Armenia’s MFA issues statement on opening of the “park” dedicated to Artsakh war

On April 12, with the participation of the President of Azerbaijan a “park” dedicated to Artsakh war was opened in Baku, where along with the Armenian military equipment the mannequins of the servicemen of the Armenian armed forces, personal belongings of the soldiers of Armenia and Artsakh and the helmets of killed Armenian servicemen were displayed, Armenia’s MFA said in a statement.

“The opening ceremony of the “park” and the remarks of the President of Azerbaijan demonstrate that the above-mentioned action is aimed at publicly degrading the memory of the victims of the war, missing persons and prisoners of war, violating the rights and dignity of their families.

At a time when the consequences of the war unleashed by Azerbaijan against Artsakh haven’t been fully addressed, when numerous Armenian prisoners of war are being held in Azerbaijani captivity, with the organization of such an "exhibition" wrapped in the elements of marauding, Azerbaijan is finally consolidating its position as a global center of intolerance and xenophobia. Such anti-human behavior of the Azerbaijani high-ranking leadership is more vocal than any statement or PR-campaign on peace, tolerance and multiculturalism.

On one hand, the Azerbaijani leadership is making observations about possible revanchisme on the part of Armenia, and on the other hand, with such exhibition, attempts to perpetuate the revanchisme, inhumanity and interethnic hatred. Such steps manifest how far the Azerbaijani leadership stands from its own declarative statements on the post-conflict situation, regional peace and reconciliation,” the statement said.

Armenian expert: Azeri-edited Yerevan map can be corrected through complaints

The recently edited map of Armenia’s capital Yerevan with Azerbaijani street names should not come as a surprise, Armenian information security expert Samvel Martirosyan said on Saturday.

As reported earlier, Azerbaijani internet users have edited a number of street names in Yerevan on the Google Maps, renaming them after their army heroes.

In a public post on Facebook, the expert said such things are a common practice and should not be considered an unprecedented phenomenon.

“Most of the objects on the Google Maps have been added by individual users. Anyone can propose editing on the map, for instance, add a new location or change the name of an existing one. The Google system then takes into account how much the editor has already contributed to the maps. Other users may also suggest whether the change is a good one. And based on all this, the system can add a location, Martirosyan wrote.

“Likewise, an arbitrary person having a Gmail account can report an error. It is possible to correct the map through complaints. Also, try to enrich the map of Armenia!” he said. 

Armenian government increases science funding

YEREVAN, APRIL 8, ARMENPRESS. The Cabinet approved re-distributions in the 2021 state budget and increased the originally set 13 billion 104 million 247 thousand drams of science funding with an additional 2 billion 784 million 565 thousand drams.

The additional funding will be directed for thematic scientific research and infrastructure modernization programs.

“The extra funds will be directed to the implementation of the kind of scientific projects which will make it possible to increase the role of the youth in developing the sector, increase the rating of science workers and get young people more interested in science,” the deputy minister of Education, Science, Culture and Sports Janna Andreasyan said at the Cabinet meeting.

In turn, Prime Minister Nikol Pashinyan highlighted that the funding should be purposeful and should serve for the development of science. “We’re trying to also launch institutional mechanisms with this. This is the first phase of the process and it will be continuous.”

The Biden administration reportedly will recognize the Armenian Genocide in a historic and long-overdue decision by the United States.

In a morally inexcusable shortcoming, Israel and many other nations have failed or even refused to recognize the Armenian Genocide committed by the Ottoman Turks in 1915 against Armenian Christians.


Only in 2019 did the United States pass a resolution recognizing the massacre; yet, as of now, a US president has yet to do so. Are the tides finally turning?

The genocide is seen by many historians as a precursor to the Holocaust, and its lack of recognition has often been cited as evidence for why remembering the Holocaust is crucial to prevent genocides in the future. Despite overwhelming evidence and eyewitness testimonies, there has been controversy over recognition, due to Turkey’s adamant refusal to accept responsibility for the massacre.

In the case of Israel, the government has refused to recognize the Armenian Genocide, due to the volatile yet strategic political relationship with Turkey.

For decades, Turkey has blackmailed and threatened nations if they even considered recognizing the Armenian Genocide.

Initially, this wasn’t something Israel could politically afford. Israel relied heavily on Turkey as one of the only Muslim states with which it had cooperation and diplomatic relations. Yet through the decades, Turkey has become increasingly hostile to Israel with the dictatorial and Islamist President Recep Tayyip Erdogan. Not only that, Turkey is increasingly aligned geopolitically with Iran.


Today, Israel is less dependent than ever on Turkey, especially with emerging relations with Arab states. Yet instead of recognizing the Armenian Genocide and unequivocally standing on the right side of history, the Israeli government has sold out the Armenian people even today, by selling weapons to Azerbaijan while it bombs Armenian cities.

In the case of the United States, Armenian Genocide recognition has come up numerous times over the decades, yet there was only formal recognition in 2019. Forty years ago, US president Ronald Reagan used the word “genocide” to refer to the event, in a major step forward toward recognition; yet after a Turkish uproar, the US Congress failed repeatedly to recognize it, due to political interests. Similarly, US presidents from the Left and Right have avoided using the term “genocide” so as not to antagonize Turkey.

In 2019, the US House of Representatives passed Resolution 401-11 recognizing the Armenian Genocide, followed by a unanimous decision in the US Senate. However, despite the fact that many US presidents have pledged to recognize the Armenian Genocide, none have followed through on their promise until now.

This month, White House sources stated that the Biden administration will recognize the Armenian Genocide in a move that rights a historic wrong.

It’s important to note that the Armenian Genocide was not simply a horrific event that occurred. It was arguably the most horrific orchestrated genocide the world had ever seen (at the time), and not in the context of a war, but because the Armenians were Christian.

Persecution of Christians under the Ottomans occurred for years leading up to the Armenian Genocide, but escalated with the Tehcir Law, under which Armenians were robbed of their property and belongings and deported en masse, and sent on death marches into the Syrian desert in inhumane conditions.

The Ottomans rounded up and murdered Armenian academics and intellectuals, they raped and enslaved Armenian women and girls, and those who survived were sent to concentration camps, executed, or left to die. Between 1914 and 1918, 1-1.5 million Armenians were murdered by Ottoman Turks, the direct predecessors of modern Turkey.

It absolutely unconscionable that the community of nations has continued to allow Turkey to use its geopolitical position to bully other nations into denying or refusing to recognize the Armenian Genocide. For decades, Turkey has actively censored those who recognize the genocide in Turkey itself, and has even destroyed evidence. Previously, it even imprisoned academics who dared to call the Armenian Genocide a genocide.

Whereas in Germany, the world demanded accountability and, even today, Holocaust denial is illegal, Turkey made it illegal not to deny the Armenian Genocide, and the entire world is complicit in allowing it to do so.

If even a few of the world’s superpowers had recognized the Armenian Genocide from day one, we would be living in a different reality today, where smaller nations wouldn’t be afraid to acknowledge the obvious historical fact to the detriment of a people that was almost eliminated.

The Biden administration recognizing the Armenian Genocide would not only send a morally necessary message to the people of Armenia on behalf of the United States, it also would send a message to the world. The time for recognition is now.

Sanitek Submits investment claim against Armenia

Sanitek and its shareholders, all foreign investors have completed the next step in their international arbitration claim against the Republic of Armenia. The foreign investors have now submitted a Request for Arbitration in accordance with Article 36 of the Convention on the Settlement of Investment Disputes between States under Article 9 of the Agreement Between the Government of the Republic of Armenia and the Government of the Lebanese Republic on the Promotion and Reciprocal Protection of Investments (the “Lebanon-Armenia BIT”) and Article XIII of the Agreement Between the Government of Canada and the Government of the Republic of Armenia for the Promotion and Protection of Investments (the “Canada-Armenia BIT”). The Request for Arbitration has been filed with the International Centre for Settlement of Investment Disputes in Washington D.C., USA which is a part of the World Bank Group.

The dispute has arisen out of both the Government’s and Yerevan Municipality’s continuing breaches of the Lebanon-Armenia BIT and the Canada-Armenia BIT in relation to Sanitek’s investments in the waste management of the city of Yerevan. More specifically, the dispute stems from the Republic of Armenia’s discriminatory and expropriatory actions, namely the illegal acts of the Yerevan Municipality and other state authorities. Although Sanitek’s work initially achieved high approval ratings from Yerevan residents, the Municipality of Yerevan failed to perform its end of the bargain, and ultimately decided to oust Sanitek and replace it with a government-owned waste collection company while the concession contracts were still in effect. This policy was politically motivated, designed to scapegoat Sanitek for political advantage by blaming the Municipality’s shortcomings in waste management strategy and oversight of the landfill on Sanitek. Indeed, the new state-owned company has benefited from much more favorable conditions than those granted to Sanitek, showing that the Government of Armenia’s treatment of the investors was arbitrary and discriminatory.

Sanitek’s losses as a consequence of both the Government’s and Yerevan Municipality’s illegal acts and omissions are in excess of USD 25 million.

The announcement of Sanitek’s filing of a Request for Arbitration follows the widely reported news in October 2019 that Sanitek had filed a Notice of Intent to Submit a Claim to Arbitration to the Armenian authorities. This Notice of Intent remained unanswered by any state institutions.

The Government of Armenia has shown a hostility to foreign investment, and in particular the new municipal government in Yerevan escalated tensions with Sanitek, pursuing a determined policy to replace it with a municipal company in order to gain political advantage.

In sum, Armenia failed to protect Sanitek’s investments from unreasonable or discriminatory measures and to accord it fair and equitable treatment. Armenia unlawfully expropriated the Claimants’ investments without a legitimate public interest, without due process, on a discriminatory basis, and without paying prompt, adequate, and effective compensation. Sanitek and its investors intend to fully vindicate their rights through arbitration before ICSID.

CIS foreign ministerial council session continues in extended format

Armenian advocates’ report on Armenia President concealing dual citizenship forwarded to Special Investigation Service

The Prosecutor General’s Office of Armenia has forwarded to the Special Investigation Service the report on crime filed by 53 advocates in regard to the fact that President of Armenia Armen Sarkissian has concealed his dual citizenship, Head of the Public Relations Department of the Prosecutor General’s Office Arevik Khachatryan told Armenian News-NEWS.am today.

Earlier, Armenian News-NEWS.am had presented the content of the report on crime filed by the advocates.

Based on the report, between 2003 and 2012, Armen Sarkissian was a citizen of the United Kingdom for at least 10 years and was elected President of Armenia on March 2, 2018, but hadn’t met the requirement to be a citizen of Armenia for the past six years. Sarkissian could only be elected President of Armenia, if his citizenship had been terminated before March 1, 2012 (to March 1, 2018 – 6 years).

With regard to citizenship, the Chief of Staff of the President of Armenia made a reference to the statement of information provided for by the Armenian legislation which was submitted to the National Assembly during the election of the President.

What is interesting is the letter of the Head of the Passport and Visas Department of the Police of Armenia dated 25 March 2021 by which it was reported that the State Population Register didn’t state any information on President of Armenia Armen Sarkissian being a citizen of another country, including as of March 2, 2018.

The statement of information on Armen Sarkissian being a citizen of Armenia in the past six years was issued for his election taking as a basis the information in the State Population Register and the statement that Armen Sarkissian made in his application that he is not a citizen of another country. In this regard, it should also be mentioned that other regulations for verifying Armenian citizenship are not prescribed by any legal act.

Book by Saudi author unravels Ottoman atrocities in Madinah

JEDDAH: Although the rot had long set in, it was the onset of the First World War in 1914 that truly exposed the Ottoman Empire’s weakness, backwardness and inability to control its distant extremities. 

When historians use the term “Seferberlik” — the Ottoman word for “mobilization” — it is often assumed they are discussing the ethnic cleansing of the Armenians of Anatolia in 1915, when millions were slaughtered or sent into exile. 

But Seferberlik is also used to refer to another lesser known episode of mass displacement that occurred around the same time in what is today Saudi Arabia. 

“Seferberlik: A century on from the Ottoman crime in Madinah” — by Saudi author Mohammad Al-Saeed — tells the story of the deportation of the holy city’s population by Ottoman General Fakhri Pasha.

History books tell of Fakhri Pasha’s “heroic defense” of the city in the 1918 Siege of Madinah, fending off repeated attacks by the British-backed Arab fighters of Hussein bin Ali, the Sharif of Makkah. 

What the books often gloss over are the happenings of 1915, prior to the siege, when Fakhri Pasha forced Madinah’s population into trains and drove them north into present-day Syria, Turkey, the Balkans and the Caucasus. 

Moreover, the version of events told in Turkey today tends to omit the Ottomans’ removal of the valuables of Prophet Muhammad’s sacred chamber, the demolition of buildings to make way for defenses and supply lines and the man-made famine’s cruel toll on Madinah’s remaining civilian population. 

“The Seferberlik crime was an attempt to transform Madinah into a military outpost,” Al-Saeed told Arab News. “The Turks tried to separate the city from its Arab surroundings and annex it to the Ottoman Empire to justify ruling what remained of the Arab world.”

Against the wishes of the Ottoman Caliph Sultan Mehmed V, the Young Turks who dominated the empire’s affairs at that time had sided with Germany and the Central Powers. Their brand of Turkish ethno-nationalism spelled disaster for the empire’s other ethnic groups. 

The highly strategic Hijaz railway, which linked Damascus and Madinah, was vital to the Ottoman war effort, which made it a frequent target of the Arab rebels and their British ally, T.E. Lawrence. 

So important was this rail link for the movement of troops and munitions that Ottoman forces were prepared to displace Madinah’s civilian population and garrison its holiest sites, no matter the harm and disrespect their actions caused to the resting place of Prophet Muhammad. 

“General Fakhri Pasha came to prove the power of the Ottoman Empire over Madinah, no matter what the cost,” Al-Saeed said. “He took the Prophet’s Mosque and its sanctity and turned it into a weapons depot and a camp for soldiers. 

“He also transformed the city’s minarets into artillery positions, unconcerned about affecting the Prophet’s Mosque, the dome and the Prophet’s Tomb. 

“Furthermore, he confiscated the inhabitants’ possessions, their date farms and their crops, and turned them over to the military effort and to his soldiers, estimated to be around 70,000 mercenaries. They desecrated Madinah by drinking alcohol in the streets.”

In the second phase of Fakhri Pasha’s campaign, “he destroyed homes and extended the railway to inside the Prophet’s Mosque, disrespecting the sanctity of the mosque in another crime, for the purpose of facilitating the transport of valuables and items in the Prophet’s Chamber — the possessions of Prophet Muhammad and his wives — away from the eyes of citizens and out of fear of them, and in preparation for smuggling them to Constantinople,” Al-Saeed said. 

“The stolen treasures arrived in Constantinople, the Ottoman Empire’s capital, and have been on display for many years at the Topkapi Museum (in present-day Istanbul).” 

The holy relics include old copies of the Quran; jewelry and golden candlesticks; and swords. Besides the 390 artefacts, visitors to the museum can see the following possessions of Prophet Muhammad: the Blessed Mantle, the Holy Banner, his sword and bow, a jar, a piece of his tooth and a hair from his beard. 

Sources suggest Fakhri Pasha even attempted to have the body of Prophet Muhammad exhumed and shipped to Constantinople. An Egyptian engineer who was summoned to Madinah to modify the minarets of the Prophet’s Mosque to support the weight of Ottoman artillery claimed he was ordered to open the tomb, but he refused. 

“Fakhri Pasha asked for his help to exhume the body of the prophet and move it to Constantinople, according to the historical documents written by the French representative in Cairo and sent to the Ministry of Foreign Affairs,” Al-Saeed said.

“The French representative vouched for the account of the Egyptian engineer, who fled the city and did not carry out the crime, thus confirming that the grave in question did indeed house the prophet’s body and the goal was to move the body to Constantinople.” 

“In the last phase, the citizens of Madinah were forcibly displaced and soldiers were settled there instead,” Al-Saeed said. 

Possibly up to 40,000 civilians were deported, with parents separated both from each other and from their children.

“They kidnapped people from the streets and did not deport them as families. They deported them as individuals and sent them to other areas under Ottoman rule. 

“According to historical sources, the Seferberlik atrocities resulted in only a few hundred citizens remaining in the city. Fakhri Pasha ordered the monopolization of food, which was scarce in the first place, especially dates, which were given to the Ottoman soldiers. 

“Madinah reached the point of famine, forcing its citizens and orphaned children to eat cats, dogs and what remained on the farms and in the streets.”

Al-Saeed says he chose to write about the Ottoman Empire’s actions in Madinah a century on because he believes modern Turkey is trying to whitewash its imperial past. 

He plans to translate his book into several languages to raise awareness of this little-known chapter of Ottoman history. 

“I wrote an article in 2015 about the passage of 100 years since this crime and provided details that few people knew about,” Al-Saeed said. 

“Reactions to the article varied between people shocked at the information and those who could not believe it, given the Turkish publicity ahead of its publication which attempted to whitewash the Ottoman Empire’s ugliness and its heinous crimes against Arabs. The public was oblivious to the Ottoman crimes. 

“Following the article, the idea of documenting the event was established, so that history would not forget it like other events in Arab history, particularly since the few historical sources that documented Seferberlik are in the Ottoman, English and French archives. 

“Moreover, the sources of information are very limited and the grandchildren of those who were in Madinah at the time do not have many documents. A lot of the city’s inhabitants were displaced. Many of them did not return.” 

Ombudsman shares video of Azeri soldiers desecrating, vandalizing Armenian church in Mataghis

Azerbaijani forces have cynically desecrated and vandalized a 19th-century Armenian church in Artsakh’s Mataghis region controlled by them, a video shared by Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan on Facebook on Saturday shows.

“This is the 19th-century St. Yeghishe Armenian Church in Mataghis, Artsakh. In this video, the Azerbaijani soldiers (the Turkish flag is clearly visible on the uniform) cynically desecrate and vandalize the Armenian church, openly showing the deliberate insult to the church and knowing well that the church is Armenian,” Tatoyan wrote.

“In the video, they [the Azerbaijanis] say the following:

“Before entering the church: “Let’s now enter the church of these [referring to Armenians], where I have already performed namaz [Muslim prayer].”

“After entering the church: “This belongs to the Armenians, everything here belongs to the Armenians; we have torn them.”

“Obviously, this is an act of hatred both on ethnic and religious grounds. Moreover, it is not about a single case, but is a result of years of systematic policy of hatred and enmity in Azerbaijan, which continues today,” he said.

The ombudsman will present the case to the international institutions as yet another proof that a policy of ethnic cleansing and genocide was implemented against Armenians in Artsakh in September-November 2020.
