Wargonzo: Russian MOD is dealing with settlement of conflict in Armenia’s Syunik Province on a daily basis

The Ministry of Defense of Russia is dealing with the settlement of the conflict in Syunik Province on a daily basis, @wargonzo Telegram channel reports, citing insiders of the leadership of the Russian Ministry of Defense.

“The contacts with the Armenian and Azerbaijani sides in regard to the issue on the border in Syunik Province are at different levels, including with the defense ministers. Russia has set the objective to solve the situation in such a way that it disallows the restart of hostilities in the region and maintains the status of a peacekeeping country.

The Russian peacekeeping mission’s work, under the leadership of Rustam Muradov (commander of the Russian peacekeeping contingent in Nagorno-Karabakh), has proved to be effective, in spite of the problems that were artificially created by interested players, including external forces. When talking about external forces, it is necessary to state how Armenia’s Western “partners” are trying to play with the discrepancies, particularly France and the US, which are actively inseminating anti-Russian moods in Armenian society.

Without taking any initiative to stop the bloodshed during the second war in Nagorno-Karabakh, today, Macron is making pompous statements on the current situation on the Armenian-Azerbaijani border, yet isn’t using real tools for influence on Baku and Ankara (but France has those tools).

Amid this, the Russian Ministry of Defense and Muradov’s team of negotiators are doing everything possible to make sure the border conflict is resolved. As far as we know, Muradov’s trip to Nagorno-Karabakh won’t end so long as the issue remains unsolved.”

Armenia ex-President Kocharyan on border situation: Why should Kazakhstan, Kyrgyzstan protect you?

Within the framework of meetings with area specialists, Armenia’s second President Robert Kocharyan on Tuesday met with representatives of health care, reported the office of the second president.

During the meeting, some of the questions referred to the border situation in Syunik and Gegharkunik Provinces, and Armenia's petitioning to the CSTO for help.

"You [Armenian authorities] have brought, put your position deep within, Azerbaijan has advanced, you are shouting all over the world: ‘Let Kazakhstan, Kyrgyzstan come, drive Azerbaijan back.’ Where are you? Why did it turn out that everyone within the CSTO has better relations with Azerbaijan—which is not a CSTO member state—than with Armenia? Should they answer this simple question or not? Why should Belarus, Kazakhstan, and other countries have better relations with Azerbaijan? Now you turn to them. Why should they protect you? You do not stand on the border, you do not defend your border, you petition to the CSTO and present it to the people as heroism that ‘I petitioned to the CSTO.’ Then? One of the main functions of the state—ensuring security—is just turning into a joke," said Kocharyan.

And with respect to the possible developments in the border crisis and the events unrolling in Syunik Province, the second President said: "Nothing is being done to strengthen the country's borders. If you have a border, you must defend [it] with your armed forces. That's why you need to understand where your positions are. During this period, our armed forces had to be given the opportunity to deploy troops with appropriate density on that border.

I believe, first of all, they will demand from us to demarcate the borders and will force to recognize those borders. They will constantly force to sign something. These are broken people, and I am sure that there will be no resistance.

Our major problem at the moment is the complete lack of new resources to resist.”

EU High Representatives Urges Baku to Release of Armenian POWs

European Union High Representative Josep Borrell urged Baku on Thursday to release all Armenian prisoners of war and other captives being held in Azerbaijan “irrespective of circumstances they were taken hostage.”

Borrell was speaking at the European Parliament plenary session dedicated to the issue of Armenian POWs and captives.

Below is the text of his presentation.

Thank you Madam President and thank you Members of the European Parliament for raising the issue of prisoners of war and other detainees in the aftermath of the 2020 hostilities.

We took good note of the letter of more than 120 Members of this House on the same issue.

The European Union has taken a clear position: we have repeatedly called on both parties to fully implement the ceasefire agreement. We have also called on them to exchange prisoners of war and to release all remaining detainees, regardless of the circumstances of their capture, in accordance with international humanitarian law and the ceasefire agreement.

The release of all Armenian detainees is essential for building confidence and trust and would be an important political gesture. We welcomed the release of five Armenian detainees on the 29th of January and of three on the 4th of May. We insist that all remaining detainees be released without further delay.

The European Union expects both parties to cooperate not only on the return of detainees, but also on other important humanitarian issues. The recovery and repatriation of remains of the missing should continue. Urgent and decisive steps are needed on the exchange of information necessary for the conduct of humanitarian de-mining, including the sharing of any available maps of minefields to enable return to areas devastated by conflict. To defuse tensions and allow societies to progress towards normalization, it is also crucially important to refrain from inflammatory public rhetoric.

The European Union has called for accountability for any violation of international humanitarian law. Allegations of torture, ill-treatment or execution of captives and any other war crimes that might have been committed during the recent hostilities must be thoroughly investigated. The European Union stands ready to contribute to international and independent justice mechanisms and to support an independent investigation into such claims.

The cessation of hostilities and addressing the range of immediate humanitarian issues is only a first step to end the long-lasting Nagorno-Karabakh conflict.

Renewed efforts for a negotiated, comprehensive and sustainable settlement are needed. The European Union fully supports the OSCE Minsk Group led by its Co-Chairs. And we stand ready to contribute in the shaping of a durable and comprehensive settlement, including through support for stabilization and confidence-building measures.

Turkish press: Turkish, US military chiefs discuss importance of cooperation

Turkish and United States top generals met in Brussels late Tuesday to discuss the “importance of U.S.-Turkish cooperation,” a statement from the U.S. Joint Chiefs of Staff said.

“Chairman of the Joint Chiefs of Staff Gen. Mark A. Milley met with Chief of the Turkish General Staff Gen. Yaşar Güler today in Brussels, Belgium,” the statement said.

“The two leaders met while attending the Military Committee in Chiefs of Defence Session at NATO Headquarters,” it added.

“They discussed the importance of U.S.-Turkish cooperation.”

The statement also underlined Turkey’s importance as a NATO ally.

“Turkey is a key NATO ally and the U.S. values its strategic bilateral relationship,” it added.

The statement’s tone indicated a possible thaw in relations between the two NATO allies, which have been strained over American support to PKK terrorist group’s Syrian wing YPG, Turkey’s acquisition of Russian S-400 missile defense system, and the apparent U.S. reluctance to discuss extradition of the Gülenist terror group’s (FETÖ) leader Fetullah Gülen, who has been living in self-imposed exile in Pennsylvania since 1999, amid other issues.

Furthermore, U.S. President Biden described the deaths of Ottoman Armenians during World War I as "genocide" in a recent statement, becoming the first U.S. president to use the controversial term.

Biden's remarks came in a customary statement on the anniversary, a day after informing his Turkish counterpart President Recep Tayyip Erdoğan that he would go ahead with this step and was seeking to limit the expected uproar from the NATO ally.

"We remember the lives of all those who died in the Ottoman-era Armenian genocide and recommit ourselves to preventing such an atrocity from ever again occurring," Biden said. "And we remember so that we remain ever-vigilant against the corrosive influence of hate in all its forms," he said.

Residents of Karabakh’s Karmir Shouka don’t let Azerbaijanis pass with their cars, plan to do this every day

Azerbaijan has advanced in different directions in Artsakh (Nagorno-Karabakh). This is what deputy of the Justice faction of the National Assembly of Artsakh Metakse Hakobyan told Armenian News-NEWS.am.

“The situation in Artsakh has been troubling ever since the incidents took place in Syunik Province, but the Azerbaijanis are unable to move forward a lot since they have to travel meters. Based on the information that I received yesterday, they had moved in the direction of Charektar and tried to position themselves, but the residents of Charektar and Haterk made them return to their starting positions,” she stated.

Touching upon the fact that Azerbaijani cars have passed through the territory of Karmir Shouka and the residents’ concern, the deputy said the following: “The Azerbaijanis pass through the territory of Karmir Shouka every day. After November 10, 2020, this is the only road through which they pass to reach Shushi. Since there is a long series of trucks and it takes hours for them to pass, today the residents tried to not let them pass. They were very persistent and have decided to not let them pass until the issue is solved. They ask why Azerbaijanis can pass through their territories, but they can’t pass through Karvatchar to visit Armenia.”

Save Armenian Monuments launches in New York

Following Azerbaijan’s acquisition of approximately 1,500 antique and medieval Armenian cultural sites and monuments as a result of its late 2020 military offensive on Artsakh (Nagorno-Karabakh), a group of concerned Armenian American community leaders and specialists have launched Save Armenian Monuments, which will operate under the auspices of the Eastern Prelacy, The Armenian Prelacy reported.

“Given Azerbaijan’s record in eradicating the entire Armenian heritage of the region of Nakhichevan in 1997-2006, there are credible fears for the erasure of the medieval Armenian cultural heritage of Artsakh under Azerbaijan’s control,” remarked Dr. Virginia Davies, founding president of Save Armenian Monuments. “In order to safeguard the in-situ indigenous Armenian material heritage of Artsakh, Save Armenian Monuments will liaison with relevant stakeholders to document, raise awareness about and preserve the physical existence of the monuments, to advocate for Armenians’ right to worship at these religious sites, and to teach Armenian communities, particularly our diasporan youth, about these sacred sites through pilgrimages and other educational tools,” continued Davies.

Launched in 2020 in New York as an initiative of The Armenian Apostolic Church of America, Inc. (Eastern Prelacy), Save Armenian Monuments is comprised of officers, consultants, and advisors, including entrepreneur and philanthropist Dr. Davies, Tufenkian Foundation director Dr. Antranig Kasbarian, Denver-based researcher Simon Maghakyan, Boston-based Professor Christina Maranci, Manhattan-based lawyer Chris Parnagian, London-based entrepreneur Raffi Tanielian, as well as liaisons in Armenia.

“I was pleased last year to discuss with Dr. Davies her creative ideas in respect to preserving our sacred Christian landmarks which are in harm’s way,” remarked Archbishop Anoushavan Tanielian, Prelate of the Eastern Prelacy. “Today more than ever — in light of ongoing reports of the confiscation and destruction of Armenian sacred sites in Artsakh — this initiative is critical to preserving the Armenian nation’s legacy for future generations.”

The Eastern Prelacy, Archbishop Anoushavan added, “is pleased to embark on the noble mission of Save Armenian Monuments.”

Currently, Save Armenian Monuments is pursuing four projects: organizing an Artsakh pilgrimage in 2021; producing educational Artsakh church puzzles for children; supporting Research on Armenian Architecture (RAA), a Yerevan-based NGO that has meticulously documented Artsakh’s heritage, to update its technological infrastructure; and exploring mechanisms for the enforcement of Armenians’ religious rights to worship at sacred sites.

“We are excited to learn of the launch of Save Armenian Monuments and appreciate its proactive leadership in supporting documentation efforts of Artsakh’s heritage,” remarked Raffi Kortoshian, Co-Director of RAA. “Given the monumental threat facing Artsakh’s heritage, we need all Armenians to unite in fighting for the preservation of our churches and cross-stones,” continued Kortoshian. “A special thank you to Dr. Virginia Davies for her continuous involvement in preserving Artsakh’s past.”

Save Armenian Monuments is currently supporting the modernization of RAA’s visual archiving practices.

“I am encouraged and excited by the launch of Save Armenian Monuments,” remarked London-based entrepreneur Raffi Tanielian. “Our threatened cultural heritage needs documentation, up to date monitoring, ongoing awareness and protection by a multitude of stakeholders, and Save Armenian Monuments is the answer to filling the void in this critical effort to preserve our millennia-old past. I am thrilled to be a part of this work and I look forward to measurably impactful different projects to save our monuments,” concluded Tanielian.

On November 17, 2020, days before it came under the control of Azerbaijan, a final pilgrimage was made to St. Minas church in Hak village, Northern Kashatagh. The 17th-century church was restored in 2009 by the Tufenkian Foundation through a generous donation from Dr. Davies.  She was among the pilgrims who gathered in St. Minas in November, where she shared her thoughts with the pilgrims and local and international journalists, expressing a deep concern about the possible desecration, destruction and erasure of Armenian cultural heritage at the hands of Azerbaijan, as had been done by Turkey in the aftermath of the 1915 Armenian Genocide. Upon her return to New York City, together with Dr. Kasbarian and Mr. Parnagian and with the Eastern Prelacy, Save Armenian Monuments was launched.

“Historic Armenian monuments are not just stones:  they are history, faith, identity — the very fabric of our culture, and our past, present, and future,” remarked Prof. Maranci. “Scholars, foremost among them the RAA, dedicate their lives to preserving the life and health of this precious archive,” Prof. Maranci said. “Supporting this endeavor is crucial to the preservation and scholarly interpretation of Armenian monuments.”

Harutyunyan and Shoigu discussed issues of Armenian-Russian military cooperation

Acting Defence Minister of Armenia Vagharshak Harutyunyan had a telephone conversation with the Defence Minister of the Russian Federation, General of the Army Sergei Shoigu, Ria Novosty news agency reported. 

The two ministers discussed the bilateral cooperation, issues related to the situation in the region and the  mission of the Russian peacekeeping contingent, the source said. 

Negotiations on withdrawal of Azerbaijani forces to continue tomorrow – Armenia MoD

The situation created after the encroachments on May 12-13 by the Azerbaijani Armed Forces on the border areas of Syunik and Gegharkunik regions of the Republic of Armenia under the pretext of “border adjustment” remains unchanged, the Ministry of Defense informs.

The Armenian side has presented its clear demand to the Azerbaijani military to return to the positions without any preconditions, the Ministry said, adding that the negotiations to resolve the issue peacefully will continue tomorrow.

The Defense Ministry refuted various media reports on new cases of advancement of the Azerbaijani Armed Forces.

“Not only have the Azerbaijani units not advanced after May 13, but have had to leave some territories as a result of the actions of the Armenian Armed Forces,” the Ministry said.

It once again urged to refrain from disseminating unverified, mostly false information, especially on such sensitive issues.

In case of any development of the situation, the Ministry of Defense will issue a statement.

Pennsylvania Governor Tom Wolf issues proclamation on Armenian Genocide

Pennsylvania Governor Tom Wolf has issued proclamation on Armenian Genocide, reports the Armenian National committee of Pennsylvania.

The Commonwealth of Pennsylvania thus joins human rights advocates and historians from around the world to recognize and mourn the 1.5 million Armenians who perished in the Armenian genocide as ordered by the government of the Ottoman Empire.

“Failing to learn from the past allows history to repeat itself as the world saw during the 2020 Nagorno Karabakh war. The military forces of Azerbaijan and Turkey attacked the Armenian civilian population of Nagorno karabakh resulting in casualties and loss of land and property, motivated by the same genocidal campaign suffered 106 years ago,” the proclamation reads.

Governor Tom Wolf proclaims April 24, 2021 as Armenian Genocide Remembrance Day in memory of the victims of the Armenian genocide and in honor of survivors and their descendants.

Armenia’s foreign ministry extends condolences to families of Kazan school shooting victims

YEREVAN, MAY 11, ARMENPRESS. Armenia’s foreign ministry has extended condolences over a shooting incident in one of the schools of Kazan, which claimed several lives.

“We express our deepest condolences to the families and relatives of the victims of the tragic incident that took place in N175 school in Kazan. We wish speedy recovery to all those injured”, the Armenian MFA said in a statement.

Nine people have died, including eight children and a teacher, in a school shooting in Kazan, in Russia’s Tatarstan Region. At least 32 people were injured. The first signal from a panic button at the school came in at 09:25, and the shooting began at 09:20. At the time, there were 714 children and about 70 employees at the school, including 52 teachers, TASS reported.
