Azerbaijani Press: Bryza says French MPs’ meeting Sahakyan would contradict Paris’s MG co-chair status

If French MPs meet with Bako Sahakyan, “head” of the separatist regime, created in occupied Azerbaijani territories, that could be contrary to France's status as OSCE Minsk Group co-chairing country, Matthew Bryza, former US ambassador to Azerbaijan and former co-chair of the OSCE Minsk Group, told Trend Nov.16.

He was commenting on the visit of Sahakyan to France.

“Sahakyan has also visited the United States and Russia, which had no discernible impact on either the Minsk Group co-chairs' mediation efforts or on the bilateral relations of Azerbaijan with the co-chair countries,” noted Bryza.

He pointed out that Azerbaijan is an important partner and friend of all three countries, and its importance is growing.

“Of course, if the French government and/or parliament treated Sahakyan as anything other than a private person, that could cause serious tension in Azerbaijan's relations with France. I don't expect that to occur. That said, individual French parliamentarians may decide to meet with Sahakyan on an individual basis, which I would view as inappropriate and contrary to France's status as a Minsk Group co-chair,” Bryza concluded.

Earlier, Azerbaijan’s Foreign Ministry said in a statement that France’s constant double standards approach makes Azerbaijan reconsider its ties with that country.

Bako Sahakyan's visit to France, presenting himself as the “head” of the separatist regime established in the occupied Azerbaijani territories, is another unsuccessful attempt to encourage that puppet entity at the international level, the Foreign Ministry said.

“France, which created conditions for that visit and accepted "representatives" of the illegal regime, by this step not only violates the spirit of bilateral relations and the signed agreements, but also demonstrates disregard for supremacy of norms and principles of international law and the undertaken obligations,” reads the statement.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

International Political Economy Student Awarded AAUW Fellowship

 RICHARDSON, Texas

Ani Baghdasaryan grew up seeing many people forced to leave her country, Armenia, to find jobs. Her career goals, however, can only be accomplished by going back home.

The international political economy graduate student wants to help improve public policy and gender equity in Armenia during a time of sweeping change. The former Soviet republic elected a new prime minister in May after anti-government protests in what has been called a "velvet revolution" because of its peaceful nature.

"Developing my expertise in political economy will be the basis for the change I want to bring to the socioeconomic and political landscape of Armenia," Baghdasaryan said.

To help her succeed, the American Association of University Women (AAUW) honored her with a 2018-19 International Fellowship, which supports students who will return to their home countries to become leaders in their fields.

Baghdasaryan expects to graduate in May with a Dual Degree Master of Science in International Political Economy from the School of Economic, Political and Policy Sciences (EPPS). International political economy includes the study of international relations, economics and public policy.

Students in the dual degree program spend one year at UT Dallas and one at the University of Marburg, a nearly 500-year-old campus in Marburg, Germany, and receive degrees from both universities. Baghdasaryan completed her first year in the program in Germany last academic year.

When she returns to Armenia, Baghdasaryan said she wants to work on gender equity issues, including increasing women's participation in government. As an undergraduate, she designed an awareness program about domestic violence and supported the campaign to pass a law to combat domestic violence back home. She also served as an observer during the 2017 parliamentary election.

Bachelor's, master's and PhD degrees in international political economy prepare students for a range of careers in government, nonprofits and international business. The dual degree program began in the 2016-17 academic year for students like Baghdasaryan who want to work internationally, said Dr. Jennifer Holmes, interim dean of EPPS and professor of political science, public policy and political economy.

"We are proud of Ani, her accomplishments and her work to improve gender equity," Holmes said. "The dual degree is intended to be a launch pad for students with aspirations to work across borders. This is a rare opportunity of international mobility for students, like Ani, who want to work abroad and then, ultimately, bring that expertise home."

President of the Chamber of Architects of the Republic of Armenia
Mr. Mkrtich Minasyan

To the Chairman of the State Urban Development Committee
of the Republic of Armenia
Mr. A. Eloyan

Honorable gentlemen,

Days ago, in presence of the Presidents of France and Armenia, a project of a “reconstruction” of the Yerevan Aznavour Center was presented to the public in the mentioned center. This project has never been discussed and never agreed in any competent authority of the Republic of Armenia.

A French-Armenian architect Aris Adamian was named as the author of the project.

It was a very disturbing fact that the author of the center, honored architect of the Republic of Armenia Mr. Narek Sargsyan refused to participate to the mentioned event, who, as it turns out, by virtue of copyright didn’t gave his consent to such modifications.

This unacceptable occurrence of arbitrary modifications of the creations of Armenian architects by foreign promoters is unfortunately becoming ordinary nowadays, considering the multitude of similar examples of the past years.

The norms of professional ethics and copyrights are grossly violated, the architectural appearance of the buildings is being distorted.

Recently, with the joint efforts of the RA Government and the Union of Architects of the Republic of Armenia, the RA National Assembly adopted the RA Law on Architectural Activity, on the basis of which the Chamber of Architects of the Republic of Armenia was created with the aim of, beside other functions, protecting the rights of RA architects in Armenia.

The law also envisages the process of obtaining a corresponding license for foreign architects to operate in Armenia.

Architectural ethics are of international character and are mandatory for architects of all countries.

Considering the fact that the arbitrary modifications of the Aznavour Center without the consent of the author can become a very bad precedent for the future of the architectural works of each of us, we hereby request to take steps in order to prevent the sacrifice of yet another unique building in Yerevan as prescribed by the above-mentioned law.

We call on foreign partners to be respectful in our country and to our creative approach. We welcome the participation of our Diaspora partners in the construction processes of Armenia, the use of the foreign advanced experience through them, but only in the atmosphere of professional solidarity and mutual respect, and not at the expense of our professional dignity.

Armenian Prime Minister Nikol Pashinyan has participated at the CIS Council sitting in Dushanbe, Tajikistan. Presidents of Russia, Belarus, Kazakhstan, Uzbekistan, Azerbaijan, Kyrgyzstan, Moldova and the Deputy Prime Minister of Turkmenistan took part in the session, the PM’s office said.

The results of cooperation of 2018 and the main direction for future development of partnership within the organization were summed up. The preparation works for a joint celebration of the 75th anniversary of the Great Patriotic War victory in 2020 was highlighted. Several bilateral cooperation documents were signed. The CIS chairmanship was passed on to Turkmenistan.

The Council adopted a statement on the 70th anniversary of the universal declaration of human rights protection, approved the CIS Cultural Capital to be held in Tajikistan in 2021, and to declare 2021 the year of architecture and urban development in the CIS.

The 2019-2023 joint intergovernmental program of combating crime was approved and an IT field anti-crime agreement was signed between the CIS states. Amendments were made in the charter of defense ministerial council of the CIS states and the charter of the CIS anti-terrorist center. A number of multilateral cooperation documents in the humanitarian, law enforcement and military fields were signed.

The next CIS summit will take place October 11, 2019 in Ashkhabad, Turkmenistan.

At the narrow-format session the Armenian Prime Minister attached importance to raising effectiveness of cooperation within the CIS and deepening of ties. According to Pashinyan steps should be taken to realize the potential of the CIS for developing regional cooperation. “It will contribute to increasing competitiveness of national economic and the welfare of citizens, development of humanitarian ties and strengthening of human relations,” he said.

Speaking about the 75th anniversary of Victory in 2020, the PM noted that May 9th will forever remain a symbol of unbending courage and unity of peoples, who fought together at the front and selflessly struggled for the common victory, bringing decisive contribution in liberating the world from Nazism.

“The Armenian nation has unique attitude in shaping the Victory. Half of the Armenians who were conscripted to the army did not return home from this terrible war. More than 70,000 Armenian servicemen were awarded military certificates and medals, and more than 100 of them were awarded the title of USSR Hero. This holiday, as well as the memory of the fallen, call upon us all to mark the 75th anniversary of Victory deservedly, jointly counter the attempts of re-writing history and glorification of Nazism and neo-Nazism propaganda,” Pashinyan said.

Pashinyan also emphasized the importance of adopting the statement on the 70th anniversary of the Universal Declaration of Human Rights.

“Cooperation in the economic, innovative, cultural-humanitarian fields is developing in the CIS. In this context I would like to inform that the Global IT Forum will take place in Yerevan in 2019, which will become an important arena for developing practical and scientific ties between representatives of various countries of the world. We expect our CIS partner countries to have active participation in this important event,” he said.

Prime Minister Nikol Pashinyan today visited the farmer market in Yerevan to get acquainted with the prices of products.

During the tour the PM came to a conclusion that the prices of potato, cucumber, eggplant and several other vegetables are strangely high. The PM also considered strange the fact that at this period of the year there are greenhouse cucumbers and potatoes in the market.

Pashinyan told reporters that there is no task to impact the pricing, but the prices should decrease in a long-run through a policy. “Look, for instance now both the market and the official day show that apple demonstrates a very stable behavior in the market and always maintains a stable price since in the last years a concrete mechanism for apple production has been formed”, he said.

Asked what is the reason of 67% growth in export of agricultural goods compared to the previous year, he said: “It is supposed that the infrastructures are increasing, the harvest has been good and the demand has increased”.
