Pashinyan holds meeting with Fair Armenia party leader on sidelines of political consultations

YEREVAN, JUNE 22, ARMENPRESS. On the sidelines of holding political consultations with extra-parliamentary forces, caretaker Prime Minister of Armenia Nikol Pashinyan held a meeting on June 22 with President of the Fair Armenia party Norayr Norikyan.

“Dear friends, today I met with caretaker Prime Minister of Armenia Nikol Pashinyan on the sidelines of the latter’s initiative on holding political consultations with extra-parliamentary forces. The situation in the country was discussed”, Norikyan said on Facebook.

The Fair Armenia party participated in the June 20 snap parliamentary elections, but failed to pass the minimum threshold for being elected to the parliament.

During a rally at the Republic Square on June 21, caretaker PM Pashinyan announced that he is going to hold consultations with the political forces who have participated in the elections, also calling for dialogue to the spiritual leaders.

Armenian Assembly of America's Statement on Presidents Biden & Erdogan's NATO Meeting

WASHINGTON, D.C., DISTRICT OF COLUMBIA, UNITED STATES, June 15, 2021 /EINPresswire.com/ — During President Joe Biden's press conference today at the NATO Summit in Brussels, Belgium, the President stated that he had a "productive" conversation with Turkey's President Recep Tayyip Erdoğan.

According to The Wall Street Journal, the Biden Administration’s recognition of the Armenian Genocide was not discussed during the presidents’ bilateral meeting.

In the lead-up to today's meeting between Presidents Biden and Erdoğan, it was widely reported that Erdoğan was going to "blast [Biden] for his recent recognition of the Armenian Genocide," with national security advisor Jake Sullivan indicating that President Biden was prepared to talk about the Armenian Genocide.

The Assembly remains deeply concerned about the destructive role that Turkey played during the 44-day war last Fall, launched by Azerbaijan against the Armenian people amid a pandemic, and the ethnic cleansing of Armenians from their historic homeland of Artsakh (Nagorno- Karabakh). The Assembly recalls President Biden's "demand" from last year that Turkey stay out of the Nagorno-Karabakh conflict and work "to prevent interference by third parties, including nation-states like Turkey."

President Erdoğan needs to be judged by his actions and not his words. He continues to inflame tensions in Artsakh. He is scheduled to travel to Shushi on June 16, home of the historic Ghazanchetsots Cathedral – deliberately targeted by Azerbaijani shelling in last Fall's war – for the groundbreaking of a Grey Wolves school, led by the Turkish Grey Wolves organization, recently banned in France, and which is known to be an ultranationalist terrorist group.

Throughout the G7 and NATO summits, President Biden made it plain that the defense of democracy demands the attention of America and its allies and partners around the world. It is clear through its actions domestically and internationally – in Artsakh, Cyprus, Libya, Syria, and in the Mediterranean Sea – that the authoritarian Erdoğan regime is diametrically opposed to democratic values and the rule of law. As Secretary Blinken emphasized during his nomination hearing in the Senate Foreign Relations Committee, the U.S. should be clear-eyed in its current relationship with Turkey and the Assembly urges the Administration to remain vigilant in this regard.

YEREVAN, JUNE 18, ARMENPRESS. Russia keeps a close eye on the information that Turkey may create a military base in Azerbaijan, Kremlin Spokesman Dmitry Peskov said on Friday, reports TASS.

“Beyond any doubt, this is an issue of our close attention”, the Russian presidential spokesman said, commenting on the information. “We are interacting with the Turkish Republic in stabilizing the situation in the South Caucasus”, the Kremlin spokesman added.

Turkey’s President Recep Tayyip Erdogan earlier said he did not rule out that a Turkish military base could be created on Azerbaijani territory under the declaration recently signed with Azerbaijan.

– Dear Mr. President, my dear brother Recep Tayyip Erdogan,

Distinguished guests from Turkey,

Ladies and gentlemen!

It is a significant day in our lives today. It is a historic day. Today, we are welcoming the dear President of the brotherly country, Recep Tayyip Erdogan, to the Karabakh land, to the land of Shusha. I would like to take this opportunity to welcome my dear brother to Shusha and Karabakh on behalf of all the people of Azerbaijan.

My dear brother has visited Azerbaijan a number of times, but we are together in the Karabakh land, in Shusha for the first time. This visit has a historic significance because the Joint Declaration, the Declaration on allied relations, signed today raises our relations to the highest peak. The name of the Declaration is the Declaration on allied relations, and this name in itself indicates everything, it says it all. Today we have established a qualitatively new relationship, and all the provisions of this Declaration are a guarantee of our future cooperation.

I have repeatedly said in press conferences and in my speeches that Turkey and Azerbaijan today are the closest countries in the world. There are many factors that bind us together. First of all, history, culture, common ethnic roots, language, religion, national values, national interests, brotherhood of our peoples. Today, we are setting a unique example of cooperation and alliance on a global scale.

The Declaration signed today is based on history. The Declaration reflects the words of the great leaders of our peoples – Mustafa Kemal Ataturk and Heydar Aliyev. At the beginning of the 20th century, Mustafa Kemal Ataturk said, “Azerbaijan's joy is our joy and its sorrow is ours too.” At the end of the 20th century, Heydar Aliyev said, “Turkey and Azerbaijan are one nation in two states.” These historic words are the key factor for us, for our activities. We remain committed to this testament, demonstrate our commitment to our ancestors and guide future generations by signing the Declaration on allied relations in the city of Shusha, which was liberated in the 21st century.

The Joint Declaration refers to the historic Kars Agreement. The historic Kars agreement was signed exactly 100 years ago. This also has a great symbolic meaning. The Joint Declaration on allied relations signed in the liberated city of Shusha after 100 years shows the direction of our future cooperation.

The Declaration covers many important issues. At the international level, it dwells upon our cooperation, joint activities, political relations, economic and trade relations, culture, education, sports, youth policy and practically all other areas. It demonstrates the importance of energy security and the Southern Gas Corridor for Turkey, Azerbaijan and Europe. Every issue reflected in it is of great importance. I would like to highlight two issues among them. First, the issue of cooperation in the field of defense. The issues of defense industry and mutual military assistance are reflected in this Declaration. This is a historic achievement. We are showing again that we will always be together. We will continue to ensure each other's security, just as Turkey and Azerbaijan have been together on all issues so far. This will continue to be the case.

The second important issue is transport. The declaration contains very clear statements about the opening of the Zangazur corridor. This is the result of a new geopolitical situation that has emerged as a result of the second Karabakh war. Today, we are not only talking about the Zangazur corridor, which will connect Turkey and Azerbaijan by rail and road, we are creating this corridor through tangible work. It is important that this issue is reflected in the Joint Declaration on allied relations.

Today we are meeting in liberated Shusha. Today, the attention of the entire Azerbaijani people and indeed of the Turkish people too, I am sure, are here. The eyes of the world are here. Because this visit was eagerly anticipated in Azerbaijan. I know that it is of great interest. The statements made here in our ancient city of Shusha today will reverberate in the whole world. They will have great repercussions. The historic significance of this visit will be spoken about for many years to come.

The city of Shusha was liberated on 8 November last year. The liberation of Shusha required great heroism. Everyone who comes to Shusha and looks at these steep rocks can see that it takes great heroism, professionalism, courage and self-sacrifice to liberate this city, which is considered an impregnable fortress. Heroic Azerbaijani soldiers shed blood, became martyrs, climbed steep cliffs only with light weapons, liberated Shusha from the enemy and raised the Azerbaijani flag.

The Azerbaijani and Turkish flags waving in Shusha today show our unity. From the first days of the second Karabakh war, from the first hours, my dear brother, President Recep Tayyip Erdogan expressed unequivocal, clear and open support for Azerbaijan. From the first hours of the war, he said that Azerbaijan was not alone. This both inspired us and, at the same time, stopped all the forces and circles that were going to intervene. He said that Turkey was with Azerbaijan, and from the first hours to the last minutes of the war, the support of my dear brother and the Turkish Republic, the brotherly Turkish people gave us additional strength. This political and moral support inspired us. Messages of congratulation, expressions of support and solidarity from all over Turkey once again demonstrated our unity to the whole world.

Today, the Turkish media are here in Shusha, and I want to emphasize their activities. They risked their lives to show the real situation at the most dangerous moments of the war and to convey it to the audience and the world. I personally often watched the reports on Turkish TV channels during the war and saw again that it was not only about professionalism, but also about solidarity and love. The true voice of Azerbaijan, Azerbaijan’s just cause was conveyed to the world from the most dangerous places, from places where bombs were falling. The Turkish media immediately went there and prepared reports. They were well aware that since Armenia could not resist us on the battlefield, it fired on our civilians with long-range missiles, Tochka-U and Iskander M missiles, killing more than 100 civilians, including children and women. We saw the love, affection and solidarity of the entire Turkish people during the war again. We already knew that we are one nation in two states, as my late father said, but the war showed this to the whole world again, and we will never forget this support.

The second Karabakh war is now in the past. As a result of the 44-day war, the Armenian army was completely destroyed. Armenia was brought to its knees, waved the white flag, surrendered and was forced to sign an act of capitulation after the liberation of Shusha, after which our other districts were returned to us without a single shot being fired. The occupation, which lasted nearly 30 years, came to an end. Azerbaijan put an end to this with the support of brotherly Turkey. Thirty years of negotiations had yielded no results. This shows again that where there is a will, resolve, strength and justice, everything is possible. Of course, inspired by this support from an ally like Turkey in the second Karabakh war, Azerbaijan fulfilled its historic mission, restored justice and restored its territorial integrity.

A new era begins now. I met my dear brother in Fuzuli city today, met him there and showed him the ruined landscape of Fuzuli. There is no Fuzuli city. You have also been there and seen that there is not a single safe building. The hated enemy has destroyed all our buildings. Aghdam is in a similar situation. Our historical monuments have been destroyed, demolished and looted.

Notice what state the city of Shusha is in. Shusha is a historic city and not a single building has been built here in the 28 years of occupation. I showed this building to my dear brother. The building of Shusha governor's office was built during the time of my late father. The buildings in Shusha were built both during his time and during the reign of Panahali Khan and Ibrahimkhalil Khan. The loathsome enemy did not leave a single stone unturned. You can see the ruined places of Shusha. In fact, we have slightly refurbished some places here. When I first came here earlier this year, the city was completely devastated.

Shusha is a historical city of Azerbaijan because Panahali Khan laid the foundation of this city in 1752 and after that 98 percent of the population of Shusha were Azerbaijanis. Despite the 30 years of occupation, Shusha did not bend, was able to preserve its national spirit, dignity, and was waiting for us. And we came and liberated Shusha.

Today, the President of the brotherly country is our guest in the historic city, and it is impossible to express the feelings we have. I am sure that everyone who comes here feels the same, and we are grateful to the Almighty God for giving us the opportunity to experience these very emotional days.

My dear brother, we were looking forward to seeing you in Shusha. I invited you. In December last year, we, the Presidents of the two countries, agreed to hold our next military meeting here, and this is what happened. Welcome again, welcome to your homeland, welcome to Shusha!

Tigran Abrahamyan: Many do not even realize how deep created trap is

Armenian military expert Tigran Abrahamyan, the head of the analytical center Henaket and the I'm Honored bloc’s MP candidate, called for creation of a new security system in Syunik Province amid the existing threats.

“There is a lot of talk about the safety of Stepanakert-Goris road and the establishment of appropriate mechanisms, but I think that the issue of the safety of Goris-Kapan-Chakaten-Shikaogh-Meghri roadway in Syunik is no less important,” he wrote on Facebook on Friday.

“Many do not even realize how deep the created trap is, since incidents are rarely recorded in this area in the post-war period.

“However, as a result of the "verbal agreement", a part of this road is under Azerbaijani control, while Azerbaijan has the opportunity to ensure control on a larger part of it at any moment.

“It is necessary to create a new security system in Syunik, the current measures help resolve solely temporary and situational issues, whereas serious security guarantees are not provided,” the expert said.

There is some renewed movement on geothermal in Armenia with a new study planned to explore the country's geothermal resources by an Armenian-American group of scientists.

Local news in Armenia report that a group of experts met this week to discuss prospects for the development of geothermal energy in Armenia. The event will be exploring the results of the “Assessment of  geothermal energy resources and natural hazards in Armenia” research  project. The project was prepared by a joint Armenian-American research group, funded by PEER Science of the US National Academy of  Sciences.

There have been efforts on geothermal development and initial wells drilled in 2016, as we reported.

With the geological faults and potentially active volcanic systems, there is geothermal development potential in Armenia. With an increasing will to replace the import of fossil fuels, geothermal receives more and more attention.  The now planned study on the geothermal potential in the country is aimed at stimulating research to facilitate concrete geothermal exploration.

The goal of the study is then to submit concrete proposal on the use of geothermal resources in Armenia to the country’s government.

Initial work was done by Arries, a Spanish company with corresponding plans for a 40 MW geothermal power project at Karkar in the southeast of the country.

Work on a feasiblity study for the project was conducted in the first half of 2017, with two  wells drilled to a depth of 1,500 meters each, which confirmed  the availability of the necessary volumes of hot water with a  temperature of 122.5 degrees Celsius.  The early exploration efforts were funded by the Climate Investment Fund, which invested around $9 million in the project, as part of a total $40 million package also exploring solar and small hydropower plants.

A tender was planned back in 2018, but no investors were found. A company from the Czech Republic called Sumeg GeoPower AG was interested.

The expected investment volume for the project was estimated at $50 million. For the project a road was built to the Karkar area, which was supposed to  serve the construction and operation of a geothermal power plant.   Besides “Karkar”, there are other promising sources in Armenia, for  example, “Jermaghbyur”, “Lidzor”, sources on the border with Georgia  and in Sisian.

Armenian caretaker Deputy PM briefs CIS prime ministers on border situation

YEREVAN, MAY 28, ARMENPRESS. Caretaker Deputy Prime Minister Mher Grigoryan participated in the CIS prime ministerial meeting in Minsk, Belarus.

Grigoryan delivered remarks during the session, briefing the heads of government of the CIS countries on the ongoing developments at the Armenian-Azerbaijani border, emphasizing that the Azeri actions are an explicit threat also for the entire region and everyone else. 

“The caretaker Deputy Prime Minister underscored that only the immediate and unconditional withdrawal of the Azerbaijani forces from Armenian sovereign territories, as well as the return of captive Armenian servicemen, can create conditions for considering the issues within the framework of political-diplomatic set of tools,” Grigoryan’s Office said.


Armenia’s highest flag raised in Gegharkunik province

The state flag of the Republic of Armenia was hoisted 53 meters high in the territory of Noy Land hotel complex in Chkalovka community of Gegharkunik region, Governor Gnel Sanosyan informs.

The tricolor, 70 meters above the level of Lake Sevan, is the highest in the territory of the Republic of Armenia. The flag is 9 meters long and 4.5 meters wide. The blessing ceremony was performed by the Vicar of the Gegharkunik Diocese of the Armenian Apostolic Church, Archbishop Part Barseghyan.

The Vicar recalled the names of the founders of the Republic of Armenia, the heroes fighting for the freedom of Armenia and wished peace and victory to the homeland.

“Raising this flag on the occasion of the founding day of the Republic of Armenia is a good occasion to be filled with new energy and faith, to continue building and strengthening the homeland with joint efforts.,” the Governor said in a Facebook post. 

Turkish press: Council of Europe urges Armenia to improve conditions in prisons

The Council of Europe on Wednesday criticized Armenia for continuing to lack basic safeguards in the context of involuntary civil hospitalization and urged the country to ensure appropriate living conditions and access to health care for all prisoners.

In a statement, the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) reviewed its report following its fifth periodic visit to the country in December 2019.

The CPT called on “Armenian authorities to step up their efforts to combat informal prisoner hierarchy and to ensure decent living conditions and access to health care for all prisoners. The committee is also critical of a continuing lack of basic safeguards in the context of involuntary civil hospitalization.”

According to the committee, the majority of the persons interviewed by the delegation who were or had recently been in police custody stated that they had been treated by the police in a correct manner. “Furthermore, the CPT’s delegation did not receive any credible allegations of recent physical ill-treatment by staff in the six penitentiary establishments visited.”

“The committee concludes that inter-prisoner violence, intimidation, and extortion remains a problem in most of the prisons visited and it is clearly related to the persistent influence of the informal prisoner hierarchy,” the statement added.

According to the statement, the committee welcomes Armenian authorities' plans to close down several old prisons by the end of 2022 “where material conditions vary from very poor to just about acceptable and to replace them with new prisons [or units] built from scratch according to contemporary international standards.”

Members of Congress demand Biden zero-out military aid to Azerbaijan

Dozens of U.S. House members joined Rep. David G. Valadao (R-CA) and fellow Congressional Armenian Caucus leaders in a bipartisan call upon the Biden Administration stop all U.S. military assistance that contributes directly or indirectly to Azerbaijan’s military operations, activities, or capabilities, reported the Armenian National Committee of America (ANCA). The May 24th Congressional letter also requests an urgent review of the deeply flawed U.S. waiver authority for Section 907 restrictions on U.S. aid to the corrupt Aliyev regime.

“Not a single American tax dollar should be sent to the armed forces of oil-rich Azerbaijan – a country that ethnically cleansed Artsakh, holds Armenians POWs, and now occupies territory in the Republic of Armenia,” said Congressman David Valadao. “President Biden should immediately withdraw his waiver of Section 907 and, if he won’t, Congress should statutorily prevent any and all U.S. arms or aid to the Aliyev regime. The alternative – continuing to ship U.S. military aid to Baku despite its ongoing anti-Armenian aggression – sends Aliyev the green light to escalate his attacks,” concluded Rep. Valadao.

“Armenian Americans from Fresno and across California’s Central Valley join with our community and coalition partners across America in thanking Congressman Valadao and his fellow Co-Chairs of the Armenian Caucus for working to stop all U.S. arms and aid to Azerbaijan’s oil-rich Aliyev regime,” said ANCA Executive Director Aram Hamparian. “Amid Baku’s escalating aggression, we are especially appreciative of the strong bipartisan leadership of Congressman Valadao, who has traveled to Artsakh, witnessed first-hand the challenges its people face, and championed U.S. aid to this at-risk population.”

Congressional co-signers of the letter to Secretary of State Antony Blinken are asking for the “immediate termination of all U.S. military or security aid to Azerbaijan.” The letter expresses concern about the Biden Administration’s waiver of the Section 907 of the FREEDOM Support Act, which restricts U.S. aid to Azerbaijan based on their blockade of and aggression against Armenia and Artsakh. “We are concerned that the State Department did not fully consider Azerbaijan’s lack of progress in ceasing its blockades and other offensive uses of force against Armenia and Nagorno-Karabakh (Artsakh), and instead moved forward with this waiver without detailing serious national security concerns,” stated the letter.
