Shushi in captivity again, like hundreds of sanctuaries and settlements being vandalized by Azerbaijan – Artsakh President

Artsakh’s President Arayik Harutyunyan has issued a message on the occasion of the Victory Day, the Liberation of Shushi and the formation of the Armed Forces of Artsakh. The message reads:

Dear compatriots,
Dear veterans of the Great Patriotic and Artsakh Liberation Wars,
Respected generals, officers, and soldiers of the Defense Army,

May 9 has left its mark in the history of the Armenian people as a symbol of its freedom-loving and indomitable spirit, courage and heroism, boundless love for the Motherland, devotion, and self-sacrifice.

During the Great Patriotic War, our ancestors, along with other peoples of the Soviet Union, fought selflessly against fascism, the greatest evil against mankind. We are proud that Artsakh has also had a significant contribution to carving the victory, every third of its population went to the front, giving numerous heroes of the USSR, marshals, admirals, and commanders.

The future generations continued the heroic traditions of their ancestors, building a regular army from volunteer groups 30 years ago, successfully carrying out the military operation in Shushi, and liberating the ancient Armenian fortress town.

However, today Shushi is in captivity again, like hundreds of our sanctuaries and settlements, which are being destroyed and vandalized by Azerbaijan. Their goal is to completely eliminate the Armenian trace and the Armenians themselves, violating all the norms and principles of international law.

These days the security of Artsakh is ensured by the Russian peacekeeping contingent together with our Defense Army. We are deeply grateful to our friends for being by the people of Artsakh and for supporting us in every way.

On behalf of the authorities of the Artsakh Republic and on my own behalf I extend my heartfelt congratulations on these precious and cherished holidays and pay my respects to the memory of all our martyrs who dedicated their lives to the defense of the Motherland, to their families and relatives. For the sake of the sacred memory of our heroic grandfathers, fathers, and sons, and for the sake of the generations to come, Artsakh must always be Armenian and impregnable.

Eternal honor and glory to all the devotees of the Motherland!

Ukraine Says Georgia, Armenia, Azerbaijan Aid Russia Evade Sanctions

Ukrainian Defense Intelligence has accused Georgia, as well as Armenia and Azerbaijan of negotiating with Moscow over the reexport of Russian products to international markets.

“The supply is planned to be made in the form of Georgian, Armenian and Azerbaijani products and export them to third countries,” the Defense Intelligence of the Ukrainian Ministry of Defense said on May 1.

It asserted that more than 200 companies have already been established in the South Caucasian countries.

The Ukrainian defense intelligence further stated that Armenia creates favorable conditions for Russian companies to do business, especially in the IT sphere.

“Since the beginning of Russia’s large-scale aggression against Ukraine, some 85,000 Russian citizens and 113 IT companies came to Armenia,” it noted.

“Russian citizens created nearly a thousand private enterprises and about 250 limited liability companies on the territory of Armenia, which pay taxes to the budgets of both countries — Armenia and Russia.”

Earlier in April, Ukraine’s Defense Ministry Intelligence alleged that Moscow was establishing a channel for smuggling through the Georgian territory, an accusation denied by the Georgian authorities. It said Georgia’s political leadership instructed security services not to interfere with the activities of Russian smugglers.

The State Security Service of Georgia then urged Ukraine to “immediately relay evidence” on its claim, warning that the failure to do so “will be considered premeditated disinformation.”

Prime Minister Irakli Garibashvili also rebuffed Kyiv’s allegations, saying “Georgia will never allow the transit of sanctioned goods.”

But the Georgian Government has reiterated since the early days of the war that Tbilisi would not impose bilateral sanctions against Moscow, hit by massive international sanctions.

Ukraine’s renewed accusation comes amid already strained relations between Tbilisi and Kyiv, after President Volodymyr Zelenskyy recalled Ambassador from Georgia over the “immoral position” of Garibashvili’s cabinet on “not joining” sanctions and for barring Georgian volunteers from flying to Ukraine. 

Amid growing criticism from Kyiv, Georgian Dream leadership has repeatedly claimed that former United National Movement officials “occupying some quite high positions in Ukraine” are influencing the decisions of the Ukrainian authorities.

The statement says:

“Honorable Mr. Darchiashvili,

Dear colleagues, 

I would like to welcome my colleague Ilia Darchiashvili, the Foreign Minister of Georgia, who is in Yerevan on his first official visit, and once again congratulate him and wish him success in assuming the responsible post of Minister of Foreign Affairs of Georgia. 

This year we celebrate the 30th anniversary of the establishment of diplomatic relations between our countries. The friendship between Armenia and Georgia is based on common values and strong historical ties deriving from the depths of the centuries, and I want to state that since independence we have developed close cooperation with Georgia in almost every sphere. The development of special neighborly relations between our countries and the further deepening of multifaceted cooperation is one of the important priorities of Armenia's foreign policy, enshrined in the program of the Government.

I would like to state with commendation that there is a high level of political dialogue and cooperation within bilateral and multilateral platforms between Armenia and Georgia. This is evidenced by regular reciprocal visits at the highest levels, effective cooperation in the political, economic, communication, security and humanitarian spheres, as well as within international organizations, about further expansion of which we had detailed discussions with my colleague.

Armenia attaches great importance to the joint efforts for the general development and promotion in the region, another manifestation of which is the cooperation between our countries in the effort of establishing the "Persian Gulf- Back Sea International Transport-Transit Corridor''.

Today we also touched upon issues of regional and international security and stability.

I comprehensively presented to my colleague the situation around the Nagorno-Karabakh conflict, and Armenia's position on the processes aimed at establishing regional peace and stability, and on the negotiations on a comprehensive peace agreement with Azerbaijan. In this context, I underlined the mediating role of the OSCE Minsk Group Co-Chairmanship in advancing the peace process aimed at the settlement of the Nagorno-Karabakh conflict.

I should mention that humanitarian issues remain unresolved. In violation of international humanitarian law and the provisions of the November 9 Trilateral Statement, Azerbaijan continues to illegally hold Armenian prisoners of war and civilians hostage. The desecration and destruction of the identity of the Armenian cultural and religious heritage by Azerbaijan in the territories fallen under the control of Azerbaijan as a result of the 44-day war remain of particular importance. The latest such example is the desecration of the St. Harutyun Church in Hadrut. For the prevention of these recurring cases of vandalism, currently the visit of the UNESCO assessment mission to the region is urgent as before.

I once again welcome You in Yerevan. I am convinced that the friendly relations established between our countries, as well as the brotherly ties of Armenian and Georgian people provide a solid foundation for strengthening and developing existing achievements of partnership”.

Armenia, WHO sign cooperation agreement promoting healthcare services

YEREVAN, APRIL 28, ARMENPRESS. Minister of Healthcare Anahit Avanesyan and the World Health Organization (WHO) Regional Director for Europe Hans Henri P. Kluge signed a two-year cooperation agreement aimed at high-quality health care and effective protection from health emergencies for everyone.

The agreement defines the WHO-Armenia 2022-2023 cooperation priorities, the purpose of which is to support the Armenian healthcare ministry in reaching the national healthcare goals by closely cooperating with the civil society and other partners.

The agreement is based on the achievements recorded during the many years of partnership between WHO and Armenia, including the anti-smoking campaign, the emergency response readiness, effective response to COVID-19 and mental health.

“With this agreement, health is becoming more priority in Armenia’s agenda and its importance is being highlighted as a fundamental human right and a key priority for development for a better economy, peace and security,” Kluge said, noting that the cooperation with Armenia has been productive.

Artsakh incumbent and 2 ex-Presidents participating in torchlight procession in Stepanakert

A torchlight procession—on the eve of the 107th anniversary of the Armenian Genocide—is taking place also in Artsakh (Nagorno-Karabakh) at the moment, in the capital Stepanakert.

The torchlight procession in Artsakh started from the yard of St. Hakob Church in Stepanakert, the torchlight procession is being led by the clergy who are carrying a large cross and the national flag of Artsakh.

Artsakh President Arayik Harutyunyan, as well as former presidents Bako Sahakyan and Arkadi Ghukasyan are also taking part in this torchlight procession.

As reported earlier, a similar torchlight procession is being held in Armenia’s capital Yerevan as well. Thousands of people, including second and third Presidents Robert Kocharyan and Serzh Sargsyan, are participating in this torchlight procession.

107th Anniversary of Armenian Genocide to be Marked Across L.A. County

Armenian-Americans will gather at several events throughout Los Angeles County Sunday to mark the 107th anniversary of the beginning of the Armenian Genocide — the mass killing of Armenians by Turkish forces during World War I.

Los Angeles County is home to the largest population of Armenian-Americans in the United States, with an estimated 214,628 living in the county, according to the 2011 American Community Survey.

To honor the county’s Armenian residents and their culture, the Board of Supervisors last month proclaimed April as “Armenian History Month” — and, this week, also passed a motion declaring April 24 as “Armenian Genocide Remembrance Day in Los Angeles County.”

Gov. Gavin Newsom has also issued a proclamation declaring April 24, 2022 “A Day of Remembrance of the Armenian Genocide” in the State of California.

“As we remember the victims and survivors of the Armenian Genocide, we also honor the strength and resilience of the Armenian people,” the proclamation said, in part. “Forced to build new lives in all corners of the globe, Armenians bravely forged ahead in the face of unimaginable tragedy. Thousands made their homes in California, and we are greater for their contributions.”

April 24 is also observed throughout the Armenian diaspora and is a holiday in Armenia and the Republic of Artsakh.

In Los Angeles, at 3 p.m. Sunday, the Armenian Youth Federation will hold a protest outside the Turkish Consulate at 8500 Wilshire Blvd. to demand the Turkish government acknowledge the genocide and stop its support of Azerbaijan in the Artsakh, a region fought over by Azerbaijan and Armenia.

The Armenian Genocide began in 1915 and resulted in the deaths of as many as 1.5 million Armenians in a campaign blamed on Turkey’s Ottoman government. While the genocide has been chronicled by historians, who often view it as ethnic cleansing, Turkey has denied it occurred, saying the deaths of Armenians was a function of the chaos of World War I, which also claimed Turkish lives.

Until President Joe Biden in 2021 officially called the killings a genocide, American presidents had also declined to do so, instead classifying the deaths at the hands of the Ottoman Empire an atrocity, but not a genocide.

This week’s Remembrance Day motion by the L.A. County Supervisors — co-introduced by Supervisors Kathryn Barger and Hilda Solis — said, in part, “Despite overwhelming evidence, the Turkish government still denies the occurrence of an Armenian Genocide. Many international and American leaders and elected officials from local, state, and federal governments have condemned the atrocities committed against the Armenians and are calling on Turkey to acknowledge the genocide and its participation in it.”

The motion went on to say, “On April 24, 2021, President Joe Biden officially recognized the Armenia Genocide. That was a huge victory for the diaspora and the result of decades of tireless efforts to have the highest level of our government call this genocide by its name.”

Said Barger, who represents Pasadena: “The month of April and the celebration of Armenian culture culminates in our Day of Remembrance, a day to mourn and remember the loss of over 1.5 million innocent lives. I am heartened that my Armenian constituents are a resilient people — determined, focused and dedicated to persevering.”

Last year, following Biden’s declaration, Rep. Adam Schiff — whose district includes sections of West Pasadena and Glendale — said, “For Armenian-Americans and everyone who believes in human rights and the truth, today marks an historic milestone: President Biden has defied Turkish threats and recognized the slaughter of 1.5 million Armenians for what it was — the first genocide of the 20th century. In so doing, he has cast aside decades of shameful silence and half-truths, and the broken promises of so many of his predecessors, and spoken truth to power.”

Yerevan has repeatedly demonstrated its readiness to move forward in rapprochement with Turkey, Armenia`s foreign office states

ArmInfo.Vahan Hunanyan, Spokesperson for the RA Ministry of Foreign Affairs, answered questions by the Armenpress news agency.   

Question: When and where is the next meeting of the Special  Representatives of Armenia and Turkey scheduled?

Answer: There is a preliminary understanding between the sides that  the next meeting may take place in Vienna. As soon as the date and  the place of the meeting are finally confirmed the public will be  informed properly.

In an interview, the Foreign Minister of Turkey stated that they  would like the meeting to take place in Armenia or Turkey? What is  Armenia's position in this regard?

Answer: During the previous attempts of normalization, the meetings  were held in Armenia and Turkey, both at the level of negotiators and  even presidents, but, as you know, no result has been achieved. I  mean, the important thing is the political will to reach  normalization and the readiness to undertake clear concrete steps. We  demonstrate both, and we expect the same from Turkey. If there is a  will, the place of the meeting will become a purely logistic issue.

Moreover, the proposal of holding the meetings of the special  representatives in Armenia and Turkey indicates that in Turkey's  perception, the process is solely bilateral. In this case, it would  be logical not to observe almost weekly statements of the  representatives of Turkey that they advance the process in  coordination with Azerbaijan.

Regarding the normalization of Armenia-Turkey relations, Minister  Chavushoglu also emphasized the need for bold steps. How would you  comment on that?

Answer: The Armenian side fully agrees with the need for bold steps.  We have repeatedly demonstrated our readiness to move forward,  including with the participation of the Foreign Minister in the  Antalya Diplomatic Forum, and the lifting of the economic embargo.  The resumption of flights between Armenia and Turkey was also an  important bilateral step.

We are convinced that the only way forward is to undertake consistent  clear steps. For example, we offered the Turkish side to open the  land border for holders of diplomatic passports as a first stage, but  the Turkish side is hesitating. We think this will be a small but  substantive, importantly, logical step. We hope it will be possible  to achieve a result on this issue.

Turkey's Foreign Minister Mevlut Cavusoglu complained on Thursday  that Armenia remains reluctant to hold the next rounds of  Turkish-Armenian negotiations on normalizing bilateral relations in  Yerevan or Ankara, Azatutyun reports.

He said the Armenian side should become "more courageous" and stop  insisting on third countries being the venues of those talks.

"On one hand, you say that relations must be normalized and the  [Turkish-Armenian] border must be opened," Cavusoglu told the Turkish  NTV channel. "On the other hand, you do not dare to meet in Turkey  and Yerevan."

"If you don't agree to even meet in each other's countries how are  you going to take steps on other issues?" he said, appealing to  Yerevan. 

Special envoys of the two neighboring states met in Moscow in January  and in Vienna in February for talks described by both sides as  productive. In a related development, Cavusoglu and Armenian Foreign  Minister Ararat Mirzoyan met last month on the sidelines of an  international security forum held in the Turkish city of Antalya.

Cavusoglu said that the envoys' next meeting will again be held in  Vienna. But he gave no date for it.  

Analyst: Tuesday’s opposition rally in Yerevan sent several positive signals

Political analyst Hrant Melik-Shahnazaryan, who heads the Voskanapat Analytical Center, has reflected on the rally of Armenia’s opposition alliances held in Yerevan on Tuesday.

"Yesterday's rally sent several positive signals. Frankly speaking, I did not expect so many people to join it. Not only did people come, but also many held posters with clear political messages and positions. This, in my opinion, is the best news I've heard in recent months. Citizens came not only to listen, but to speak. That is, a social order is being formed, which is just great,” he wrote on Facebook on Wednesday.

“Second, the podium also changed. At the rally a statement was adopted and, for the first time, in addition to the demand for the removal of the current government, other important tasks were outlined,” the analyst said, adding it was a “people's rally”.

“Third, the vast majority of people returned home uplifted. They found yesterday's rally as a new start, and now it is extremely important for the next steps to be just as inspiring. People need small victories and new achievements, at least with installment of Artsakh flags in all cities of Armenia. That, too, is an action which can mark an important start for even bigger things to come.

“Fourth, the opposition forces, especially the parliamentary factions, received large public support. But this is still only support. Hopefully, they will be able to turn the support into trust, and then into a real tool to get the country out of the current situation.

“But most importantly, the international community, our enemies and allies have seen that Armenia has not given up and won't do it in the future. Because Armenia is not Nikol Pashinyan, but an Armenian standing in the square who still has something to say to the world,” Melik-Shahnazaryan noted, also praising third President Serzh Sargsyan’s participation in the rally.

Azerbaijan puts Russian MP on international wanted list

The Azerbaijani Prosecutor General’s Office has opened a criminal case against Mikhail Delyagin, a member of the Russian State Duma, for his remarks about Azerbaijan and has put him on the international wanted list, RIA Novosti reported on Wednesday.

On March 28, during a program aired on the Russia state TV, the Russian lawmaker called for the “punishment” of Azerbaijan for its aggressive actions in Nagorno-Karabakh and suggested hitting its oil industry with nuclear weapons.

Kremlin spokesman Dmitry Peskov said that his statement “does not correspond to the official policy line of the Russian Federation.”
