Zurabashvili will arrive in Armenia with official visit on July
21-22, RA MFA told ARKA. The visit envisages meetings with RA
President Robert Kocharian, RA NA Chairman Arthur Baghdasarian, Prime
Minister Andranik Margarian, and Foreign Minister Vardan Oskanian.
During the visit Zurabashvili will lay a wreath on Memorial of 1915
Armenian Genocide Victims, will visit St. Echmiadzin, Georgian Church
in Noragavit and the museum of Sergey Paradjanov. L.D. –0–

RENEWED

YEREVAN, July 19. /ARKA/. The internet web-site of the US Department
of State Bureau of Consular Affairs will be presented to the users
fully renewed. According to the Press Service Department of the US
Embassy in Armenia, the site has become more user-friendly. The
web-site has been improved both practically and functionally; new
classification tools are introduced for information search, which
will allow the users to quickly find the necessary precise
information. The press release also says that the new web-site will
allow the traveling US citizens register with the help of IBRS
(Internet-based registration system). The system will give the US
citizens the opportunity to keep necessary data, which will keep them
in touch in emergency situations in particular. Besides, countries’
and regions’ updated data necessary for safe traveling are placed on

CATHOLICOS OF ALL ARMENIANS RECEIVES GERMAN AMBASSADOR TO ARMENIA ON
THE OCCASION OF THE COMPLETION OF HIS DIPLOMATIC MISSION

YEREVAN, July 19. /ARKA/. The Catholicos of All Armenians Garegin the
Second received German Ambassador Extraordinary and Plenipotentiary
to Armenia Hans-Wulf Bartels on the occasion of the completion of his
diplomatic mission. As ARKA was informed in the press-chancellory of
St. Etchmiadzin, in the course of the meeting the Head of the
Armenian church highly appreciated the longstanding activity of the
Ambassador targeting at strengthening the Armenian-German relations,
and expressed his satisfaction with tight connections between the
German Embassy in Armenia and St. Etchmiadzin.
As it is mentioned in the press release, at the end of the meeting
Garegin the Second wished H. W. Bartels success in his further

THE EDITOR IN CHIEF OF ARMENIAN LANE RUSSIAN-LANGUAGE JOURNAL
MURDERED IN MOSCOW

YEREVAN, July 19. /ARKA/. Cheremushka interregional prosecutor’s
office of Moscow instituted proceedings about the murder of Pail
Piloyan, the Editor in Chief of Armenian Lane Russian-language
journal, according to NezavisimayaGazeta writing that the body of the
reporter with wounds in stomach caused by a knife and signs of
beating was found by Moscow police on Saturday in the district of the
43rd km of Moscow Circular Highway (MCH). According to Moscow Home
Administrative Department, the corpse of Piloyan was discovered at 7
a.m. on Saturday on the outer side of MCH near the pedestrian
crossing in the region of Tepli Stan. Experts-specialist in crime
detection found out that the reporter was killed at about 2 a.m.: the
wound caused by a knife was fatal. Operative -investigating group at
the head of Alexander Krokhmal, the Chief Deputy Prosecutor from
Moscow prosecutor’s office went to the place of murder. The staff of
the prosecutor’s office is not hurrying with making conclusions
regarding the motives of the murder of 37 year old reporter.
The administration of the Armenian Embassy in Russia also makes no
assumptions about the motives. The Press Secretary of the Armenian
diplomatic mission in Moscow Armen Ghevondyan expressed his
condolences about the murder of the Editor in Chief of Armenian Lane
journal and stated that `the Armenian Embassy together with
law-enforcing structures of Russia takes all measures to find out the
details of the murder of Pail Piloyan’. According to him, when the
representatives of RF Ministry of Internal Affairs sends official
note of the death of the reporter and the circumstances of the death,
`the Embassy will use the whole mechanism: send condolences, possibly
return the body to Armenia, and consular service will begin set to
its work’.
Meanwhile, according to the sources of Nezavisimaya Gazeta in Moscow
police station, the version that the murder of Piloyan is connected
with his professional work is not the main one. Armenian Lane is a
belles-lettres in Russian telling about the Armenian literature and
cultural values. The criminalsts consider some versions of the murder
of Piloyan, among which is the murder because of the so-called
everyday life reasons, as well as murder on the base of national

Expo-Industry in Post-soviet Area

How did the collapse of the USSR influence the CIS countries?

Collapse of the Soviet Union out an end to the monopoly of state in
holding of international and national exhibitions. Since then the
exhibition structure started to develop in CIS countries. How long
were the former Soviet republic waiting in vain since 1990th, and
what did they achieve for the last decade? «ExpoToday» interviewed
the directors of leading companies – organizers of the exhibition in
four CIS countries: Armenia, Kazakhstan, Uzbekistan and Azerbaijan.

Before and after

During the Soviets all rare exhibition held beyond Moscow and
Saint-Petersburg were arranged in local VDNKhs (Soviet Exhibition of
National Achievements) and were actually the exhibition of the
national achievements, says Nigora Khasanova, Director of
«Itesa-Osiyo/UEF» in Kazakhstan.

«I remember only one exhibition – a bright event (in Kazakhstan),
which was arranged 17-18 years ago. This exhibition was «Electronics
in USA»,- she continues. In Azerbaijan, besides VDNKh, several food
and oil and gas exhibition were held by «Expocenter», again together
with Chamber of Commerce and Industry (CCI), adds Farid Mamedov,
Director of «Iteca Caspian» (Azerbaijan). «However, there were ones
arranged by individual companies», – he adds.

The collapse of the Soviet Union differently affected the development
of expo-industry of the former Soviet Republics as well as their
economy in general. Some of them, for example Armenia and Azerbaijan,
have been busy settling the international conflicts. Others were
dealing with formation of new economic relations.

Expo-industry of Uzbekistan «very soon joined the exhibition
business. It happened independently as well as with the appearance of
foreign exhibition companies, – Khasanova says. – International
exhibition companies immediately showed their interest to a new
market ». Independent profile exhibition held in country, e.g.
«Health Care Exhibition», held by ITE Group Plc (Great Britain) since
1995, «Tashkent Tourism Fair », held for the 10th time this year, and
of course different local trade exhibitions-fair, held by the Chamber
of Manufacturers of Uzbekistan.

The path of exhibition business was more arduous in Armenia and
Azerbaijan. «The first stage was a difficult period of establishment,
which was accompanied by liberation war in Nagorno-Karabakh, and the
second stage was a stable after-war period », – said the Export
Development director of Armenian Development Agency (ÀÀÐ) Musheg
Sargsyan.

As per Mamedov’s words, exhibition industry of Azerbaijan has been
stagnating within the first three years after the country obtained
independence. Since 1991 through 1994 in Azerbaijan there were only
annual national exhibition of Iran, Turkey, and OAE. However in 1994
in Azerbaijan there was the 1st International Oil Exhibition
dedicated to the signing of the main contract in the history of
Caspian oil fields development. The exhibition was organized by
«Spearhead Exhibitions» (Great Britain) and CCI of Azerbaijan. One
year later ITE Group Plc company arranged Azerbaijan International
Trade Fair (AITF). «Due to wide network of partners all over the
world, ITE Group Plc could attract many foreign companies to
Azerbaijan», – added Mamedov.

Today

Azerbaijan

Besides ITE, today’s main players at the Azerbaijan market are
«Caspian Events» and «Iteca Caspian», exclusive partner of ITE in the
Caucasus. It has arranged 8 exhibitions in Baku. Local companies are
working in other market segments and hold inexpensive local
exhibition. This year «Iteca Caspian» will also arrange 5 specialized
exhibition and conferences in Georgia. First of them dedicated to the
Telecommunications and Information Technologies, «GeorgiaTel 2004»,
has been held in Tbilisi in April of this year.

Central Asia

As per the words of Executive Director of ITECA Yuriy Borodikhin,
Kazakhstan is the most developed region in Central Asia. «Here we
hold about 40 exhibitions and conference a year. Some of them present
50-60% Kazakh companies. Double taxation between Russia and
Kazakhstan complicates the situation, so that Russian companies have
to pay double VAT», he says. In Kyrgyz Republic ITECA has been
working since 2003. Besides slow pace of economic development, the
growth of expo-industry is limited due to absence of modern
exhibition areas. «Exhibitions are held in Palaces of Sport, not
adjusted for these purposes», – says Borodikhin. Company stopped its
activity in Turkmenistan in 1999 due to political reasons.

Main organizers of exhibition in Uzbekistan today is Republican Trade
and Exhibition Center «Uzepocenter» under the Agency of Foreign
Economic Relations of the Republic of Uzbekistan, International
Exhibition company ITE Group Plc (Great Britain), Itesa-Osiyo
(Uzbekistan) and UEF company (Uzbekistan).

The local exhibitions are arranged by the Chamber of Manufacturers
and Businessmen of Uzbekistan and Trade Exhibition Center
«Uzkurgazmasavdo». The main foreign organizer in Uzbek market is also
ITE Group Plc, which holds 10 exhibitions a year, American TNT (1
exhibition a year), Italian InterExpo (2 exhibitions a year) and
Russian Polros (1 exhibition a year). Itesa-Osiyo company,
established in 2001, is an exclusive partner of ITE Group Plc. This
year ITE Group Plc opened new foreign exhibition entity -UEF, acting
as organizers and constructor of exhibition.

«We started from 4 projects, this year planning to hold 10
exhibitions, all in Tashkent. In 2005 we are planning to hold 15
exhibition», – says Khasanova from Itesa-Osiyo/UEF. This October
together with ITE Group Plc its company will held exhibition in
«Tajikistan Infrastructure» in Dushanbe.

Armenia

As per Sargsyan, besides ÀÀÐ (Armenian Development Agency), founded
in 1998 under the Resolution of Armenian President, the main players
at the Armenia market are Chamber of Commerce and Industry and
«Expocenter CCI», «Exposervice», «Erexpo», ÌÈÒÑ of Armenia. Artists’
Union, Jewelers Union and Agro-Business Center are also arranging
specialized exhibitions. There are no foreign players in Armenian
market, foreign embassies play their roles attracting Armenian
organizers. In 2001 ÀÀÐ organized exhibition of Armenian products
«Made in Armenia» in Yerevan, Los-Angeles, Tokio, and in 2002 – in
Los-Angeles, Moscow and Tehran. Besides that, ÀÀÐ presented Armenian
products and manufacturers at the Jubilee exhibition, dedicated to
the 10th anniversary of CIS in VVTs (Russian Exhibition Center) in
Moscow, at the 36th Egyptian International Fair, Kiev exhibition of
CIS in 2003, the 16th International Exhibition in Dubai in 2003 and
Professional International Exhibition in Machinery Manufacture in the
USA «Westech-2004»

Law whether exists or not

None of the CIS country today has the Law about exhibition
activities. The rationale for its adoption is acknowledged only in
Kazakhstan where its clauses are worked out by Intergovernmental
exhibition commission under the Ministry of Industry and Trade of
Kazakhstan. However, the organizers are not the members of the
commission, says Borodikhin. First results of commission activity the
Industry was waiting at the end of May.

Sargsyan in contrary thinks that it is a waste of time to discuss
this Law in Armenia. «This is a common industry which is anyway obeys
certain working laws, normative acts, and to my mind, we should not
transfer it to another rank or legal area»,- he said. Khasanova, who
thinks the adoption of the law is untimely, supports him: «I still
don’t think that the Law is necessary now. We don’t have so many
exhibition companies which activity should be regulated. This is the
issue for future».

Same says Mamedov: «ítoday we do not need it. We are trying to solve
the issues between each other and independently defend interests of
our clients that we do not want to loose. It helps us to be more
flexible to the rapid development of the industry».

Showrooms

«After 1983 fire in Exhibition Center with 15 thousand sq.m area,
Baku is the only capital of the former USSR without professional
exhibition showrooms», – says Mamedov. Today we hold the exhibitions
in Sport Complex named after H. Aliyev that reminds Olimpiyski in
Moscow».

Yerevan also does not have professional exhibition showrooms, though,
as per Sargsyan, many areas adjusted for exhibition with 300 up to 2
thousand sq.m. area. «Construction of professional ExpoCenter is
soon. The state already allotted the area for this purpose», – he
says.

In Uzbekistan international exhibitions are held in Tashkent Republic
Trade and Exhibition Center «Uzexpocenter» under the Agency of
Foreign Economic Relations of the Republic of Uzbekistan.

First pavilion of the center corresponds to the international
standards and has 3,5 thousand sq.m. area. Besides it, exhibitions
are held in Trade and Exhibition center «Uzkorgazmasavdo», total area
– 5 thousand sq.m.

In Kazakhstan the exhibition centers will probably be built in Atyrau
and Astana. «As to the capital to Kazakhstan (Astana city), the
construction of the complex here is more real because it is
stipulated by Governmental program and there is a certain place for
it in the General Plan of the city. – says Borodikhin. – Now it is
still a draft, but the opening is scheduled for 2005». New exhibition
center will comprise a hotel, business-center and showroom for 10
thousand sq.m exhibitions.

Support of the State

Established the expo-industry from zero, the exhibitors of the CIS
countries only anticipate a territory from the state to construct new
exhibition complexes «To my mind, state assistance, huge and
unlimited one will bring back the monopolization of the Soviet times.
State assistance is necessary during establishment, determination of
conditions, game area, and rules of activity in this direction,
allotment of loans and territories for construction of exhibitions
and centers», – says Sargsyan.

Mamedov agrees: «Surely, we would like to hold exhibitions in
specialized exhibition complex and now this issue is under
discussion.» All exhibitions of Iteca Caspian are supported by the
government and have international status. In 2001 Iteca Caspian was
awarded with a national for price UGUR for contribution in
International cooperation of Azerbaijan business, he added.

In Uzbekistan, as per Khasanova’s words, the government fully
reconstructed the first pavilion of the Republican Trade and
Exhibition Center «Uzexpocenter» under the Agency of Foreign Economic
Relations of the Republic of Uzbekistan.

In neighboring Kazakhstan the situation is opposite, as thinks
Tatyana Zhdanova, Director of Foreign Economic Relations Department
of CCI of Kazakhstan. «The State does not provide enough support to
the exhibition business. Even in the matter of financing national
expositions. For e.g. our enterprises will not be exposed at
Intergovernmental exhibition in VVTs – «CIS: fuel – energy and
natural resources- 2004» forum (August 24-27) but at the same time
Government and Committee decided to finance national stand of
Kazakhstan in Germany»,- she says.

The state does not benefit from lack of attention to the exhibitions,
Borodiskhin thinks.

«Support of profile ministries and participation of their
representatives in opening ceremonies influences the prestige of the
event. There are many cases when the exhibition, especially leading
one, positively influences the prestige of the minister and image of
smart politicians, who know that the support of the exhibitions
reflect their opening for new ideas, willingness to know the
industry, as well as respect for business, major an minor, internal
and external», he says.

Together or apart?

Organizers from former Soviet republics which broke political links
during the independence establishment, as a rule, would like to
maintain the current economic relations between CIS countries and
build new ones.

«For 70 years of Soviet power the economy of former Soviet republics
has been so integrated that after the collapse of the USSR all 15
republics were seriously impacted, – Mamedov says. – We are actively
working with our partners in CIS. In particular our Saint-Petersburg
partners, PrimExpo and CCI of Saint-Petersburg, held a joint action
and attracted a number of Russian manufacturers to the Jubilee Food
Exhibition in Baku held on May 12 – 14, 2004». In Khasanova’s
opinion, the determining factor in cooperation is «not a country, but
a partner, his professionalism and reliability». Her company
cooperated with «Iteca» (Kazakhstan), Iteca Caspian (Azerbaijan) and
Primexpo (Russia, Saint-Petersburg). And in Armenia CCI of Armenia
holds the first universal exhibition «CIS Expo 2004».

This week we devote the whole of the section to reviews of novels that
could make great travelling companions

JUST over 40 years ago, Greek and Turkish book-lovers alike burst into
tears as they read a new Greek novel: in `Farewell Anatolia’, Dido
Sotiriou drew on her childhood memories to describe the comradeship of
two shepherd boys, one Christian, the other Muslim, who go on to fight
on opposite sides of the Greek-Turkish war of 1919-22. On the final
page, the Christian narrator mourns his native soil and his long-lost
friend-and curses the powers that divided them.

Until now, the human story of Ottoman society’s violent break-up,
under the pressures of war and nationalism, has largely been kept
within the Greek-Turkish family: not many people outside the region
know it, and even there it must be told elliptically because it flies
in the face of nationalist orthodoxies. Now a version of this story
will reach a wider audience: it is the theme ofa new novel-his first
for a decade-by Louis de Bernières, the British author who captivated
readers with `Captain Corelli’s Mandolin’, a tale of love and war in
Greece.

`Birds Without Wings’ is not just about one friendship, although the
camaraderie of two boys later divided by war is one central theme. The
bookdepicts a whole tapestry of relationships in a close-knit but
brutish community in the twilight of Ottoman Anatolia, where Muslims
pray in Arabic and Christians in Greek, but the only language anyone
understands is Turkish. There is a gangof Christian and Muslim
children who play together and dream of marrying. Even more
impressively, the Muslim hodja’s wife and the Christian priest’s wife
are best friends, and their husbands get along well too.

But as the war clouds gather and finally burst, the Muslim boys are
taken off to hell-holes like Gallipoli, the Armenians are marched away
to exile or death, and the Greek Orthodox are press-ganged into
forced-labour units. After the war, the surviving Orthodox Christians
are shipped off to Greece, an alien world.

As a (broadly successful) storytelling technique, Mr de Bernières
presents a series of first-person accounts by village characters, in a
quirky, uneven style: sometimes naive and homely; sometimes
over-elaborate. The net effectis to give the impression of a text
translated from another language. Also interwoven, for historical
context, is a biography of Mustafa Kemal Ataturk, founder of the
mono-ethnic Turkish republic which replaced the multi-ethnic Ottoman
world.

Given that his book is presented as a sort of history lesson, Mr de
Bernières will be challenged on his facts. How will he fare? His
account of a Turcophone world, where barriers between the monotheisms
had blurred, is not entirely implausible-even though the areas where
this situation existed wereabout 400 miles to the east of this book’s
notional setting. The author was inspired by the deserted ruins of a
once prosperous coastal town known as Kaya in Turkish and Livisi in
Greek. This is certainly a haunting, and perhaps indeed a haunted
place; but virtually all its people spoke Greek and knew they were not
Turks or Muslims.

Still, such quibbling should not spoil the pleasure of those who come
looking for an absorbing read about a remote but captivating time. The
Ottoman world’s break-up is a rich, poignant story, and Mr de
Bernières is a good storyteller. At times he is nearly as good as
Dido Sotiriou.

1. ARF, Lebanese Foreign Minister Discuss Turkey-Lebanon Relations

BEIRUT (Aztag)–A delegation representing the ARF Central Committee (CC) of
Lebanon met yesterday with Lebanon’s Minister of Foreign and Emigrant Affairs,
Jean Obeid, at the Foreign Ministry in Boutros Palace.
The ARF delegation consisted of CC representative Hovig Mkhitarian and
members
Hagop Pakradouni and Barouyr Der Ghougassian.
The discussions between Obeid and the ARF focused on Lebanon-Turkey
relations,
particularly in light of Turkish Foreign Minister Abdulla Gul’s visit to
Lebanon over the previous weekend and agreements that were signed between the
two sides.
Foreign Minister Obeid provided various clarifications regarding Gul’s visit
and Lebanese-Turkish relations. The ARF delegation presented its views on
those
topics and underscored that relations must be based on mutual respect, in an
attempt to rectify the mistakes that have accumulated throughout the
history of
the two countries and which, to this day, influence the development of events
in the region.
The ARF delegation cast doubt on Turkish officials’ recent statements
regarding the establishment of close ties with the Arab people. The ARF
representatives stressed the importance of keeping a close eye on Ankara’s
intent to gain political influence in the region while maintaining its
strategic cooperation with Israel.
Gul’s visit to Lebanon was the first in 21 years for a Turkish foreign
minister. The Lebanese Prime Minister and Foreign Minister visited Turkey in
April and May, respectively.

2. Work on Constitutional and Election Law Reforms Complete

YEREVAN (Armenpress)–Armenia on Thursday completed work on developing two
packages of constitutional and election law reforms in an effort to meet its
obligations before the Council of Europe (CE).
The draft law on changes to election code must pass by the end of 2004, and
incorporates most of the recommendations and proposals offered by the Central
Election Commission (CEC), Venice Commission, and the OSCE.
Amendments to Armenia’s constitution will be put to a national referendum in
the first half of 2005, according to the timetable set by the CE.
The drafts will be translated and sent to the CE’s Venice Commission to
ensure
the amendments conform to European standards.
They will also be available to non-governmental organizations, political
parties, and all interested individuals, for review later this month, and will
be open to public debate.

3. Minsk Group Plans Regional Visit

YEREVAN (Armenpress)–Minsk Group co-chairs will be visiting Armenia on their
tour of the region that includes Azerbaijan and Mountainous Karabagh Republic.
Co-chairs Yuri Merzlyakov of Russia, Stephen Mann of the United States and
Henry Jackolin of France are due in Armenia’s capital on July 10.
The Minsk Group spearheads the Organization for Security and Cooperation in
Europe’s efforts to find a political solution to the Karabagh conflict.

4. EU Commissioner Discusses ‘Neighborhood Policy’ in Armenia

YEREVAN (RFE/RL)–Janez Potocnik, the European Union’s junior commissioner on
enlargement affairs, discussed with Armenian leaders on Thursday practical
consequences of Armenia’s inclusion in the list of countries entitled to
privileged ties with the EU.
After talks in Yerevan with President Robert Kocharian, Prime Minister
Andranik Markarian, and other senior officials, Potocnik reiterated the EU’s
position that Armenia itself should decide the extent of its cooperation with
the bloc under the European Neighborhood Policy (ENP). He said the EU’s
Executive Commission would only support and encourage Yerevan’s efforts to
meet
European standards on free elections, human rights, and freedom of speech.
The decision to extend the ENP, also known as “Wider Europe,” to Armenia as
well as neighboring Azerbaijan and Georgia was formally made by the EU foreign
ministers on June 14.
Each South Caucasus country is responsible for submitting action plans on
economic and political reforms in order to receive assistance some time in
2007.
Potocnik said that he will submit to the European Commission a report on
Armenia by the spring of 2005, after which the two sides will begin discussing
joint programs on a broad range of issues. He also reiterated the EU’s
insistence on the quick closure of the Medzamor nuclear plant “for safety
reasons.”
“Our mutual agreement will allow for the decommissioning of the Medzamor
nuclear plant some time in the future.,” the Slovenian official said,
reaffirming the EU’s offer of a 100 million-euro compensation for the
shutdown.

EU officials in Brussels said earlier this week that during his regional
tour,
Potocnik will stress the bloc’s willingness to take a more active approach to
the regional conflicts. They said although the EU bloc will not act as a
mediator it will use incentives inherent in closer ties to foster compromise.

5. Armenia Works to Prevent Money Laundering, Terrorism Financing

YEREVAN (Armenpress)–A meeting on preventing money laundering and financing
terrorism brought together leading Armenian decision-makers on Thursday in
Yerevan. Armenia’s General Prosecutor Aghvan Hovsepian joined about 30
parliamentarians and a number of government representatives at the National
Workshop on Combating Money Laundering and Suppressing Financing of Terrorism
to discuss international conventions related to these crimes, implementation
mechanisms, and national initiatives.
The workshop is part of a large-scale program launched last year by the
Yerevan office of the Organization for Security and Cooperation in Europe
(OSCE). Two national workshops were organized in 2003 together with the UN
Office on Drugs and Crime (UNODC), which resulted in a number of
recommendations that are currently in the process of implementation.
In opening the event, head of the OSCE Office in Yerevan Vladimir Pryakhin
stressed that the actual fight can not take place within the limits of
national
borders. “Only close international collaboration and direct contacts between
law enforcement agencies and financial institutions can provide effective
means
to fight this evil,” he said.
Pryakhin also said that the fight against money laundering and the financing
of terrorism should be in line with fighting corruption.
Armenian authorities have already ratified the UN Convention against
Transnational Organized Crime, and the Council of Europe Convention on
Laundering, Search, Seizure and Confiscation of the Proceeds from Crime.
Armenian President Robert Kocharian last year endorsed the National
Anti-Corruption Strategy, which incorporates a number of measures to prevent
money laundering. The OSCE Office, which has been assisting the Armenian
Government in the development of the strategy since 2000, is now assisting
with
implementation.

6. Tensions Grow in Georgia, Russia Angry

TBILISI (Reuters)–Tensions grew in Georgia on Thursday after some of its
soldiers were seized in the breakaway region of South Ossetia, while Russia
accused Georgia’s leadership of goading its wayward province into retaliation.
Georgian officials also said an armed group opened fire on a Georgian
peacekeeping checkpoint, wounding two soldiers and kidnapping one of them.
The clashes in South Ossetia were the latest flare-up since President Mikhail
Saakashvili moved to restore central control over separatist regions that seek
closer ties with Russia.
A police official near the region, that lies north-west of Tbilisi on the
border with Russia, said about 50 Georgian Interior Ministry troops had been
held.
In Moscow, the Russian foreign ministry sided with the South Ossetians,
blaming the Saakashvili leadership for “unlawful and provocative actions in
the
Georgian-Ossetia zone of conflict.”
“Tbilisi is ignoring the fact that a sharpening of the crisis puts the people
of South Ossetia, most of whom are Russian citizens, under a serious security
threat,” a ministry statement said.
Tensions began to flare in South Ossetia after Georgia sent troops to the
internal border with the region in early June, to protect anti-smuggling
checkpoints.
Then, in an incident that prompted a sharp reaction from Moscow Wednesday,
Georgian troops seized an arms convoy which it said was carrying rocket
launchers intended for separatists.
Russia said the weapons were intended for the members of its peacekeeping
force.
Georgian Prime Minister Zurab Zhvania, who announced the armed attack and
kidnapping at a checkpoint between the villages of Tamarasheni and Kurta,
accused the South Ossetian leadership of stirring up armed conflict. “We will
never allow a repetition of the tragedy that we witnessed in 1991,” said
Zhvania.
The region broke from Georgia after a war at the end of Soviet rule in 1991.
Uneasy peace has reigned since, supervised by a peacekeeping force from
Georgia, South Ossetia and Russia.
Saakashvili, who says he is striving to end awkward relations with Russia,
has
secured the removal of a local strongman in another wayward region, Ajaria,
which had considerable autonomy but never declared independence.
Since his election early this year, Saakashvili has set his sights on
restoring central control over South Ossetia and Abkhazia, a breakaway region
on the Black Sea.
Moscow aligns itself with the international view that both these regions are
part of Georgian territory and it has never offered to take them into the
Russian Federation.
At the same time, it has often backed them in disputes with the Tbilisi
leadership and has allowed many of their people Russian citizenship.

7. UNDP Report Traces Rising HIV Rates in CIS Countries

YEREVAN (ARMENPRESS)On Wednesday, the United Nations Development Program
(UNDP)
released the 2004 HIV/AIDS report for Eastern European and Commonwealth of
Independent States (CIS) countries, titled “Reversing the Epidemic: Facts and
Policy Options.” Vladimir Davidyants, Chief State Sanitary Doctor of Armenia,
Lise Grande, UN Resident Coordinator and UNDP Resident Representative, Samvel
Grigoryan, Head of the Republican AIDS Prevention Center and
representatives of
international and local organizations participated in the event, which was
held
at the United Nations House in Yerevan.
The report presents the first comprehensive outline of the HIV/AIDS epidemic
in the 28 countries of East and South-Eastern Europe, the Baltics and the CIS.
The UN estimates that 1.8 million people in the region have HIV and that
280,000 people contracted the virus last year. Despite a comparatively low
prevalence of HIV/AIDS in the region, growth rates in Estonia, Russia and
Ukraine are among the world’s highest. The report stresses that the HIV/AIDS
crisis poses a threat to the region’s economic growth, resulting in an
estimated loss of at least one percent GDP growth per year.
According to the report, once the number of those infected with HIV/AIDS
surpasses 1% of a country’s total population, it becomes extremely difficult
for experts to reverse the trend. Any delays, the reports notes, in addressing
the problem can be catastrophic: only twelve years ago, South Africa was
facing
an infection rate among the adult population that was less than one percent;
now the rate is twenty times higher.
According to Grande, “UNDP’s report reveals that there is already an HIV
crisis in the CIS. Although the situation in Armenia is not as disastrous
as in
some other major CIS countries, steps need to be taken now to avoid the
kind of
catastrophe that is affecting other countries. By working together, the
government, civil society, the mass media and donors can make a difference.
Through reports like the one we are releasing today, we can help raise
awareness among the general public and promote responsible behavior among all
people living in Armenia.”
Between 1988 and 2004, 279 individuals infected with HIV registered with the
Armenian government. Of those affected, a vast majority are men (206
cases-77.7%). 79.2% are between the ages of 20-39.

Common Agreement with Armenia Difficult, Azeri Speaker Says

BAKU (ARMENPRESS)–The Mountainous-Karabagh conflict was the focus of a
Wednesday meeting between Azerbaijani parliament speaker Murtuz Alasgarov and
European Union (EU) commissioner on expansion Janez Potocnik, who spent two
days in Azerbaijan before coming to Armenia.
Alasgarov said that he backed the resolution of the conflict based on the
principles of territorial integrity. Speaking about the suggestions of
international organizations that called for the Azeri side to reach common
agreement with Armenia, the speaker stated, “How can Azerbaijan reach common
agreement with Armenia, which is an aggressor and doesn’t intend to withdraw
from the occupied lands of Azerbaijan?” Alasgarov moved on to condemn the
visits by some international diplomats to Mountainous-Karabagh from Armenia
without the prior consent of Baku.
Potocnik, in turn, noted that the successful integration of the South
Caucasus
region into the European Union was possible only after the peaceful
solution of
the Karabagh conflict. He underlined that the EU was ready to carry out
rehabilitation operations in Mountainous-Karabagh after the resolution of the
conflict.
The EU commissioner also stressed that the EU special envoy on South Caucasus
Heikki Talvitie was ready to assist the OSCE Minsk Group in settling the
conflict.

Iran Appoints New Ambassador to Armenia

TEHRAN (ARMENPRESS)–President Seyyed Mohammad Khatami appointed Ali Reza
Haqiqian as the new Iranian ambassador to the Republic of Armenia, the
Information and Press Department of the Iranian Foreign Ministry announced on
Tuesday.
The appointment was made upon a proposal by Foreign Minister Kamal Kharrazi.
Haqiqian had previously served as a Foreign Ministry director-general as well
as Iranian
charge d’affaires to Baghdad.
Ali Reza Haqiqian was born in Isfahan in 1958. He received a university
education and has been working in Iran’s Foreign Ministry since 1981, holding
various positions in embassies in Canada, Germany and Iraq. The new
ambassador
is married and is father to three children. He speaks fluent English.

World Armenian Congress Concerned with Armenian Church Destruction in Turkey

MOSCOW (ARMENPRESS)–The World Armenian Congress has expressed concern over
the condition of the Akhtamar Saint Cross Church–a unique monument of
medieval
Armenian architecture, which is situated in Turkey, on an island in Lake Van.
The church was built in 915-921, says a statement of the World Armenian
Congress, issued on July 7. It is currently in such a dilapidated state that
“soon only ruins will be left of it.”
The World Armenian Congress urged the Turkish and Armenian governments to
take
steps without delay for restoring the Akhtamar Saint Cross Church. It also
asked the two countries to work with UNESCO experts in the restoration of
Armenian architectural monuments on Turkish territory.

Azeri Transport Minister Accused of Cooperating with Armenians

BAKU (ARMENPRESS)–On Thursday, a group of senior officials of Azerbaijan’s
railway department accused the country’s transport minister Zia Mamedov of
secretly cooperating with Armenians. Speaking at a specially convened news
conference, the officials claimed that the minister “has built a mob network,”
which has embezzled $2.5 billion worth of public funds since 1995. As proof,
they noted the decrease in the number of government-owned locomotives–from
632
to 183–since the collapse of the USSR. In one instance, a 132-car train
bearing wine was sent to Russia, never to return. Locomotive parts, the group
stated, were removed and sold as scrap metal. The officials also stated that,
in leasing 300 cars to Russia,
Azerbaijan did not receive anything in return.
They went on to allege that the railway department is the sole government
agency that cooperates with Armenia. The officials claimed that 300 cisterns
were sold to Armenia. “Reports about these abuses were regularly sent to
prosecutors and the presidential staff, but nothing was done to investigate
into them,” they said. They said they will ask the president to order an
investigation into their allegations, which were described by Mamedov as
“provocations.”

US Envoy in Baku Calls for Democratic Institutions in Nakhichevan

BAKU (ARMENPRESS)–The US ambassador to Azerbaijan, Reno Harnish, who was
recently on a visit to Nakhichevan, said “it was high time” to establish
democratic institutions in the region. Harnish had discussed the issue with
chairman of the local supreme council, Vasif Talibov.
Harnish confirmed that he had told the Guardian newspaper that Azerbaijani
law-enforcement bodies obtain 80 per cent of confessions through torture.
Journalists asked the ambassador about the recent US Congressional
decision to
allocate $5 million to Mountainous Karabagh. Harnish stated that the aid will
be used to assist refugees. He added that Azerbaijan will receive $13 dollars
in assistance for refugees currently living in camps.

Armenian-Spanish Relations Discussed

YEREVAN (ARMENPRESS)–On July 5, the newly appointed foreign minister of
Spain, M. Moratinos, received Armenian Ambassador to Spain, E. Khojanian. The
sides discussed Armenian-Spanish relations and prospects for their
development.
They noted that recent developments, such as the new European Union policy
towards the South Caucasus, create an opportune moment for the development of
relations. Moratinos expressed interest in Armenia’s economic and political
situation and revealed his readiness to support Armenian-Spanish relations in
all their forms. The Spanish minister also reconfirmed his government’s
readiness to receive the Armenian president on an official visit.

CSTO Secretary General Calls on Georgia, Ossetia to Use no Force

MOSCOW (ARMENPRESS)–Nikolai Bordyuzha, secretary general of the Collective
Security Treaty Organization (CTSO), composed of Russia, Belarus, Armenia,
Kazakhstan, Kyrgyzstan and Tajikistan, has called on both sides of the
Georgian-South Ossetian conflict to refrain from the use of force.
“The situation on the Georgian-South Ossetian administrative border is
threatening to snowball out of control and lead to an armed conflict, to
unpredictable developments in the region,” runs Bordyuzha’s statement
circulated in Moscow. He emphasized that all issues pertaining to Georgia’s
relations with South Ossetia should be solved peacefully.
“Ultimatums, threats or, moreover, the use of force, including against
peacekeeping divisions deployed there, can have the most negative consequences
for the situation in the Caucasus,” the statement says.
“We are calling on the conflicting sides to refrain from the use of force and
to find, through a political dialogue, a constructive decision meeting the
interests of security and stability in the region,” the document runs.
Meanwhile, Georgian State Security Minister Vano Merabishvili said that
Georgia has averted a new armed conflict in South Ossetia. “We had the
information that Eduard Kokoity–president of the self-proclaimed
republic–planned to organize provocations on July 7 and 8, but what happened
was more than we had expected. However, despite the repeated armed clashes, we
have managed to avoid bloodshed and new confrontation between the Georgians
and
the Ossetians,” Merabishvili said at a live briefing in Georgia. “Kokoity is
ready for war, he has weapons and medicines but Georgia is not going to fight
against the Ossetians,” he continued.
In his words, “the Russian Federation’s official position on the Tskhinvali
district does not coincide with Kokoity’s plans, therefore he has nothing
to do
but organize provocations.” The Georgian minister told reporters that all
Georgian military subdivisions had been ordered not to use weapons. “This is
why Ossetian armed formations managed to take up to 50 of our servicemen
hostage,” Merabishvili noted.

Kocharian Condoles the Death of Austrian President

YEREVAN (ARMENPRESS)–Armenian President Robert Kocharian sent a condolence
message to Austrian Chancellor Wolfgang Schuessel, after the death of
president
Thomas Klestil. The Austrian president suffered a heart attack earlier this
week and died shortly after.
“I recall my meetings with president Klestil with warmth. His
contributions to
development of Austrian-Armenian relations are esteemed highly in Armenia. I
extend by deepest condolences to the people of Austria and ask to extend them
also to members of his family at this sad moment,” Kocharian’s message reads.
Klestil’s heart stopped on Monday as he was being flown by helicopter to
Vienna’s General Hospital after being found unconscious. Klestil, who had in
1996 suffered from a severe case of pneumonia, was recently having serious
lung
problems.
The presidency will be transferred to Heinz Fischer, who won elections
earlier
this year. While the post is mostly ceremonial, Austria’s president serves as
the country’s commander in chief, and is bestowed with the power to reject
cabinet nominations.
Klestil, a career diplomat who earlier served as Austria’s ambassador to the
US and to the UN, is widely credited with restoring Austria’s credibility
following the controversial administration of Kurt Waldheim, who had served in
the military during WWII. On a trip to Israel during his first term, Klestil
expressed sympathy with victims of the Holocaust in a speech to the Knesset,
while referencing Austria’s role in the atrocities.. It was one of the
numerous
times he spoke out against Nazi horrors and his country’s role in them.

The trial of ethnic Armenian R. Eyvazov is underway at the Military
Court for Serious Crimes.

He is charged with passing on military secrets to Armenia and
torturing Azerbaijani captives in Khankandi prison while on duty as
an officer of the Azerbaijan Army during the war. He is accused of
personal involvement in the beating to death of Azerbaijani
prisoners.

The National Security Ministry and Military Prosecutor’s Office began
the case against Eyvazov after a number of Azerbaijani soldiers,
returning home from captivity with the aid of international
organizations, informed relevant government agencies of the horrors
they suffered.

The mechanism of preserving stability in the South Caucasus will be
more effective if it includes the direct neighbours of the region and
the world’s power centres involved in its development, according to
Armenian Foreign Minister Vardan Oskanyan, the press service of the
Armenian Foreign Ministry has told Arminfo news agency.

He said that in this context, Russia’s involvement in the regional
processes needs to be seen in two spheres. On the one hand, as a
direct neighbour of the South Caucasus, Russia, just like Iran and
Turkey, acts as a regional power and protects its interests in the
region. On the other hand, like the Council of Europe and the USA,
Russia views the South Caucasus in a wider geopolitical context and is
interested in its further development.

The Armenian foreign minister noted that one of the main factors in
the development of Armenian-Russian interstate cooperation is the
historical and cultural relationship that has taken shape between the
two peoples for centuries. The ample opportunities of cooperation in
the cultural, scientific and educational spheres are due to the unity
of their development in the Soviet period.

The Armenian foreign minister said that the driving force of this are
Russian and Armenian political organizations, intellectual circles,
creative associations, Armenian communities of Russia and Russian
communities of Armenia. Their contribution to the development of
Armenian-Russian relations will grow in parallel with the further
establishment of a civil society in the two countries, Vardan Oskanyan
said.

On August 8, 2004 the elections to the municipalities of NKR will take
place. The NKR government considers the democratic procedure of
elections to governmental bodies of all the levels as one of the
important steps on the way to a free civil society. We start from the
consciousness that only the legitimate power is granted the necessary
authorities and they are responsible for the fate of the people living
in the territory entrusted with them. In the statement of the Ministry
of Foreign Affairs of Azerbaijan it is said that the elections cannot
be considered legitimate as they contradict to the principles of the
international law and the legislation of Azerbaijan, are held without
the participation of the Azerbaijani population of Nagorni
Karabakh. According to the NKR MFA press service the position of the
Azerbaijani party is cut from the actual situation. The Republic of
Nagorni Karabakh which has been independent of Azerbaijan for 16 years
now has no relation to its legislation therefore this appeal is
senseless. The fact that, on the one hand, official Baku considers
Nagorni Karabakh an uncontrollable territory and, on the one hand,
criticizes the fact of formation of legitimate bodies of power and
government. All the claims that the Azerbaijani population of NKR does
not take part in the elections do not stand trial. If follow their
logic, it would be necessary to consider invalid all the elections
held in Azerbaijan from where half-million Armenian population was
repressed in the result of ethnic clearings. The press service of the
NKR MFA thinks that the upcoming elections to the municipalities, as
well as former elections held to the governmental bodies of all levels
correspond to the international standards and provide for the right of
free elections. It is doubtless that development and maintenance of
democratic processes in Nagorni Karabakh, as well as all the other
countries of the region will enable to provide conditions for
establishment of long-lasting peace and stability in the South
Caucasus.

Tank holding sulfuric acid explodes in Armenia

YEREVAN, Armenia

A tank holding sulfuric acid exploded Wednesday in an Armenian power
station, killing one worker and injuring seven others, emergency
officials said.

The explosion happened at the Razdanskaya power plant, one of the
biggest in this ex-Soviet republic, said Nikolai Grigorian, chief
spokesman for the Armenian Emergency Situations Ministry.

He said that seven workers were hospitalized with burns.

An investigation into the cause of the explosion is underway.

jailed for protesting against the arrival in Baku of the occupying
Armenian army’s officers should be released unconditionally, many MPs
think.

think that people protesting against the Armenian officers’ visit to
Baku have the right to do so.

[MP Qudrat Hasanquliyev] We will appeal to the prosecutor-general to
change the restraining measure against Akif Nagi and others. If we do
not get a response, then we will undoubtedly involve other members of
the public and adopt a decision to set up a committee to protect Akif
Nagi’s rights.

[MP Alimammad Nuriyev] We are drawing up an appeal on changing the
restraining measure against them so that they can be released on bail.

[MP Rifat Agalarov] The arrest of these people is a very negative
case. Those people have the physical and moral right to express their
protest against the Armenians’ visit to Azerbaijan. I resolutely
protest against their arrest. I think that we should demand that the
government and the law-enforcement agencies release them immediately.

[MP Sayyad Aran] I am also against the Armenians’ visit to
Azerbaijan. But the protest should not be expressed in this way. The
protest should not be expressed by smashing state property and
entering in a violent and unpleasant way into a hall where an
international event is being held. This is unforgivable. I understand
them. I understand their feelings. I regret their arrest since I
understand where their actions stem from.

[Correspondent] The MPs are convinced that President Ilham Aliyev will
also express his position on the people arrested because of the
Armenians.

Armenian officers’ visit to Baku sparks public outcry

The final conference of the “Cooperative Best Effort-04” training
opened in Baku on Tuesday within NATO’s Partnership for Peace
program. Representatives from ten NATO member states, eleven
Partnership for Peace program-participant states, NATO’s

Southern Europe and European Allied Forces Command, as well as from
the International Committee of the Red Cross and the US embassy in
Baku are attending the conference to last till Thursday. The
“Cooperative Best Effort-04” training will be held in Baku this
September. The participation of Armenian officers – Colonel Murad
Isakhanian and Senior Lieutenant Aram Hovanesian – in the event
sparked nationwide protest in the country.

Akif Naghi, chairman of the Garabagh Liberation Organization (GLO),
told a news conference last week that Armenian officers won’t be
allowed to attend a NATO conference even if they arrive in the Azeri
capital. According to Naghi, Armenia aims to cover up the occupation
of Azerbaijani lands by sending its officers to Baku. “Therefore, the
goal of the GLO is to prevent the realization of Armenia’s plans,”
said Naghi, underlining that a series of actions will be conducted in
this respect.

Public concern justified
Commenting on the differing attitudes of the public and the
organizers of the event towards the issue, Ali Hasanov, head of the
Socio-political Department of the President’s Palace, said that the
positions of both sides are understandable. Hasanov regarded the
negative attitude of the public towards the participation of the
officers of the occupying army in any event in Baku as normal. Noting
that the undertaking is organized not by Azerbaijan but NATO, Hasanov
stressed that such events may be organized not only in Azerbaijan but
also in other program participant states. However, the government
allowed the officers of aggressor Armenia to arrive in Baku on Monday
evening. On Tuesday morning, GLO members held a protest action to
condemn the Armenian officers’ participation in the NATO conference,
stating that “no business relations can be established with Armenia
unless the occupied lands of Azerbaijan are liberated”.

Protests
Members of the Garabagh Liberation Organization (GLO) picketed the
Europe Hotel on Tuesday protesting the participation of Armenian
officers at the conference being held in Baku within the NATO
‘Partnership for Peace’ program. The protesters tried to block
Tbilisi Avenue, disrupting traffic, and then clashed with police in
front of the hotel. Several GLO members succeeded in making their way
to the conference room. However, the conference continued
uninterrupted after police and hotel security officers disbursed the
picketers. Five demonstrators led by the GLO chairman Akif Naghi and
his deputy Barat Imani were detained and taken to the Nasimi District
police department. “The Armenian officers’ visit to Baku and the
Azerbaijani government’s position on the issue is unacceptable. The
authorities must primarily defend the interests of the state, prevent
officers of an aggressor country from coming to Baku and put forward
a firm position to international organizations on the issue”, the GLO
said in a statement. Also on Tuesday, members of another group, the
All-Azerbaijan Popular Front Party (APFPA), tried to hold a similar
action. In a Milli Majlis session on Tuesday, parliament members
expressed their indignation with the participation of Armenian
officers in the conference being held in Baku within NATO’s
Partnership for Peace program. MP Sabir Rustamkhanli regarded the
admittance of Armenian officers, guilty of shedding the blood of
