Armenian President Serzh Sargsyan met US Secretary of State Hillary
Clinton on the sidelines of the nuclear security summit in Washington
on 13 April, the Mediamax news agency reported.

Clinton reiterated President Barack Obama’s call for the continuation
of Turkish-Armenian normalisation without preconditions. Sargsyan and
Clinton also discussed the settlement of the conflict between Armenia
and Azerbaijan over the latter’s breakaway region of Nagornyy Karabakh,
Mediamax said.

Armenia’s Deputy Foreign Minister Shavarsh Kocharian said in an
interview with Interfax that statements by Azerbaijan’s President
Ilham Aliev on ‘original Azerbaijani territories’ are a complete
nonsense. In particular, Ilham Aliev said that ‘modern Armenia is
founded on age-old Azerbaijani territories."

"Aliev talks through his hat, up to now being unable to understand
that he has inherited a presidential chair, but not those historical
Armenian territories which for various reasons were temporary under
the reign of Persian Shahs and appointed by them Khans," Shavarsh
Kocharian told Interfax.

Yusif Babanli News.Az interviews Yusif Babanli, board member of
Azerbaijani American Council (AAC) and co-founder of US Azeris Network
(USAN).

US President Barack Obama urged Turkey and Armenia to take efforts
to improve relations between these countries at the meeting with
Armenian President Sargsyan. Which role can the US factor play in
the Armenian-Turkish reconciliation?

Efforts of the Obama administration to help Armenia and Turkey
reconcile are commendable. It’s obvious that as one the biggest
economies of the region, Azerbaijan is also interested in positive
social, political and economic developments in South Caucasus.

Azerbaijan has always supported friendly relations with its immediate
and distant neighbors. However, the very reconciliation and opening
of borders should not be done and even encouraged at the expense of
Azerbaijani lands. It’s inconceivable how Armenia, with the external
help, occupied a big chunk of a neighboring state, is claiming
territories of other states (Georgia and Turkey), imposes a burden of
"genocide" on Turkey and yet drags the West along into its agenda. US
administration should urge Armenia to start making compromises and
withdraw from Azerbaijani territories committing to international
laws and norms. Once the Armenia starts a constructive dialog,
it will subsequently become a part of the economic partnership and
improve lives of its own citizens.

Erdogan is confident that the US administration will not recognize
fictional "Armenian genocide". Does it mean that in his traditional
message to the Armenian community on April 24 Obama will avoid the word
"genocide" when qualifying the 1916 events in Ottoman Turkey?

The recent developments indicate that Barack Obama will most
likely avoid using the G-word during his annual address to the
Armenian-American community.

First of all, Turkey seems to have gotten re-assurance from the White
House since Turkish Ambassador Namik Tan made his way back after a
long absence from Washington. Turkey continues to be a strategic
US ally and its role in US foreign policy should not diminish at
any time. Nonetheless, Turkish and Azerbaijani Diaspora should also
increase their efforts in conveying the message of truth about the
mass killings of Anatolian and Azerbaijani Turks by Armenians during
WWI thus making the annual issue not only about US-Turkish strategic
political alliance, but also a moral one by showing the fate of Turkic
victims of the massacres, as well.

Secondly, as already indicated by Turkish government, the effects
of formal one-sided accusation of Turkey in WWI killings will spark
a rough response from Turkey and will quickly deteriorate US-Turkey
relations. In the light of Turkish recent rapprochement with Syria and
Iran, it’s easy to foresee the immediate reaction of Turkey. Thirdly,
the government take-over in Kyrgyzstan with apparent Russian help
officially acknowledged by Otunbayeva’s de-facto government last
week shows increased resurgence of Russia in Central Asia which is
an evident indicator that the vital Manas Airforce base leased to
US may follow the fate of Karshi-Khanabad (or K2, as known in US)
airforce base in Uzbekistan. This would leave Incirlik base in
Turkey as the only decades-long and stable NATO airbase being used
for operations both in Iraq and Afghanistan; and Azerbaijan’s airport
the only transit point allowing US military planes to refuel on route
to Afghanistan. US should recognize these strategic partnerships
from Turkey and Azerbaijan and re-evaluate its commitment to rapid
resolution of Nagorno-Karabakh conflict based on official stance of all
US administrations on the conflict – territorial integrity of states.

Can Obama play an effective role in the resolution of the
Armenian-Azerbaijani conflict or his relevant statements are purely
declarative?

That depends on the long term goals of the Obama administration
vis-a-vis Azerbaijan and its dedication to conflict resolution in
South Caucasus. In other words, if Barack Obama wants the region
to reconcile and prosper rather than lead to increased diplomatic
tensions and possible military hostilities, then the administration
should exert pressure on Armenia to comply with a number of UN
resolutions and withdraw from Azerbaijani territories. Otherwise,
continuous pressuring of Turkey while disregarding Armenia’s official
denunciation of Turkish and Azerbaijani territorial boundaries will not
lead to reconciliation. Turkey will keep opposing opening of borders
both due to persistence of Armenian Diaspora to label the WWI events
as "genocide" and continuous occupation of Nagorno-Karabakh region of
its ally, Azerbaijan. With prolonged uncompromising stance of Armenia
on this issue the protraction will eventually lead to military option
thus putting the whole region on the brink of devastation. Constructive
position from Armenia would lead to opening of both Turkish-Armenian
and Azerbaijani-Armenian borders and make Armenia an economic transit
hub of the region thus substantially improving lives of both Armenians
in Republic of Armenia and Armenians of Azerbaijani citizenry in the
currently occupied Nagorno-Karabakh.

The Armenian president speaking in Washington Monday has again taken
an unconstructive stance on the normalization of relations with
Turkey and Azerbaijan. Which are the prospects of solution of the
Armenian-Turkish and Armenian-Azerbaijani problems in this respect?

Considering current unconstructive stance of the Sargsyan
administration, the prospects for peaceful solution of the conflict
are close to none and will keep fading away. Sargsyan’s logic can
only be interpreted as follows:

To Turkey: "You have to recognize what we call "genocide", re-write
your history, pay retributions, cede Turkish territory of what we call
"Western Armenia" and to Azerbaijan: "We have occupied Karabakh and
will not withdraw from your lands. The only time we will pull out
from some of the regions outside of former NKAO, is after you will
officially recognize our self-proclaimed entity "NKR". With all that
in mind, you have to open the borders, re-establish economic links, and
build railroads, pipelines so that we, Armenians live better than you."

This attitude will obviously lead to no results and is going to
further contain Armenia as a loner of the neighborhood. The only time
any compromise is possible is when both or, at least, one of either
Russia or US exerts considerable pressure on Armenia and disengages
it from its Diaspora, so that the ordinary citizens of Armenia who
live in poor conditions could also live prosperous and peaceful lives
as those Armenians in California, Michigan and New York.

They say it would have been easier to come to an agreement on
Karabakh with Armenia had it not been for the radically inclined
Armenian diaspora. What do you think should be taken to neutralize
the destructive influence of the Armenian lobby on Armenia in order
to attain peace in the region?

It is true that Armenian Diaspora has an immediate supervision over
many processes taking place in Armenia, starting from penetration of
its political system down to its basic economic entities. In fact,
under Levon Ter-Petrossyan, Armenia was more willing to compromise
and come to peaceful arrangements with Azerbaijan than at any
given time when Kocharyan and Sargsyan were in office. Perhaps,
this was one of the reasons why a radical ideologist organization
like Dashnaktsuituin was outlawed by Ter-Petrossyan due to its
constant intrusion of internal affairs of Republic of Armenia. It is
very simple to understand: Armenians in Diaspora who are fuelled by
radical Armenian ideology and live better lives have an easy dictate
from half way across the ocean. Travelling and visiting Armenia and
occupied Karabakh during vacation season does not give the ordinary
Diaspora Armenian an advantage in seeing how things really go in
the republic all year long. Those Armenians in Armenia and Karabakh
deserve good lives too and with radical ideology imposed by Diaspora,
they will never be able to live in peace. For the Armenian Republic
to function independently, it needs to first become independent, both
from Russia which controls 80% of Armenian economy, and from Armenian
Diaspora which controls its vital elements of the Armenian economic
infrastructure, socio-political life and state ideology. Once the
country is independent, it may conduct a balanced foreign policy. This
means, it can sell even 100% of its economy to neighboring states
like Russia, Iran or Turkey but at its own will, not because it has to
surrender it due to its external debts and external political support.

Same applies to relationship with Diaspora. Diaspora can hold
annual marathons, conferences, lobby Armenia’s interests abroad,
but definitely not use these elements as a reason to keep the country
and its leadership a hostage. As soon as this reality is understood
and perceived, there will be a breaking compromise in the Karabakh
conflict resolution and opening of borders. I have no doubt about that.

of State and Foreign Minister Kanat Saudabayev, issued the following
statement:

The OSCE web-site quotes him as saying: "Today, on April 15,
as a result of joint efforts of Kazakhstan’s President Nursultan
Nazarbayev, U.S. President Barack Obama and Russia’s President Dmitriy
Medvedev, as well as active mediation by the Organization for Security
and Co-operation in Europe, along with the United Nations and the
European Union, an agreement was reached with the Interim Government
of Kyrgyzstan and President Kurmanbek Bakiyev on his departure from
the country.

Mr Bakiyev has already left Kyrgyzstan.

This development is an important step towards the stabilization of
the situation, a return to a framework providing for the rule of law,
and the prevention of a civil war in Kyrgyzstan. In the interests
of all the people of Kyrgyzstan, we call on all political forces in
that country to ensure stability, public order and the rule of law,
and to address the most pressing social and economic problems as soon
as possible.

The OSCE stands ready to continue to provide further assistance
to Kyrgyzstan to move beyond the current political crisis towards
peaceful democratic development."

Armenian Foreign Minister Edward Nalbandyan and his Turkish counterpart
had a short talk at a working lunch hosted by US Secretary of State
Hilary Clinton in honor of the foreign ministers participating in
the World Nuclear Security Summit in Washington.

Our correspondent in Washington says the two ministers mainly focused
on continuing the discussions between the Armenian President Serzh
Sargsyan and Turkish Prime Minister Recep Tayyip Erdogan the other day.

Earlier Serzh Sargsyan visited former American President Woodrow
Wilson’s memorial in Washington National Cathedral and place a wreath
there following by a meeting with the Armenia-American community.

"We are ready and want to have normal relations with all our neighbors,
but we will not tolerated pre-conditions to be dictated to us … Our
approach has been and remains very clear. Turkey cannot speak with
pre-conditions to Armenia. We will not simply allow that.

We cannot allow the fact of Armenian Genocide be a subject to
examination or pretend that Turkey can play a positive role in the
Karabakh conflict settlement process. Any new foreign policy line is
subject to trial because we are passing through an non- trampled path.

We are sure that Armenia will pass this way with honor too," Sargsyan
had said during the meeting.

No Timetable For Ratification Of Armenia-Turkey Protocols: Erdogan

There is no timetable for the ratification of Armenia-Turkey Protocols,
Turkish Prime Minister Recep Tayyip Erdogan told journalists asked
whether or not there is a timetable, according to Turkish HaberTurk.

"No, there is no timetable. Currently, we have submitted the Protocols
to the parliament. Armenia too submitted those documents to the
parliament after the ruling of the Constitutional court"

Turkish Prime Minister also expressed hope that the Turkish parliament
might quicken the ratification of the Protocols, should there be any
progress in the Armenian-Turkish normalization.

Republic Bako Sahakyan met winner of European Wushu championship held
from 7 to 14 of March, 2010 in Antalia (Turkey), Artsakh athlete David
Grigoryan, his trainer Sayat Baghdasaryan, as well as prominent
trainers of the republic Arto Arstamyan and Ernest Mirzoyan.

The Head of the State congratulated everybody on this significant
achievement in the sphere of sports noting that the victory of our
athletes was the victory of our whole nation. Bako Sahakyan underlined
that the development of sport and physical culture is of strategic
importance for our country and the state will keep assisting the
development of this field in Artsakh.

According to central information department of the office of the
Artsakh Republic president, at the end of the meeting the President
handed in financial awards to the winner of the European Championship
David Grigoryan and his trainer as well as certificates authenticating
the title of the NKR Honored Trainer to Arto Arstamyan and Ernest
Mirzoyan.

NKR defense minister Movses Hakobyan, chairman of state sports
committee under the Cabinet of Ministers Razmik Hovsepyan and other
officials partook at the meeting.

Le ministre turc des Affaires Etrangères Ahmet Davutoglu a réaffirmé
jeudi l’objectif de la Turquie de normaliser ses liens avec l’Arménie
malgré l’absence de progrès dans le processus de réconciliation.

La Turquie et l’Arménie ont eu une vision puisqu’ils ont signé des
protocoles en octobre dernier pour normaliser leurs liens et ouvrir
leurs frontières et cette vision n’a jamais changée a dit Ahmat
Davutoglu lors d’une conférence de presse commune avec le Ministre
grec des Affaires Etrangères Dimitris Droutsas.

"Nous croyons que nous normaliserons nos relations avec l’Arménie
grce à notre vision" a-t-il dit aux journalistes.

Il a dit qu’un diplomate turc avait tenu des pourparlers fructueux sur
la paix en Arménie cette semaine.

On Perception Of The Issue Of The Islamized Armenians

ON PERCEPTION OF THE ISSUE OF THE ISLAMIZED ARMENIANS

Alongside with the stirring up the study of the issue of the Islamized
Armenians the following question has also appeared before the
scholastic discourse in Armenia: Do we have to preference to ethnicity
or religious stripe while identifying the Armenian? We very often
incline to believe that only a Christian can be considered an Armenian
and, correspondingly, the idea of the Armenian of other religion or
converted Armenian has been excluded. Meanwhile, the existence of the
Islamized Armenians and their generations is a fact and it will be at
least unfair to ignore people who preserved the memory of their
Armenian decent while passing through various troubles. In this issue
both unreasonably negative and irrelevantly optimistic estimates are
reprehensible. We should be guided not by the desirable but by the
reality which was imposed to us. And the reality is that there is a
stratum of the Armenians or the people of the Armenian decent who are
outwardly or truly Muslims.

Particularly, in the intra-Armenian discourse the issue of the term is
discussed, whether it is right to say `Muslim Armenian’. The main
argument is that Armenian must be Apostolic Christian and those who
are not Apostolic Christians are not Armenians or they are Armenians
with some provisos. We find it necessary to mention that though the
Armenian Apostolic Church played very important and unique role in the
history of our nation and identity, but the ethnicity and religious
stripe are, nevertheless, different and we were Armenians even before
301. Raffi, who was one of the broad-minded persons in this issue,
while speaking about the religious or confessional unity mentioned:
The variety of the confessions does not annihilate the national unity;
we should seek for the unity in the harmony of those parts and its
main motive should be the nationalism in its highest sense.

Being a realist Raffi offers to stick to the tactics which derives
from the existing realities and not to pass the desirable for reality.
It is very painful to see the part of the Armenians in Turkey
separated from the rest of the nation due to the religion. But as it
is a historically formed reality it means that we have to look for the
ways for consolidation and not to expand the gap. To continue to
propagate with musty nationalism the trite theme saying that we are a
religious nation, that our nationality is identified through our
church, that those who are not Apostolic Christians cannot be
considered Armenians and etc. May be there was a day we needed such
propagations but today they are rather outdated.

Not religious but the national identity can be a basis for the
national consolidation and in this regard Raffi said: `Catholicism,
Protestantism and even Islam do not deprive the Armenian of being an
Armenian and the adherence to the Apostolic Church do not entitle us
to be Armenians. We consider the enemy of our nation those
short-sighted nationalists who do not recognize any other Armenian but
the Apostolic one’.

The well-known writer Levon Shant, touching on that issue, also
mentioned that being important, however, religion cannot be the
connection which `would part the people’, because it happened that
different parts of the same nation belonged to different churches.
Summarizing his recollections on that issue Shant comes to the
conclusion: `One people differs from the other by its national
identity and different segments of the nation and individuals are
connected with each other by the national deeds’.

In our opinion, while dealing with this issue we should hold to two
approaches – the long-term and short-term. Our long-term purpose is
the returning of the Islamized Armenians to their roots where the
Apostolic Christianity takes important place and at present while
communicating with them we should adhere to more flexible policy and
to take them as they are. Besides, the adoption of Islam was temporary
and they aimed to reconvert to Christianity at the first opportunity,
simply to some of them circumstances allowed doing it and to some did
not. E.g. Ervand Otyan surviving after the deportation and reaching
somehow Arab vilayets, particularly Hamai, had to renounce and to
adopt Islam. He even changed his name and became Aziz Nouri, but as he
confessed `nobody seriously considered us as Muslims’.

It is much spoken about the threats that, e.g. Islamized Armenians
will come to Armenia and open here the mosques. Firstly, let us say
that we are not going to move those people to Armenia because they
mostly live in their historical motherland and they do not want to
leave it. During our conversations with them when we said that they
did not stand by their faith they argued that they remained loyal to
their land. Thus we all need to communicate with each other because
our essence has been distorted somehow, in one case, because of the
loss of the motherland, in the other case, because of the loss of
religion. Studying the Islamized Armenians we also aim to restore our
distorted identity because they stayed at the part of our motherland
which has been lost for us, they have visited and visit secretly our
desecrated sanctuaries… The consciousness of that distortedness can
also be found among the converted Armenians. Particularly, when we
were walking around Yerevan with one of the Islamized Hamsheni
Armenians from Turkey he entered into conversation with passing woman
and when he mentioned that he is from Turkey, that woman said: `What a
pity that our lands stayed there’ on what he answered `Don’t worry
mother, we are still there. We are not like we have to be but we are
still there’.

The issue of the apostate Armenians is also important in the context
of specifying the exact resources of the Armenians. An orientslist and
historian Ara Papyan writes: `Not overestimating the role and
importance of the Armenians speaking other languages or Armenians of
other religion or confession it is necessary, however, to underline
their significance in the context of lobbying the interests of the
Armenian statehood and their inclusion in some programmes under the
favourable conditions. Any state, no matter how powerful it is, needs
friendly groups in other states. The USSR made it by establishing
communist parties, Americans make it disseminating mass culture and we
can do that with the help of the Armenians spread all over the world
and through the revival of the Armeniancy.

The viewpoints that the Islamized Armenians and their generations do
not want to preserve their language, culture and ethnicity do not
square with reality, to say the least, and the facts of marriages
inside the communities, the searching of the roots and other processes
refute those viewpoints, at least partially.

Or, they say to mention one example when the Islamized Armenian took
part in the Armenian liberation movement and they answer the question
at once: `There are no such examples’. Or `There are no examples when
the Muslim Armenian at the crucial moment realized his national
identity’. In order to avoid senseless discussion let us bring a
couple of examples when the Islamized Armenian participated actively
in the Armenian liberation movement or in other issues regarding
Armenians. Particularly, teacher Avetis, from the village of Bulamiz
of Taron, was a member of the Armenian revolutionary struggle at the
end of the 19th century and due to this he was arrested and put to
torture. Being unable to stand the torments, Avetis converted to Islam
and even more, became a policeman and held a high position, becoming
`bas komiser Mehmed Efendi’, i.e. the chief commissar. He outwardly
became the enemy of the Armenians and used all his leverages to
struggle against them. The important episodes of his secret life were
told by Rouben Ter-Minasian who collaborated with `bas komiser Mehmed’
at different stages of the revolutionary struggle. While speaking
about the apostate Avetis Rouben wrote: `Outwardly he was a Muslim but
he remained a Christian. His wife and sons also were fervent
Christians’. A. Astvatsatrian wrote an article about Mehmed Efendi in
`Hayreniq’ magazine. He wrote that it was a great tragedy for Mehmed
Efendi because he continued being fervent Muslim for his surroundings
and at nights he preyed in a secret church made at his house: `The
real life of this unhappy family was at nights’. Rouben Ter-Minasyan,
speaking about the pro-Armenian activity of Mehmed Efendi and his
outwardly anti-Armenian image, wrote: `That lie, however, was honest;
that was a forced disguise. Under the police uniform of Mehmed Efendi
the same freedom-loving, patriotic and revolutionary Armenian was
hidden’. Sometimes Mehmed Efendi fall under the suspicion, but he went
on serving truly to the Armeniancy choosing that tactics. Later on
Mehmed Efendi moved to Istanbul and the most interesting is that
through Patriarch Zaven he christened his children thus reconverting
to Christianity, while he remained Muslim till the end of his days.

There are some facts regarding the Islamized Armenians in
archimandrite Grigorios Balakian’s book and it is remarkable that
Armenian clergyman described how the outwardly converted Armenians
tried to help deported Armenians. In the chapter entitled `The
selflessness of the Islamized Armenian women of Cesaria’ he describes
how forcibly Islamized Armenian women fetched necessary food to the
strings of the deported people thus endangering their own lives.

There were also the cases when Hamsheni Muslims saved their Christian
brothers during the Genocide. Hovakim Hovakimyan in his `History of
Armenian Pontos’ wrote: `During the Genocide Muslim Armenians mostly
helped those Armenians who found shelter in the mountains’.

The categorical, denying statements in the address of forcibly
Islamized Armenians jeopardize the revival of the Islamized Armenians
and there are already the first `results’. Particularly, the director
of `Hamshen’ center in Krasnodar Tigran Tavadyan while speaking about
the Islamized Hamsheni Armenians who emigrated from the Central Asia
to Krasnodar and their revival said: `Saying `there is mo Islamized
Armenian’ we impede the work which should be carried out with the
Islamized Armenian’.

Summing up, we would like to quote from the article published in 1969
in the official newspaper of the Armenians Evangelistic Church
`Banber’ where it is written about our obligations towards the
assimilated Armenians. The author of the article Paggalian calls to
the action saying: `Today we have an occasion and opportunity to help
them. If we miss this chance too, one day the Lord will ask us: `Where
is your brother…?’

Within the framework of a visit to Tavush Region of Armenia, Armenian
President Serzh Sargsyan has discussed various issues with region’s
Governor Armen Gularian.

After meeting with Governor of Tavush Region, President Sargsyan left
Ijevan for Dilijan, where he attended the construction zone of the
Finance Center ‘Dilijan’ and the business-residential building.

According to construction plan, the complex is expected to be put
into operation by February 1 2013.

It’s worth mentioning, that Armenian President is on a visit to Tavush
Region of Armenia, which includes participation in various events.
