ArmInfo. Immediate resolution of the  situation in connection with garbage collection is not a priority for  the city authorities. This is stated in a statement issued on August  9 by the Sanitek.

 

, the company  said, adding that instead of the Municipality, Sanitek's garbage  containers were illegally removed and payments were not made,  resulting in a situation control.

In addition, Sanitek hopes that in connection with the decision of  the government on August 8 to appoint the Ministry of Territorial  Administration and Infrastructure as the authorized body in the field  of organizing garbage collection and sanitary cleaning in the  settlements of the republic, it will help to resolve the situation.   Meanwhile, a meeting of the Council of Elders of Yerevan on the issue  of garbage collection was held today in the Municipality.  It should  be noted that the problem of garbage collection has been acute in  Yerevan since last summer.  Yerevan Municipality and Sanitek cannot  agree on the proper organization of waste collection, while the  citizens are forced to endure, to put it mildly, the unpleasant  consequences of this problem. 

Sports: Armenian Greco-Roman wrestlers to participate in international tournaments

Armenian Greco-Roman wrestlers will participate in international tournaments in Poland and Georgia, the WFA press service informs.

From July 22 to August 1 our team will have a training camp in Olympavan after which a part of the team will leave for Warsaw, the other part – to Tbilisi.

Gevorg Gharibyan, Armen Melikyan (60 kg), Slavik Galstyan (63 kg), Malkhas Amoyan (72 kg), Arsen Julfalakyan (75 kg), Artur Shahinyan and Maksim Manukyan (87 kg) will join an international tournament in Warsaw from August 2 to 4.

Rudik Mkrtchyan, Norayr Hakhoyan (55 kg), Vazgen Khachatryan (60 kg), Hrant Kalachyan, probably Armen Baghdasaryan (72 kg), Sargis Kocharyan, Eduard Sargsyan, Argishti Abgaryan (82 kg), Gegham Torgomyan (87 kg) and David Ovasapyan (130 kg) will participate in a tournament in Tbilisi from August 7-11.

Narek Karapetyan, the nephew of President of Russia's Tashir Group of Companies billionaire Samvel Karapetyan, has been charged by the Armenian authorities with large-scale extortion, the press service of the Armenian Investigative Committee said.
 
According to the committee, Karapetyan and another man from Yerevan are suspected of beating up a local entrepreneur and extorting $10 million from him.
 
Businessman Vage Parazyan told local media earlier that he had been beaten up and a large amount of money had been extorted from him in early July.
 
A criminal investigation was opened on charges of large-scale extortion and beating or other violent actions, Armenia's Investigative Committee said.
 
Travel restrictions have been imposed on Narek Karapetyan and the second Armenian citizen.
 
Vage Parazyan told Armenian media that his father, Ashot Parazyan, had previously worked with Samvel Karapetyan in Moscow and had run a construction business, but relations between the two families had worsened because of conflicting business interests. The Parazyan family moved back to Armenia after the change of power in the country.

Azerbaijani Press: U.S. expert: Armenia must immediately end occupation of Nagorno-Karabakh

The protracted armed conflicts in Azerbaijani territories and Armenia’s occupation of Nagorno-Karabakh must end immediately, Peter M. Tase, Scholar of International Affairs and author of various books on Azerbaijani Studies and Latin American Politics, said in an interview with Azernews.

He noted that Azerbaijan has been very careful, pragmatic and consistent when it comes to solving the armed conflict of Nagorno-Karabakh.

Tase stressed that Baku is a trusted partner of the West and has established an admirable reputation when it comes to embracing a negotiations practice that is envied by some of the most sophisticated democracies in Europe. 

"On the other hand, issues arising from the internal disputes in Armenia are matters that must be resolved among Armenian political leaders and civil society.  The final status of Nagorno-Karabakh and its re-insertion in the territorial sovereignty of Azerbaijan should not be taken hostage by the domestic political and judicial disagreements that exist among Armenians," he mentioned.

The expert pointed out that Nagorno-Karabakh is a sovereign territory of Azerbaijan, historical sources and archaeological sites show ample evidence of this region considered to be the heart of Azerbaijani nation and economy. He added that greater pressure from international actors towards the solution of this protracted conflict, fueled by Armenia, is detrimental to solve by peaceful means this conflict that has serious security implications throughout Europe, Central Asia and the Middle East. 

As to additional steps needed to be taken to advance the negotiation process on the Nagorno-Karabakh conflict, he considers that first, the Armenian Armed Forces should withdraw from the occupied territories and second, the Azerbaijani communities, that were forced violently to leave their homes in Nagorno-Karabakh, should be allowed to return in their hometowns. 

"These are the two pillars that ensure a peaceful solution to the 30-year long armed conflict that has shed so much blood of innocent Azerbaijani civilians," he stressed.

As for the involvement of the Armenian and Azerbaijani communities of Nagorno-Karabakh to conflict settlement process, Tase considers that the Azerbaijani and Armenian communities directly connected to Nagorno-Karabakh may garner a greater role and involvement in solving peacefully such a protracted conflict, adding that this was the topic of the meeting between Azerbaijani and Armenian FMs held in Paris on January 16.

"Nagorno-Karabakh conflict, one of the greatest prerequisites of upholding human rights is our drive to continue with persistence and defend the rights of Azerbaijanis that were forced by Armenia to abandon their native villages and convince influential European actors to exert economic and political pressures against Yerevan; such a strategy would bring results towards ensuring Azerbaijan’s full territorial sovereignty," he said.

Commenting on the recent repeated Armenian provocations, in particular the killing of Azerbaijani servicemen on the frontline, and the expediency of the agreements on reducing tensions reached in Dushanbe in September 2018, he recalled that the Commonwealth of Independent States’ summit in Dushanbe held in September 28, 2018, hosted on its sidelines a bilateral meeting between the President of Azerbaijan and Prime Minister of Armenia.

He expressed confidence that the Dushanbe Agreement has been seriously violated precisely due to the repeated armed provocations conducted by Armenian Armed Forces over the last eight months against civilians and Azerbaijani soldiers nearby the line of contact.

"European Community of nations and Washington must actively condemn belligerent acts led by Armenia and its armed forces that are operating, with full impunity, from the occupied territories of Azerbaijan; unprecedented silence is as evil as Armenian bullets being shot at Azerbaijani civilians and military posts," the expert stated.

How One Journalist Sparked Armenia’s #MeToo Moment

Warning: This article features accounts of sexual assault which some readers may find disturbing.

On Monday, July 1, an independent Armenian journalist named Lucy Kocharyan began posting anonymous personal accounts of sexual harassment and violence on her Facebook page. By the end of the day on July 2, more than 200 stories had been shared and the associated hashtag, #բռնության_ձայնը (or “voice of violence” in English), became the highest trending in Armenia.

The campaign developed after a case of sexual assault against a Czech woman named Eva was published by investigative news outlet Hetq.am. Eva, who lived in Armenia for one year, had been volunteering in Vanadzor, the country’s third-largest city, when she survived an attack and attempted rape. After escaping her attacker, she sought shelter in neighbors’ homes, but was pushed out and told that “it is impossible for such a thing to happen in Armenia.”

Eva’s story is significant not just for the social problems it unveiled — specifically victim-blaming and widespread denial of the problem—but because Eva pursued justice and her attacker was sentenced to three years in prison.

After Kocharyan posted about Eva’s story on Facebook, she was approached by Armenian women who wanted her to show the public that sexual violence is not just experienced by foreign women in the country, but by Armenian women too. These women also wanted to fight the stereotype that Armenian women are not outspoken, and started to send Kocharyan their personal accounts of sexual assault, which Kocharyan published anonymously on her Facebook page. In an unexpected turn, members of the public — mostly women, but also men — trusting Kocharyan’s journalistic credentials and her ability to keep their identities confidential, began sending her their stories and asking her to share them. The wave of sharing grew, propelling the topic to the forefront of the Armenian public’s attention.

Kocharyan’s campaign was supported publicly by at least two members of government: Minister of Labor and Social Affairs Zara Batoyan, and Minister of Health Arsen Torosyan. The journalist was interviewed by various news outlets about the campaign, including CivilNetRadio Free Europe/Radio Liberty Azatutyun, and Petros Ghazarian, who hosts a popular political discussion show.

However, some parts of Armenian society are skeptical about the veracity of the stories being shared; they find it hard to believe that so many incidents could have actually happened in Armenia, especially those where the abuser is a family member. For example Sofya Hovsepyan, a member of parliament from Armenia’s ruling My Step Coalition, criticized the campaign on her Facebook page for creating what she considers an unfairly negative image of Armenia. Kocharyan has responded to such skepticism in interviews, saying that “sexual harassment happens in every society, including ours; our specific challenge is what we do about it afterwards.” As journalist Samson Martirosyan said on his Facebook page, the sheer number of stories emerging is hard for people to accept as they were truly unaware of the problem’s existence; nevertheless, he continued, they would have to accept reality at some point.

The more than 200 stories shared document all kinds of sexual abuse and harassment. There are stories of abuse from relatives, classmates, romantic partners, and strangers. Most of the testimonies were from women, but some men shared theirs as well, expressing the hope that their experiences would show that men are also subjected to sexualized violence.

Kocharyan vetted and fact-checked all the stories, and in some cases reached out to the authors to verify certain details. Kocharyan says that she was surprised by the response, especially as she had not made any announcement or calls for contributions. She sees the sharing as self-motivated, and a sign that those who reached out to her just wanted to be heard.

The campaign could be likened to an Armenian #MeToo. It has forced a very public questioning of what lies beneath the surface of idealistic understandings of Armenian society, how power operates in Armenia’s traditional and patriarchal society, why many people have not come forward sooner, what obligation broader society has to survivors, and what constitutes consent. Moreover, it has highlighted the importance of an effective law enforcement that can respond to individuals facing abuse and pursue perpetrators.

Perhaps the most significant aspect of this campaign has been the overwhelmingly positive reaction from the Armenian public. While Kocharyan has deleted comments that ridicule the survivors and blocked their authors, readers’ comments still overwhelmingly validate the horror that the survivors experienced, expressing compassion and support.

If nothing else, this campaign has given rise to a new community in Armenia: a community of those who believe and support survivors of abuse and who will neither ignore nor suppress of such incidents. This was demonstrated after one particularly harrowing account of a woman who was abused as a child by her mother’s partner.

After describing the abuse, the woman wrote, “Now I want to die every day. I want to ask him, why did you do that to me, why did you ruin a little girl’s life? Why did you cause me so much pain? I was a small, pretty, curly-haired, brave and strong child. Why did you turn me into a such an exhausted, frightened coward?”

The first comment beneath the testimony reads:

“Curly-haired girl, I want you to be reborn.”

One young woman writes:

“I was 15 and was friends with people who were two to three years older than me. It was one friend’s 18th birthday; they were celebrating in a pub. I was happy that they treated me like I was their age and invited me. I went and met their other friends. There was loud music and alcohol, but I didn’t drink. One boy seemed interested in me and he kept wanting me to drink, but drinking was unpleasant for me, so I decided it was time to go home. For the judgmental people out there: no, I was not wearing a short skirt, I was not drunk, I was not smoking, and everyone there knew my age. I went to the toilet to wash up and go home.

That boy entered the toilet after me. I was frightened, and he kept getting closer to me and smiling. He embraced me and I was already crying, hitting him with my fists, trying to break free. I was screaming, but I suppose the music was too loud and no one came. He raped me. I was a virgin. When he saw the blood, he became frightened. He pulled my hair and said, “If anyone finds out I’ll cut your throat. Understood?” My family never found out, no one found out. Because my mother would have said that it was my fault: “Why did you go there?”

I didn’t leave the house for three months. I tried to kill myself. I overdosed on pills and woke up in the hospital. My family thought I was just a stupid teenager who decided to die. I cut off ties with everyone, I avoided men, and I didn’t speak to them. Two years later, I found a job so that I could afford to see a psychologist because I didn’t want to live. I tried to not dress up, to not be cheerful, to not be noticed. It’s now been four years and I am gradually overcoming my fear of interacting with men. But still, I am very, very anxious when there are men I don’t trust around me. Thank you for the opportunity to share this story. What you are doing is incredible.”

Another woman described abuse she suffered as a child: 

“I was 8 years old, we had lodgers in our yard – a husband and wife… I always spoke to them, and they supposedly liked me a lot, because I was a well behaved child))))

One day I was walking by their house and the husband said ‘Come here, I want to show you something,” and I went (because I was taught to obey my elders). I asked, ‘Where is your wife?’ He said, ‘She’s coming home now. See how many flies are on the ceiling? Grab the fly swatter and help me kill them.’ I took the swatter and he held me to lift me up. He was holding me by my butt, and I began to feel his fingers between my legs, and I could sense that something was not right. He was looking at me with a disgusting smile and breathing heavily. I said that I wanted to come down so that I could go and do my homework. He let me down and sat me on his lap and began kissing my neck with his disgusting heavy breathing, telling me, ‘You know how much I like you…’

I came down and ran home. Maybe everything was written on my face because my mother asked me where I was, and I told her. She said, ‘But his wife is not home. What business do you have alone with that man?’ I said, ‘He was holding me and we were killing flies.’ I felt like an accomplice in the incident, as though it was my fault, and that I was in a secret, disgusting pact with that stupid man. What my mother said to me convinced me of that; that what happened was my fault.

She said ‘PERVERT’, and I will never forget the look on her face. Ever.”

This man recollected an incident from when he was a teenager:

“I was waiting at the bus stop and a car approached and the driver asked me where I was going; he told me to get in, as he’d take me there. I refused at first, but he convinced me. He said he was my neighbour, that he knows my family and that he was going in the same direction, and there was no problem. I was a stupid child, so I got in. He began to talk about different things and then started talking about sexual topics. I was leaning up against the window and praying that we arrive soon so that I could leave. He then took my hand and pulled it towards his penis and said, ‘I know you want to play with it.’ While I was frozen and trying to come to my senses, he was talking about how he had a wife and that one day the three of us should get together and ‘have a good time.’ We got to my destination and I left and tried to forget what happened once and for all. I never saw that man near our building, I had the habit of looking left and right. I never knew if I’d see him again. I was still a kid; it’s been years since that happened, but I haven’t told anyone. I haven’t told anyone also for a very grotesque and vile reason. When a male grows up in a society and is taught from childhood how to be violent, how to be a rapist, but then becomes a victim himself, if he talks about, he will be even more of a target. That means that he is no longer a member of the wolf pack. That means that he can also be ‘hunted.’”

One man wrote about a friend who was assaulted in the army:

“Now that it’s the men’s turn I also want to tell a story. My friend went to the army and a bit later, when he came back on leave, he was very depressed. I didn’t know him that well, but it was as if he had come out of prison. He didn’t say a single word to me about why he was so depressed, no matter what I did. Two years passed and he came back. The day he returned he got reallllllly drunk and tried to kill himself. Somehow, I was able to take the razor from his hand. He calmed down and began to speak. Three men raped him, in every way that you can imagine. They made him lick their shoes. Two of them would rape him simultaneously from behind and then orally. It’s dreadful remembering the state he was in. Five years have passed, and he is now in a different country. I don’t interact with him that often, but it seems that no irreversible damage was done to him, or maybe I just don’t know better. He was from a village. Taking this to the police was not even an option. I later found out that one of the three men had been convicted of rape in another case. Only this time, the survivor wasn’t silent. In my subjective opinion, these incidents are huge in number. [Keep it] anonymous, please. I don’t want my friend to see and figure out that this is about him.”

Rep. Chu Amendment Backs Withdrawal of Snipers from Artsakh Border

Measure Would Support Deployment of Gunfire Locators, Additional Observers, as well as the Withdrawal of Snipers from the Artsakh Line-of-Contact

WASHINGTON—Congresswoman Judy Chu – a senior member of the influential House Ways and Means Committee – on Monday offered an amendment supporting the deployment of gunfire locators, the addition of observers, and the non-deployment of snipers, heavy arms, and new weaponry along the Artsakh line-of-contact, reported the Armenian National Committee of America.

“We welcome Representative’s Chu’s pro-peace amendment in support of the Royce Engel proposals – a set of common-sense initiatives to help create the conditions for a durable and democratic resolution of outstanding status and security issues between Artsakh and Azerbaijan,” said ANCA Executive Director Aram Hamparian.  “Launched right here in Washington, DC by the bipartisan leadership of the House Foreign Affairs Committee, these cease-fire strengthening proposals enjoy the support of Artsakh, Armenia, the United States, and the Organization for Security and Cooperation in Europe.”

The text of the Chu Amendment to the National Defense Authorization Act (NDAA) for Fiscal Year 2020 reads as follows:

It is the sense of Congress that United States interests in the stability of the Caucasus region and the continuation of the Nagorno Karabakh cease-fire will be advanced by an agreement among regional stakeholders on:

1. The non-deployment of snipers, heavy arms, and new weaponry along the line-of-contact

2. The deployment of gun-fire locator systems on the line-of-contact; and

3. An increase in the number of Organization for Security and Co-operation in Europe observers along the line-of-contact.

The Royce-Engel proposals, first spearheaded by former House Foreign Affairs Committee Chairman Ed Royce (R-CA) and current Committee Chairman Eliot Engel (D-NY) in Fall, 2015, received the support of over 100 U.S. House members in a series of Congressional calls to the U.S. Administration and the OSCE to take concrete action to ensure Artsakh peace as negotiations continue.  The ANCA has launched multiple nationwide grassroots campaigns in support of the initiative, which has gotten support from the U.S. State Department and the OSCE Minsk Group Co-Chairs, in addition to the Republics of Artsakh and Armenia.  Azerbaijan remains the only obstacle to their practical implementation.

Beginning the week of July 8, the House Rules Committee will be reviewing several hundred amendments to the FY 2020 NDAA, including the Chu Amendment, to determine which will be ruled “in order,” and allowed to proceed to a vote of full House later in the month.

Religion: Armenian church commemorates St. Gevorg the Captain, Adoktos and Romanos the Singer

The Armenian Apostolic Church marks today the commemoration of St. Gevorg the Captain (St. George the Warrior). As qahan.am reports, he was born in a pious Christian family. Becoming a soldier of the Roman Army in a short period he deserves the honor of becoming Captain thanks to his courage and devotion. During the council convened by the Roman Emperor Dioklethianos he opposes to his plans on Christians’ execution, and thus the fact that he is Christian, is revealed. The King, becoming surprised and astonished, orders to imprison the Captain and subjects him to severe torments. Many people, among them the Queen Alexandria, become Christians thanks to the preaching of St. George. A magician is ordered to prepare two kinds of remedies for trying the saint and changing his faith. By the first cup the saint should change his mind, and drinking the second cup, he should die. St. Gevorg drinks both cups, but thanks to the power of his faith towards God he remains alive. He also raises a man from the dead.

After the King’s repeated requests St. Gevorg finally agrees to offer sacrifice to the idols. However, reaching the heathen church he breaks all idols one by one. For this act the King orders to behead St. Gevorg and he is martyred in about 303 A. D.

St. Adoktos (Adauctus) has been martyred in 320 A. D., in the Armenian Melitene, during the reign of Maximianos. He has been a state servant in Ephesus. Not willing to marry her daughter – Kalistene, with the Heathen King, he takes her away to the East. For being Christian upon the King’s order he is deprived of his title and property and is exiled to Melitene. The local governor also fails to convert Adoktos to the heathen religion. Remaining steadfast and unshaken in his faith, the saint is beheaded. His wife and the other daughter – Pelopia, bury him. Costantsa – sister of the Emperor Kostandianos, defends and protects Kalistene, he transfers the relics of his father to Ephesus, where a chapel is built over the saint’s tomb of in the future.

St. Romanos the Singer (the Melodist) is considered to be the author and creator of the church hymns’ canons. He has served as a deacon in the Church of St. Sophia, of Constantinople. Many people have mocked at him for his being unable to sing and read well. Once St. Mary appears to him in his dream and giving him a paper roll, orders to eat it. After the dream Romanos is granted the virtue to create and sing church hymns and songs. St. Romanos passes away in 556 A. D.

AYF Youth Corps Participants Awarded Scholarships

This year’s 37 AYF Youth Corps participants are preparing to depart to Armenia, where they will be conducting summer camps for children in various locations across Armenia and Artsakh. Celebrating its 25th year of building bridges to the homeland, the AYF Youth Corps program will host camps in nine regions, including Gyumri, Proshyan, Artik, Stepanakert, Shushi, and others.

Among the participants are the recipients of the Sosé & Allen’s Legacy Foundation Travel Grant, which supports volunteerism in Armenia. Since 2014, the Grant has supported young people in building lasting connections to their homeland. Its goal is to ease the financial burden of volunteering in Armenia in order to allow more young women and men from the Diaspora an opportunity to experience Armenia first-hand and to contribute their skills and abilities to the betterment of our homeland.

The Sosé & Allen’s Legacy Travel Grant was established in loving memory of Armenian Youth Federation alumni Sosé Thomassian and Allen Yekikian. The dedicated couple volunteered, for years, to develop and expand the AYF Youth Corps program. They shared a strong belief in its mission—strengthening the ties between the Diaspora and Armenia by promoting meaningful participation of Diasporan youth in the nation-building process in Armenia and Artsakh.

The four recipients of the fellowship are Mariam Nerses, 19, a student at Pierce College; Naira Gourdikian, 19, a student at Cypress College; Harutyun Demirjian, 20, a student at California Polytechnic University, Pomona; and Lara Markarian, 18, a student at the University of California, Irvine.

AYF Youth Corps 2019 Participants

This year also marks the first group of recipients of the Tamar Abkarian Memorial Scholarship. Established in 2018, the scholarship aims to support AYF Youth Corps participants—a program that was started in 1994 with Tamar’s vision. Tamar was one of the brave individuals who traveled to Armenia in the early 1990s to lay the foundation of the program, and she paved the way for hundreds of young Diasporans to live in, work in, and experience Armenia and Artsakh through AYF Youth Corps. At the time, working in an independent homeland seemed like a dream. But, she helped make it a reality. With her untimely passing in 2018, her family and friends established the scholarship in order to support the young people who are continuing the work Tamar started.

The recipients of the scholarship are Marinor Balouzian, 18, a student at the University of California, Berkeley; Victoria Cinquegrani, 19, a student at the University of California, Irvine; and Michelle Tervandian, 19, a student at California Polytechnic University, Pomona,

“AYF Youth Corps would not exist without Tamar’s leadership in the 1990s, and Sosé and Allen’s work in the 2000s. Future generations of participants have the ability to build on the work these three exemplary alumni put into the program, and participate in the development of Armenia,” said Talin Saklarian, chairperson of the AYF Youth Corps Committee.

There's a big confusion in the enemy forces camp regarding who controls whom, said head of the press service of Azerbaijan’s Foreign Ministry Leyla Abdullayeva.

Her remarks came in response to a report by the press service of the Armenian Ministry of Defense, which stated that the minister presented members of the personnel of the Armenian armed forces involved in the killing of an Azerbaijani soldier to high awards, Trend reports.

"It is clear that the leadership of Armenia, spreading false statements, is trying to evade responsibility. The Minister of Defense of this country, personally awarding the persons who executed his order on the killing of Azerbaijani soldier, thereby confirms that Armenia is an invader state," she said.

Abdullayeva said that this is an obvious evidence of the direct participation of the Armenian armed forces in the occupation of Azerbaijani territories.

Abdullayeva noted that this act of the Armenian Defense Minister also clearly demonstrates that Armenia is deceiving international mediators and shows a clear disregard for them.

"We would like to remind that during the visit of the OSCE Minsk Group co-chairs to the region, the Armenian armed forces staged a bloody provocation using sniper fire and again committed a bloody crime a few days after the co-chairs made a statement in connection with their visit to the region. With regret, we are forced to note that it was precisely as a result of the irresponsible behavior of Armenia that the region is on the verge of increasing tensions," said the official.

"These provocations committed by war supporters in Armenia are an attempt to strike at the essence of the negotiations, being conducted to resolve the conflict. We emphasize once again that the entire responsibility for the development of events in this direction lies on the Armenian side," she said.
