Armenian President To Visit Bulgaria

YEREVAN, December 9. /ARKA/. RA President Serge Sargsyan is to pay a
two-day visit to Sofia at the invitation of his Bulgarian counterpart
Georgi Sedefchov Parvanov.

The RA presidential press service reports that an Armenian-Bulgarian
presidential meeting will be followed by enlarged bilateral
negotiations.

The side are to sign bilateral documents and a joint news conference.

The two Presidents are to issue a joint statement on the results of
the visit. The sides are also to sign a protocol of intentions for
Days of Bulgarian Culture in Armenia next year and Days of Armenian
Culture in Bulgaria in 2010. The sides also plan to sign a work
program of cooperation in state government for 2009-2014, an agreement
on cooperation in archival science, protocol on amendments to the
agreement on abolition of double taxation of incomes and property.

The two President are also scheduled to participate in an
Armenian-Bulgarian business forum. During his two-day official visit
the Armenian leader will have a business dinner party with Bulgarian
Premier Sergey Stanishev and hold a meeting with Chairman of the
Bulgarian National Assembly Georgi Pirinski. President S. Sargsyan
is also to lay a wreath at the monument to the Unknown Warrior.

At the National Gallery of Foreign Art the Armenian and Bulgarian
Presidents are to attend the opening of an exhibition of collages by
Sergey Parajan ov. The RA President is also scheduled to visit the
Armenian Embassy in Bulgaria.

Over 2,000 Armenian students have staged an action of protest in
Yerevan on Wednesday to voice objection to the abuse of Armenian
churches in Georgia. The protesters, gathered outside the UN office
in Yerevan, demanded that the illegal actions of Georgian spiritual
leaders against Armenian churches be stopped. The protesters
then proceeded to the Georgian Embassy and handed in a letter to
Ambassador Revaz Gachechelidze. The letter demanded that the action
of the Georgian clergy be stopped and an assessment be given to the
developments. To recap, Armenian sources reported that gravestones of
two Armenian benefactors in the Sacred Norashen Church in Tbilisi were
desecrated on the initiative of Georgian priest Tariel Sikinchelashvili
on 16 November.

US President George W. Bush sent a message of condolences on the 20th
anniversary of the Spitak earthquake. The message states:

"Laura and I send our condolences on the 20th anniversary of the
massive earthquake that struck northern Armenia on December 7,
1988. This disaster took the lives of nearly 20,000 people and left
many thousands of others homeless.

On this solemn anniversary, we are reminded of the strong bonds between
America and Armenia and the resilience of the Armenian people. They
rose from this tragedy and have reclaimed a bright future of hope
and opportunity. Through hard work and support from the international
community, including the United States, the Republic of Armenia gained
its independence. Today, our nations stand together, pursuing peace,
prosperity and freedom for the citizens of our countries and the world.

I join with my felloe Americans and all Armenians in commemorating
this national tragedy. We pay tribute to the lives lost, and we send
our best wishes to Armenians throughout the world as you remember
loved ones and the hardships you have to overcome.

Renowned scholar, member of a number of academies of the world and
international companies, Academician of the National academy of
Sciences of the Republic of Armenia, Doctor of Technical Sciences,
Professor Paris Heruni died on December 5 aged 74. President Serzh
Sargsyan extended condolences to his family. The President’s message
states:

"With great pain I learnt about the death of Paris Heruni.

Paris Heruni was one of those devotees, due to whose talent and
activity the Armenian school of exact sciences regained its leading
position. The results of his research and studies grew into separate
branches of science.

His objective was to achieve new heights of knowledge. His credo was
serving the science, the Motherland and our people.

At this difficult moment of loss I extend condolences to Paris Heruni’s
relatives, friends and colleagues."

the Nagorno Karabakh conflict. This was mentioned in the statement of
Russian Foreign Minister Sergei Lavrov, Assistant Secretary of State
Daniel Fried, French Foreign Minister Bernard Kouchner, who met within
the framework of OSCE Minsk Group today, on December 4, in Helsinki.

According to the report of the Regnum agency, author’s statements
called Armenia and Azerbaijan for confirming their adherence to
the peaceful settlement of the conflict. They called all conflict
sides for using the positive impulse reached during the Presidents’
meeting in Moscow. "The Moscow Declaration signed on November 2 opened
a new and promising phase in our common attempt to spread peace in
the South Caucasus. In that declaration the Presidents confirmed
their commitments to search for a peaceful solution to the Nagorno
Karabakh conflict within the framework of the basic principles worked
out by Minsk Group in cooperation with the leaders of Armenia and
Azerbaijan on the basis of their proposals made last year in Madrid,"
the Ministers’ statement read. They called the sides for cooperating
with the Minsk Group Co-chairs to complete the work at the basic
principles in the coming months and then to start making a draft
all-embracing peaceful settlement on the basis of those principles.

Sergei Lavrov, Daniel Fried, and Bernard Kouchner called the sides for
carrying out measures on strengthening confidence together with the
Co-chairs, starting with withdrawal of snipers from conflict sides’
advanced positions, as it had been already proposed to the sides’
leaderships by the mediators during their last trip to the region
in mid-November 2008. "The sides extremely need to work with each
other, with the Co-chairs, and with the Special Representative of the
OSCE Chairman-in-Office to stabilize the ceasefire regime through
that and other measures on strengthening confidence," the document
authors conclude.

Within the framework of his visit to Helsinki, the Foreign Minister of
Armenia, Edward Nalbandian, met with the OSCE Parliamentary Assembly’s
Rapporteur on Nagorno Karabakh Goran Lenmarker.

During the meeting the interlocutors discussed the latest developments
in the process of settlement of the Artsakh issue. Stressing the
importance of the declaration signed between the Presidents of Armenia,
Azerbaijan and Russia in Moscow on November 2, Edward Nalbandian
noted that Azerbaijan’s attempts to ignore the provisions of the
declaration and its distorted comments of the document hamper the
effectiveness of the negotiation process and its progress.

Edward Nalbandian noted that Armenia attaches importance to
parliamentary diplomacy as a working format for discussing
issues. Goran Lenmarker noted that the OSCE Parliamentary Assembly
has always been and remains a supporter of the resolution of the
Karabakh issue through peaceful negotiations.

Partnership represents a step change in the EU’s relations with
Armenia, Azerbaijan, Belarus , Georgia, Moldova and Ukraine. This
ambitious Partnership foresees a substantial upgrading of the
level of political engagement, including the prospect of a new
generation of Association Agreements, far-reaching integration into
the EU economy, easier travel to the EU for citizens providing that
security requirements are met, enhanced energy security arrangements
benefitting all concerned, and increased financial assistance. The EU
proposes much more intensive day to day support for partners’ reform
efforts through a new Comprehensive Institution Building program,
and a new multilateral dimension which will bring partners together to
address common challenges. The new Partnership includes new measures
to support the social and economic development of the 6 countries,
and five flagship initiatives that will give very concrete evidence
of the EU’s support, the press office of the European Commission in

European Commission President Jose Manuel Barroso stated, "Only
with strong political will and commitment on both sides will the
Eastern Partnership achieve its objective of political association
and economic integration. We need to make an even greater investment
in mutual stability and prosperity. This will be quickly compensated
by important political and economic benefits and will lead to more
stability and security both for the EU and for our Eastern partners."

"The time is ripe to open a new chapter in relations with our
Eastern neighbors," Commissioner for External Relations and European
Neighborhood Policy Benita Ferrero-Waldner added. "Building on
the progress of the last years we have prepared an ambitious and
at the same time well-balanced offer. The security and stability
of the EU is affected by events taking place in Eastern Europe and
in the Southern Caucasus. Our policy towards these countries should
be strong, proactive and unequivocal. The EU will continue with the
successful approach of tailor-made programs on a new scale and add a
strong multilateral dimension. It remains our principle though that
progress must go hand in hand with reform efforts by our partners,
but this new package also offers more intensive assistance to help
them meet their goals."

The European Commission is willing to pull the EU’s six post-Soviet
neighbors closer to the West by recognizing their "European
aspirations" and creating a new "European Economic Area." But a draft
communique indicates that EU-Russia relations have preferential status.

The new EU policy – first floated by Poland and Sweden in May –
proposes signing "Association Agreements" with Belarus, Moldova,
Ukraine, Georgia, Armenia and Azerbaijan in the next few years and to
"acknowledge the European identity and aspirations of these countries."

The draft communique underlines that the new pacts, which recall
the association treaties signed with Poland or Lithuania prior to
the 2004 round of enlargement, do not amount to a promise of future
accession. "The conclusion of Association Agreements will be without
prejudice to the partners’ European aspirations."

The moves include establishing "a single deep and comprehensive Free
Trade Area, providing the basis for the development of a common
internal market, such as the European Economic Area [EEA]," which
the EU currently has with Iceland, Norway and Liechtenstein.

The Eastern Partnership will aim to create visa free travel in the
long-term, but to waive the cost of obtaining EU visas more quickly
and to set up Common Application Centers in the six countries to help
people enter the EU’s passport-free Schengen zone.

The draft communique proposes holding an "Eastern Partnership
Summit" in June 2009 to launch the project. Follow-up meetings of
EU and Eastern Partnership foreign ministers are to take place each
Spring. "Senior officials" from the "27 + 5(6)" countries are to meet
twice-yearly to prepare for the ministerials.

The European Partnership is to raise the EU’s per capita spending in
the region from the current â~B¬6 per head to â~B¬12 per head by 2013
and â~B¬20 per head by 2020, compared to the current â~B¬30 per head
in the Balkans. The shift will cost â~B¬2.1 billion, atop the lost
income of â~B¬75 million per year as a result of waiving EU visa costs.

HELSINKI — Europe’s main security and human rights body will this
week discuss problems lingering since Russia’s brief war with Georgia
and hopes that its military monitors can soon return to breakaway
South Ossetia.

Foreign ministers from the 56-nation Organization for Security and
Cooperation will meet Thursday and Friday in Helsinki, the city where
its forerunner, the Conference on Security and Cooperation in Europe,
was founded in 1975. But some of the spirit of 1975 may be missing
following the OSCE’s failure in August to stop Moscow and Tbilisi
— which are members of the organization — from going to war over
South Ossetia.

"It was quite a dramatic development," OSCE spokesman Martin Nesirky
said of the five-day war. "For that reason, it clearly colors the
conversations that will go on, but it doesn’t necessarily poison
the atmosphere."

U.S. Secretary of State Condoleezza Rice is not attending the meeting
of the OSCE, which groups countries from Europe, North America and
Central Asia. She will be in India. Even if Rice attended, Finnish
officials said it would be hard to secure U.S. commitments on any
issues because President-elect Barack Obama does not take office
until Jan. 20.

Finland, which hands the OSCE’s annual leadership to Greece next
month, wants an agreement on a joint political declaration at the
meeting — something last achieved in 2002 in Portugal. This could be
hard because of the impact of the Georgia-Russia war. "The odds are
against us. … We have the crisis in Georgia, this sets the tone,
so we shouldn’t have high expectations," Aleksi Harkonen, head of
the Finnish OSCE Chairmanship Task Force, said of the prospects of
agreeing on a joint declaration.

He said it may be better to settle for trying to boost talks between
Russia and Georgia in Geneva on easing mutual tensions.

OSCE military monitors left South Ossetia during the war, but Greek
Foreign Minister Dora Bakoyanni said in an interview that Athens
would do all it could to secure their return.

"There must be OSCE observers," she said. "We must be able to have a
complete, realistic picture of what’s really happening. If goodwill
is expressed by all, we’ll find a solution.

Russia criticized the OSCE for pulling out its observers but has
said the eight monitors who were there before the war are entitled
to return. The OSCE says their return has been blocked.

Finnish Foreign Minister Alexander Stubb said talks on the impasse
would continue in Moscow on Dec. 8.

He said the OSCE ministers would discuss the dispute between Azerbaijan
with Armenia over the mountainous Caucasus enclave of Nagorno-Karabakh.

The ministers will also discuss Russia’s call for a new European
security pact. France, which holds the rotating European Union
presidency, has said it is ready to discuss such a pact, but the
United States has greeted the proposal with reluctance.

On Friday, November 21, 2008, an elegant and intimate dinner reception
took place at the home of Mr. Andreas Roubian, in Saddle River, New
Jersey. The guests of honor were H.E. Mr. Bako Sahakyan, President
of the Republic of Karabagh, and His Eminence Pargev Martirosyan,
The Primate of Karabakh. Mr. Roubian was one of the founders of
the Karabagh Committee, which became a reality in 1992 at this very
location.

During the tumultuous times in Nagorno-Karabagh, when Armenians all
over the globe came together in order to provide aid to our people
and soldiers fighting courageously for our lands, the Shushi Dance
Ensemble, very young at the time, did not miss any opportunity
to support the fundraising efforts of the Karabagh Relief Fund,
by engaging the guests through patriotic songs and dance at every
event. Soon after, the group adopted the name "Shushi Armenian Dance
Ensemble" after the liberation of the ancient capital city of "Shushi".

The highlight of the evening was a surprise performance by Shushi Dance
Ensemble of St. Vartan Cathedral, NY. After performing for the guests,
the beautiful and graceful dancers presented a check in the amount
of $2000.00 to the Armenia Fund’s 11th International Telethon. The
president of Karabagh thanked the group and its Artistic Director
and Choreographer, Mrs. Seta Paskalian-Kantardjian, for this very
generous donation. The Chairman of Armenia Fund, Mr. Raffi Festekjian,
thanked the dancers who volunteered their time for the Phonaton in NYC,
and also for their contribution to this year’s fundraising efforts.

Shushi’s next performance will be on the beautiful Costa Fortuna
cruise ship during the Armenian Heritage Cruise XII, sailing January
11-18, 2009. The ensemble will have 2 spectacular performances
featuring famous vocalists from Los Angeles Hovig Krikorian and Armen
Hovanessyan, along with musical director Andranik Mouradian.
