From the health department of the apparatus of the municipality of Yervan reported that from December 29, 2017. to January 7, 2018, 465 children were born (235 boys, 230 girls). During the same period, 1111 citizens were visited by outpatient-psychiatric facilities operating in the subordination of Yerevan City Hall.

Nick Pittman, a Peace Corps volunteer in Armenia, will give a talk titled “Grassroots Development in Armenia: Challenges, Opportunities and Lessons Learned” at 7:30 p.m. Jan. 18 at the National Association for Armenian Studies and Research Center, 395 Concord Ave., Belmont.
 
The program will be the first in 2018 in the National Association for Armenian Studies and Research/Calouste Gulbenkian Foundation Series on Contemporary Armenian Issues.
 
In this presentation, Pittman will discuss his experience working for the last year-and-a-half as a Peace Corps volunteer with a small grassroots non-governmental organization in rural Armenia. He will highlight the challenges engaging in such intercultural work such as linguistic barriers and different conceptions of planning and how they can be addressed. Pittman will also discuss opportunities for new community projects in Armenia, describe the lessons he has learned in the course of his work and outline the various grassroots projects Peace Corps volunteers are assisting throughout the country.
 
Pittman grew up in Cambridge, studied economics at Reed College and worked for a few years in environmental and economic consulting before going to Armenia with the Peace Corps in March 2016. He lives in a rural village in Lori Marz, Armenia, and works with a small local NGO as a community and youth development volunteer, helping his coworkers develop and implement projects focused on youth empowerment and assisting the NGO in organizational development.

Mario Stefano Pietrodarchi arrives in Yerevan

Mario Stefano Pietrodarchi, a favorite and anticipated bandeonist, accordionist from the  arrived in Yerevan a couple of minutes ago. The Italian musician will perform on December 25 with the State Youth Orchestra of Armenia, presenting a new concert program. With the orchestra Pietrodarchi will present from the works of Argentinean tango king Astor Piazzolla. The audience will enjoy pieces of the composers Tomazo Ziliani, Roberto Di Marino, Cesare Kiaciata and Carlos Gardel. Mezzo-soprano Sofa Tumanyan will also perform at the concert.

The State Youth Orchestra of Armenia has prepared this beautiful gift for music lovers jointly with VivaCell-MTS, the general partner.

Mario Stefano Pietrodarchi mentioned at the airport that every time he came to our country with great joy he loved Armenia, the Armenian audience, the State Youth Orchestra of Armenia and Sergey Smbatyan. “I love this orchestra, the work they do. They are young and work a lot, regularly improving. And it is a great pleasure for me to perform with them,” said bandeonist, adding that the orhcestra’s performance was fantastic.

It should be noted that composer Tomazo Ziliani arrived in Armenia with Pietrodarchi, whose work will also perform on December 25.

Mario Stefano Pietrodarchi’s concerts in Yerevan always take place in crowded halls, with a lot of applause and long lasting bis. Bandeonist’s last joint concert with the State Youth Orchestra of Armenia lasted for about an hour longer than planned. The audience cound not stop enjoying Pietrodar’s performance and did not let him go, and the musician himself enjoyed an exceptional warm atmosphere with the audience and generously donated his sounds.

This meeting provided an opportunity to underscore the strength of the ties between France and Armenia. The two ministers commended the quality of the political dialogue between the two countries, as well as the importance of our cooperation, one of the greatest successes of which is the French University of Armenia, which has educated several thousand Armenian students over the last 20 years. They agreed on the need to maintain this momentum, notably in the economic sphere.

Jean-Yves Le Drian assured his Armenian counterpart of France’s full commitment to supporting the efforts of the Co-Chairs of the Minsk Group to encourage a negotiated resolution to the Nagorno-Karabakh conflict. He underscored the importance of implementing the decisions made by the Armenian and Azerbaijani presidents during their meeting in Geneva on October 16.

The two ministers also discussed preparations for the next Francophonie Summit due to take place in Yerevan from October 11-12, 2018, as well as the implementation of the framework agreement signed on November 24 between Armenia and the EU.

It is known that the Turkish state played a role in the murder of Istanbul Armenian journalist Hrant Dink, Bundestag member Cem Ozdemir said in an interview with DW.

Asked to comment on the recent claims by Turkish parliament MP Garo Paylan, that that  Turkish academics, journalists and literary figures who have fled the governing Justice and Development Party are in grave danger, Ozdemir said he had now information about this, but it “wouldn't be surprising”.

“But it wouldn't surprise me given that Hrant Dink, a Turkish-Armenian journalist and a good friend of mine, was killed by a 16-year-old [in Istanbul] — and it's known that the Turkish state played a role in this murder. Then you also see how Turkish dissidents are not only jailed, silenced or expelled but also intimidated and subjected to physical violence. Germany should be aware of this and above all else prevent the growth of separate societal structures. Some examples of this already exist, such as Osmanen Germania, a Turkish-nationalist boxing gang, or the Union of European Turkish Democrats (UETD),” he said.

Ozdemier said he had recently visited an event organized by Turkish-Armenian journalist and blogger Hayko Bagdat, was wearing a bullet-proof vest because he'd received credible death threats a day earlier.

“I think we must make it clear that Germany will not tolerate such a climate of fear. It's bad enough that such fear already pervades Turkish society,” he added.

Vakhtang Mirumyan does not predict significant rise in prices in 2018

Vakhtang Mirumyan, Deputy Chairman of the State Revenue Committee adjunct to the Government of Armenia, says that in 2018, no substantial increase in prices is expected in Armenia. Speaking to reporters in the National Assembly, commenting on the scale of the rise in prices in Armenia next January, conditioned by the entry EUU, Vakhtang Mirumyan replied:

“For Armenia, the exemption period for the common tariffs of the Eurasian Economic Union will gradually expire by 2020 for each product. It is difficult to say how many percent increase it is expected, as it is hard even to say whether an increase is expected or not.” he said.

Russia's Ruling Party Said To Back EU-Armenia Deal

A senior representative of Russia's ruling party reportedly voiced
support late on Monday for Armenia's efforts to forge closer links
with the European Union while maintaining its political and military
alliance with Russia.

Sergey Zheleznyak and three other lawmakers representing President
Vladimir Putin's United Russia party met with President Serzh
Sarkisian in Yerevan three days after Armenia signed the Comprehensive
and Enhanced Partnership Agreement (CEPA) with the EU.

Sarkisian's press office quoted Zheleznyak, who is the deputy
secretary of United Russia's governing board, as praising "wise and
balanced" policies pursued by the Armenian government.

"He stressed that Russia's ruling party stands for the principle of
`both/and,' rather than `either/or,' of developing relations and
cooperation," the office said in a statement. "Armenia builds its
relations with the Russian Federation and the EU in that
context. Therefore, according to Sergey Zheleznyak, all those views
that differ from the above-mentioned position do not reflect the
official approaches of Russia and its ruling party."

Moscow's stance on the issue was a subject of intense media
speculation in Armenia throughout two-year negotiations that preceded
the signing of the CEPA in Brussels on Friday. Some pro-Western
pundits in Yerevan claimed that the Kremlin could force Yerevan to
pull out of the deal. Armenian officials ruled out such a possibility.

Russian pressure was widely attributed to President Sarkisian's
unexpected decision in 2013 to seek Armenia's accession to the
Russian-led Eurasian Economic Union (EEU). The move precluded the
signing of a more far-reaching Association Agreement between Armenia
and the EU.

While some pro-government Russian commentators expressed concern over
the CEPA in recent weeks, Moscow gave no indications that it
disapproves of the deal.

"Armenia is a sovereign country and it has the right to enter into any
agreements or blocs that do not contradict obligations assumed by it
earlier," the Russian ambassador in Yerevan, Ivan Volynkin, told the
Arminfo news agency on Thursday.

The CEPA provisions, he said, do not run counter to Armenia's EEU
membership commitments. Volynkin expressed hope that Armenia will
become a "bridge of cooperation between the EU and the EEU."

The Russian envoy stressed at the same time that the EU is "unable to
replace Russia in providing security guarantees to Armenia." "The EU
itself is dependent on NATO in that sense," he said.

Armenian leaders have repeatedly stated that the alliance with Russia
remains the cornerstone of Armenian foreign and security
policy. Sarkisian visited Moscow and met with Putin nine days before
attending the CEPA signing ceremony in Brussels.



Babayan Sentenced To Six Years In Prison

Samvel Babayan, Nagorno-Karabakh's former top military commander
general linked to an Armenian opposition group, was sentenced to six
years in prison on Tuesday on charges of illegal arms acquisition and
money laundering which he strongly denies.

A court in Yerevan also sentenced two other men, who went on trial
with Babayan in July, to three and two years' imprisonment. The four
other defendants in the high-profile trial received suspended jail
terms ranging from two to two and a half years.

Babayan was arrested in March this year after Armenia's National
Security Service (NSS) claimed to have confiscated a surface-to-air
rocket system smuggled to the country. The arrest came about two weeks
before Armenia's last parliamentary elections. Babayan was
unofficially affiliated with the ORO alliance led by former Defense
Minister Seyran Ohanian and two other opposition politicians. ORO
condemned the criminal case as politically motivated.

Babayan likewise alleged political motives behind his prosecution in
his concluding remarks at the trial made on Monday. He claimed that
shortly after his arrest some officials "spoke of politics" with him
and "explained why they caught me." He declined to name them, while
saying that he know where the "order" to jail him came from.

Also, the once powerful general again denied prosecutors' claims that
he promised to pay other defendants, notably his longtime associate
Sanasar Gabrielian, $50,000 for the delivery of the shoulder-fired
Igla rocket.

Gabrielian, who received the three-year prison sentence, stated during
the trial that it was he who commissioned the confiscated Igla. He
claimed that he wanted to donate the launcher along with its
shoulder-fired rockets to Nagorno-Karabakh's army.

Gabrielian insisted he only showed Babayan a photograph of the Igla
system because the latter "knows everything" about weapons. Babayan,
he said, advised him to hide the weapon in a remote Karabakh village
and then anonymously tip off the Karabakh military about that.

Babayan echoed this version of events on Monday. "As regards the Igla,
it has nothing to do with me, there is no evidence," he said.

A trial prosecutor maintained on November 13 that law-enforcement
authorities have presented sufficient evidence of Babayan's guilt. The
prosecution has never clarified, however, why the former Karabakh army
chief sought to get hold of the Russian-made rocket designed to shoot
down planes and helicopters.

"They have duly executed the order," Babayan declared tartly when the
presiding judge, Arshak Zakarian, read out the guilty verdict.

Asked by reporters in the courtroom whether he believes the "order"
was issued by President Serzh Sarkisian, Babayan replied: "You said
so." He also declined to clarify whether he considers himself a
political prisoner.

Meanwhile, Babayan's lawyer, Avetis Kalashian, said that his client
will appeal against the "extremely harsh" verdict.

Babayan, 52, led Karabakh's Armenian-backed army from 1993-1999 and
was widely regarded as the unrecognized republic's most powerful man
at that time. He was arrested in 2000 and subsequently sentenced to 14
years in prison for allegedly masterminding a botched attempt on the
life of the then Karabakh president, Arkady Ghukasian.

Immediately after being set free in 2004, Babayan relocated to Yerevan
where he set up an opposition party that fared poorly in Armenian
parliamentary elections held in 2007. He emigrated to Russia in 2011
for still unclear reasons.

The retired general returned to Armenia in May 2016, citing the
increased risk of renewed war with Azerbaijan. He has repeatedly
criticized Armenia's and Karabakh's current governments since then.



Armenia Repatriates Azeri Soldier's Body

The Armenian military repatriated on Tuesday the body of an
Azerbaijani soldier who was reportedly found dead on Armenia's border
with Azerbaijan's Nakhichevan exclave last week.

The handover facilitated by the International Committee of the Red
Cross (ICRC) took place at another section of the Nakhichevan
frontier.

The Defense Ministry in Yerevan released several photographs that
showed Armenian military personnel carrying a stretcher covered with a
white sheet at a fortified border post. They were accompanied by three
ICRC officials, one of whom held up a Red Cross flag.

According to the ministry, the Azerbaijani soldier was found on
Thursday lying dead in front of an Armenian army post facing eastern
Nakhichevan. A ministry statement released on Tuesday insisted that he
was an army captain.

The Azerbaijani Defense Ministry has said, however, that the dead
soldier, identified as Bakhruz Jalibeyli, was a 19-year-old conscript
who deserted his unit after committing an unspecified "crime." So far
it has said nothing about the circumstances of his death.

The ICRC similarly assisted in the handover to Baku in February of the
body of another Azerbaijani soldier who was shot dead at another
section of the Armenian-Azerbaijani border last December. Yerevan said
that his death was the result of an attempted Azerbaijani incursion
into Armenia which also left three Armenian servicemen dead.



Iranian FM Discusses Closer Business Ties In Armenia

Iran's Foreign Minister Mohammad Javad Zarif met with President Serzh
Sarkisian and other Armenian leaders on Tuesday during a visit to
Yerevan that appeared to focus on ongoing efforts to expand
Armenian-Iranian economic ties.

He arrived in the Armenian capital with a large group of Iranian
businessmen who held a one-day conference with fellow entrepreneurs
from Armenia. Zarif and his Armenian counterpart Edward Nalbandian
opened the forum before holding talks.

"There are quite good opportunities for expanding economic relations
between the two countries," Zarif told an ensuing joint news
conference with Nalbandian.

"Energy and cargo transit are very important areas of our cooperation
with Armenia," he said. "We also attach importance to our cooperation
on science and technology."

Nalbandian said, for his part, that they discussed ways of increasing
bilateral commerce and preparations for next month's meeting in
Yerevan of an Armenian-Iranian intergovernmental commission on
economic cooperation. In that context, he stressed the importance of a
planned free-trade deal between Iran and the Russian-led Eurasian
Economic Union which is strongly backed by Armenia.

According to official Armenian statistics, Armenian-Iranian trade
stood at a relatively modest $197.4 million in the first nine months
of this year. It was up by 10 percent from the same period in 2016.

Zarif was reported to tell Sarkisian later in the day that the current
scale of Armenian-Iranian business dealings "does not befit the high
level of political relations between the two friendly nations." The
two men agreed on the need to "bolster economic ties and develop
mutually beneficial cooperation in various areas," reported the
Armenian presidential press office. It said Zarif called Armenia a
"very good neighbor" of Iran.

Economic issues dominated Zarif's separate meeting with Prime Minister
Karen Karapetian. They discussed, among other things, the upcoming
launch of a free economic zone in Armenia's southeastern Meghri
district bordering Iran. According to an Armenian government
statement, they agreed that the tax haven for manufacturing firms
could give a major boost to Armenian-Iranian business ties.

The statement added that Armenian-Iranian energy projects were also on
the agenda of Karapetian's talks with the chief Iranian diplomat. But
it did not elaborate.

Karapetian met with Iran's President Hassan Rouhani, First
Vice-President Eshaq Jahangiri, Oil Minister Bijan Zanganeh and Energy
Minister Sattar Mahmoudi when he paid an official visit to Tehran in
October. He reportedly discussed the possibility of a trilateral deal
that would enable Armenia to import cheap natural gas from
Turkmenistan via Iran. No concrete agreements to that effect have been
announced so far.

The Armenian premier on Tuesday described his trip to Iran as "quite
promising." "Armenia's government is extremely interested in
qualitatively changing and raising our trade to a higher level," he
told Zarif.

"Aravot" ridicules Russian commentators who have reacted angrily to
the signing of the Comprehensive and Enhanced Partnership Agreement
(CEPA) between Armenia and the European Union. "These and other
displays of jealousy and venomous comments addressed to us by Russia's
not-at-all-independent media are especially surprising now that the
Kremlin says that it has no problem with that agreement," writes the
paper. "Either [Russian] propagandists have not received corresponding
orders or their leadership says one thing in public but stirs up
something else from behind the scenes."

"Haykakan Zhamanak" says that President Serzh Sarkisian's desire to
extend his rule was one of the main reasons why the CEPA was signed
last week. "Before launching an assault on the government in 2018
Serzh Sarkisian is demonstrating to the European Union and the West in
general that he is open to cooperation with them and that if the West
attempts to impede his `reproduction' in 2018 it will have to do
business with pro-Russian [Prime Minister] Karen Karapetian," explains
the paper. "And if Russia attempts to impede his reproduction it will
have to do so through Karen Karapetian. These latest developments have
shown that Karapetian does not have sufficient clout to thwart the
signing of the CEPA and is therefore unfit for the role of the
protector of Moscow's interests in Armenia."

Interviewed by "168 Zham," Nicu Popescu, a Paris-based political
analyst, describes the CEPA as a "big achievement for Armenia and the
EU given the circumstances in which Armenia had abandoned the
Association Agreement" with the EU in 2013. "But it would be wrong to
say that this represents some kind of association with the EU because
Armenia will not have the kind of relationship with the EU which
Georgia, Ukraine and Moldova have," he says.

"Hraparak" claims that pro-European groups in Armenia have only now
revolted against their country's membership in the Russian-led
Eurasian Economic Union (EEU). The paper considers this reaction
overdue and says those groups should now focus instead on the
implementation of the new EU-Armenia agreement. They should "force the
authorities to take real steps in that direction so that the document
does not remain on paper," it says.

Music: Armenian duduk, jazz to be united onstage in Moscow

The Armenian duduk and jazz will be united on the stage of the House of Artists in Moscow during the concert scheduled for 22 November as part of the events celebrating the Armenian Culture Days in Russia.

The program of the concert titled “Voice of the Armenian Soul” features a joint performance by renowned Armenia dudukists Jivan Gasparyan, Gevorg Dabaghyan, Vahagn Hayrapetyan Jazz Quintet and other famous musicians, the Armenian ministry of culture said in a Facebook post.

“We will perform pieces by Komitas, Sayat Nova and other folk compositions. This is certainly not our first encounter with the Russian audience. Russians have a unique attitude towards duduk. Our concerts take place in overcrowded halls here, with the audience listening to the duduk music holding their breath. I am convinced there will be the same atmosphere at Moscow concert,” the ministry quoted Gevorg Dabaghyan as saying.

The official opening of the Armenian Culture Days in Russia was held at the Moscow State Tretyakov Gallery on 16 November, in attendance of the Armenian and Russian presidents.

Armenian school of New Zealand to re-open



YEREVAN, NOVEMBER 13, ARMENPRESS. Currently about 200 Armenians live
in New Zealand. They are mainly from Iraq, Iran, Lebanon and partly
from Armenia. The local Armenians mostly live in Auckland and
Wellington cities. The Armenian Union of New Zealand operates since
1996 which aims at preserving the Armenian identity and the Armenian
upbringing of children.

Head of the Armenian Union Nubar Yaghubian told Armenpress that they
spare no efforts for preserving the Armenian identity. “The Armenian
community of New Zealand is small and scattered. The Armenian school
was operating since 1996, but it closed due to lack of new students.
The preservation of the Armenian language is a major issue. There are
mixed marriages. At the moment the community makes efforts to re-open
the Armenian Sunday school in Auckland”, Nubar Yaghubian said, adding
that they try to keep contact with Armenia for organizing the
educational processes. Online training for teachers is being
organized. When the school is re-opened, the classes will also be
online so that the Armenians living in other cities of New Zealand
will be able to join. Specialists from Armenia will also join during
the online classes.

The Armenian community celebrates the holidays connected with Armenia,
as well as the remembrance days. Every year events are being organized
dedicated to Armenia’s Independence, the Army Day and etc.
Commemoration events are being held on the anniversary of the Armenian
Genocide.

Despite being small in number, the local Armenians are actively
engaged in different spheres. There are leading doctors, teachers,
banking and IT field specialists among them.

In line with the preservation of the Armenian identity, the Armenian
community also tries to make Armenia more recognizable within the
public through various measures.

“Because of the small community, few people know about Armenia. We are
trying to invite the local people as much as possible to our events.
We have a Facebook page where we post the list of events, as well as
information about Armenia”, he said.

A special attention is paid to the process of spreading the smell and
taste of the Armenian cuisine. Quite often the Armenian women cook and
sell Armenian dishes. Nubar Yaghubian noted that the people of New
Zealand have started to highly appreciate the Armenian dishes after
testing them.

There will be no change in Azerbaijan’s principled position on the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict, said Azerbaijan’s President Ilham Aliyev addressing a ceremony marking the 25th anniversary of creation of the New Azerbaijan Party at the Heydar Aliyev Center Nov. 14.

"The Armenia-Azerbaijan Nagorno-Karabakh conflict should be resolved within the territorial integrity of our country. There is no other way. We can never allow a second Armenian state to be established in our historical lands. The norms of international law should be fully applied. The UN Security Council resolutions should be fully implemented. Sovereignty and territorial integrity of Azerbaijan should be restored,” noted President Aliyev.

“This is a principled position. This position is based on history and international law, because Nagorno-Karabakh is our historical, ancestral land, because the whole world, all the countries recognize and respect the territorial integrity of Azerbaijan."

“Nagorno-Karabakh is an integral part of Azerbaijan. Another event confirming this took place this year. The illegal referendum held again in Nagorno-Karabakh due to Armenia’s recklessness was not recognized by the entire world community. Neighboring countries, co-chairing countries of the Minsk Group, the European Union and other organizations did not recognize the results of the referendum. By doing so, they once again confirmed that Nagorno-Karabakh is an integral part of Azerbaijan,” said the head of state.

Ilham Aliyev added that consistent efforts on recognition of the Khojaly genocide will further continue.

Saying that five years ago, three countries officially recognized the Khojaly genocide, the head of state noted that in only five years more than 10 countries have recognized the genocide.

"A consistent policy will be pursued in this direction,” added the president. “Simultaneously, we will increase our military power. According to international ratings, today the Azerbaijani Army is among the most powerful armies in the world.”

The Azerbaijani Army will be provided with necessary funds and equipment, said the head of state.

“There will be no limitations. Our military power plays and will play its role in the liberation of our lands and the restoration of our territorial integrity,” said Ilham Aliyev.

The president noted that the April battles, the liberation of a part of Azerbaijani lands, particularly, a part of Aghdara, Fuzuli and Jabrayil districts, showed the power of Azerbaijani army to the whole world.

“Armenia is still trying to present the distorted version of the April battles to the world community, but it is a very ridiculous attempt. It is enough to say that today we are sitting in trenches dug then by Armenians in the occupied lands and control a large area from those trenches. The April battles are our glorious victory and they showed the power of the Azerbaijani nation and soldiers. It showed that the Azerbaijani state and people will never reconcile with the occupation and will restore their territorial integrity at any cost,” added President Aliyev.
