Russian FM, ICRC President discuss Nagorno-Karabakh

Russian Foreign Minister Sergey Lavrov and President of the International Committee of the Red Cross (ICRC) Mirjana Spoljaric Egger have met in New York City and discussed humanitarian issues, including issues concerning Nagorno-Karabakh, TASS reported citing the Russian foreign ministry.

“During the meeting, issues of humanitarian activities in key regional directions were discussed, including the Ukrainian crisis, the situation in Nagorno-Karabakh, Sudan, Afghanistan and Syria,” the Russian foreign ministry said in a statement.

Argentina’s President Alberto Fernández has become the latest target of Baku’s diplomatic attacks when he was called “pro-Armenian” by Azerbaijan’s foreign ministry on Monday.

Azerbaijan’s Foreign Ministry handed a note of protest to Argentina’s Ambassador to Baku Mariangeles Bellusci, when it summoned her to explain remarks made by Fernández, who, during the G20 Summit in India, called attention to the humanitarian crisis in Artsakh as a result of the Lachin Corridor blockade.

Baku accused President Fernández of bias, noting that “statements distorting the prevailing realities in the region using terminology directed against the sovereignty and territorial integrity of Azerbaijan are regrettable.”

In his address to the G20 summit Fernández called out Azerbaijan for their “painful blockade” of the Lachin corridor.

“At a time when there’s war in Eastern Europe, violent conflicts are emerging, which get less public attention but are equally painful, such as the blockade of Lachin Corridor by Azerbaijan, which has caused a humanitarian crisis, aimed at punishing the Armenian people on its own territory,” Fernández said.

“Argentina reiterates its commitment to multilateralism as a supreme method for international mutual-understanding,” Fernández added.

Foreign Minister Ararat Mirzoyan thanked President Fernández for raising the issue of Azerbaijan’s blockade of the Lachin Corridor at the G20 Summit.

“We value messages from international partners, whose purpose is to restore unrestricted movement in the Lachin Corridor,” Mirzoyan said in a post on X.

Armenia, US Forces To Hold Joint Drills Amid Moscow Tensions

Armenia will host joint drills with US forces next week, officials in Yerevan said Wednesday, the latest sign of the ex-Soviet republic's drift from its traditional ally Russia.

The announcement came a day after Moscow dismissed criticism from Armenia that Russian peacekeepers were failing to maintain order over the only route linking Armenia to the breakaway region of Nagorno-Karabakh in Azerbaijan.

The Armenian defence ministry said the Eagle Partner 2023 drills aim to "increase the level of interoperability" between Armenian and US forces in international peacekeeping missions.

They will be held on September 11-20 in Armenia's Zar training centre.

The Kremlin responded saying the announcement "raises concerns" and vowed to "thoroughly analyse" the exercises.

Russia and Armenia are at odds over a 2,000-strong Russian peacekeeping contingent responsible for the Lachin corridor, which connects Armenia to the separatist region of Nagorno-Karabakh.

They have been deployed there since 2020 when Russia brokered a ceasefire to end a war between Armenia and Azerbaijan over the mountainous territory.

Armenian Prime Minister Nikol Pashinyan recently said Moscow was either "unable or unwilling" to control the corridor.

His government says Azerbaijan has closed the road and blockaded Nagorno-Karabakh spurring a humanitarian crisis in Armenian-populated towns.

Marking a major foreign policy shift, Pashinyan also said that Yerevan's longstanding reliance on Russia as its security guarantor was a "strategic mistake."

His wife was on Wednesday in Kyiv to attend a meeting of first ladies and gentlemen and deliver humanitarian aid for the first time since Russia's invasion of Ukraine.

Russia has a permanent military base in Armenia which is part of the Moscow-led Collective Security Treaty Organisation.

The Kremlin said this week that Russia was fulfilling its obligations to Armenia, with Kremlin spokesman Dmitry Peskov saying Russia "is not going anywhere".

Tensions between Baku and Yerevan have escalated sharply in recent months, as both sides accuse the other of cross-border attacks.

The two sides have been unable to reach a lasting peace settlement despite mediation efforts by the European Union, United States and Russia.

Russia asks Armenia to explain Rome Statute move

YEREVAN, SEPTEMBER 5, ARMENPRESS. Russia has asked Armenia to explain its intention to ratify the Rome Statute after the government sent the treaty that established the International Criminal Court (ICC) to parliament for ratification.

“We’ve already asked explanations from the Armenian side over this issue, and we will decide our next steps based on the content of Yerevan’s response,” Russian foreign ministry spokesperson Maria Zakharova said at a press briefing on September 5.

The Armenian government on September 1 sent the Rome Statute to parliament for ratification.

In 2022, the Pashinyan Administration explained that it seeks to join the Rome Statute because it would allow to hold the government of Azerbaijan to account for its aggressions against Armenia.

On 17 March 2023, the International Criminal Court (ICC) issued an arrest warrant for Vladimir Putin, the President of Russia, after an investigation of war crimes, crimes against humanity and genocide in Ukraine.

The ICC arrest warrant for Putin accuses the Russian leader of unlawfully deporting thousands of Ukrainian children, a war crime. This has been denied by the Russian government.

Countries that are signatories to the Rome Statute would have to enforce the arrest warrant once Putin travels into their territory.

PM Pashinyan holds meeting with Korea Chamber of Commerce and Industry Chairman

YEREVAN, SEPTEMBER 5, ARMENPRESS. Prime Minister Nikol Pashinyan has held a meeting with a South Korean delegation of businessmen led by Chey Tae-won, the Chairman of the Korea Chamber of Commerce and Industry.

PM Pashinyan welcomed the delegation’s visit to Armenia and underscored the government’s eagerness to intensify trade-economic cooperation with the Republic of Korea, the Prime Minister’s Office said in a readout.

PM Pashinyan expressed conviction that the visit will contribute to the deepening of commercial ties.

Chey Tae-won said that the Korea Chamber of Commerce and Industry is ready to boost the development and expansion of Armenian-Korean partnership in the economy and investments.

Issues related to the ongoing steps for improving the business environment in Armenia, opportunities for investment projects in various directions and future cooperation in agriculture, tourism and green energy were discussed.

Armenian military reports decreased intensity of Azeri shelling

Two Armenian servicemen were killed and another was wounded Friday morning when Azerbaijani Armed Forces targeted Armenian border outposts near Sotk in a cross-border shelling.

ECHR gives Azerbaijan by September 7 to provide information on kidnapped Nagorno- Karabakh students

Baku Refuses to Meet with OSCE Chairman’s Rep. Calling it ’A Waste of Time’

Azerbaijan on Friday refused to meet with the Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk, who has led the group’s efforts in the region for the past several decades.

Kasprzyk traveled to the Armenian side of the Lachin corridor to inspect the situation on the ground, after which he was scheduled to meet with Azerbaijan.

The APA news agency reported that “official Baku did not see the need for his visit, considered it a waste of time and did not agree.”

Kasprzyk visited the entrance of the Lachin Corridor in the village of Kornidzor in Armenia’s Syunik Province and became acquainted with the situation on the ground, including observing that the convoy trucks carrying humanitarian assistance to Artsakh has been stranded in the village at the foot of the Hakari Bridge.

Kasprzyk told reporters that he’s visiting the entrance of the Lachin Corridor at the instruction of Chairperson-in-Office of the OSCE Bujar Osmani.

“I’ve instructed to visit the adjacent regions of the Lachin Corridor, get acquainted with the situation and report to him. I’ve had many meetings yesterday, and today as you can see I am here, I will return to report on the situation,” Kasprzyk said.

Kasprzyk met with Foreign Minister Ararat Mirzoyan on August 22.

President Ilham Aliyev of Azerbaijan on Thursday refused to meet the foreign minister Hadja Lahbib after she urged Azerbaijan to lift its blockade of Nagorno-Karabakh and recognize Armenia’s borders.

The Azerbaijani government-linked news agency APA cited an unnamed government source as saying that the meeting will not take place because Lahbib made “pro-Armenian statements that are far from reality” in Yerevan.

Asbarez: Artsakh President’s Office Denies Claims of Accepting Aghdam Road Offer

The Artsakh presidential office has denied claims made by media outlets suggesting that President Arayik Harutyunyan supposedly has accepted Azerbaijan’s proposal to utilize the Aghdam road to Stepanakert for commercial transit.

The refuted claim was made by the opposition-leaning Yerevan-based Hraparak newspaper, which reported that on Tuesday Harutyunyan convened a security council session and told officials that he had made a decision to begin transport of fuel, medication and other through Aghdam, while food would be supplied through the Lachin Corridor by the Russian peacekeeping contingent.

Harutyunyan’s spokesperson Lusine Avanesyan confirmed to Armenpress on Wednesday that a closed-door session was held with officials on Tuesday but no such decision was mede or conveyed.

She said that Harutyunyan held meetings on August 22 and 23 with various political and public figures to discuss the humanitarian and security issues resulting from Azerbaijan’s blockade, the Artsakh government’s upcoming actions and the proposals received from various mediators aimed at resolving the situation.

“No decision was made, and the discussions continue, and soon President Harutyunyan will personally present the information on the situation and the approaches of the authorities,” Avanesyan added.

Meanwhile BBC, citing Azerbaijani media reports, reported that Artsakh authorities are poised to accept the opening of the Aghdam road and in coming days the sides will meet in Barda to discuss this matter.

Late last month Western-mediated talks between Stepanakert and Baku were canceled, with the Artsakh foreign ministry later confirming that the July 29 abduction and subsequent detention of Artsakh resident Vagif Khachatryan by Azerbaijani forces contributed to the cancellation of the meeting.

Since Azerbaijan announced its scheme to use the Aghdam road for transport of goods to Stepanakert, Artsakh residents have blocked road. The use of the Aghdam road would completely cut Armenia off from Artsakh.

Belgian Foreign Minister arrives in Armenia on official trip, visits Tsitsernakaberd Memorial

YEREVAN, AUGUST 22, ARMENPRESS. Belgium’s Minister of Foreign Affairs, European Affairs and Foreign Trade and the Federal Cultural Institutions Hadja Lahbib has arrived in Armenia on an official visit.

Minister Lahbib, accompanied by her Armenian counterpart Ararat Mirzoyan, visited on August 22 the Tsitsernakaberd Armenian Genocide Memorial to commemorate the victims of the Armenian Genocide.

She laid a wreath at the memorial and flowers at the Eternal Flame.

The Belgian Foreign Minister also visited the Armenian Genocide Museum-Institute.

Armenian Genocide Museum-Institute Director Harutyun Marutyan gifted a book about the Nagorno-Karabakh conflict to the Belgian Foreign Minister.
