Foreign trade turnover in January-May 2011 increased by 16.4% in
Armenia to $2.1 billion

YEREVAN, July 1. /ARKA/. In January-May 2011 volume of foreign trade
turnover increased by 16.4% in Armenia making 760.7 billion drams or
about $2.1 billion compared with 2010, Armenian National Statistic
Service informs.Export volume was $487.7 million increased by 30.8%,
import – $1569.9 million increased by 12.6%.

In its result, negative balance of foreign trade turnover was $1082.3
million and without cargo received as humanitarian aid – $1055.3
million.

Negative balance of foreign trade turnover in prices FOB (terms of
delivery of goods when the seller pays the expenses of transportation,
insurance and customs and expenses till the moment of delivery of the
goods on the board of ship – ARKA) – $840.5 million.

More important articles of export and import in the reporting period
were introduced in the following groups of goods: `mining industry ‘ –
$161.8 million (increase by 55.1% compared with January-May 2010),
`non-precious metals and goods’ – $159.9 million (increase by 25.4%),
`precious metals and goods, semi-precious stones’ – $58.7 million
(increase by 4.5%), `ready products for food industry’ – $57.7 million
(increase by 40.7%), etc.

Import of products of such groups of goods as `mining industry ‘ –
$311.3 million (increase by 21.2% compared with January-May 2010),
`ground, air and water transport means’ – $161.9 million (increase by
47%), `non-precious metals and goods’ – $133.1 million (increase by
2.1%), `goods of vegetable production’ – $111.3 million (increase by
49.9%), `ready food products’ – $114.3 million (increase by 9.1%)
increased. In the groups of goods `machines, equipment and mechanisms’
decline by 15% to $208.7 million was registered. ($1-368.86 drams).

Armenia opposes inclusion of resolution on protracted conflicts in UN GA – envoy

Armenia’s position regarding the inclusion in UN General Assembly’s
agenda the issue of frozen conflicts in GUAM area, as well as the
issue on the situation in Azerbaijan does not change.

Both Armenia and other UN member states oppose it, Permanent
Representative of Armenia to UN Garen Nazarian told Armenian
News-NEWS.am.

`The Karabakh peace process is held within a specially defined format,
OSCE Minsk Group. Changing the format will not facilitate the
settlement of the Karabakh conflict but, on the contrary, will hinder
it,’ he said.

Moreover, these issues in the context of global international crisis
can not be considered priorities for the UN.

`In addition, Azerbaijan, by voicing its warlike statements, is trying
to create an impression of explosive situation in the South Caucasus
in the eyes of the international community. Thus, Baku jeopardizes the
Karabakh peace process within the OSCE Minsk Group,’ Nazarian added.

The Ambassador stressed that these provisions of UN General Assembly
are moving from one agenda to another under consensus agreement.

`Debates are held, Armenia will oppose these provisions due to the
reasons mentioned above. In this context, by opposing these
provisions and the following proposals, Armenia voted against the
resolution submitted by Georgia on the status of refugees and
internally displaced from Abkhazia and South Ossetia,’ he concluded.

‘I think some agreement may be reached in the resolution of Nagorno
Karabakh conflict within a year, by the summer of 2012′.
The statement came from editor-in-chief of the Russia-based Vestnik
Kavkaza information-analytical agency Alexey Vlasov at the press
conference.

Alexey Vlasov did not agree to the assessment of the presidents’ Kazan
meeting as failure, he regarded the meeting as the next stage in the
Karabakh negotiations.

According to him, agreement was not reached in Kazan, because there
still is discord between Armenia and Azerbaijan. Yerevan first of all
insists on the determination of the status of Karabakh, Baku insists
on the withdrawal of Armenian troops from the occupied territories.

Russian political analyst did not agree to the views that Moscow is
interested in the frozen Karabakh conflict.

‘Protraction of the Karabakh conflict has negative influence on North
Caucasus and the stability in the south of Russia. Therefore, Russia
is interested in the resolution of this conflict,’ he underlined.

Commenting on the recent media reports that Russia will abandon
mediation, Vlasov said such reports are groundless. He considers that
the reports that Russia will abandon mediation are spread
intentionally, they are backed by the intention of other interested
sides to monopolize peacekeeping mission. Vlasov said that the recent
reports are explained by the information warfare.

‘But Russia will play a crucial role in the resolution of the problem,’ he said.

Deputy director of the Center for Post-Soviet Studies of Moscow State
University Ismayil Agakishiyev said the Armenian Diaspora and `war
party’ in Yerevan impedes the resolution of Karabakh conflict. He
considers that achievement of peace was more real during the
presidency of Ter-Petrosyan.

‘But the forces in Yerevan and abroad made him leave. After that the
Armenian parliament was fired,’ he said.

Agakishiyev considers that these forces will continue to impede peace
agreement.

Golden Apricot: Armenia-Turkey cinema platform will host 5 film premieres

Yerevan will host five short film premieres in the sidelines of
Armenia-Turkey cinema platform in `Golden Apricot’ international film
festival, Susanna Harutyunyan, art director for `Golden Apricot’ said
in a news conference. She says the idea to produce those films was
born due to the cinema platform.

Two films out of five are produced by Turkish directors, and three by
Armenian. All of them, according to Susanna Harutyunyan, are
pro-Armenian; they’ve already been presented in the International film
festival of Istanbul.

Armenia-Turkey cinema platform and `directors without borders’ forum
supporters are European cultural fund, Eurasia Partnership foundation
and British Council.

News.Az interviews Sahib Aliyev, member of Milli Majlis, the parliament
of Azerbaijan, and political expert.

How do you asses the outcome of the recent Kazan meeting between
Azerbaijani President Ilham Aliyev and Armenian President Serzh
Sargsyan mediated by Russian leader Dmitriy Medvedev?

I did not feel optimistic about any significant results on the Karabakh
conflict settlement in a Kazan meeting. Negative psychological moment
around the participants of the meeting in Kazan played a role in
absence of any tangible results in negotiations. One such reason was
Russian State Duma’s ratification of the agreement with Armenia which
extended stay of Russian military base in Armenia for a longer period
and that surplus weapons and munitions from the base were donated to
the Armenian side.

Of course, all this showed that Armenia would take a constructive
position in the negotiations. Thus, Armenia once again benefited from
the policy of maintaining a balance between the conflicting parties
used by the Karabakh conflict mediators, including Russia itself. In
other words, officially, mediators and Russia show the same approach
both to the aggressor and to the side which is subject to aggression.

Russian media, quoting a diplomatic source close to the talks, reported
that the Russian president is so disappointed with the outcome of the
Kazan summit that he was ready to terminate his mediation mission. In
this case, what might be the “destiny” of the negotiating process on
Nagorno-Karabakh conflict settlement?

As you know, the states acting as international mediators in the
Karabakh conflict settlement, at one time or another, took the
initiative and acted as moderator in solving this problem. Russia has
acted as a moderator for the last three years. Judging by the Russian
proverb that “a holy place is never empty,” we can assume that if
Moscow departs from the active mediation in the Karabakh settlement,
it can be replaced by another moderator from the OSCE Minsk Group
member countries.

On the other hand, the Azerbaijani side, which is all the more
impatient about continuation of the status quo in the Karabakh
conflict, might not accept this. However, Russia has the most
significant potential to solve the Karabakh conflict among the
co-chairs of the OSCE Minsk Group.

In the meantime, Russia also will be a party that will benefit from
the solution of the Karabakh conflict to a greater extent. Only a
superficial analysis might show that preservation of the Karabakh
conflict in a frozen state meets Russia’s interests in the short term.

But this state of affairs for the Russian side can continue until the
first case of force majeure. I mean resumption of hostilities between
Armenia and Azerbaijan. Therefore, the option of a phased settlement
of the Karabakh conflict meets interests of not only Azerbaijan but
also Russia.

Russia will retain its influence in the South Caucasus region once
Armenia withdraws forces from areas around Nagorno-Karabakh. Besides,
Russia can get some dividends in exchange for providing such services.

We should not forget that Azerbaijan has already given Russia certain
signals about some dividends. Shortly before the meeting in Kazan
Azerbaijan joined the Non-Aligned Movement making it clear for the
Russian side that Baku will not consider NATO membership even in the
long term.

Moreover, Azerbaijan’s President Ilham Aliyev shortly before the
meeting in Kazan said that Baku does not see a need to build an
additional pipeline to transport its energy resources. However, as it
is evident from statements by members of the Russian ruling elite, this
country has no common approach towards the settlement of the Karabakh
conflict. In other words, Russia’s political leadership initiates the
meeting between Presidents of Azerbaijan and Armenia, makes efforts to
achieve progress in the negotiations, however, the military leadership
of Russia makes statements in favor of the Armenian side.

Western countries openly support Georgia, and in some cases engage
in confrontation with Russia because of Georgia. However, the same
West agrees to and trusts Russia’s mediation in the Karabakh conflict
settlement. What is the reason for such a dual approach of Western
countries in relation to Azerbaijan and its problems?

In this context, one should emphasize the results this kind of support
provided by the West had for Georgia. I mean the war in the Caucasus
in 2008. West’s support for Georgia ended up in a complete loss of
control over the country’s two regions. Also, Azerbaijan holds talks
rather with countries co-chairing the OSCE Minsk Group than with
Armenia in Karabakh issue.

In other words, Azerbaijan’s diplomatic resources are directed not
only against Armenia, but also to neutralize, and in some cases to
attract OSCE Minsk Group co-chair countries to its side. After all, it
is clear that the co-chair countries, without diplomatic efforts from
the Azerbaijani side, will have no interest in solving the Karabakh
conflict. Since all three co-chairs of OSCE Minsk Group are interested
in preserving the status quo in the Karabakh conflict settlement.

In this respect, I want to emphasize the increased efforts by co-chairs
lately. Looking at the current situation in the world, one can see
absence of significant events that could change the international
situation on the Karabakh issue. The fact that Azerbaijan becomes
stronger makes international mediators step up efforts.

What impact the futile Kazan meeting can have on the Karabakh conflict
settlement and the region as a whole?

Of course, the threat of war will remain on the agenda as long as the
lands of Azerbaijan are under occupation especially if Baku constantly
says that the threat of war resumption will continue.

However, the statements by the Azerbaijani President make it clear
that there are still hopes for peaceful resolution of the conflict.

So, we can say the potential for negotiations still exists.

Azerbaijani national cuisine.

Gerard Depardieu arrived in Baku a couple of days ago to attend the
shooting of commercials about Azerbaijani national cuisine.

Azerbaijani Ministry of Culture and Tourism approved the script of
the commercial.

As Armenian News-NEWS.am reported earlier, the world-renowned actor
and filmmaker Gerard Depardieu starred in Armenian “Armavia” Air

A delegation led by the cardinal has visited Armenia, the first
officially Christian nation. He talks with the Armenian Patriarch and
Catholicos and the promises a cultural exchange with local politicians.

nation in the world. Here, in the hills surrounding Mount Ararat,

The visit of Cardinal Ravasi filled us with joy and inspires us
to improve cooperation between the Armenian Apostolic Church and
the Pontifical Council for Culture “. Fr Theodore Mascarenhas, who
accompanied the cardinal on an official visit to Yerevan, the capital
of Republic of Armenia told AsiaNews.

During the trip, Cardinal Ravasi met with the Catholicos of All
Armenians Garegin II and the bishops Hovakim and Nerses. With
the religious authorities “the meetings we had were very cordial,
friendly but frank, focusing on the preservation of the cultural
heritage of the Armenians and the possibility of cooperation in this
field between the local church and council led by the Cardinal. But
we also spoke about the restrictions on religious freedom suffered
by Armenian Christians. ”

The local population of the Christian faith “like other minorities in
certain regions and neighbouring countries in fact suffer government
repression. There are technical problems, such as places of worship
which are the property of Catholics and Armenian Christians but, sadly,
are not granted to religion. Card. Ravasi has promised to bring this
issue to the attention of several forums and that of the Holy See. ”

Particularly moving was the visit to the Cathedral of Etchmiadzin,
the “mother” of all Armenian churches and the seat of the Catholic
Patriarch. The Vatican delegation prayed inside the beautiful building
with Bishop Hovakim and hundreds of faithful gathered for the blessing.

The “political” side of the visit was also encouraging. The Armenian
Minister of Culture, Hasmik Poghosyan, spoke to Card. Ravasi of a
possible future cultural cooperation: the intention is to bring an
exhibit on Armenian art from San Lazzaro in Venice, where it will be
launched to other European capitals and the Vatican. The exhibition
will be dedicated to the Virgin Mary.

The Armenian Prime Minister Tigran Sargsyan, received the delegation
in order to emphasize the importance of faith and Christian values at
“the heart of bilateral relations” with the Vatican. Great interest
was expressed in the “Court of the Gentiles”, the event organized by
Ravasi to promote encounter between believers and atheists. The prime
minister suggested it be brought to Yerevan especially “for the many
local young people who do not believe in God. Dialogue with the faith

French Foreign Minister Alain Juppe has made his remarks over
Kazan-hosted presidential summit, which Russian President Dmitry
Medvedev initiated for Armenian Serzh Sargsyan and Azerbaijani Ilham
Aliyev, in an interview with “Echo Moskvi” radio station.

To the question if the conflict of NK is eternal, Alain Juppe said
he didn’t think so.

“I hail the efforts of Russian President both in Sochi and in Kazan.

It’s bad that still no outcomes have been recorded, but, as I know,
new proposals are being prepared for Armenia and Azerbaijan,” French
FM said.

The Coordinating Council of Prosecutors General of CIS Member States
suggested the General Prosecutor’s Office of Azerbaijan to discuss
the written request made by the RA General Prosecutor’s Office’s on
legal assistance concerning the criminal case initiated on the death
of the RA citizen Manvel Saribekyan who had been killed in October
2010 in Baku and to provide information about the results to the
Coordinating Council and the RA General Prosecutor’s Office.

Under the aegis of the International Committee of the Red Cross on
November 4, 2010 the body of the citizen of the Republic of Armenia
Manvel Mamikon Saribekyan killed in October 2010 in Baku was returned
to Armenia. On November 5, 2010 a criminal case was initiated case
according to the RA Criminal Code Article 104, parts 5 and 13 (murder
committed with particular cruelty and out of motives of national,
race or religious hate or fanatism) by the Investigation Division
of Tsambarak of the RA Police. The preliminary investigation of
the criminal case was tasked to the Investigation Department of the
National Security Service adjunct to the RA Government.

In order to carry out comprehensive and complete investigation
and guided by the Minsk Convention “On Legal Assistance and Legal
Relations in Civil, Family and Criminal Matters” 22 January 1993,
the RA Prosecutor General on December 14, 2010 sent a letter to the
Prosecutor General of Azerbaijan Mr. Zakir Bekir with the request
to provide assistance to the investigation of the mentioned criminal
case, in particular to inform whether any investigation on the case
of Manvel Mamikon Saribekyan’s violent death had been carried out by
the Investigation Bodies of Azerbaijan and if there had been, to send
the criminal case or the materials of the criminal case. The General
Prosecutor’s Office of the Republic of Armenia had also assured that
the received data and documents would be used only in the framework
of the investigation.

The General Prosecutor’s Office of Azerbaijan did not reply to
the request made by the RA General Prosecutor’s Office. Taking
into consideration that the reply is of vital importance for the
preliminary investigation of the criminal case on April 5, 2011 the
Prosecutor General Aghvan Hovsepyan sent a letter to the Chairman of
the Coordinating Council of Prosecutors General of the CIS Member
States and the Prosecutor General of the Russian Federation Yuri
Chaika asking to assist in receiving a response to the written request.

The Coordinating Council of Prosecutors General of CIS Member States
responded to the RA General Prosecutor’s Office’s request and suggested
the General Prosecutor’s Office of Azerbaijan to provide information
about the results to both the Coordinating Council and the RA General
Prosecutor’s Office.
