HOVIK ABRAHAMYAN VISITS KAREN DEMIRCHYAN MUSEUM

On the International Museum Day on May 18 RA National Assembly
Speaker Hovik Abrahamyan visited the national, state and political
great figure, RA National Hero Karen Demirchyan Museum.

It was founded by resolution of 9 January 2001 of the Armenian
Government for eternalizing his memory, his life and activity. The
museum has rich documentary material: documents, photos, video films,
contemporaries’ memoirs, personal items, governmental awards, numerous
souvenirs, works of art, received from the friends, colleagues,
people, heads and political figures of other states, medals of
Olympic champions given as presents to Karen Demirchyan, etc. Karen
Demirchyan’s personal archive is kept in the fund of the Museum.

NA Speaker Hovik Abrahamyan took a guided tour in the Museum, and got
acquainted with the exposed materials, which were presented to him
by Karen Demirchyan Relief Fund Director Rima Demirchyan and Museum
Director Vahagn Mamyan.

Hovik Abrahamyan expressed wish also to have materials and exhibits
from the museum referring to Karen Demirchyan in the museum being
created in the National Assembly. The NA Speaker left a note in the
Commemoration Book of the Museum.

In the talk with the reporters Hovik Abrahamyan noted that the state,
political figure Karen Demirchyan had proved his patriotism with
building the Motherlnad. “He has big contribution in the establishment
of our state, statehood, has left a lot of work to our people,” the NA
Speaker said with gratitude, noting that with his visit to the museum
he wished once again to pay his tribute to Karen Demirchyan’s memory.

The United States and Armenia have many connections and relationships
that span politics and go into family and so much else that is very
important to us, U.S. Secretary of State Hillary Clinton said in
her remarks with Armenian Foreign Minister Edward Nalbandian before
their meeting.

“And we have many, many important issues ahead of us, and I look
forward to continuing the important conversation that we’ve been
carrying out,” she said.

Minister Nalbandian noted, in turn: “The frequency of our meetings
proves our commitment to deepen and to strengthen Armenian-American
relations. Due to our joint efforts, we elevated our relationship to
a qualitatively new level during the last years, and I would like
to thank you very much, Madam Secretary, for your contribution,
for your efforts, for your engagement. I am sure that this meeting
will be another occasion to enhance our friendly partnership between
United States and Armenia.”

According to the press office of the Armenian Foreign Ministry, during
the meeting, Nalbandian and Clinton referred to Armenian-American
relations, economic cooperation, reform process in Armenia and regional
issues. They also exchanged views on the Nagorno Karabakh conflict,
stressing that settlement is possible through peaceful means only.

Le bureau du procureur general armenien a ouvert une enquete, mardi
17 mai, sur une fraude generalisee au sein du fonds national des
retraites. Il met en cause des fonctionnaires suspectes de fraude,
de detournement de fonds publics et d’abus de pouvoir.

La decision du procureur intervient quelques jours après la publication
du rapport annuel de la Chambre des comptes du Parlement armenien
avancant des preuves manifestes de corruption a grande echelle au
sein du fonds.

Presentant son rapport annuel a l’Assemblee nationale, jeudi dernier,
Ishkhan Zakarian, a la tete de l’organisme parlementaire, a affirme
que des milliers de retraites armeniens ont continue a recevoir leurs
pensions des annees après leur mort. Il a laisse entendre que cet
argent a ete empoche par les fonctionnaires du Service national de
securite sociale.

Ces accusations decoulent d’une enquete sur ce service menee depuis un
an par la Chambre des comptes. Ses resultats preliminaires auraient
ete presentes au president Serge Sarkissian a l’automne dernier. Le
chef du service, Vazgen Khachikian, a ete demis de ses fonctions peu
de temps après.

Ces resultats ont egalement ete envoyes au ministère armenien
des Finances, qui les a transmis a son tour au bureau du procureur
general la semaine dernière. Ce dernier a decide d’ouvrir une enquete
criminelle.

Le communique du bureau indique, sans les nommer, que des
fonctionnaires du Service national de securite sociale ont falsifie
des documents et ont commis une fraude ” a des fins personnelles ”
et ” dans l’interet d’un groupe “.

Le porte-parole du bureau, Shahen Tonoyan, a egalement refuse de donner
des noms, en faisant valoir que personne n’a ete interroge ou accuse
pour le moment. ” Lorsque des accusations criminelles seront portees,
le public sera informe “, a-t-il declare a RFE / RL.

Selon la Chambre des comptes, ces violations auraient coûte des
millions de dollars a l’Etat. I. Zakarian a declare au Parlement
que pas moins de 20 600 ” âmes mortes ” ont ete retirees de la liste
nationale des retraites en decembre dernier. En consequence, dit-il,
quelque 3,3 milliards de drams (8,8 millions de dollars) de fonds
publics ont ete economises au premier trimestre de cette annee.

Cependant, les procureurs estime le montant total des fonds detournes
a seulement 113 millions de drams. Commentant cet ecart, S. Tonoyan
a declare que ” le detournement a ete calcule sur la base des pièces
examinees jusqu’a present et il peut evoluer au cours de l’enquete.

L’enquete se poursuit. ”

” La Chambre des comptes n’a pas encore envoye de pièces “, a ajoute
le porte-parole. ” L’affaire penale a ete ouverte sur la base des
informations communiquees par le ministère des Finances. ”

The RA Sports and Youth Affairs Ministry’s annual sports festival,
which is held in the marzes of Armenia and Artsakh, kicked off.

Khachik Asryan, RA deputy minister of sports and youth affairs, told
Armenpress that the festival, which has been held for the third time,
involves 48 cities and towns of the RA (Yerevan does not partake)
and Stepanakert.

The tournament will be over September.

YEREVAN. Head of Republican Party of Armenia (RPA) parliamentary
group and the Chairman of Armenia-Iran inter-parliamentary friendship
group Galust Sahakyan met with Iran’s Ambassador to ArmeniaSeyed Ali
Saqqaiyan on Wednesday.

The Ambassador conveyed the Armenian official the invitation by
Chairman of Iran-Armenia parliamentary friendship group Arsalan
Fathipur to pay a mutual visit to Iran.

The officials highly appreciated bilateral relations and stressed
the need for their further expansion, as well as intensification of
inter-parliamentary ties, support to implementation of the earlier
reached agreements.

Sahakyan also referred to Armenia-Turkey rapprochement, Karabakh
conflict resolution, Azerbaijan’s attempts to aggravate the situation
in the line of contact and fail the negotiation process. The Armenian
MP attached high importance to the peaceful resolution of Karabakh
problem within the OSCE Minsk Group format.

Sahakyan emphasized Iran’s balanced position not only on
Nagorno-Karabakh issue, but also on other regional problems.

Yerevan Mayor Karen Karapetyan met with representatives of tourism
and hotel industry on Wednesday and discussed issues related to the
development of the sector.

According to the website of the Yerevan Municipality, Karapetyan
highlighted the necessity of making the capital Yerevan what he called
“an accessible and perceivable brand”.

Further, Karapetyan briefed on the steps and measures the municipality
is taking for that purpose.

“A right, targeted advocacy and flexible pricing policy is necessary.

It’s necessary that the hotels’ association take practical steps and
offer programs in the sphere,” said Karapetyan, adding that a more
active cooperation is necessary to be maintained with tour operators.

The representatives of tourism and hotels sector singled out a few
issues – such as foreign-language signs and maps, and public toilets
in Yerevan – which they said will significantly enliven the sector,
if addressed.

Karen Karapetyan, in turn, assured that the municipality has already
taken steps in that direction and the issues alluded will be soon
solved.

Karapetyan further suggested creating a working group that will
involve all the interested parties of the sector, assuming that the
working group will come up with concrete and well-based offers.

As a first step, Karen Karapetyan said, the parties can make a
program proposal of New Year celebrations that will make Yerevan more
attractive for guests and tourists.

Yerevan Jazz College Oppose To Unification With Culture College

Students and lecturers of the State College of Pop and Jazz Art are
against its unification with the State College of Culture.

Lecturer of the State College of Pop and Jazz Art Anahit Mazmanyan
told journalists that the Armenian Minister of Culture made a statement
on the two colleges’ unification.

Levon Sahakyan, a lecturer of the same college, added that the problem
is not the management. “An institution with 30-year history can unite
with a college established only 6-7 years ago,” he said.

The State College of Pop and Jazz Art was established over 30 years
ago. Nune Yesayan, Gayane Hovhannisyan, Syuzan Margaryan, Tatevik
Hovhannisyan and other representatives of the Armenian pop music are
among its graduates.

Attorney Levon Kirakosian discussed the issue of criminalizing the
denial of the Armenian Genocide, an effort, which was defeated last
week in the French Senate, as well the importance of the recognition
of the Armenian Genocide by the international community during an
address at a Genocide commemoration vigil at the Montebello Armenian
Genocide Martyrs’ Monument on April 23.

This week we present his speech in its entirety.

The words of Psalm 31 say: “I have become like a broken vessel. I
hear the whispering of many – terror on every side – as they scheme
together against me, as they plot to take my life. But I trust in
you, O Lord: I say, ‘you are my God, you are my Salvation.” As a
young boy my mother related this story to me every April 24. While
she described the repetitive chanting of her village priest as they
fled in panic from the attacks of the Turkish irregulars. Tears would
swell in her eyes as she recalled those events and I could see from
her eyes her drifting away to that scene. Soon after, that priest,
along with hundreds of other Armenians, was drowned in the Euphrates
at the hands of those Turkish soldiers.

In that moment of memories, I could feel that in her mind, her
heart and her soul an extreme need for silence. Silence in which to
remember. Silence in which to try to make some sense of the memories
which would come flooding back. Silence because there are no words
strong enough to deplore the terrible tragedy of the Genocide. Ladies
and gentlemen I invite you to stand for a moment of silence in memory
of those 1.5 million victims who perished.

Reverend Fathers, Honored guests, friends, and Ungers. We are gathered
here to remember and to consider the injustices that transpired at
the hands of the Turkish Government against the Armenian People. This
began on April 24, 1915, during the tragic events of the 1st World War.

First, let me express my gratitude to the organizers of this evening’s
event, the Armenian National Committee of the San Gabriel Valley and
the ARF Dro Gomideh.

Ladies and Gentleman, we put effort into attending April 24 Genocide
Commemorations every year, because we feel that we have a moral,
ethical and religious duty to spread our message as much as possible.

There is no doubt whatsoever that during World War I there developed a
terrible and catastrophic policy resulting in genocide perpetrated by
the Turkish Government against the Armenian People. These atrocities
have been confirmed by innumerable eye witnesses and survivors and
fully documented again and again. I personally never saw either of
my Grandfathers, because they were both killed in 1915. I like many
others lost countless relatives who perished under the Turkish rule
by intentional murder and genocide.

The figure of 1.5 million is regularly quoted. Some may dispute
this figure, but the crime is just as dreadful whether the number of
victims totaled 1 million, 1.5 million or 6 million. The method of
murder is also irrelevant, whether it was by the sword, starvation,
death marches, or the gas chambers. The evil was the same. It would
be a terrible affront to the memory of those who perished to belittle
the guilt of the crime in any way.

The Turkish Government’s present campaign of denial is a continuation
of the “Armenian Genocide.” My aim tonight is to try and present the
Armenian National Committee’s viewpoint in this matter.

Specifically by denying the fact that the Armenian Genocide ever
occurred; the crime continues and all who support the denial are
complicit in that crime. President Obama, we call on YOU to recognize
this crime as genocide, paraphrasing Congressman Adam Schiff we ask
that you “return to the clarity you so forcefully expressed [as a
candidate] in 2008. [To] stand with the ever-dwindling number of
survivors, as well as their descendants, who continue to suffer the
‘double killing’ of denial.”

Today President Obama again fell short of his campaign promise to
recognize the Armenian Genocide perpetrated by the Turkish Government.

As citizens of the United States of America it is unacceptable to
witness a foreign government manipulating the President of the U.S.

In October 2006 the National Assembly of France passed a bill
criminalizing the denial of the Armenian genocide as has Switzerland
and Belgium. Subsequently, Germany has also proposed to outlaw genocide
denial throughout the European Union. These laws provoked a vigorous
debate on the connection between the law and genocide denial.

The main criticism expressed by the opponents of the laws against
denial is that its criminalization constitutes a violation of freedom
of speech. Therefore it represents a potential threat to democracy:
it is our position that anti-denial laws and freedom of speech are
not irreconcilable.

It is important to remember that all democratic societies guaranteeing
certain freedoms also admit that no freedom is absolute or unlimited.

Criminalization of denial is only one limitation of free speech,
among many others (like defamation, libel or laws against obscenity)
they are generally based on the responsibility that every citizen has,
a responsibility that some historians and politicians in this country
seem to forget. Anti-democratic speeches and declaration of hate,
racism and sexism, are dangerous and harmful acts. They threaten
the preservation of a democracy and should be excluded from legal
protection.

Therefore, the most rigorous protection of free speech would not
protect a man from falsely shouting fire in a theater. Therefore, it
is a given, in all democracies, that freedom of speech is not absolute.

The interpretations given by French judges in genocide denial cases
clarify the limitations of the prohibition. The 1990 Gayssot Law
which deals with the Jewish Holocaust shows that what is actually
condemned by judges is not the denialist opinion in itself, but
the public dissemination of this opinion as an act of bad faith
likely to produce dangerous or harmful effects in a democracy. What
matters to the judges is whether the denial reveals a political
motivation. European Courts do not take into consideration what is
said, but rather how and why it is said.

If History is a permanent questioning of events and facts, it
nevertheless implies professional responsibility and ethics: freedom
of a scholar does not mean irresponsibility.

Actually, the major difference between genocide denial and other
limitations of free speech lie in the requirement of showing a
malicious intent or bad faith.

Human dignity as well as solidarity and equality between humans is
destroyed by the perpetration of genocide; and repeated again by
its denial.

An example that illustrates the above is the case against Princeton
University professor of history Bernard Lewis, His genocide denial
became international news on June 21, 1995, when a French court
condemned him for statements he made during a 1993 interview with
the French newspaper “Le Monde.” The case, which argued that Lewis’
statements caused harm to Armenian Genocide survivors, was filed by
among others ANC of France.

The Court found Lewis “at fault,” stating that, “his remarks,
which could unfairly revive the pain of the Armenian community, are
tortuous and justify compensation. The court further affirmed that,
“the historian is bound by his responsibility toward the persons
concerned when, by distortion or falsification, he credits the veracity
of manifestly erroneous allegations or, through serious negligence,
omits events or opinions subscribed to by persons qualified and
enlightened enough so that the concern for accuracy prevents him from
keeping silent about them.” Lewis was symbolically fined one franc
and “Le Monde” was ordered to reprint portions of the French court
judgment, which appeared two days later.

All scholars, irrespective of their discipline, agree that denial is
similar to genocide. It is not a distinct act, rather a “part of it: an
“assassination of the memory;” a destruction of proof and testimony. It
is inherently linked to the violence of the genocide and the growing
assault on the truth. It is the ultimate stage of the genocidal process
which perpetuates the crime. Deniers join the initial perpetrators by
reviving the overall injury that the genocide represents, keeping the
survivors and their descendants in mourning, with no access to closure.

Unlike what certain critics seem to believe, it is not the
criminalization of denial that is incompatible with democratic values:
moreover, it is the distortion of history for political ends that
destroys the foundation of both the practice of democracy and the
protection of human rights. Therefore, historical misrepresentations
of the efforts to exterminate a particular ethnic group increase the
likelihood that Genocide will be undertaken again in another time and
another place. As such, it is worthwhile to understand that the legal
answer to genocide denial is its criminalization; it thus becomes a
tool for the prevention of genocide.

As Tim Rutten recently challenged President Obama’s refusal to
refer to ‘Genocide’ wrote in the Los Angeles Times on April 20th;
‘we keep the memory of tragic wickedness, like the Armenian genocide,
not simply out of respect for those who died but also in the hope
that their example will strengthen our resolve to confront the next
cabal of murderers who doubtless will come. Pretending otherwise –
for whatever reason – is not prudence but cowardice’.

Ladies and Gentleman, The road ahead will be thorny. There will still
be difficult times ahead. However, we as a people are caught up with
that which is right and we are willing to sacrifice for it, there
is no stopping point short of victory. The ANC call upon the youth
to join us in this struggle, we will challenge, we will petition,
we will not rest until justice is attained for our people.

Children’s Center To Operate In Kapan

The Council of Elders of Kapan has made a decision to create “Kapan
town children’s center” community non-trade organization. The goal
of the center will be to implement social-psychological, pedagogical
programs to help children in difficult situation.

“The center must promote the healthy development and welfare of the
children through protection of their rights, strengthening families,
uniting community resources”, official from the Kapan town hall
Svetlana Arzumanyan said speaking to Armenpress correspondent.

“Cooperating with corresponding bodies and organizations the center
will find children that appeared in difficult life situation”,
she added.

The center will function all year round. It will have a clear program
of actions. Parents will also be involved in the implementation of
the programs.

On May 18, already the 34th time, in the world is celebrated the
International Museum Day. It is a holiday, which is connected with
every nation’s spiritual heritage and historical-cultural memory and is
the testimony to the fact how the nations retain thei cultural wealth.

Due to its museums, the exhibits of which are added all the time,
Armenia has a unique wealth, and it’s a peculiar contribution in the
history of the world culture and development of civilization. It is
a valuable visit card coming from the history of the past and going
to the history of the future.

Museums are special bridges between times and cultures, there not
only values are kept, but also scientific-enlightening serious work
is done, in the face of their laborious scholars.

On the International Museum Day I congratulate all those, who with
their work and drive of soul are connected with museums. I wish you
creative successes, welfare and happiness.
