

In addition, Arayik Harutyunyan urged the schoolchildren to read a lot and the parents—to be very consistent while carrying out distance learning at this time.

Armenia’s operators are ready for larger internet traffic

Viva-MTS

Viva-MTS mobile network operates uninterrupted, and voice and data transfer services are provided as usual. The monitoring of continuous operation of the mobile network is conducted in a stricter manner and corresponding staff work in shifts.

The capacity of the network allows Viva-MTS to serve larger volume of data transfers.

Since March 16, Viva-MTS has registered no substantial increase in mobile internet usage. The reason is that 4G network is being consistently modernized and the fact that the company’s tariff plans offer a comprehensive package of voice and internet services.


The subscribers of tariff plans X, Y, Z, who usually use internet the most, have unlimited internet for Viber, Whatsapp, Messenger, Zangi, Telegram, Instagram, Netflix, Snapchat, which means they can use these apps without spending MBs included in the plan.

In addition, the company has launched a range of new offers: free access to entertainment and children’s TV channels, all films and TV series, and a new educational channel Hybrid Edu (ch121).

Pashinyan not ruling out Armenia referendum could be rescheduled

PanARMENIAN.NetArmenia could in the coming days consider the expediency of holding a constitutional referendum on April 5, given the spread of the novel coronavirus across the country.

Prime Minister Nikol Pashinyan said Sunday, March 16 that “a decision will be made should the referendum and the epidemiological situation be in conflict with each other." Pashinyan thus did not rule out that the referendum could be rescheduled.

The ruling My Step bloc halted the referendum campaign when the first coronavirus cases started to emerge. The number of coronavirus cases in Armenia climbed again on Sunday, March 15, as two more “interconnected” cases were announced by Health Minister Arsen Torosyan. The total number of infections in the country now stands at 28. Torosyan also revealed that Armenia’s first confirmed patient has tested negative for the second time and will be discharged shortly.

Armenian family repatriates to homeland from Australia

YEREVAN, MARCH 3, ARMENPRESS. The Chahrozyan family repatriated from Australia to Armenia for permanent residence.

The family was welcomed by Armenia’s High Commissioner for Diaspora Affairs Zareh Sinanyan at the Zvartnots airport.

“I came to the Zvartnots airport to personally welcome them to Armenia”, Sinanyan said on Facebook, releasing a video.

Gregory and Zepyur Chahrozyan repatriated to Armenia with their four sons – Areg, Masis, Sevan and Paylak. They are very excited and returned back to their homeland with great expectations.

“For many years we were thinking of moving to Armenia. The Revolution gave us strength to make a concrete decision. The only way to preserve the Armenian identity is return back to Armenia. We are visiting Armenia for the first time, those who we know and who came here are just in love with our country. We will do everything for our kids to feel by the end of the year that they were born in Armenia”, Zepyur Chahrozyan said.

Armenia military thwarts Azerbaijani subversive incursion attempt

YEREVAN, MARCH 6, ARMENPRESS. Azerbaijani troops attempted at 05:30, March 6 a subversive incursion in the direction of an Armenian military base located in Armenia’s north-east.

The Armenian military thwarted the attack and the Azerbaijani sabotage team suffered losses and left behind ammunition and a landmine detecting device, the Ministry of Defense of Armenia said.

“The Armenian side doesn’t have losses, one serviceman sustained light injuries as a result of the actions, the circumstances of the incident are being clarified,” the Armenian military said.

“An analysis of the actions shows that for the given subversive incursion, which was implemented by respectively trained personnel, the adversary has carried out serious preparatory work" , the Armenian Defense Ministry said.

Music: Hasmik Papian to perform with State Symphony Orchestra in Yerevan

Armenian famous soprano Hasmik Papian will perform with Armenian State Symphony Orchestra (ASSO) in Yerevan. The concert will take place at Aram Khachatryan Hall on March 19, the State Symphony Orchestra reported in a release adding the programme features arias and duets from works of Western European composers.

The evening will feature young singers and soloist of the opera programme – Elen Yeghiazaryan (Soprano), Tigran Hakobyan (tenor), Navasard Hakobyan (baritone), soloists Armine Vardanyan (soprano), Narek Qochinyan (bass) among them. The concert will be conducted by artistic director and principal conductor of the Armenian State Symphony Orchestra,

“I cannot describe my happiness about the opportunity to introduce young talented singers. In Armenia with many challenges for singers a promising generation of opera singers is coming up which speaks of the future of our country. We have chosen five of them with the Symphony Orchestra this time and look forward to meeting you,” Papian said.

It is noted that the concert will talk place with the support of Armenian ministry of education ,science, culture and sort.
