Armenia to increase defense budget by 11% – PM

Armenia intends to increase the defense budget by 11% in 2022, Prime Minister Nikol Pashinyan said at the discussion of the draft State Budget for FY 2022 at the National Assembly.

He said a total of 345 billion drams will be allocated to the sphere.

“We will consistently move towards creating a professional army in Armenia, but we will do it smoothly, with well-thought steps, gradually increasing the attractiveness of military service, improving the image of officers and their service, developing and improving the Defense Doctrine of the Republic of Armenia,” the Prime Minister said.

“In the new security environment, the protection of our country’s borders continues to be a top priority. We have set ourselves the task of carrying out the border protection function more and more through the border troops, with a view to having only a border service on the borders in the future,” Pashinyan stated.

He noted that the withdrawal of Azerbaijani forces from Sotk-Khoznavar section and the start of the delimitation and demarcation process will create favorable conditions for solving the issue.

“As for the defense strategy of our country, in the Government program we have already emphasized that the Republic of Armenia, like any peace-loving state, will develop and transform its Armed Forces not for aggression but for defense from aggression. The Republic of Armenia has no intention to conquer territories,” PM Pashinyan emphasized.

He stressed that it’s not only important to modernize the defense capabilities of the army, but also to create a favorable external environment around the Republic of Armenia.

Armenia defense minister, Red Cross delegation discuss missing persons as result of both Artsakh wars

YEREVAN. – Armenian Minister of Defense Arshak Karapetyan on Friday received a delegation led by vice president Gilles Carbonnier of the International Committee of the Red Cross (ICRC), reported the Ministry of Defense of Armenia..

The parties discussed bilateral cooperation, and the issue of missing persons as a result of the first and second Artsakh (Nagorno-Karabakh) wars.

The Armenian defense minister highlighted the need for the immediate return of all Armenian servicemen taken prisoner and civilians detained by Azerbaijan as a result of the hostilities, and the need to consider this matter solely within the humanitarian domain.

Also, Karapetyan lauded the ICRC's efforts, while emphasizing the coordinated work of the Red Cross offices to ensure regular visits to captives and their correspondence with their families.

Carbonnier, in turn, noted that the ICRC is continuing its efforts to address the abovementioned issues, and stressed that the Geneva Conventions guarantee the protection of the rights of prisoners of war, and the right to respect their honor and dignity.

Arrested Iranian drivers released in Azerbaijan – IRNA

YEREVAN, OCTOBER 21, ARMENPRESS.  Azerbaijan released the two Iranian cargo truck drivers who were arrested on parts of the Goris-Kapan road which has gone under Azerbaijani control.

The Iranian state news agency IRNA reports citing the Azeri state customs committee that Shahroud Norouzi and Ja'far Barzegar have been released “relying on good will, good neighborliness, mutual respect, and human principles”.

The drivers will return to Iran after going through legal formalities.

Earlier in October, the Iranian Foreign Ministry spokesperson Saeed Khatibzadeh had said that Iran did not see the behavior towards its drivers within the framework of good neighborliness.

Armenia vs Azerbaijan: Hearings at the UN International Court of Justice

For two days in a row, on October 14-15, the UN International Court of Justice considered the demand for the application of urgent measures in the Armenia vs Azerbaijan lawsuit. Yerevan presented a demand that, prior to the consideration of the main claim, Azerbaijan should release the Armenian prisoners of war and held civilians, close the trophy park in Baku, stop inciting hatred and facts of vandalism against the Armenian historical and cultural heritage.

Armenia filed a lawsuit against Azerbaijan to the UN International Court of Justice for violation of six articles of the International Convention on the Elimination of All Forms of Racial Discrimination on September 16. The plaintiff states that “Azerbaijan has subjected Armenians to racial discrimination for decades. During this time, the Armenians were subjected to systemic discrimination, massacres, torture and other humiliations”.

Azerbaijan stated that it would “resolutely defend itself” and submitted a counterclaim to the Hague Court.

The interests of Armenia in the UN International Court of Justice are represented by lawyer Yeghishe Kirakosyan. He is the representative of Armenia at the European Court of Human Rights. A group of international experts will protect the country’s interests. They have already presented to the Hague Court the main provisions of the urgent action requirements.

Accusations and demands of the Armenian side refuted by the Azerbaijani side.

Lawyers representing Armenia claim that the lawsuit contains ample evidence of torture and humiliation of the dignity of Armenian prisoners in Azerbaijan.

One of the members of the expert group, Sean Murphy, said in court that even after the end of the second Karabakh war, Azerbaijan continues to keep Armenian prisoners of war. He pointed out that Azerbaijan was obliged to return them both in accordance with international humanitarian norms and in accordance with a tripartite statement signed by President Aliyev in the fall of 2020.

The expert on international law assessed the failure to fulfill obligations to return the prisoners as “a manifestation of ethnic discrimination”.

Sean Murphy emphasized that the Armenian side provided the court with facts both about 45 prisoners, the content of which Azerbaijan confirms, and a full evidence base about those whose detention is not recognized.

He recalled that the Azerbaijani special forces captured Armenian soldiers in December last year near the villages of Khin Tager and Khtsaberd, although, according to a trilateral statement, “the Armenian side had no obligation to leave these two villages”.

The speaker presented to the judges evidence of torture of Armenian prisoners in Baku, spoke about publications proving that prisoners of war and held civilians were burned and tortured with electricity.

The lawyer presented to the court the video recordings of the murders and ill-treatment of Armenian prisoners. Some of them were disseminated on social networks by the servicemen of the Azerbaijani Armed Forces themselves.

“Today you can hear that all these prisoners of war are criminals, and their detention has nothing to do with ethnic cleansing [talks about the Azerbaijani objections expected after the statements of the Armenian side – JAMnews], while the facts testify specifically to ethnic cleansing.” , – said the expert.

Lawyers representing the interests of Armenia stressed that Azerbaijan is destroying Armenian cultural and religious monuments.

International law expert and legal adviser Pierre D’Arzhan, in particular, focused on the shelling of the Kazanchetsots cathedral during the 44-day war – twice a day:

“Armenians cannot feel safe in Nagorno-Karabakh, including in places sacred to them.”

According to the lawyer, although President Aliyev declared in September from the UN rostrum that Azerbaijan is a country of tolerance and peaceful coexistence for different peoples, the facts indicate the opposite:

“These facts show the real face of the ruling regime in Azerbaijan, a policy full of hatred, which is contrary to the convention.”

Another member of the expert group, Konstantinos Salonidis, stressed that the propaganda of hatred in Azerbaijan is carried out at the highest level and continues after the war. According to him, to be convinced of this, it is enough to listen to the speeches of President Aliyev.

The lawyer recalled the trophy park that opened in Baku in April 2021, where dummies of Armenian soldiers humiliating their dignity were displayed next to military equipment captured by the Azerbaijani side during the war.

“We are confident in the validity of all our demands and expect a fair decision,” Yeghishe Kirakosyan said.

Speaking at the Hague Court, he said that the Armenians were subjected to terrible ordeals, including genocide and massacres:

“The armed conflict, which, as President Aliyev himself openly acknowledged, started Azerbaijan in September 2020, is the latest link in this chain of ethnic violence and hatred. We fear that this will continue until the root causes of this conflict are eliminated. ”

According to the court hearing procedure, Azerbaijan presented its counterarguments. The speaker from the Azerbaijani side, Peter Goldsmith, expressed the opinion that Armenia’s demands should be rejected, since “Azerbaijan has fulfilled its obligations under the trilateral statement”:

“There are a limited number of Armenians in Azerbaijan who are accused or convicted of grave crimes.”

Azerbaijani representative in this case, Elnur Mammadov, denied accusations of racial discrimination, stating that the arguments of the Armenian side are incorrect.

He stated that the court should reject the claim of Armenia, and quoted the words of Azerbaijani President Ilham Aliyev that “ensuring ethnic and cultural diversity, cultural compatibility is one of the priorities of Azerbaijan’s policy.”

Elnur Mammadov also assured that some exhibits were removed from the territory of the trophy park. Moreover, he told the court that official Baku had launched an investigation and indicted those Azerbaijani servicemen who are suspected of committing crimes against Armenians during the 44-day war.

The court in The Hague has completed preliminary hearings on the claim of the Armenian side. On October 18-19, hearings will be held on the claim of the Azerbaijani side, after which the UN International Court of Justice will sum up the results.

The decision of the Hague court on the application of an urgent measure on the claim of Armenia, lawyers are expected not earlier than in a month. Consideration of the main claim will take place later.


Karabakh authorities say Azerbaijani forces opened fire at army ambulance

Yerevan [Armenia], October 15 (ANI/Sputnik): The Defense Ministry of the unrecognized Nagorno-Karabakh Republic said on Friday that Azerbaijani soldiers opened fire at an ambulance vehicle belonging to the Karabakh defense army.

"On October 15th, at about 09:00 [05:00 GMT], units of the Azerbaijani armed forces opened fire on the ambulance of the defense army unit stationed in the northeastern area of the contact line. There are no casualties on the Armenian side. The command of the peacekeeping contingent of the Russian Federation has been informed about the incident," the statement said.
The ministry stressed that it continued to adhere to the ceasefire regime and called on the Azerbaijani side to also refrain from actions destabilizing the situation.
The decades-long conflict between Azerbaijan and Armenia in Nagorno-Karabakh flared up on September 27, 2020, leading to military and civilian casualties on both sides. The clashes ended with the signing of a ceasefire deal by Yerevan and Baku, which was mediated by Moscow, on November 9.

Turkish press: Armenia eyes normalization with Turkey, says prime minister

MOSCOW

Armenia's prime minister on Friday said normalizing ties with Turkey would help establish lasting peace in the region and implement the agreements reached last year on the Upper Karabakh region.

Speaking at a meeting of Commonwealth of Independent States (CIS) country leaders, Pashinyan stressed that normalization between Yerevan and Ankara could accelerate settlement between Armenia and Azerbaijan.

"Starting a conversation with the aim of normalizing our relations with Turkey is another factor that could play the role of a catalyst in this issue," he said, referring to the implementation of agreements on Upper Karabakh, also known as Nagorno-Karabakh.

He also stressed the importance of restoring transportation channels as a major milestones towards normalization with Azerbaijan and the implementation of the agreements on Karabakh.

"We hope to achieve concrete results in the near future. This means that Armenia will receive railway and automobile communication with Russia and Iran through the territory of Azerbaijan, and Azerbaijan will receive railway and automobile communication with the Nakhichevan Autonomous Republic through the territory of Armenia," he said.

All these steps would serve to lay the groundwork of signing a peace treaty between Azerbaijan and Armenia, Pashinyan noted.

"Of course, the main issue is the signing of a peace treaty between Armenia and Azerbaijan. To this end, we consider it important to restore the negotiation process within the framework of the OSCE (Organization for Security and Cooperation in Europe) Minsk Group co-chairmanship. Liberation of Karabakh

Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, internationally recognized as Azerbaijani territory, and seven adjacent regions.

When new clashes erupted on Sept. 27, 2020, the Armenian army launched attacks on civilians and Azerbaijani forces and violated several humanitarian cease-fire agreements.

During the 44-day conflict, Azerbaijan liberated several cities and nearly 300 settlements and villages from the nearly three-decade occupation.

Despite a Nov. 10 deal last year ending the conflict, the Armenian army several times violated the agreement and martyred several Azerbaijani soldiers and a civilian, and wounded several others, according to the Azerbaijani Defense Ministry.

One of central parts of Paris named after Armenia

YEREVAN, OCTOBER 15, ARMENPRESS. The Paris City Council adopted unanimously a decision on October 14 to name one of the central parts of the city – the part located between the Pont de l'Alma and the Pont des Invalides bridges, near the Seine River, after Armenia.

The part of the city was named “Esplanade d'Arménie”, the French Embassy in Armenia said in a statement.

“An important decision, once again reaffirming the true friendship between Paris and Armenia and the firmness of the Armenian-French unique relations. The Esplanade d'Arménie will be included in the official register of the Paris addresses and will involve in its large space also the Komitas monument which opened in back in 2004 and the Yerevan Park opened in 2009. We would like to thank the Paris City Council led by Mayor Anne Hidalgo for this important initiative and the decision adopted, as well as deputy mayor Arnaud Ngatcha for authoring the draft decision”, the Embassy’s statement says.

The Armenian Ambassador to France also attended the session of the City Council dedicated to the adoption of this decision.

The situation in the South Caucasus is unstable again. On the border with Iran and Armenia, Turkey and Azerbaijan have begun a new stage of the exercises “Indestructible Brotherhood-2021”. Iran, in turn, is carrying out maneuvers on the border with Azerbaijan. The parties exchange unfriendly statements and link them with the results of the war in Karabakh. The first anniversary of the second Karabakh war gave rise to new contradictions in Transcaucasia. They manifested themselves in early September, when Azerbaijan began to hinder the supply of Iranian fuel to Nagorno-Karabakh. The Azerbaijanis stopped freight transport from Iran, which was heading to Stepanakert, and charged a fare from each driver.

In response, the Iranian armed forces announced the Conquerors of Khaybar exercises in the northwest of the country. It is important to note that Tehran is conducting large-scale exercises on the border with Azerbaijan for the first time in 30 years.

Iranian Supreme Leader Ayatollah Ali Khamenei made a loud statement. “T-hose who suffer from illusions will soon be slapped in the face. The countries of the region should not allow foreign armies to interfere, ”he said.

Azerbaijan and its ally Turkey announced their intention to conduct joint maneuvers as part of the next stage of “Indes-tructible Brotherhood-202-1” on October 5-8 on the border with Armenia and Iran, in the Nakhichevan Autonomous Republic.

At the same time, the parties focused on the fact that they are talking about “measures for demining and training in the territories liberated from the Armenian occupation.” In Yerevan, it seems, they took the hint. In any case, on October 4, Armenian Foreign Minister Ararat Mirzoyan arrived in Tehran for talks with Iranian Foreign Minister Hossein Amir Abdollahian.

Zangezur Corridor of Discord

Regardless of the reasons that prompted Iran to defend its position at the diplomatic and military level, it is difficult not to notice that Tehran’s policy has changed markedly with the coming to power of President Ibrahim Raisi in the summer of 2021.

“The situation is very alarming, since the actions of the new president are rather unconstructive and clearly not peaceful. I hardly imagine that ex-Pres-ident Rouhani would use escalation to advance his goals, as Raisi does, ”says Stanislav Pritchin, senior researcher at the Center for Post-Soviet Studies, IMEMO RAN .However, according to t-he expert, it will be difficult for Tehran to change the balance of power in the region.

“The ability of Baku to influence the Iranian-Armenian trade by blocking the Goris-Kapan highway was only a trigger for the accumulating discontent of Iran. In the long term, Iran fears the opening of the Zangezur corridor, which will connect Azerbaijan and Turkey by land and will be able to attract the Azerbaijani-Turkish military presence on the border of Iran and Armenia under various pretexts, ”Javadov said.

Thus, the transit of Iranian products and energy resources through Armenia to other regions will be jeopardized, and the Cauca-sus will become another place where Ankara will seize the levers of pressure on Iran, the expert said.

“Tehran’s militant rhetoric adds even more complexity to the settlement of the Nagorno-Karabakh co-nflict, which is already filled with internal dynamics. But the most unpleasant thing for Moscow is that such rhetoric of Tehran gives Ankara even more opportunities to act as the patron of Baku and, accordingly, get even more reas-ons to increase its influence in Azerbaijan,” Pritchin said.

At the moment, the strategy of the Iranian leadership strongly contradicts the roadmap of the Karabakh settlement outlined by Russia. “By its demonstrative unwillingness to build the Zangezur corridor, Iran is actually torpedoing the achievements of Russian diplomacy in unblocking transport communications,” Isa Javadov explained.

Nevertheless, a positive outcome for the Iranian side under a military scenario is hardly visible, the expert said.

The armed formations of the Islamic Republic are now involved in Syria and Iraq, significant costs are spent on financing allied groups in Yemen and Lebanon, and instability in Afghanistan is a reason to keep troops in this direction. Another military conflict involving Iran will only exacerbate its international isolation and hit once again on the well-being of the population.

At the same time, neither Azerbaijan nor Turkey are also interested in the conflict, although they are pulling troops to the borders to demonstrate force. Russia, too, would be satisfied only with a balance of interests in the region, which excludes a military scenario. This probably explains the diplomatic work being carried out by the head of the Russian Foreign Ministry Sergei Lavrov . On October 6, the minister plans to hold talks with his Iranian counterpart Hossein Amir Abdollahian.

External affairs minister S Jaishankar will visit Kyrgyzstan, Kazakhstan and Armenia during October 10-13 to take forward bilateral relations and boost cooperation in areas ranging from security to trade, the external affairs ministry said.

He will be in Kyrgyzstan during October 10-11. This will be his first visit to the country as external affairs minister, and he will meet the foreign minister and the president. Several agreements and memorandums of understanding (MoUs) are expected to be signed during the visit.

During October 11-12, Jaishankar will be in Kazakhstan to attend the ministerial meeting of the Conference of Interaction and Confidence Building Measures in Asia (CICA) in Nur Sultan.

Kazakhstan is the current chair and initiator of the CICA forum. Jaishankar is also expected to hold talks with the deputy prime minister and foreign minister of Kazakhstan and meet other top Kazakh leaders.

Jaishankar will be in Armenia during October 12-13. This will be the first visit by an Indian foreign minister to independent Armenia. Jaishankar will meet his Armenian counterpart, the prime minister and the president of the National Assembly.

The three-nation tour will be an opportunity to review bilateral relations with all the countries and share views on developments in the region, the ministry said.

The tour will also be a “continuation of our increased engagement with countries in our extended neighbourhood”, according to the ministry.

“At this stage, the haste is connected with the sharp deterioration in relations with Iran, but the so-called remilitarization of Azerbaijan also poses a direct threat to Armenia,” Abrahamyan said.

“While Azerbaijan is intensively arming itself, the Armenian authorities are obsessed with false ideas of building a dialogue with Turkey and Azerbaijan.

“It seems to them that the war is over and the demands of Azerbaijan and Turkey have been fully met. In fact, the pressures and levers of influence on Armenia are increasing, which will create a new set of problems for us,” he noted.
