AZERBAIJANI FOREIGN MINISTRY MAKES STATEMENT ON "PRESIDENTIAL ELECTIONS" IN NAGORNO KARABAKH

"The Republic of Azerbaijan welcomes the principled and unequivocal
position clearly expressed by the international community with regard
to the so-called "presidential elections", held in the occupied
territories of the Republic of Azerbaijan on 19 July 2007," the
statement made by Azerbaijani Foreign Ministry says, the ministry
press center told APA.

"By reaffirming its unswerving respect for the territorial integrity of
Azerbaijan and rejecting these illegal "elections" the international
community has given a clear message to those who try to capitalize
on sufferings of Azerbaijani displaced population.

Azerbaijan shares concerns of its international partners about negative
effect of the illegal "elections" to the ongoing peace process.

Another attempt by the Republic of Armenia to camouflage its annexation
policy and occupation of the territories of Azerbaijan ended with a
complete and unavoidable failure. With its deeds the Armenian side
misleads no one but its own society. The international community is
well aware of the situation in the occupied territories of Azerbaijan.

The Republic of Azerbaijan shall never accept the fait accompli-based
solution, which the Armenian side is trying to impose. The conflict
in and around the Nagorno-Karabakh region of Azerbaijan can only
be solved on the basis of respect for territorial integrity and
inviolability of internationally recognized borders of Azerbaijan,
and peaceful coexistence of Armenian and Azerbaijani communities
in the Nagorno-Karabakh region within Azerbaijan, fully and equally
enjoying benefits of democracy and prosperity.

Azerbaijan expects that after Saint Petersburg’s failure to accept the
relevant proposals of the OSCE Minsk Group Co-Chairmen the Armenian
side will reconsider its approach and take a constructive course.

Azerbaijan once again calls on the Armenian side to cease its
destructive policies and instead of wasting the precious time to
negotiate in good faith with a view to finding a soonest and durable
solution to the conflict," the statement concludes.

"HayPost" Presented The First Renovated Post Office

"HAYPOST" PRESENTED THE FIRST RENOVATED POST OFFICE

Yerevan, July 19 /Mediamax/. "HayPost" Company presented in Yerevan
today the first renovated post office located 16 Toumanian str.

Mediamax reports that the Head of "HayPost Trust Management" Hans
Bonn stated that the new office meets all the international standards
and is not at all inferior to the post offices, functioning in Paris,
Brussels, Amsterdam and other European capitals.

This is the first standard office, by the example of which all the
other offices of "HayPost" will be reformed. It is planned that their
number all over Armenia will make 900.

The Minister of Transport and Communication of Armenia Andranik
Manukian noted that the new office corresponds to all the modern
requirements and expressed hope that "HayPost Trust Management"
will in time realize all the responsibilities it has taken upon itself.

The Minister of Trade and Economic Development of Armenia Nerses
Yeritsian stated that the development of "HayPost will solve the
issue of availability of financial and non-financial services in the
capital and in the regions".

"Besides, we have an ideas, related to the formation of an
information society, and the development of "HayPost" may become
a very serious basis for the realization of the given ideas", the
Minister noted. Nerses Yeritsian expressed hope that in the nearest
future "PostBank’ will announce its launch, after which "we will get
an opportunity to realize all our programs".

The renovated website of "HayPost" was also presented
today.

"HayPost Trust Management" is established by the Dutch "Post Finance
International" Company, aiming at managing the "HayPost" CJSC.

Don’t Look Back, Mr. Ghukasyan

NKR President Arkady Ghukasyan believes that the political forces
must honor the choice of people. In speaking about the complaints
regarding the voting, Arkady Ghukasyan agreed there are complaints
but he does not think they all are grounded. These must be checked,
there is an authorized body which will attend to it but it will not
influence the democratic image of the country, Ghukasyan thinks. He
regrets to say that black PR has penetrated from Armenia to Karabakh.

According to Arkady Ghukasyan, the statements that there was pressure
from the security agencies are not true either. "When people see they
will be defeated, they start inventing tales."

The reporters asked the president to comment on the opinion of the
Armenian pollster Aaron Adibekyan who said Bako Sahakyan is "daddy",
Masis Mayilyan is "glamour", and that in Karabakh they prefer a
"daddy". Personally I am not acquainted with Mr. Adibekyan, and for
me it is difficult to comment. I think it is an insult for the people
of Karabakh. As to Igor Muradyan, he is a sick person. Certainly,
he has made a great contribution to the nation. But such statements
regarding this country are immoral," Arkady Ghukasyan said.

Arkady Ghukasyan thinks his statement on endorsing Bako Sahakyan will
influence the people for whom Arkady Ghukasyan is an authority. The
others will not. At the same time, Arkady Ghukasyan said if usually
the political forces are first elected then form a coalition, in
Karabakh it is the contrary, the political forces have united before
the election. "I think it is determined by the personality of Bako
Sahakyan. As well as the peculiarities of Karabakh. We are at war,
and we must mobilize people for the solution of these problems."

According to Arkady Ghukasyan, the union of forces endorsing Bako
Sahakyan is not artificial. Arkady Ghukasyan said opposition forces
also united for Bako Sahakyan. "The opposition is perceived to be
resentful. The opposition are the people whom we dismissed at one time
because they do not deserve these posts. This is called opposition. But
I think the opposition must have an idea, and in that case the classic
formula will work," Ghukasyan said.

Arkady Ghukasyan said he leaves with the feeling that he fulfilled
his duty, and is hopeful that the new president will rule the country
better than him.

The OSCE MG co-chairs understand that preserving of status-quo after 13
years old "neither war nor peace" situation in the Karabakh conflict
may seem to the leaders of Armenia and Azerbaijan less difficult
than mutual compromises which will lead to equitable and long-term
settlement of the conflict, and finally to the new era of peace and
prosperity for their nations, the OSCE MG co-chairs’ statement made
after the regular consultations in Vienna within the frames of the
Karabakh conflict settlement process says.

The co-chairs said in the statement that over the meeting in St
Petersburg Armenian and Azerbaijani presidents Robert Kocharyan
and Ilham Aliyev concentrated their attention at coordination
of disagreements, that hinder reaching an agreement on the main
principles of peaceful settlement of the Karabakh conflict. They
also added that unfortunately the presidents did not manage to reach
agreement on these disagreements. ,- the statement says.

At the same time the co-chairs expressed readiness to support the
parties to prepare the next meeting over the coming months. They
also added that some recent processes do not promote preparing of the
peoples to peace, in particular, "the bellicose statements, threats
to apply force and creation of dangerous illusion that war is one of
the options for the conflict settlement".

The co-chairs think that the forthcoming presidential election
in Nagornyy Karabakh have already caused tension in the conflict
zone. Touching on the statements about the previous elections in
Nagornyy Karabakh the co-chairs reiterated that as all the rest world
community the states which they present don’t recognize Nagornyy
Karabakh as an independent state either, and the elections should
not affect peaceful settlement of the conflict.

They also said that unilateral initiatives of the Karabakh conflict
discussion in other organizations may increase tension and hinder the
negotiating process. For this reason they called up the parties to
concentrate attention on reaching real progress in the talks through
the intermediary of the OSCE MG co-chairs.

ARMENIA – BY THE CRITERIA ON EFFICIENCY OF STATE GOVERNMENT

The World Bank Has Conducted A Research Based On Six Criteria

On June 11 the World Bank published its "The criteria on efficiency of
state government in the countries of the world from 1996 to 2006"
report. It concerns to 212 countries and regions. Taking into account
six main criteria the World Bank researchers make up conclusions about
the recorded progresses or regresses in the above-mentioned countries
in those years.

According to the World Bank’s Yerevan Office’s report on the recorded
indices in Armenia, which is based on six criteria, Armenia is in a
good situation only in two spheres.

The recorded 60 points (a 100-point evaluation scale) of 2006 by the
criterion on legislative-normative base, is a little progress as
compared with 2002.

By the criterion on efficiency of the government’s activities in
Armenia a progress is recorded in 2006 as compared with 1998, but the
indices yielded to those of 2002.

In 2006 much progress is recorded by the criterion on political
stability as compared with 1998 and 2002. But we are still below 50
points by this criterion.

By the criterion on corruption-fight the picture is the same. Our
country recorded a progress in this sphere as compared with the
previous years, but we have only 35 points here.

By another criterion on the supremacy of the law, a regress was
recorded during the above-mentioned three years and instead of 40
points of 1998, now we have 37 points.

A tangible regress was recorded also by the criterion on the effect of
the viewpoint of population and state bodies’ accountability, i.e. the
participation level of the citizens in the government, freedom of
speech and press. A progress was recorded in this sphere in 2002 as
compared with 1998, but a regress- in 2006 as compared with 2002. Here
we have the lowest index – 27 points.

The World Bank does not summarize the indices and the countries are
not classified according to the above-mentioned report. That’s why we
can’t say which place Armenia takes according to the summarized
indices.

YEREVAN, JULY 12, NOYAN TAPAN. The RA Ministry of Culture has envisaged
to study, classify, catalogue, and publish all the Armenian matrixes
created by now. This statement was made by Garnik Guyumjian, the Head
of the State Programs, Cultural Cooperation, Education, and Science
of the Department of the Cultural Policy of the Ministry, at the
conference titled "The importance of the preservation of copyrights
and rights for the investment of the Armenian matrices and software
for the further development of the sphere of Information Technologies
(IT)." This conference was held on July 11.

According to him, numerous Armenian matrixes, which are not used
any longer, were created before computer technologies began to be
applied and "it would be desirable for us, from the point of view
of protection of cultural heritage, if these Armenian matrixes were
preserved, restored and applied."

The official of the Ministry of Culture attached importance to
the above-mentioned work from the point of view of the protection
of copyrights of those, who created letters, as well as of the
standartization of matrixes. the latter is necessary in order to
promote the application of high-quality, more legible Armenian
matrixes.

It was also mentioned that the RA Ministry of Culture is planning to
create a section for preservation and development of Armenian matrixes
in the National Book Chamber of Armenia. According to G. Guyumjian,
this is connected with the fact that the greatest fund of Armenian
matrixes is kept in the RA National Book Chamber, which provides the
best opportunities to coordinate and implement the above-mentioned
programs.

The cause of unsuccessful negotiations on the settlement of the
Nagorno Karabakh conflict is the fact that Azerbaijan is unwilling to
accept the reality and mistakenly thinks that the opposite process
is possible, whereas it is senseless to turn back the wheel of
history. The people who gained independence, will not refuse from
that," Armenian President Robert Kocharian stated in an interview to
SPIEGEL ONLINE.

Drawing a parallel between Kosovo and the Nagorno Karabakh conflicts
said, "We do not want to attach to analogues, but undoubtedly the
Karabakh people have the same right to independence as Albanians
of Kosovo, moreover if they protected their right alone without
interference by the international community. As to the assistance from
Armenia … Armenian people fought during the war. Do you really think
that Albania has not provided assistance to Albanians of Kosovo? There
are a lot of correlations here and I see Armenia and Karabakh’s future
as an asymmetric confederation.," Kocharian said.

He did not rule out a new war with Azerbaijan.

"Though I doubt that Azerbaijan’s military budget is bigger of our
state budget. I would warn against judging about the correlation of
forces from both sides only by figures. You must take into account
and the fact that the soldier who defends his homeland has another
motivation, than the one who acts on a foreign territory. We do not
have any intention to launch military operations. But in case of a
prepared aggression we will make decisions, to which we will be obliged
by the military situation of the time and which will meet our security
interests. Our offers on the settlement of the conflict are connected
with recognition of the republic and security guarantees. They suppose
presence of peacekeepers. It must be an international peacekeeping
contingent," Armenian President underscored.

No, this isn’t a new translation of Marx’s obtuse and history-altering
tome, but a slim, impeccably cool new novel by Viken Berberian, author
of the novel "The Cyclist." In his new novel, Berberian juxtaposes the
cold, profit-driven trading environment of Wall Street, with the lush
antiquated calm of Marseille, France. Wayne, the protagonist, is a
trader on Wall Street. Think of Gordon Gecko, or that prattling
TV-personality doofus Jim Cramer. Obsessed by money and all things
material (he eats quail egg omelets with Petrossian caviar), Wayne,
however, is craftier than either Gecko or Cramer. He scorns the
investment community, considering it naive and presumptuous. A
defeatist, or "pragmatic realist," he prefers "to make money from
disaster."

Following Marx’s credo that the capitalist economy is ever on the
brink of extinction, Wayne creates his own market conditions. He hires
a mysterious Corsican terrorist to assassinate world leaders and
create havoc in various world economies and cultures, then bets
against the market by selling short on those investments. Confused?
All you really need to know is: It is ludicrous, highly illegal and
impressively hilarious.

When Wayne isn’t trapped in front of his "Gloomberg" terminal, he’s
writing surprisingly sappy e-mails to Alix, who lives in Marseille and
who is also involved with the Corsican terrorist. She is everything
Wayne isn’t: a spiritual, thoughtful architecture student who takes
yoga classes and makes literary and cultural references, and is so
naive to the endlessly throbbing material world that she professes she
doesn’t even know what a BlackBerry is. She reads Kafka and Kundera,
both of whom Wayne dismisses. "[N]either really helps you become a
better trader," Wayne says. "There is absolutely no upside in
literature."

Despite such differences, however, or rather, because of them, Alix
and Wayne find themselves attracted to each other to the point that
they both decide to abandon their electronic cocoon and meet in the
flesh. They do so in New York, and what transpires is a mild and wry
courtship. Wayne says she’s "making [him] see the world in a different
way." Are we to believe Wayne? Is there such a thing as a corporate,
post-modern satire with a heart?

As Wayne and Alix find themselves cavorting in New York City, then
Marseille, the mad Corsican, a former tree cutter, struggles to win
Alix’s affections, all the while rushing around the world to create
dividend-producing disasters.

Berberian is a writer obsessed with his times. "The Cyclist" captured
the sensibility of a young Middle Eastern terrorist fixated on bombs,
women and food. In "Das Kapital," he probes the global lunacy wrought
by 9/11 and the multifaceted nature of corporate culture. His satire
soars to the levels of Don DeLillo and Chuck Palahniuk.

His prose is appropriately impervious, suggesting the cold contours of
the Gloomberg machine: "He looked into the Bloomberg. Everything
became clear again. There were familiar diagrams on his two
screens. Each plotted point was the expression of a just measure. Each
fraction was a clue to a hidden treasure. Each decimal lent dignity to
a perverse pleasure, until a 24k bloc crossed the tape. The bids were
relentless, growing bigger in size." Berberian, who works at a
financial consultancy in Paris, knows a thing or two about how the
global economy works, or rather, how it doesn’t work, and this
knowledge alone makes him a formidable contemporary writer.

As Wayne and Alix become more enamored of each other, the Corsican
terrorist continues Wayne’s bidding: "In the month that followed, many
buildings fell. The first was the vaunted Tokyo Stock Exchange. A
week later the Crystal Palace came crashing down. Then a Range Rover
rigged with explosives destroyed a section of the Fabrik
Huttenstrasse." Wayne’s profits continue to climb — as long as the
world continues to implode. But now that he’s in love, and his world
has suddenly become a transfigured place, how is he to justify his
ruthless exploitation?

"Das Kapital" is an inventive and oddly disturbing novel. The plot is
oblique, its characters hectic and obsessed with all things, but
mostly with trying to live a decent life in a world driven delirious
with greed. The conclusion is startling and strangely, though
quasi-apocalyptic, funny. How Berberian pulls it off is a mystery,
but like all great novelists, he most certainly does.
