Honourable Members, Ladies and Gentlemen,

I am grateful to have this opportunity to exchange views on the
Nagorny Karabakh conflict.

When I – along with Presidents Van Rompuy and Barroso – met with
President Medvedev at the EU-Russia summit in Nizhny – Novgorod on
9 June, he was optimistic about the possibilities for a breakthrough
at the Kazan meeting.

Much work had been done by the OSCE Minsk Group Co-Chairs and the
parties to make progress towards an agreement on the Basic Principles,
the first step in a process leading to the drafting of a formal peace
agreement, and then its implementation.

We made clear to President Medvedev that we fully support his personal
mediation efforts, and the work of the Minsk Group.

The Deauville statement of Presidents Obama, Medvedev and Sarkozy made
clear that the time had now come for an agreement, failing which the
parties’ commitment to a solution would be questioned.

Regrettably, despite strong messages at the highest level, the expected
breakthrough at Kazan on 24 June did not materialise.

President Aliyev of Azerbaijan and President Sargisyan of Armenia
did not take this opportunity to reach a compromise.

Admittedly, relations between the two countries are difficult. I
recently met the Foreign Ministers of Armenia and Azerbaijan in
Bratislava, and I have no illusions about the complexity of the
negotiations. The Co-Chairs keep me and the EEAS fully informed of
their work and the many difficulties they face.

I was also briefed in Vilnius last Friday by the Lithuanian Foreign
Minister, Audronius Azubalis, who is now the Chairman in Office of
the OSCE.

Nevertheless, efforts to find an agreement on the Basic Principles must
continue, and I welcome the fact that both parties have re-committed
themselves to the diplomatic process and to finding a peaceful
solution.

But we need to see more than that in the coming months. The parties
need to redouble their efforts to find an agreement before the end
of this year. This would then happen before domestic priorities take
over in 2012: elections in Armenia in 2012, and in Azerbaijan in 2013.

Indeed, a continuation of the status quo is unacceptable, as is any
effort to resolve the conflict or influence the negotiations by using
force, or even the threat of force.

The peaceful settlement of the Nagorny Karabakh conflict is a key
strategic interest of the European Union.

A settlement of the conflict would transform the South Caucasus region.

It would pave the way towards political and regional stability,
and new economic opportunities.

Borders could open not only between Armenia and Azerbaijan, but also
between Armenia and Turkey.

Roads, railways and pipelines could take the shortest route, and tie
the countries of the region more closely together.

And the South Caucasus could finally become what it should have been
already – a gateway between Europe and Asia.

All of this is clearly in the interest of the European Union, too.

The EU is ready and committed to step up its efforts in support of
the work of the Minsk Group Co-Chairs.

The negotiations have been going on since 1994 in the current format.

An agreement on the Basic Principles is within reach.

The nature of the additional support that we can provide is of course a
matter for consultation with the Minsk Group Co-Chairs and the parties.

And I can assure you that we are holding regular consultations with
them on this subject.

Let me be very clear, however. What happens in these final negotiations
matters greatly to the European Union, and will play a role in the
way we shape our policy towards the two countries concerned.

On my behalf, Miroslav Lajcak travelled to both countries last month,
and made this point very clearly.

We hope to see progress by the time of the planned Eastern Partnership
Summit in September in Warsaw.

I also see clear possibilities for enhanced EU engagement outside
the negotiations themselves.

We are already supporting confidence building and outreach activities
to people on both sides, often through civil society organisations
who promote people-to-people contacts, including in the framework of
the Council of Europe. But we can do more here.

I also believe that the European Union should be prepared to take on
significant responsibilities in the implementation of a settlement,
once we reach this stage, in close co-operation with other parts of
the international community.

There will much to do, from reconstruction, mine clearance and
refugee and IDP returns to the promotion of economic recovery and
security support.

I also recognize that there are other partners who play a significant
role in the South Caucasus region. For instance, the EU needs to work
closely with regional actors like Turkey.

I have proposed the appointment of a new Special Representative for
the South Caucasus to take these different work strands forward,
in close consultation with the Minsk Group co-chairs.

Perhaps our most important contribution, however, will be to continue
strengthen our bilateral relations with both Armenia and Azerbaijan.

The new European Neighbourhood Policy communication that we just
discussed sets out an ambitious agenda for the countries of the
South Caucasus:

New Association Agreements,

Deep and Comprehensive Free Trade Areas, including improved access
to the EU’s internal market;

Increased and facilitated mobility, especially for students and
business;

Increased sectoral co-operation and participation in EU programmes;

increased support for civil society and the open society.

Our overall objective is to help our neighbouring countries build a
comprehensive reform agenda.

In this context, we will of course be looking at ways in which our
bilateral co-operation can be geared to support conflict settlement.

Stefan Fule recently visited Armenia to discuss how to take our
relationship forward and build a common, positive and forward-looking
agenda together.

More generally, I also believe more confident, attractive and modern
countries with ambitious reform agendas are in a stronger position
to overcome the difficult legacies of the past.

Ultimately this is a choice that the leaders of Armenia and Azerbaijan
need to make themselves, in the best interests of the people they
represent.

We know which choice we would like them to make: it is the choice of
compromise and peace.

Armenian Foreign Minister Edward Nalbandian at the invitation of his
Russian counterpart Sergey Lavrov paid an official visit to Russia
on July 5-6.

After the Sargsian-Medvedev-Aliyev meeting on June 24, actually,
it was the first official meeting on Karabakh issue

According to Russian news services, Russia is ready to submit to
Yerevan and Baku a new package of proposals on the Nagorno-Karabakh
conflict resolution, Russia’s Foreign Minister Sergei Lavrov said
after his talks with Edward Nalbandyan in Moscow on Wednesday.

Lavrov announced that Russian President Dmitry Medvedev will submit
the new Nagorno-Karabakh settlement proposals to Armenia and Azerbaijan
“in the immediate future.”

“Moscow remains committed to an array of agreements that were earlier
endorsed by the Presidents of the United States, France, Armenia,
Azerbaijan and Russia,” said Lavrov, referring to the Nagorno-Karabakh
conflict.

The topic was also discussed by the OSCE session in Vienna this week,
where participants specifically mentioned an improvement in the
current situation in Nagorno-Karabakh, a positive trend that Lavrov
said should further get a boost.”

Separately, Lavrov warned against attempts to change the format of the
negotiations headed by the OSCE Minsk Group, which brings together
Russia, the US and France. “Change of the Minsk Group format is
destructive”, he said.

“The change of the formant of settlement of the Karabakh conflict
would not be an effective choice at this moment and would divert the
attention from the core of the issue,” said Lavrov at a joint press
conference with Nalbandian.

Lavrov underlined that the Minsk Group Co-Chairs, who have become a
real tool in the negotiation process, are working hard to search for
ways of settlement not only within the framework of the negotiation
process, but also in the direction of reinforcement of trust and
security along the line of contact. “We think it’s time to make a
decision,” Lavrov said.

It’s very interesting that the Azerbaijani news agencies didn’t speak
of Lavrov-Nalbandian meeting details. According to Trend news agency,
singer Polad Byulbyulogli, Azerbaijani Ambassador to Moscow, said,
“Foreign Minister of Azerbaijan Elmar Mammadyaorv will visit Moscow in
the nearest future. Russian Foreign Minister Sergey Lavrov’s official
visit to Baku is also scheduled.”

Mobile Health solution enables patients to conduct medical measurements
at home and send data via VivaCell-MTS network to their doctors for
further monitoring

VivaCell-MTS, a subsidiary of “Mobile TeleSystems” OJSC, has assumed
the general sponsorship of the Third Medical Congress of Armenia
that took place in Yerevan State Medical University on July 7-8. In
addition to sponsoring the event, VivaCell-MTS together with Yerevan
State Medical University presented Mobile-Health innovative solution,
based on Ericsson M-Health wireless technologies aimed at creating a
new improved means to provide population with better access to health
care services.

Innovations in all essential sphere of social life, and especially in
the health care, are in the focus of attention of Armenia’s Leading
Mobile Operator.

The M-Health is most commonly used in reference to using mobile
communication devices, such as mobile phones in health care services
provision. For the first time in Armenia VivaCell-MTS has made the
Mobile Health solution available to the medical body in the country.

The solution enables distance monitoring of patients health
condition by their doctors. Patients will be able to conduct medical
measurements at home and instantly send health-related data remotely
via VivaCell-MTS network to their doctors for monitoring using special
mobile health equipment. This will mean both convenience and fast
follow up on patient’s situation. Together with the Yerevan Medical
State University, the mobile health equipment will be put in use as
of September as a pilot project, at the pilot site of Yerevan Medical
State University.

In developed countries Mobile-Health solutions have wide application in
providing better access to healthcare and health-related information
as well as in improving ability to diagnose and track diseases by
providing much better capacity to service providers.

M-Health technologies still have a huge unrealized potential to
address global challenges in the healthcare.

“VivaCell-MTS, as a leader in the telecom sphere, rushes as always to
find any opportunity that could bring benefit to the Nation. Today we
present the next innovation in a life-critical field such as medicine.

We put our mobile network, the widest in Armenia, and technical

includes spirometer, blood pressure monitor, pulse oximeter, and
the communication device gathering data from different sensors

The parliamentary opposition Heritage Party calls on the authorities
in Armenia and the Republic of Nagorno-Karabakh to undertake the
process of mass resettlement of citizens in the de-facto republic
and the territories surrounding it.

“Particularly considering the fact that there are many families
in Armenia, including refugees from Azerbaijan SSR who survived the
pogroms, who are unable to earn a living, are leaving Armenia en masse,
sometimes entire villages. We must create favorable conditions for them
in the liberated territories, create infrastructure, provide livestock,
farm machinery and large tracts of land,” reads the statement issued
by the Heritage Party, stressing the need to resettle at least 10,000
people annually.

The opposition party explains the urgency of this move by regular
violations from Azerbaijan of any provision in signed agreements,
Baku’s sounding of bellicose statements and the activity of snipers
on the line of contact.

In a statement quoted by the Heritage Party, Azerbaijan’s President
Ilham Aliyev at the Third Congress of World Azerbaijanis, after signing
several documents with the mediation of the OSCE Minsk Group Co-Chairs
on settling the Nagorno-Karabakh conflict exclusively through peaceful
means, apparently said:

“Azerbaijan will ensure its territorial integrity by all means,
including through the use of force. The Armenian state was established
on historical Azerbaijani territories – Irevan and Zangezur – and
the Armenians of Nagorno-Karabakh came as guests.”

Today he met French Foreign Minister Alain Juppé. The Foreign Ministers
discussed the perspectives of the regulation of Karabakh issue.

Let’s remind that the meeting of the Russian, Azerbaijani and Armenian
Presidents in Kazan on June 24 was the 9th one during the last 3 years.

Gandzasar Fiasco: Who Is Responsible For Monastery Defacement?

The accompanying photo showing polished facing tiles being affixed
to the outer walls of the 13th century Gandzasar Monastery in Artsakh
has created a growing furor in Armenia.

The “brain” behind the move belongs to wealthy Russian-Armenian
businessman and benefactor Levon Hayrapetyan who hails from Karabakh.

We dare say that concerned Armenians overseas have been shocked as
well at this nonsensical defacement of our cultural and historical
monuments.

The story broke when a youth group calling itself “We Will Not Remain
Silent” sent this and other photos to the press. The story was quickly
picked up by the papers and news sites.

Quick to react to the mounting criticism of such architectural
shenanigans was Slava Sargsyan, head of the Division of Monuments
Preservation and Research at the NKR Department of Tourism.

Mr. Sargsyan passed the buck to Hayrapetyan, claiming that his state
agency hadn’t issued any permission to resurface the monastery walls.

The youth group, at a press conference yesterday, said that it had
petitioned Hayrapetyan to stop further defacement of the monument,
adding that the businessman probably wasn’t aware of what was actually
being done in his name.

The group was able to contact Hayrapetyan by phone. The businessman
told them that the walls being resurfaced were built in the 1980s
and not the 13th century and that they were in need of urgent repair.

He also claimed that the tiles were from the same stone quarry used
to construct the monastery itself.

The youth group says that this contradicts what Slava Sargsyan,
the Artsakh agency head, stated on numerous occasions in his press
interviews, i.e., that the walls also date to the 13th century.

Archbishop Barkev Martirosyan, Primate of the Artsakh Diocese of the
Armenian Church, has refrained from commenting on the matter.

The group says that rumours circulating in Artsakh point to the falling
out between Archbishop Martirosyan and Levon Hayrapetyan as the main
reason for the primate’s silence.

The youth group argues that Archbishop Martirosyan has a personal
interest in seeing the businessman’s reputation tarnished.

They say that it appears that the Artsakh Primate and other
high-ranking clergy are more interested in driving the latest
foreign cars and being seen with well endowed woman than following
the commandments of their Christian faith.

The sociologist Aharon Adibekyan presented the results of another
survey. About 1650 respondents were asked the question whom they
find suitable for the posts of president and prime minister in snap
elections. Only 32 percent answered this question. Gagik Tsarukyan
was mentioned by most of them for the both posts of president and
prime minister. Levon Ter-Petrosyan ranks two as president and six
as prime minister. Robert Kocharyan is in the second place among
suitable candidates for prime minister.

Adibekyan says the population is mostly concerned about social
problems, therefore the respondents view the president as someone
who will solve social problems. However, this picture is incomplete
and it would be complete if the present president and prime minister
were also among the options of answers.

Adibekyan said the survey was conducted this way to find out the net
weight of the other forces. Adibekyan explains Robert Kocharyan’s
high rating as a prime minister by the economic growth under his
office. He is perceived as an economist rather than a politician.

As to the ANC, Adibekyan says the demand of snap elections by the
Armenian National Congress is a sophistry. “The ANC asks if the
government is ready for snap elections. If the government says yes,
it admits being illegitimate, if no, it is a dictatorship. In both
cases, whatever they say, the ANC will benefit. Snap elections are an
invented problem which is, however, becoming the core of events. The
ANC doesn’t propose other key issues for discussion,” Adibekyan says,
noting that there are 15% of votes which the Armenian National Congress
and the Bargavach Hayastan Party aspire to get. These are the votes
for which the ANC is struggling.

Adibekyan thinks the Bargavach Hayastan Party will benefit from snap
elections the most because it deals with social issues. The ANC should
know this better and should reject the idea of snap elections. In
the scheduled elections the ANC will get more votes, he says.

The sociologist said the rating of the Armenian National Congress is
higher than Levon Ter-Petrosyan’s rating, and the ANC will win if it
nominates a new young candidate. However, the ANC has human resource
problems and lacks powerful leaders.

Georgia Ruled Not To Oppress Its Armenian And Azeri Citizens

The Georgian parliament in an emergency measure on Tuesday adopted the
final version of a legislative amendment to the Civil Code according
to which it has become possible to provide legal status to religious
associations in Georgia – including the Armenian Apostolic Church.

These amendments, reports the RFE/RL’s Ekho Kavkaza (“Echo of the
Caucasus”), have become the subject of heated debates. Opponents to the
bill referred to yesterday’s statement by His Holiness and Beatitude
Ilia II, Catholicos Patriarch of All Georgia, that the final adoption
of the final version of the bill has to be postponed. They are also
protesting against the fact that the amendments were discussed and
approved in an accelerated fashion. The first reading took place on
Jul. 1 and the amendments were pushed through the second and third
readings where they were approved.

International law and Georiga’s Constitution prohibit the state
to have such leverage through which it can eliminate religious
associations. But, in fact, separate laws make that possible, reports
Ekho Kavkaza. Now, religious associations have the right to register
as a legal entity of public law.

“I want to emphasize that this is an amendment to the Civil Code. For
this reason no religious group will be able to call itself [i.e.

become equal to] the Georgian Orthodox Church,” said MP Lasha Tordia,
one of the initiators of the bill.

Prior to the start of the session, a group of opposition deputies
had asked parliament to halt the bill; however, they were refused.

According to the Catholicos Patriarch of All Georgia, there’s no need
to rush, especially since neighboring states have not yet discussed
the status of the Georgian church in their countries, as well as the
issue of property ownership by Orthodox churches.

Theologian Levan Abashidze considers this approach to be fundamentally
wrong. “We’re not talking about citizens of other countries. The
same Azeris, the Muslims, or the Christians, the Armenians, are our
citizens. And to raise such an issue – let Armenia first accept [the
Georgian Church’s] status [in Armenia], then us. It means that we
don’t consider this group as our citizens. If Armenia won’t provide
status to the [presumably Georgian] Orthodox [church], so we have
oppress our citizens?”

“And what does the status of legal entity of public law provide to
religious groups?” the Ekho Kavkaza reporter asked Maria Arakelova,
press secretary of the Georgian Diocese of the Armenian Apostolic
Church. Among other privileges, she noted the following: “For example,
if we want to visit a prison, we will no longer need permission
from the Georgian Patriarchate. Previously we had to contact the
Patriarchate, then the justice ministry, but now we can contact only
the justice ministry.”

President of the Artsakh Republic Bako Sahakyan convoked on July
5 a working consultation with the participation of members of the
commission on organizing and systemizing the celebrations dedicated
to the 20th anniversary of the Artsakh Republic declaration, the
presidential press service said.

Issues related to the preparation and holding of festive events in
our republic were discussed during the consultation.

Bako Sahakyan assigned the members of the commission to assume all
the necessary measures for organizing and holding the stipulated
events in accordance with the confirmed program.
