Our guest today is Andranik Migranyan, Director of the Institute for
Democracy and Cooperation in New York City. We’re talking about the
third anniversary of Kosovo’s independence, as some say. Some people
certainly believe that. What do you think Georgian people think of
Kosovo’s so-called independence?

It’s clear for me and I read several times that Georgian leaders,
including Saakashvili were against Kosovo’s recognition as an
independent state, because they were afraid that Russia would follow
the example of Western countries, like the US and some European
countries, and recognize South Ossetia and Abkhazia, because Russian
leaders have emphasized many times that there’s no difference between
the Kosovo case and that of South Ossetia and Abkhazia.

What about the accusations that Georgia has against the break-away
Abkhazia conducting a deliberate campaign of ethnic cleansing? We
understand 240,000 Georgians were killed.

There are, of course, cases of ethnic cleansing. But this ethnic
cleansing happened, as in Kosovo, on both sides. We know about ethnic
cleansings of Serbs by Kosovars and we remember ethnic cleansings of
Kosovars by Serbs. And in Georgia we have Gali District, which is
predominantly inhabited by Georgians, which means that not all
Georgians were `kicked out’. Some Georgians left and some stayed, and
they live in this compact district, which is almost 100%
Georgian-populated. There were, of course, many Georgians, who had to
leave, and unfortunately it’s a sad consequence of ethnic clashes. We
know about similar cases concerning Armenians in Azerbaijan and Azeris
in Armenia. 2,000 Armenians living in Baku had to leave all their
property, homes and flee the country. The same happened to Azeris in
Armenia. There were yet similar cases in India and Pakistan, and many
other places. Unfortunately, it’s a result of this kind of tragic
developments.

But Russia supports Abkhazia. Is that correct?

Russia supports Abkhazia, but it demanded Georgia on behalf of
Abkhazia to show respect towards it. And Russia was right. Georgia has
several times invaded Abkhazia, committed a lot of crimes in its
territory. Under Gamsakhurdia and later under Shevardnadze there were
attempts to solve the problem by force. Instead of solving the
problem, it created a huge gap between the two nations, making
reconciliation between Georgians and Abkhazians close to impossible.

What about the accusation against Kosovo that it’s a transit point for
children and women being trafficked for prostitution and other crimes
like that?

Yes, I have read about that in media. Unfortunately, I haven’t been
there for a long time. But I’ve read that Kosovars committed other
severe crimes, killing Serbs and selling their organs, which is
terrible. And if I’m correct Carla Del Ponte, investigator of The
Hague Tribunal for the former Yugoslavia, mentioned that a couple of
times. And, of course, Kosovars are well-known in Europe for different
kinds of criminal activities – drug dealing, prostitution – which
we’ve read a lot about, at least in the media.

What can Russia do to bring some peace? Can they bring the two sides together?

This is an old question. Last time I was in Georgia – that was right
before the Rose Revolution – I saw things that are very important for
Georgians to understand. Usually, they accuse Moscow of all their
problems, and they ignore or disrespect Abkhazians and others. At that
time we told them to talk to Abkhazia with more respect, treat
Abkhazians as equals, as normal neighbours that you live together
with, try to solve the problem instead of ignoring Abkhazians and
Ossetians and blaming Russia for all their ill fate. Sociologically,
Georgians are Soviet regime’s spoilt kids, who were one of the
dominant ethnic groups, had real money and real opportunities and
considered others to be inferior to them. Of course, they are
infuriated older people who lived in that country. That’s a serious
problem, which means the roots of problems between Georgia and
Abkhazia are in Georgia, not in Abkhazia or in Russia.

US envoy optimistic about statements on Karabakh

U.S. Ambassador to Azerbaijan Matthew Bryza welcomes statement of the
Azerbaijani Foreign Minister on Karabakh.

U.S. welcomes statement made by the Azerbaijani Foreign Minister
regarding new approach to resolution of the Karabakh conflict, he
said, SalamNews reports.

As Armenian News-NEWS.am reported earlier, Armenian, Azerbaijani and
Russian Foreign Ministers met in Moscow on June 11.

President of Armenia Serzh Sargsyan will meet with his Azerbaijani
counterpart Ilham Aliyev through the mediation of Russian President
Dmitry Medevdev in Kazan on June 25.

Earlier, Presidents of Russia, France and Armenia issued a joint
statement on Nagorno-Karabakh within the framework of G8 Summit, on
May 26.

They called upon the Presidents of Armenia and Azerbaijan to
demonstrate their political will by finalizing the Basic Principles
during their upcoming summit in June.

Azerbaijani Foreign Minister Elmar Mammadyarov said `certain progress’
was registered in the Karabakh peace process.

`There is coordination and rapprochement of the parties’ positions.
However, intensive negotiations on some issues should continue,’ said
Mammadyarov.

The opposition Heritage party is willing to consider possibilities of
a dialogue with the ruling circles, says a Heritage MP.

In an interview with Capital daily, Armen Martirosyan of the Heritage
party faction in parliament said his party does not pragmatically
restrict the framework of potential partners.

As for the possible dialogue between the opposition alliance Armenian
National Congress and the authorities, he said it more reminds him of
a soap opera.

“Long drawn discussions and analysis over the issue are not that
essential at present,” he said. “We do not attach much importance to
that process as it does not provide any solution to social issues.”

The leader of the Caucasian Muslims, Allahshuqyur Pashazade, has not
made a decision yet whether to visit Armenia, Azerbaijani news site
1news.az reported, citing an aide.

She said the issue is not on Pazhazade’s agenda.

Earlier, Azerbaijani media reported that Pashazade was planning to
visit Armenia on the invitation of Russian Orthodox Church.

`Now we prepare the session of CIS inter-religious council which will
take place on November 28, in Yerevan. It will be a historical visit
by the Muslim religious leader,’ Roman Silantyov, the ROC servant, had
said.

President of the Artsakh Republic Bako Sahakyan partook June 17 at the
capital’s Youth and Culture Palace in a solemn event, dedicated to the
Day of Medical Workers. President Bako Sahakyan handed state awards to
a group of workers and veterans of the sphere and made a speech.

An official from the central information department of the Office of
Artsakh Republic President told Armenpress that in his speech Bako
Sahakyan emphasized the importance of the medical workers’
contribution to the protection of people’s health and provision of
medical assistance to the population. The president stated that having
a healthy society is among the main issues the Artsakh republic faces
and everything possible is being done in the republic for rendering
qualitative medical service to the citizens, building hospitals and
medical institutions, equipped with modern technologies.

In connection with the Day of Medical Workers, President of the
Artsakh Republic Bako Sahakyan signed decrees on awarding. For
achievements in the spheres of medical care and medical service the
“Vachagan Barepasht” medal was awarded to: Karine Atayan, cardiologist
of the NKR Healthcare Ministry’s “Armine Pakoumyan Clinic” CJSC,
candidate of medical sciences; Karen Baziyan, surgeon, deputy
executive director of the NKR Healthcare Ministry’s “Republican
Hospital” CJSC; Karen Balasanov, physician of the NKR Healthcare
Ministry’s “Center of Mother and Child Health Care” CJSC.

“The Gratitude” medal was awarded to: Anahit Avanesyan, physician of
the NKR Healthcare Ministry’s “of Mother and Child Health Care” CJSC,
Irina Grigoryan, doctor in the village of Sos, Martouni Region
(posthumously); Zina Ghahramanyan, teacher of the NKR Healthcare
Ministry’s “Stepanakert Medical College after Tamara Kamalyan” state
non-profit organization.

According to another presidential decree, signed on the same day, the
title of the NKR Honored Doctor was granted to Vladimir Mousayelyan,
anesthesiologist- resuscitator of the NKR Healthcare Ministry’s
“Republican Hospital” CJSC, for significant contribution to the
development of health care and showing exclusive professional
abilities.

sitting of NATO Political and Partnership Committee in the format of

(Noyan Tapan – 17.06.2011) On June 17, in Brussels, in the
headquarters of NATO, the delegation headed by the first Deputy of RA
Minister of Defense Davit Tonoyan took part in the sitting of NATO
Political and Partnership Committee in the format of 28+Armenia.

2011 report of evaluation of the RA-NATO Planning and Review Process,
as well as the goals referred to the field of RA Defense and the
results of the strategic review of RA Defense within the frames of the
new project of the RA-NATO Individual Partnership Actions Plan were
discussed at the sitting. NATO’s 28 member states welcomed the end of
the strategic review of RA Defense and expressed willingness to
support the implementation of reforms in the field of Defense formed
at the result of the review. NATO member countries highly praised also
the trebling of RA troops in Afghanistan, the continuation of the
peacekeeping mission in Kosovo and the recorded progress in the
implementation of the objectives of the partnership of RA-NATO
planning and review process.

At the end of the sitting RA delegation expressed its satisfaction
about the results of the meeting and thanked the member countries for
providing the security of the Republic of Armenia and for the
readiness to support the development efforts in the fields of Defense.

Noise Media Art Festival from June 23 to 27, 2011.

The 11th annual Signal + Noise Media Art Festival presents a collision
of revolutionary Armenian Kino Cinema, remixes of ex-Yugoslav and CBC
Television Broadcast ID Music, travelogues from an arctic sea voyage,
and science fictional rediscovery of diminishing islands.

According to artthreat.net, the 2011 festival aims to create a space
for the anxieties and tensions of this moment ` haltered between the
past and the future ` to fold in on themselves.

As a homage to analogue television broadcasting, Signal + Noise
presents two archives that reflect on the cultural influence of
regional production. Serbian born Artist Aleksandra DomanoviÄ?’s
anthology of television news-music from the geographic region of
ex-Yugoslavia will echo Anu Sahota’s installation of CBC program
titles and station IDs from the 1950s-1980s. Station ID music from
both archives will be remixed and performed by Basketball, Brady
Cranfield, Julian Hou and Joshua Stevensen.

The poetic aura of archives are central to Armenian filmmaker Artavazd
Peleshian’s oeuvre which addresses violence of the twentieth century:
its mass migrations, wars and dictatorships, through a lens on the
Armenian people. Signal + Noise presents a retrospective of this
little-known master of `distance montage’.

June 20-22 at the invitation of the Dutch International Guarantees for
Housing Foundation.

Within the framework of the visit Arthur Baghdasaryan will have
meetings with the Dutch Secretary of State for Security and Justice,
the National Security Adviser of the Kingdom of Netherlands, as well
as the leadership of the Hague Centre for Strategic Studies.

A brood range of issues related to the deepening of Armenian-Dutch
cooperation in the field of national security will be discussed.

Russian FM: Decision on Nagorno-Karabakh conflict settlement draft
framework to be made next week

The Azerbaijani, Russian and Armenian presidents will make a
decision on the draft framework of the Nagorno-Karabakh conflict
settlement during the Kazan meeting next week, Russian Foreign
Ministry spokesman Alexander Lukashevich was quoted by RIA Novosti as
saying.

“The expectations are great,” he said. “It is planned to consider the
integrity of the project on the so-called basic principles of
resolving the Nagorno-Karabakh conflict in accordance with the
agreements reached at the upcoming summit.”

He stressed that the wording of the document was agreed upon at the
meetings of the three countries’ foreign ministers in Moscow in April
and June.

“It was possible to bring closer the positions on several key issues
during the discussions,”he said. “The Presidents will consider these
developments and take appropriate actions.”

The Azerbaijani, Armenian and Russian presidents’ meeting in Kazan is
scheduled for late June.

This will be the ninth tripartite meeting between the presidents of
Azerbaijan, Russia and Armenia.
