anniversary of NKR independence, the RA Prime Minister, Serge Sargsian
sent a message to the Nagorno Karabakh people. The message provided
to Noyan Tapan by the RA government’s Information and Public Relations
Department read:

"Dear compatriots,

We congratulate you on the occasion of the 16th anniversary of NKR
independence.

Today is a holiday of pride, pinning one’s hopes on one’s own forces
and a holiday of unity. There are cases when at one historic moment
more is done than during long decades. Golden pages of Armenian
history are being written today with facts of creation of Nagorno
Karabakh Republic.

The young republic of Nagorno Karabakh is taking steps on the
way of building statehood, development of democracy, and economic
development. The Republic of Armenia has been and will continue being
the guarantor of Artsakh people’s security and NKR development.

Today we are bowing our head before the memory of all Armenians,
who created this holiday with their blood and devotion. I am sure
that independent, prosperous, and recognized Nagorno Karabakh is the
best tribute of respect to their memory.

Once more I congratulate you on the occasion of this beautiful holiday,
with the conviction that the great striving for free and democratic
life is able to overcome any challenge.

Minister of Culture and Islamic Guidance Mohammad-Hossein Saffar
Harandi said here Monday that Tehran is ready to have more cultural
cooperation with Yerevan.

Saffar Harandi told his Armenian counterpart Hasmik Poghosyan that
Iran was among the first states to officially recognize independence
of Armenia and build close relations with it and since then bilateral
economic and political ties have grown gradually.

However, he said, the gap of cultural ties is still felt in bilateral
relations.

He said cultural ties guarantee relations in other fields and bring
about closer cultural affinity.

He added that peaceful co-existence among followers of different divine
religions in Iran is a big achievement of the Islamic Revolution.

Poghosyan said for her part that in Iran all necessary facilities
are provided for maintaining identity and culture of Armenians.

She urged cooperation between her country and Iran in cinema, theater,
and library affairs as well as in protection of ancient monuments.

Holding cultural and arts festivals as well as celebrating the national
days of Iran and Armenia would effectively contribute to promotion
of mutual cultural relations, said Poghosyan, inviting her Iranian
counterpart to visit Armenia.

An international seminar is to be held in Yerevan to look at the
problems of trafficking in human beings and to identify possible
solutions, the press devision of the Council of Europe reported. It is
to be held on 5 to 6 September at the Golden Palace Hotel, Azatutyan
Avenue, Yerevan (Armenia).

This is the eighth information and awareness raising seminar run as
part of the Council of Europe’s Campaign to Combat Trafficking in
Human Beings, which aims to promote the widest possible ratification
of the Organisation’s Convention on Action against Trafficking in
Human Beings. It will bring together national and local politicians,
officials and representatives of non-governmental organisations
from Armenia, Belgium, Bulgaria, Croatia, Georgia, Romania, and the
Russian Federation.

The issue of modern communication systems in Armenia was the subject of
a discussion at the Armenian Center of Strategic and National Research,
August 29.

The most of the invitees did not esteem either the discussion of
the Research Center or the problem of communications itself and were
absent. One of the most important figures of the event, head of the
Communications Department of the Armenian Ministry for Transportation
and Communication Gevorg Baloyan, left as soon as he arrived, because
of an "extraordinarily important phone call". He was to represent the
communications system of the Republic of Armenia, the official policy
of the Government and the prospects of development of the sphere.

After a reference to the "good old" Soviet times, a more interesting
but still vague research on communication fees in Armenia was made. The
research contained an extensive comparison of communication fees
in Armenia with those in Georgia, Azerbaijan, Russia and the United
States.

In any case, certain conclusions in the research are worth
attention. Thus, only in Armenia there is difference between subscriber
fees for physical and juridical persons. In fixed telephone network
per minute fee is not charged in Azerbaijan and Georgia, and in Russia
and USA per minute fee is at least three times less than in Armenia.

In Armenia a physical person spends is 19,5% of his/her $197
average monthly salary on fixed phone communication fee payments,
in Azerbaijan – 8,9% of $196, in Georgia – 22% of $115, in Moscow,
Russia, 4% of $500, and in USA – 0,7% of $3120.

Economy science doctor Tatoul Manaserian stated during the discussion
that Armenia is also vulnerable in sense of information security. He
said that although the Government has proclaimed the communication
sphere a priority of national development, it does nothing to
insure that priority. In the meanwhile in Armenia’s neighbor states
communication sphere is seriously attended and assisted by the
Government.

Mr. Manaserian noted that the networks of both the Government and the
National Assembly of Armenia are not protected and information loss
can easily occur, threatening the national security of the country.

The last accent of the discussion was made on the present state
and development of Internet communication in Armenia. The issue was
represented by director of the Arminco company Andranik Alexanian.

Complaining of the low-quality services of "the Greek ArmenTel",
he said that this circumstance hampered development of Internet
communications in Armenia for about ten years. Nevertheless Internet
developed in Armenia due the efforts of certain wise people, yet
everything could be much better if there weren’t the high prices and
low quality of ArmenTel. Mr. Alexanian added that only a year or two
ago internet communication fees in Armenia were among the highest in
the world.

According to the Arminco director, Armenia has about 5000 specialists
in that sphere, which shift from company from company and new
specialists are few.

Therefore he emphasized the question of having skilled IT teachers
in schools and so providing competition.

"Otherwise, normal specialists will leave Armenia, as they do now,"
he concluded.

the central part of Yerevan because of repair.

Yerevan Jur water-supplying company told ARKA news Agency that
residents of some parts of Nalbandyan, Isahakyan, Mashtots, teryan,
Abovyan and Aghayan streets will do without water on Wednesday from
11:00 to 17:00.

The company apologizes for causing inconvenience to water consumers
and thanks them for understanding.

("Heritage") party Raffi Hovannisian on August 29 sent a congratulatory
message to the newly elected president of Turkey Abdullah Gul, NT
was informed by the party’s press service.

The message in particular reads:

"I hope that during your term of office, as well as the term of office
of the new Armenian president to be elected in the near future, the
Turkish-Armenian relations will enter a qualitatively new stage of
study, identification and final regulation. All this may happen not
only thanks to high political science and creative diplomacy but also
through sincere bilateral examination of the future – based on a bold

Chairman of Caucasus Muslims Office, Sheikulislam Haji Allahshukur
Pashazade familiarized himself with the reconstruction in Taza Pir
mosque, APA reports. Sheikh also performed prayer in the mosque.

In a briefing, Pashazadeh said that the organization he chairs can
be changed structurally.

He said that CMO has worked only with 18 mosques but it will have to
work with nearly 2,000 mosques.

Sheikulislam stressed that CMO needs large office and stressed that
reconstructions are linked with changes in the office.

"We need large office for operating. Moreover, we need a lot of
personnel," he said.

Sheikulislam also spoke about religious situation in Azerbaijan and
stressed that tolerance exists in the country.

Pashazade also commented on the statement "Azerbaijan should become
Christian country in order to achieve a solution to the Karabakh
problem," sounded in the roundtable held on Karabakh problem.

"Azerbaijan is a Muslim country. So, Christianity can not be accepted
as the second religion. There are many who do not like us because
we are Muslim country. Atheists remaining from the Soviet time may
voice such statements," he said.

2007 is the tenth anniversary of both the Armenian and Russian
treaty and the creation of the Armenian-Russian intergovernmental
commission which is known for a few significant deals for Armenia,
both negative and positive, reminded Hmayak Hovanisyan, political
scientist, August 27 at the Friday Club. "The operation of Armenal
is positive, of course, and we may even say it is a major achievement
but the failure of our aims connected with the Iran-Armenia gas pipe,
regarding a transit pipeline, is worrisome," Hmayak Hovanisyan said
who hinted that it was Russia’s will. He disagrees, however, that
Russia should be criticized for the failure of the transit pipeline
project. "We did not set our regional political goals together with
Russia," Hmayak Hovanisyan says. According to him, Russia could
control the transit pipeline and manage it through its strategic
partner Armenia, but the fact that Moscow minded a transit pipeline
shows, according to Hmayak Hovanisyan, that the Kremlin does not
trust Armenia. "The regional political strategy is not adjusted to
our relations and produces such results," the political scientist
says. He even says Russia makes no efforts to lay out a North-South
transport axis through Armenia. To compare, Hmayak Hovanisyan
mentions that TRASECA and INOGATE in which Armenia and Russia
are not participating involve major transport and energy programs,
whereas nothing happens regarding the North-South. Moreover, Russia is
negotiating Russia-Azerbaijan-Iran railroad through Azerbaijan. Hmayak
Hovanisyan thinks it is more evidence to the lack of confidence
in Armenia, in addition to Russia’s efforts to get hold of all the
strategic spheres of economy of Armenia. It is due to the complementary
policy we declared, the political scientist says. According to him,
since we did not agree with Russia on the strategy, Moscow gets hold
of everything to prevent from conducting a complementary policy.

YEREVAN, AUGUST 27, NOYAN TAPAN. 44 schools under the subordination of
the Yerevan municipality are being repaired by the 3.7 million drams
(about 10.9 million U.S. dollars) allocated by the state budget of
this year. According to the information provided by Kamo Areyan, the
first Deputy Mayor of Yerevan, at the press conference held on August
27, another 11 schools of the capital are being repaired by the 265
million drams provided by the Social Investment Fund, and another
5 schools by the 10 million drams given by the Linsy foundation. It
was also mentioned that 415 million drams from the city-wide capital
expenditures affirmed by the Mayor of Yerevan have been directed at
the repair of 10 schools providing general education.

The Deputy Mayor declared that 96 million drams were allocated for
providing the schools having junior classes with corresponding property
by another program of the government.

ANKARA (EJP)—The recognition of the World War I-era killings of Armenians
as genocide by the New York-based Anti-Defamation League (ADL) has shocked
Turkey, which is now trying to overcome this by taking compensatory
measures, the Turkish Daily News writes Thursday.

The ADL is an advocacy group aiming to stop the defamation of the Jewish
people.

Foreign Minister Abdullah Gul has told Israeli Ambassador Pinhas Avivi that
Turkey is "disappointed" over ADL’s remarks.

"We see this statement as an unfortunate one that is unjust to the
Holocaust, which has no precedent, and to its victims. And we expect it to
be corrected," the foreign ministry said.

The Israeli embassy has released a statement in which it said that there is
"no change" in the Israeli government’s stance regarding the issue.

Experts and advisors to the Turkish government held a meeting with diplomats
at the foreign ministry in Ankara on Wednesday to determine a strategy "that
will win back the hearts of Jewish Americans," Turkey’s English daily said.

According to diplomatic sources, Turkish Prime Minister Recep Tayyip Erdogan
might try to engage in phone diplomacy to convince the Jewish lobby.

"The strategy is to convince the ADL first, and if we cannot do that then
Turkey will try to counter the Jewish lobby in the U.S. This cannot be a
blank acceptance for Turkey," said a Turkish diplomat.

In a statement issued on Tuesday, the ADL’s director Abraham Foxman said
that the killings of Armenians by the Turks "were indeed tantamount to
genocide," days after the organisation fired a regional director for taking
the same stance.

"We were not expecting such a decision. Last week, they fired the director
who used [the term ‘genocide’]. What I understood is that after the director
was fired, a discussion started in the ADL. We were in contact with the ADL
two days ago," said an expert on American-Turkish relations quoted by The
Turkish Daily News.

The decision might negatively influence Jewish votes in the US Congress
since there are more than 100 Jewish Americans in the House of
Representatives, the expert said.

"If they insist on defining the period as genocide, then Turkey will take
necessary steps against that. Of course we will not identify the Turkish
Jewish community with the American Jewish one. We will also get in contact
with Israel to understand the reasons behind the decision," the source
added.

Since the Jewish lobby is seen as an important political tool for Turkey’s
policies in Washington, Ankara avoids making non-diplomatic statements in
reference to the Jews.

Ankara fears that the US will recognize the events of 1915-1919 as genocide,
and is also concerned about its impact on bilateral relations.
