President of Russia Dmitriy Medvedev is going to organize the nest
round of talks on Karabakh settlement with presidents of Armenia and
Azerbaijan in Sochi.

As “Zhamanak” newspaper reported, Medvedev wants organize the meeting
between Serzh Sargsyan and Ilham Aliyev with a purpose to provide
signing of peaceful document on Nagornyy Karabakh. The presence of
the presidents of France and the USA (the rest co-chair states of the
OSCE Minsk Group) at the meeting will depend on the level of pressure
upon the parties to the conflict and the guarantees got by them.

The last trilateral meeting of the presidents of Armenia, Russia
and Azerbaijan took place in Kazan on 24 June and ended without any
arrangement on the basic principles for Nagoprnyy Karabakh conflict
settlement.

“We commented on Armenian President Serzh Sargsyan’s statement
yesterday. Our Foreign Ministry issued a strict statement concerning
it,” Turkish Prime Minister Recep Tayyip Erdogan said at the press
conference in Baku after meeting with Azerbaijani President Ilham
Aliyev, APA reports. He accused of Serzh Sargsyan of using the
expressions unbecoming to a president.

“These views are unbecoming to a statesman, president. Implanting
hatred in the future generations is unbecoming to the statesmen,”
he said.

“The future of the Armenian youth will be dark, they will always look
through the dark-coloured glasses. Karabakh has been occupied, the
aggressor is known. It is not only we who say it, the UN also says
this. Armenia has wrong approach to the resolution of the conflict.

Can there be such a method? What does it mean? Armenia may start war
with Turkey at any time, can there be such a statesman? Sargsyan has
made a big mistake, he must correct this mistake, apologize,” he said.

PanARMENIAN.Net – The government of Armenia approved the draft edict
of President Serzh Sargsyan on opening Armenian Embassy in Denmark,
during July 28 sitting.

As Deputy Foreign Minister of Armenia Shavarsh Kocharyan said, in
a mid-term perspective, within 2012-2014, AMD 43 mln. will be spent
annually, and added that in the first year funds from the Ministerial
savings will be allotted for the Embassy.

Opening of diplomatic mission will allow enhancing and developing
bilateral cooperation in trade-economic and political fields, and
will lay ground for Denmark’s authorities to consider possibility of
opening diplomatic representation in Armenia.

As part of their efforts to back the ex-commander of Shushi battalion,
Zhirayr Sefilyan’s bid for Armenian citizenship, the activists of
the Armenian youth union Hayazn are organizing a meeting with him
on Friday.

The activists will discuss all their steps implemented so far. They
will also hold a question and answer session with Sefilyan. The
participants will invest their best efforts to encourage the hero
of Karabakh (Artsakh) war to address the Armenian authorities once
again in an attempt of being granted the citizenship of his homeland.

A petition launched ahead of Sefilyan’s 44th birth anniversary
attracted 13,000 signatures earlier this year. The union subsequently
held a procession to the presidential office to submit the signatures
with an enclosed letter to President Serzh Sargsyan. In its response to
the activists however, the presidential administration said citizenship
procedures require applying to the Passport and Visa Department of
the Police.

Armenia took home the gold medal at the “Yinzhoo Cup” 2011 World Team
Chess Championship in Ningbo, China, on July 26 after earning a total
of 14 points.

The Armenian team remained undefeated, with five victories and four
draws. During the ninth and final match on July 26, Armenia drew 2-2
with Ukraine.

The Armenian players were Levon Aronian, Sergei Movsesian, Vladimir
Akopian, Gabriel Sargissian, and reserve player Robert Hovhannisyan.

A day earlier, Armenia played against Azerbaijan and drew 2-2 after
nearly five hours.

China took home the silver medal with 13 points, while Ukraine earned
the bronze with 12 points.

The Championship pinned 10 countries against each other. Here are
the results:

1st place – Armenia (14 pts.)

2nd – China (13 pts.)

3rd – Ukraine (12 pts.)

4th – Russia (10 pts.)

Armenian towns have 75 cooperation agreements with different towns of
the world. Head of the international cooperation department of the
Territorial Administration Ministry Lilit Saroyan told Armenpress
that the majority of the agreements – 26 – comes to Yerevan’s share.

The towns of Lori have 10 cooperation agreements, Syunik towns 9,
Armavir and Tavush towns have six each, towns of Ararat, Gegharkunik,
Shirak have four each, Kotayk towns have three, Aragatsotn towns have
two, and Vayots Dzor towns have one.

Lilit Saroyan said during the recent years Armenian towns have
intensified the cooperation with other towns, some have upgraded their
agreements, some signed new ones. Etchmiadzin, Artashat, Gyumri,
Vanadzor are among actively cooperating towns. The majority of the
towns are cooperating with the towns of Russia, France, CIS countries.

“The intensification of cooperation is an important step. It promotes
the exchange of experience in the local self-governmental sphere,
exchange of experience”, the head of the department said.

PanARMENIAN.Net – Within the last 20 years, water supply and drainage
system of Yerevan has been operated and no capital repair works were
done for that period, according to Managing Director of Yerevan Jur
CJSC for Eastern districts Karapet Ohanyan.

“Modernization of the whole system is one of the most complex problems
and $700 mln. is required to upgrade it, but neither the government
of Armenia, nor the managing company have this amount,” Ohanyan told
a press conference.

Yerevan Jur CJSC has invested $17,5 million and AMD 4,2 billion in
renewal of worn-out pipes and pump stations for the last 5 years,
said the Managing Director.

LONDON–Amnesty International has again called on the Turkish
authorities to investigate alleged collusion and negligence by state
officials in the 2007 killing of journalist and human rights activist
Hrant Dink, after one man was sentenced to nearly 23 years in prison
for his murder.

Ogun Samast was sentenced by an Istanbul Children’s Court on Monday.

He was initially given a life sentence but the term was commuted
because he was a minor at the time of the murder. Eighteen other
people are currently on trial for their involvement in the murder.

“While the sentencing of Ogun Samast is welcome news, he is just one
of the people responsible for Hrant Dink’s murder. The authorities
must investigate all the circumstances around his death and bring
everyone responsible to justice, whatever their position of power,”
said Andrew Gardner Amnesty International’s expert on Turkey.

“The murder of Hrant Dink came after he was prosecuted by the Turkish
authorities for his writings on the identity of Turkish citizens of
Armenian origin. His murder was apparently committed with the tacit
agreement of elements within the Turkish law enforcement agencies.

This cannot go unpunished.”

In September 2010, the European Court of Human Rights ruled that the
Turkish authorities had failed to act on information they received
that could have prevented Hrant Dink’s murder and had failed to
investigate the role of state officials in his death.

In June 2011, Colonel Ali Oz and seven other military personnel
were convicted of negligence for their failure to relay information
regarding the plot to kill Hrant Dink which could have prevented
the murder.

Hrant Dink, a Turkish citizen of Armenian origin, was killed on 19
January 2007. The editor of the Agos newspaper and contributor to
the influential daily Zaman, he was shot outside the Agos offices
in Istanbul.

In June 2011, death threats were made against Etyen Mahcupyan and
Baskın Oran, both journalists at Agos newspaper. Similar threats
have been made at various times since 2004 for which no one has been
brought to justice.

Hrant Dink was best known for being critical of the Turkish government
over issues of Armenian identity and over official versions of history
in Turkey relating to the massacres of Armenians in 1915. He was
repeatedly prosecuted for expressing his opinions.

In 2005, he was given a six-month suspended prison sentence for
“denigrating Turkishness” in writings about the identity of Turkish
citizens of Armenian origin.

Others in Turkey have since been prosecuted, like Hrant Dink, under
legislation that is used to prosecute dissenting opinions violating
the right to freedom of expression.

In March this year, eight journalists were arrested for being members
of Ergenekon, an alleged ultra-nationalist network with links to the
Turkish state.

Two of the eight, Ahmet Å~^ık and Nedim Å~^ener are investigative
journalists known for their work exposing human rights abuses by
elements within state institutions. They remain in pre-trial detention
awaiting trial for being members of a terrorist organization.

“The Turkish authorities must take action to ensure that dissenting
voices are not silenced by legislation or threats of violence,” said
Andrew Gardner. “The people of Turkey must be free to express their
opinions without fear of death or imprisonment.”

Une session extraordinaire du parlement armenien a adopte en troisième
et dernière lecture un projet de loi sur le stationnement des vehicules
a moteur. Un adjoint au maire d’Erevan, Kamo Areyan a dit que le projet
de loi reglemente les relations concernant le paiement des frais de
stationnement, determine le cercle des personnes qui devront payer
ces frais, fixe leurs droits et responsabilites, aussi le montant
des paiements et les responsabilites pour manquement a ces exigences.

Kamo Areyan a declare qu’une zone qui est utilisee actuellement pour
le stationnement de facon illegale peut conduire a des accidents et
des inconvenients pour les citoyens.

Selon lui, pour eviter de telles situations, la loi permet aux
districts administratifs de determiner eux-memes les aires de
stationnement de leur commune ainsi que la taille de la redevance. Il
a dit que la taille sera en fonction de l’emplacement du stationnement.

En particulier, la redevance maximale pour une heure de stationnement
sera de 500 drams, et 3000 drams pour un jour, 6000 drams pour une
semaine et 30 000 drams pour un mois. Le coût annuel sera de 120
000 drams.

“Si un vehicule automobile stationne pendant plus de 48 heures sans
payer la redevance, un tel vehicule sera remorque vers des sites
speciaux des frais et amendes devront payes a dit Kamo Areyan.
