VARTAN OSKANIAN RENOUNCES HIS PARLIAMENTARY SEAT

YEREVAN, March 4. / ARKA /.Mikael Melkumyan, an MP from the Prosperous
Armenia Party, has confirmed today rumors that another member of the
party, former foreign minister Vartan Oskanian, has filed a formal
application to the leadership of the National Assembly renouncing
his parliamentary seat.

Melkumyan said to the best of his knowledge Oskanian is going only
to renounce his parliamentary seat and is not going to quit the
party ranks.

“I think Oskanian’s decision suggests he wants to rethink the nature
of his future activities,” Melkumyan said.

Oskanian’s decision was preceded by defection of seven lawmakers from
the Prosperous Armenia.

The party had the second largest parliamentary faction comprising
36 members before President Serzh Sargsyan lashed out at Prosperous
Armenia leader Gagik Tsarukyan on January 12.

President Sargsyan signed a decree expelling Gagik Tsarukyan from the
National Security Council and also ordered authorities to investigate
Tsarukyan, one of Armenia’s richest men, for alleged tax-dodging and
failure to attend parliament sessions.

Tsarukyan, in turn, accused Sargsyan of trying to punish him over
his refusal to back a constitutional reform that would allow Sargsyan
to remain Armenia’s leader beyond 2018 when his current presidential

The Stanford Global Studies Division, in conjunction with the Handa
Center for Human Rights, the Center for Russian, East European,
and Eurasian Studies (CREEES), and the Abbasi Program in Islamic
Studies, has agreed to sponsor three Stanford University students
to participate in the Armenian Genocide centennial commemoration in
Istanbul, Project 2015 said today.

“We are delighted that Stanford University will support the efforts of
Project 2015 to support a global commemoration of the Armenian Genocide
in Istanbul this April,” said Seepan Parseghian, Project 2015 board
member. “We look forward to having Stanford students take advantage of
this great opportunity to join the historic commemoration activities.”

for applications is March 16, 2015.

“Being able to discuss issues such as the Armenian Genocide with
scholars from Armenia and Turkey is of profound importance for our
students’ intellectual growth,” said Norman Naimark, Fisher Family
Director of Stanford Global Studies. “This fits into the mission of
Stanford Global Studies of providing unique opportunities for students
to explore complex issues from multiple perspectives.”

Project 2015, a US-based organization, is working to ensure that
a large contingent of Armenians come to Turkey for the historic
centennial commemoration. Working with Durde, its partner organization
in Turkey, Project 2015 is ensuring a meaningful opportunity to
honor the victims of the genocide and recognize the resilience of
the survivors. Stanford University is making grants available to
any student interested in joining these commemoration activities
in Istanbul.

Project 2015 is also making a limited number of study grants
of a minimum of $750 available to students wishing to travel to
Turkey for the commemoration events; application materials and
further information is available on the Project 2015 website at
armenianproject2015.org. The deadline for applications is March
15, 2015.

Study grant participants are expected to participate actively at
each of the commemoration-related events in Istanbul, including:
a commemoration concert on April 22; the April 24 events at various
locations in the city, culminating with the commemoration at Taksim
Square; and an academic conference on April 26 and 27 at Bilgi
University with co-sponsorship by UCLA’s Richard Hovannisian Endowed
Chair in Modern Armenian History.

“We hope that other universities follow Stanford’s lead in making
study credits and travel grants available for their students to
participate and learn from this important initiative,” said Parseghian.

While Vardan Petrosyan, the performance artist sentenced on January
29 to five years for his complicity in a deadly October 2013 car
accident that killed two teenagers will not be appealing the verdict,
the family of the victims will.

Yesterday was the deadline for filing an appeal of the January
29 verdict.

Rouben Baloyan, attorney for the Hakobyan family, told Hetq that in
their appeal they would be seeking 8 million AMD in compensation for
medical treatment regarding one of the injured, Tatevik Hakobyan.

The lower court only sustained the 1.2 million AMD compensation claim
made by the ministry of agriculture. The court never even reviewed
the monetary claim made by the victims’ family.

They have also appealed the five year sentence handed down to
Petrosyan, arguing that he should have been given a minimum of six
years. Baloyan told Hetq that the lower court did not take into account
that in addition to the two deaths, four other passengers in the car
were injured, one seriously.

A third demand is that Petrosyan be deprived of his right to drive
in Armenia for three years and not the two declared by the lower court.

During the year long trial Petrosyan always claimed his innocence,
arguing that he did not violate any traffic laws and that the other
car backed into the roadway, leaving him no chance to swerve away.

The Defense Minister of Armenia, Seyran Ohanyan, on Tuesday paid a
working visit to a military industry enterprise.

STEPANAKERT, MARCH 3, ARTSAKHPRESS: The minister got familiarized with
the building conditions, technical equipment, military product samples,
and the large-scale works toward modernization and repairs of military
equipment of the venture. In addition, he gave instructions in the
context of developing the capabilities of the Armenian armed forces.

On the same day, Ohanyan also visited the anti-epidemic security
service of the armed forces. The defense minister was briefed on
the present-day sanitary and epidemiological situation, and the
statistics on the inspections which the service has conducted in the
Armenian troops.

Seyran Ohanyan also toured the laboratories, and got acquainted
with the activities of this service and its inspection of respective
standards.

Recent border tension which resulted in three fatalities was not
unexpected, Armenia’s Minister of Defense says. It was, rather,
part of a pattern of intensified aggression.

The latest victim was 20-year-old Arsen Karapetyan, who was shot
early Tuesday during heavy fire on a guard post that included large
caliber weapons and rocket propelled grenades.

Last Saturday (February 28), 36-year-old Artak Aghekyan and 20-year-old
Hayk Baroyan were killed in an attack on a Karabakh military base in
the north-eastern area of the self-declared republic.

Calm has never been sustained on the Armenian-Azerbaijani border
despite a ceasefire that has been in place more than 20 years. But
in recent months the fighting has intensified.

“This is official Baku’s strategy to destabilize the situation on
the Armenian border, thus, these latest attempts of aggression are no
surprise,” Defense Minister Seyran Ohanyan’s advisor Davit Jamalyan
told ArmeniaNow, adding that the Armenian military has stepped up
its alert for defense.

The Nagorno Karabakh Foreign Ministry press office says that an OSCE
mission will conduct an observation March 4 of the contact line in
the north-western direction of the village of Talish of the province
of Martakert.

Atovmyan: It Is No Use Creating Anti-Corruption Councils In Armenia

ATOVMYAN: IT IS NO USE CREATING ANTI-CORRUPTION COUNCILS IN ARMENIA

“It is no use creating ant-corruption institutions in Armenia.

Experience shows that they do not work,” Marat Atovmyan – the head
of Anti-Corruption Center in Yerevan, member of the board of Young
Lawyers’ Association, told reporters today.

The head of Transparency International’s Armenian Office Varuzhan
Oktanyan said for his part that the newly-established Anti-Corruption
Council will consist of an expert commission and a monitoring group.

“An institutional basis is needed for combating corruption,” he noted.

According to Tevan Poghosyan, a deputy of Heritage faction of the
Armenian parliament, such councils have been set up in Armenia since
2003. “It is important to understand what issues that council will
deal with,” he stressed.

EUROPEAN PEOPLE’S PARTY ADOPTS RESOLUTION CONDEMNING THE ARMENIAN GENOCIDE

The European People’s Party has just adopted a resolution on the
100th anniversary of the Armenian Genocide, Armenian Minister of
Education and Science Armen Ashotyan said in a Facebook post. The
Resolution states:

The text of the document reads as follows:

THE ARMENIAN GENOCIDE, TURKISH RESPONSIBILITY, AND EUROPEAN VALUES

The European People’s Party, pursuant to its own platform and
standards, reaffirms its recognition and condemnation of the Genocide
and Great National Dispossession of the Armenian people on the eve
of its 100th Anniversary on 24 April 2015.

The Armenian Genocide, which was perpetrated by the Young Turk
Government in the final years of the Ottoman Empire, is duly documented
by incontrovertible evidence housed in the official archives of
France, Germany, Italy, Austria, the United Kingdom, Canada, the
United States, and other nations around the world. It resulted not
only in the death and dispossession of more than two million human
beings but also in the decimation of the Armenian patrimony, its ways
of life, and its foundational contributions to Western culture and
world civilization. The Genocide also extended to the Pontic Greeks,
Assyrians, and Yezidi peoples.

Today, virtually no Armenians remain upon their ancestral homelands
currently incorporated in the Republic of Turkey, and since 1915
thousands of churches, monasteries, and other spiritual and secular
treasures of European architectural heritage have been completely
destroyed, damaged, or sent into disrepair to the extent of becoming
immediately subject to the threat of disappearance.

In spite of Turkey’s long-standing official denial of the Genocide,
a happy exception to the general rule has been the recent restoration
of the Armenian Church of the Holy Cross on the island of Aghtamar
in Lake Van. Hopefully, this trend will continue into the future,
but it must be recorded that the Turkish authorities have converted
the monastery into a museum, and but for one day per year it is closed
to prayer, worship, and religious ceremony.

Turkey is a member state of the Council of Europe subject to a full
undertaking of all commitments thereto and duties thereunder, and
has long sought ultimate accession to membership of the European Union.

Specifically, it is a signatory of the European Cultural Convention
and the Convention for the Protection of the Architectural Heritage
of Europe. Despite being a party to these international treaties,
Turkey continues to fail to fulfill the obligations it has assumed
within their framework, in particular respect of the preservation of
Armenian cultural monuments which constitute an integral part of the
common European heritage.

Taking the foregoing into account, the European People’s Party invites
Turkey to take the following measures pursuant to its international
commitments and the European identity to which it aspires:

a) in the finest example of integrity and leadership proffered by
the Federal Republic of post-war Germany, to face history and finally
recognize the ever-present reality of the Armenian Genocide and its
attendant dispossession, to seek redemption and make restitution
appropriate for a European country, including but not limited to
ensuring a right of return of the Armenian people to, and a secure
reconnection with, their national hearth–all flowing from the
fundamental imperative of achieving Reconciliation through the Truth;

b) to provide a vision and an implementing plan of action worthy of a
truly European Turkey, including a comprehensive resolution of issues
relating to the freedom of expression and reference to the Genocide
in state, society and education; and to the freedom of conscience,
the unrestricted training of seminarians, and the repair of religious
and other cultural sites and their return to the Armenian and other
relevant communities;

c) to call on the Government of Turkey to respect and realize fully the
legal obligations which it has undertaken including those provisions
which relate to the protection of cultural heritage and, in particular,
to conduct in good faith an integrated inventory of Armenian and other
cultural heritage destroyed or ruined during the past century, based
thereon to develop a strategy of priority restoration of ancient and
medieval capital cities, churches, fortresses, cemeteries, and other
treasures located in historic Western Armenia, and to render the
aforementioned fully operational cultural and religious institutions;

d) and, finally, to launch the long-awaited celebration of the Armenian
national legacy based on a total Turkish-Armenian normalization
anchored in the assumption of history, the pacific resolution of
all outstanding matters, and a complete Europeanization of their
relationship.

The European People’s Party also invites the European Union and its
Commission, Council and Parliament, in assessment of the honoring of
commitments and obligations undertaken by Turkey, to accord continued
attention to the recognition, restoration, and restitution of our
shared heritage as tendered herewith.”

KARABAKH SERVICEMAN KILLED BY AZERI SHELLING

STEPANAKERT, March 3. /ARKA/. Twenty year-old Karabakh serviceman
Arsen Karapetyan was killed by the Azerbaijani shelling on the night
into Tuesday, the press office of Nagorno-Karabakh Republic (NKR)
ministry of defense reported.

Investigation into the circumstances is under way.

Karabakh army of defense reports the Azeri military violated the
cease fire on the line of contact about 200 times, using also 60mm
mortar guns and RPG-7 grenade launchers, on the night into Tuesday.

NKR’s ministry of defense shares the grief and expresses its support
to the family and the friends of the killed serviceman, the press
office said.

The frontline divisions of Karabakh army of defense retaliated to the
attacks and regained control of the tactical setup, says the report.

The Karabakh conflict started in 1988 when prevailingly Armenian
population of Nagorno-Karabakh declared withdrawal from Azerbaijan. On
December 10, 1991, a referendum was held in Nagorno-Karabakh where
99.89% voted for independence from Azerbaijan.

Azerbaijan responded by large-scale military operations that led
to loss of control not only over Nagorno-Karabakh itself, but also
over seven adjoining areas. About 25-30 thousand people were killed
and about a million had to leave their homes during the military
operations.

A trilateral cease-fire agreement was signed on May 12, 2004, and has
been followed since then. The ongoing Karabakh peace process started
in 1992 under auspices of OSCE Minsk Group co-chaired by the USA,

ANKARA: Work Ongoing To Put Ani On UNESCO Heritage List

Restorations will continue this year at the ancient site of Ani,
on Turkey’s border with Armenia, where new artifacts are continuing
to come to light

Work is continuing at the ancient ruins of Ani, a 5,000-year-old
Armenian city located on the Turkish-Armenian border in the eastern
province of Kars, with an eye on including the site on UNESCO’s World
Heritage List.

Work has been continuing at Ani, which has been home to many
civilizations throughout history and is today a major draw for tourists
in the area, with the support of Turkey’s Culture and Tourism Ministry.

Ani is located 40 kilometers from the city of Kars, where tourists
usually base themselves during trips to visit the remote site.

Local Culture and Tourism Director Hakan Doganay said salvage
excavations in Ani would be headed this year by Pamukkale University
Classical Archaeology Department Professor Fahriye Bayram.

Doganay said projects regarding the restoration of the ancient city’s
walls have now been finished, with an eye to including Ani on the
UNESCO’s heritage list.

“[Ani] may enter the UNESCO list during the meeting to be held in
Oslo in 2016. We predict that 2015-2016 will be the years of Kars
and the ancient ruins of Ani. The Culture and Tourism Ministry has
provided us with great support on this issue,” he said.

“We will also bring over 21 new artifacts from various cultures,
making the best use of cultural heritage in our region,” Doganay
added. “Ani is a treasure for us that should be included in the UNESCO
World Heritage List.”

Ani, which occupies 78 hectares of land and is surrounded by
4,500-meter-long ramparts, was once the capital of a medieval Armenian
kingdom that covered much of present-day Armenia and eastern Turkey.

Ani is protected on its eastern side by a ravine formed by the Akhurian
River and on its western side by the Bostanlar or Tzaghkotzadzor
Balley. The Akhurian is a branch of the Aras River and forms part of
the current border between Turkey and Armenia.

Dubbed the “City of 1,001 Churches,” Ani stood on various trade routes,
and its many religious buildings, palaces, and fortifications were
among the most technically and artistically advanced structures in
the world at the time, according to specialists.
