Georgian Parliament grants legal status to the Armenian Apostolic Church

The Georgian Parliament introduced amendments to the Civil Code,
according to which five religious groups were granted legal status,
Novosti-Georgia reports.

Legal status has been given to the Armenian Apostolic Church, the
Roman Catholic Church, the Muslim community, the Jewish community and
the Baptist church in Georgia.

The oppositional “Christian-Democrats” faction voted against the bill.
“The Georgian Church does not have a similar status. We need to
understand whether Azerbaijan and Armenia will grant the same status
to the Georgian church,” member of faction Nikoloz Laliashvili stated.

However, according to officials, the bill does not reduce the role of
the Georgian Orthodox Church. “Granting legal status does not provide
special rights and the Georgian church maintains the highest status,”
Vice-Speaker Gigi Tsereteli noted.

“The role of the Georgian Orthodox Church does not reduce, it
maintains the highest status”, parliament speaker of Georgia Davit
Bakradze said.

Doctor of Political science Levon Shirinyan advises to be `positively
indifferent’ to the consideration of the Armenian Genocide bill by
Israel’s Knesset, without inspirations and disappointments.

Doctor of History, Professor Edik Minasyan says Israel is guided by
its own interest. According to him, as a nation that passed through
the Holocaust, Israel was to be the first to recognize the first
genocide of the 20th century.

Leader of the main opposition bloc Levon Ter-Petrosyan’s move to set a
deadline for the authorities over snap elections cannot be effective,
an MP of the ruling party has said.

`We have heard new deadlines so much that there is no need for
deadlines,’ said Artak Davtyan of the Republican Party of Armenia.

`I don’t think that speaking with ultimatums or acting from that
position can have a perspective for anyone,’ he said.

It comes after Levon Ter-Petrosyan said in a June 30 rally that the
authorities still have time till September to decide on snap
elections, otherwise the opposition would have to demand the
resignation of the president and the dissolution of the parliamentary
coalition.

Artak Davtyan also said the Armenian National Congress (or HAK) to
which Levon Ter-Petrosyan is the leader behaves like an `obstinate
child’ that demands several things in return of good behavior.

Asked whether the authorities might review their stance on
opposition’s demands, Davtyan dismissed it, adding that President
Serzh Sargsyan has clearly responded to that question.

According to Davtyan, with that kind of behavior the HAK will lose its
supporters. `And they should better think about this before making
thunderous statements and setting demands,’ said Artak Davtyan.

YEREVAN, July 1. / ARKA /. Fares for traveling by buses, minibuses and
taxi in Yerevan will not climb, Yerevan Mayor Karen Karapetyan writes
in his Facebook account.

“A new route network is being formed for ground passenger traffic. Our
main purpose is to replace minibuses by large and medium-sized buses.
The network will be shaped in such a way so as to rule out rise of
prices in the foreseeable future “, the mayor says.

“We have already agreed to purchase 200 buses from China, and will be
consistent, because buses are the future of passenger transport,” says
the mayor.

The fares at the Yerevan metro doubled from July 1 from 50 drams
(about $ 0.13) to 100 drams (about 0.26 dollar).
Over-ground minibuses charge 100 drams per passenger. The Yerevan
authorities say that the subsidized underground serves up to 20
million passengers a year, or only about 10 percent of Yerevan’s total
passenger traffic. Even after the fare rise, the underground commuter
train service will not be paying its way and will still rely on a
subsidy as serving one passenger costs an estimated 160 drams,
according to mayor Karapetian.

According to the municipality, the rise in underground fare is
stipulated by an agreement Armenia signed with the European Investment
Bank and the European Bank for Reconstruction and Development (EBRD)
which have committed to provide a 10 million Euros loan and a 5
million grant for modernization of the facility. Mayor Karapetyan said
also that municipal authorities plan along with the move to curtail
some of the minibus routes duplicating the metro lines. Yerevan
underground (Metro) was commissioned in 1981 and currently operates
ten subway stations. The total length of subway lines is 13.4 km.($ 1

Armen Alaverdyan, the deputy head of the State Revenue Committee, told
a news conference today that under a new law to be enacted on July 4,
companies owing unpaid taxes to the government would be exempted from
paying fines.

He said their debts will be restructured: the companies owing in taxes
less than 50 million drams (about $134,000) will be allowed to pay
their back taxes over the period of 10 months; those owing more than
that, will get 24 months.
Alaverdyan said the total amount owed to the state as per June 1,
2010, is 200 billion drams (about $54 M), out of which 96 billion
drams comprise the fines.

Aydin Ali-zade, Azerbaijani doctor of the Institute of Philosophy,
Sociology and the Law, has published an article on Kultura.az web-site
and described Azerbaijanis to be ill with “Armeniamania”.

According to him Azerbaijanis do everything that Armenians do and if
Armenians do not do something Azerbaijanis will never think about it.

According to Ali-zade Azerbaijanis take place in any competition
just only to win Armenians. “Armenians are the criteria for us and
the center of the space. If Azerbaijan does something bad, they do
not try to check it, but announce that Armenians do it worse.

If Armenians do something well they make all efforts, spent huge
measures to overcome it. Azerbaijanis even follow he criminal
cases in Armenia and want to show that our criminal life is better”
the author wrote. He also added that if Armenians did not exist,
“many people would remain without work. Nothing would be written,
no planes would fly.”

We want to note as Armenians that it is not joyful for us to learn
such news. Azerbaijanis have no right to be compared with ancient
nation, with Armenians.

The “Heritage” party is ready to cooperate with all the political
forces who are concerned with the future of Armenia, member of the
“Heritage” party’s faction, member of the Armenian delegation to PACE
Zaruhi Postanjyan said at a news conference today. She added that
the party has always been open for cooperation and has periodically
conducted discussions, meetings.

“Heritage” has never put any discrimination in respect of cooperation.

We are ready to work both with the political forces and
non-governmental establishments and active individuals”, Zaruhi
Postanjyan pointed out. Speaking about the possibility of cooperation
with the Armenian National Congress, she said they are ready to
cooperate with all but did not mention the name of the ANC.

Referring to Armenia’s response over the question she addressed to
Serzh Sargsyan in Strasburg, she said she does not agree with the
voiced opinions. “I do not think that the pre-context of my question
that my step may be described as betrayal is correct. I do not agree
with the viewpoints that instead of voicing the issues here I apply
to other countries. Armenia is member of the Council of Europe and
I may use my right and voice a question”, the parliamentarian said.

“Horses are not changed at full tilt”, the wise saying says. Judging
by the previous and current actions and statements of Armenian
ministers responsible for economy, one can suppose that they are at
least unfamiliar with the meaning of the saying. Over the past few
years of activity of the governments of at least two presidents of
Armenia, the long-suffering Armenian economy changed its horses at
full tilt for 4 times. At the beginning, after Synopsis appeared in
Armenia, IT sphere was declared a priority. Afterwards, over the
pre-crisis period the lapidary sphere, which demonstrated certain
success at that time, was declared to be a locomotive. And finally,
in 2007-2008, against the background of the construction boom, which
mostly covered the center of Yerevan by doubtful Russian capitals, the
sphere of construction was declared to be the locomotive of Armenian
economy. Thus, before 2009 thanks to huge foreign injections, first of
all swelling the market of real estate, which actually lacks domestic
demand, the economy quite really demonstrated two-digit growth.

However, this led to nothing, as the global financial crisis in autumn
2008 deprived the economy of the locomotives, i.e. construction,
“developing” property market and ore mining industry, thereby depriving
the Armenian ministers of the ungrounded optimism.

However, against the background of the implacable growth of prices
for ore materials and non-ferrous metals in 2010-2011, the Armenian
bureaucracy has come alive again, which is demonstrated by the
statements of Armenian Economy Minister Tigran Davtyan at the end
of the first half-year of 2011. Having stated that “the key driving
force and locomotive of economy in 2011 will be industry”, the
minister stressed that the ground for such optimism is the dynamics of
industrial production over the first half-year, which exceeded 10%. At
the same time, according to the specialists of the Economy Ministry,
in May 2011 versus May 2010 the industrial output growth exceeded 25%.

Davtyan also expressed confidence that the biggest growth was fixed
not in the ore mining field, but in the sphere of machine building,
light industry, and the touchy jewelry.

However, let’s put the minister’s convictions aside and be back on
the disappointing reality. It seems that the reasons of the desperate
state of the Armenian economy should be looked for not in the lack or
power of locomotives, but in the serious immune deficiency experienced
by this sphere of public life. It is the immune deficiency that
led economy to 14% decline in 2009, which allowed the republic to
occupy the “honorary” first place in the CIS and the second place
in the world. At the same time, it is obvious that it was not the
global financial crisis but the high level of economy monopolization,
oligarchization of the economic model, and corruption growth in all
administrative fields that mostly hindered the economic development of
Armenia. Taking into account that such a state of economy has already
led to a strong food inflation expressed in the inflow of masses to
the opposition’s rallies, the authorities of Armenia were forced to
consider possible structural shifts in the economy.

After the significant consultation with President Serzh Sargsyan,
the officials seemed to stir a peg. Offices remembered the real
sector of economy, industry and even small and medium business. The
strong growth in prices of food produced in the republic made the
authorities pay attention to the agriculture problem which had been
neglected because of its “low effectiveness” and cast adrift. Taking
into account the modest opportunities of the local market, the main
producers of agricultural products and the processing enterprises may
only rely on the export opportunities in their development. However,
over the past few years the opportunities and prospects of this
development have been persistently ignored in favor of macroeconomic
stability expressed by artificial, monetary restraint of natural
inflation. To note, despite all this sacrifice, the inflation level
in Armenia in 2010 made up 9.2%.

Such contradictory results have obviously become the regular
consequence of the economy model imposed on Armenia by international
financial organizations, in which macroeconomic stability is declared
a priority. For many years nobody has been paying any attention to
the fact that the Central Bank’s monetary policy applied to achieve
“stability” delivers a direct blow on the real sector of economy,
putting an end to its further development.

The crisis in Armenia in 2009 perfectly demonstrated that the
two-digit, in fact the arithmetic GDP growth of Armenia had little to
do with the development of the real sector of economy. This is first
of all grounded by the fact that the whole monetary policy has been
applied over the past few years only in order to reach short-term
success and restrain inflation by monetary methods. Over the past two
years, as a result of this “activity”, the lapidary sphere, which
had been prosperous once, as well as the enterprises processing
agricultural products, agrarian sector and other ex-locomotives,
turned out to be uncompetitive.

The government and the fiscal structures responded to all these
challenges only by strengthening the administrative pressing aimed at
implementation of the fiscal plan, no matter how paradoxical it is. In
the meanwhile, traditionally the pressing was directed not against
large monopolists, but against the main consumer of banking services,
i.e. small and medium business. Afterwards, having come across new
risks, the commercial banks toughened the conditions of provision of
loans to the population by considerably restricting their injections
in small and medium business and property market. The small and medium
business was not slow to respond to the toughening of fiscal pressing
and the monetary policy by starting moving to neighboring Georgia,
whose authorities created a perfect investment climate for Armenian
business. According to unofficial data, over the past year over 1000
entrepreneurs moved their business to Georgia at least partly. In
response, the authorities are only making incomprehensive statements,
the sense of which is restricted to complete denial of the fact of
capital outflow to the neighboring country.

It is getting clear that the state machine not only cannot, but is
not going at all to stop this process. Instead, the authorities are
doing their best to prevent the oligarchic system of state governance
in Armenia from failure. At the same time, the oligarchs themselves
that are closely interconnected with the power are inherently unable
to take optimal governing decisions. Against this background, the
oligarchic authorities are only striving to maintain the current
situation as long as possible despite the objective premises in favor
of radical reforming of economy, having no desire to bite the hand
that feeds. Still, the search for some way out of the crisis remains
the most complicated task of the government.

This is especially topical given the fact that it is already getting
impossible to restrain the public discontent. Apparently, the problem
can only be resolved by shocking the whole economic system with all
the following activities. The authorities will take no such a step.

Instead, half measures are already being taken, which have nothing
to do with the long-term outlook of economic development and will
actually give nothing to Armenia. As a result, with every passing
year the negative trends in Armenia’s economy are getting less and
less controllable. Anything may contribute to radical change of the
situation, but this cannot be done by means of one locomotive as one,
even temporarily developing field.

P.S. The economy minister has recently given another new idea to the
information market of the country: now production of … flowers,
first of all, roses will become one of the most important directions
of export. With such “traditional” goods Armenia is unlikely to get
a place in the system of international division of labor, which is
capable to ensure high export revenues and necessary diversification
of economy.

ANC Member: OSCE MG Co-Chairs Will Discuss Azeri Suggestions In Yere

committee member believes that during their visit to Yerevan, OSCE MG
co-chairs will discuss Azerbaijan’s suggestions on Karabakh conflict
settlement with Armenian authorities.

As Vladimir Karapetyan told a news conference in Yerevan, “Kazan
meeting proved the process is not yet completed, with mediators
interested in finalization of a document on basic principles of
conflict settlement. Armenian President and Foreign Minister have
already expressed readiness to sign the document, although the latter
does not fully meet their expectations.”

“Armenia’s mistake was the failure to point out Azerbaijan’s
destructive position at Kazan meeting,” the ANC member said.

Karapetyan slammed Armenia for refraining to advance any suggestions
on the agreement, although accepting their dissatisfaction with the
document. “As a result, the co-chairs will bring Azeri suggestions
to Yerevan to be discussed with Armenian authorities,” he said.

The summit between Russia, Azerbaijan and Armenia in Kazan on June
24 completed without an agreement on basic principles of Nagorno
Karabakh conflict settlement. “The countries’ leaders registered mutual
understanding on a range of problems, the resolution of which boosts
creation of conditions for approving main principles. The meeting
participants considered the course of works carried out with the aim
of coordination of the project with basic principles,” according to
the statement. The Presidents of Armenia and Azerbaijan expressed
gratitude to the Russian, French and U.S. leaders, the OSCE Minsk
group co-chairs, for ‘their constant attention to Nagorno-Karabakh
problem’ and highly praised personal efforts of the Russian President
in support of agreements.

Later on Minister of Foreign Affairs Edward Nalbandian noted that the
June 24 meeting was not a breakthrough, as Azerbaijan proved unready
to accept the final version of the basic principles suggested by the
OSCE Minsk Group Co-chairs. Instead, the Azerbaijani leader attempted
to impose 10 new proposals, thus precluding the possibility of any
agreement on the issue,” he added.
