EU's Michel stresses importance of ensuring stability, security along state border between Armenia and Azerbaijan

YEREVAN, JUNE 1, ARMENPRESS. In the context of the recent tensions between Armenia and Azerbaijan, President of the European Council Charles Michel reiterated the European Union’s commitment to deepen its cooperation with both countries to promote a South Caucasus that is secure, stable, peaceful and prosperous for the benefit of all people living in the region, Barend Leyts, the spokesperson of the President of the European Council, said in a statement.

“In the context of the past days' tensions between Armenia and Azerbaijan, President Michel reiterated the EU’s commitment to deepen its cooperation with both countries to promote a South Caucasus that is secure, stable, peaceful and prosperous for the benefit of all people living in the region.

He welcomed the first historic meeting of both countries' Border Commissions on 24 May and stressed the paramount importance of ensuring stability and security along the state border between Armenia and Azerbaijan as delimitation will be pursued.

More broadly, President Michel stressed that for a sustainable normalization of relations between Armenia and Azerbaijan, it is important to address all outstanding issues at hand, including advancing discussions on the future peace treaty and addressing the root causes of conflict. In President Michel's opinion, all core issues that had led to the first Nagorno-Karabakh war as well as to the renewed hostilities in 2020 will need to be addressed by all stakeholders to create conditions for lasting and equitable peace.

As with any legacy of conflict – terminology is particularly sensitive in this context. President Michel's statement on outcomes of the leaders meeting on 22 May should not be interpreted as favouring a pre-determined outcome of discussions either way. What ultimately matters most is that all issues are comprehensively addressed; this includes rights and security of all populations.

Connectivity was specifically discussed in Brussels on 22 May to advance opportunities for unblocking the region. In this context, both parties confirmed there were no extraterritorial claims with regard to future transport infrastructure. Speculation to the contrary is regrettable.

Finally, President Michel stressed the need to prepare populations for peace and the paramount role public rhetoric plays in this regard. He welcomed Yerevan and Baku's leadership and stated intentions to engage in good faith in ensuring a conducive atmosphere for the continuation of the talks and expressed the EU's readiness to step up its support to confidence building measures.

EU Special Representative Klaar will be traveling to the region in the next days to follow up on all aspects under discussion”, the statement reads.

Armenia denies Aliyev’s “corridor” narrative, says Brussels agreements related to opening of regional communications

Public Radio of Armenia

No road or transport route in the logic of a corridor can function in the territory of Armenia, the Secretary of the Security Council of Armenia Armen Grigoryan told Armenpress.

The comments come after Azerbaijani President said during a phone conversation with Turkish President Recep Tayyip Erdogan that during the trilateral meeting in Brussels the sides had reached an agreement on the opening of a corridor through Armenian territory, including the construction of both railways and highways.

“There have been no changes in the positions of the Republic of Armenia. No road or transport route in the logic of a corridor can function in the territory of Armenia. All agreements reached in Brussels relate to the opening of regional communication, which I talked about yesterday. All agreements reached in Brussels fit in the framework of the public statements made previously by representatives of Armenia,” Grigoryan said.

He added that it can be seen in the statement of the President of the European Council that the agreements in the context of opening of regional communications relate to the border and customs control, road fees and international transit.

“These are important issues for realizing the Armenian Crossroads project, and the Government of Armenia will consistently move in this direction,” the Security Council Secretary said.

Klaar on Brussels meeting: To my knowledge, the issue of exclaves/enclaves wasn’t discussed

NEWS.am
Armenia –

The particular issue of exclaves/enclaves was reportedly not discussed by the leaders during the meeting of the head of the European Council with the leaders of Armenia and Azerbaijan in Brussels, EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar told Armenian News - NEWS.am.

"The leaders looked at broad principles which would provide a framework to govern future transit and international transport once the connectivity infrastructure is unblocked. Details will be worked out by Deputy Prime Ministers.

"To my knowledge, the particular issue of exclaves/enclaves was not discussed by the leaders during their meeting on 22 May in Brussels. I believe it was not particularly discussed by them as a separate agenda point on previous occasions either," he said.

When asked if he was aware of any agreement on the opening of the so-called Zangezur corridor, which was announced by the President of Azerbaijan Ilham Aliyev, and which was denied by the Armenian side, Toivo Klaar said: "On this particular aspect, I want to reiterate that the discussions in Brussels addressed the issue of connectivity and principles for reopening communications between Armenia and Azerbaijan based on the sovereignty of both countries."

"The EU also sometimes uses the term “transport corridor” when talking about roads or railways inside the EU.

"It is important to stress here that both sides explicitly acknowledged that there were no extraterritorial claims in relation to the communications that would be reopened. It is good to be clear about that as this allows us to address concerns and misperceptions which are sometimes raised in this context where confidence still needs to deepen.

"The parties also discussed practical arrangements for border controls, fees, safety and security, and in the case of international transport to third countries, also customs.

"On our side, we hope that the discussion between the leaders on Sunday will pave the way to unblocking these roads as the connectivity potential, also with an emphasis on the growing opportunities of the “Middle Corridor” transit between Central Asia, the South Caucasus, and the EU in mind.

"We warmly welcome the first meeting of the border commissions that took place today, 24 May, on the inter-state border between the Deputy Prime Ministers of Armenia and Azerbaijan."
