AZERBAIJAN ASSUMES BSEC PA PRESIDENCY FOR NEXT 6 MONTHS

/PanARMENIAN.Net/ Azerbaijan has assumed the presidency in the
Black Sea Economic Cooperation Parliamentary Assembly for the next 6
months. Milli Mejlis speaker Oktay Asadov will become the next chairman
of the BSEC PA. The decision was taken at the 27th plenary session of
the General Assembly of the BSEC PA in Yerevan by rotation principle.

Parliamentary delegations from all the BSEC PA member states – Albania,
Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldavia, Romania,
Russia, Serbia and Montenegro, Turkey and Ukraine are taking part in
the session. Representatives of Egyptian National Assembly, French
parliament, the German Bundestag, Israeli Knesset, National Council of
Slovakia and Belarusian National Assembly have the status of observer.

Secretary General of the BSECO International Secretariat Leonidas
Chrisanthopoulos, representatives of the International Center of
Black Sea Studies, the European Parliament and PACE also take part
in the session.

STEPANAKERT, JUNE 6, NOYAN TAPAN – ARMENIANS TODAY. Regular sitting
of the NKR Constitutional Committee took place on June 5 presided
by President of the republic Arkadi Ghukasian. Opening it, Arkadi
Ghukasian estimated positively the process of working out the draft
to the NKR main law and fixed with satisfaction that the prepared
part has already been positively responded by experts. Then Armen
Zalinian, the head of the CC working group presented the report on the
group’s activity, after what heads and high-ranking representatives of
political forces of the republic, government and NA expressed their
viewpoints about the draft. As Noyan Tapan was informed by the NKR
President’s acting Press Secretary, summing up the presented opinions
and approaches, Arkadi Ghukasian made a decision on presenting the
draft for discussion at the NKR NA. At the same time, the President
of the republic instructed the working group to continue actively
the process of studying and discussion of the draft.

A solemn reception in honor of the Armenian chess players – the
winners of the World Chess Olympiad held in Turin – will be organized
in Yerevan today, Novosti-Armenia reports.

Armenian chess players are arriving in Yerevan by the Paris flight at
10 p. m. local time today, RA PM Andranik Margaryan told journalists
today.

In his words, today the government will elaborate the mechanism of
organizing an official reception to be held at the Freedom Square
near the National Theater of Opera and Ballet.

He reminded according to the government’s decision the international
competitions’ winners were rewarded from RA state budget. Armenian
PM added the Armenian chess players might also get additional reward.

RA men’s chess team won the World Chess Olympiad held in Turin, Italy,
May 20 – June 4.

Levon Aronyan (FIDE 2005 World Cup winner), Vladimir Hakobyan, Karen
Asryan, Smbat Lputyan, Gabriel Sargsyan and Artashes Minasyan were
in Armenia’s team.

On Monday 5th June 2006, the Nº 2 Central Court of the National Court of
Spain will begin to investigate the claims of genocide in Tibet almost a
year after the lawsuit for genocide in Tibet was first lodged, and
nearly six months after the case was accepted.

This is a historic date for the advance of justice in Tibet, and is the
first opportunity for a Tibetan victim to testify on their experiences
under the Chinese occupation.

Judge Ismael Moreno, of Court Nº 2, has called Thubten Wangchen, a
Spanish citizen of Tibetan origin, to declare as private prosecutor at
9:30 a.m. In addition to this preliminary proceeding, the judge has also
begun an international investigative commission in the United Kingdom
and Canada in order to question two of the numerous witnesses and
victims of the international crimes denounced in the lawsuit.

Thubten Wangchen, director of the Fundación Casa del Tà – bet of Barcelona,
is a Tibetan victim with Spanish nationality. He will recount his
personal experience of the international crimes denounced at the very
start of the occupation. As a child in Kyirong (Tibet), his pregnant
mother was kidnapped by the Chinese occupying forces and was
disappeared, together with other women from the village. None of them
were ever seen again. As the lives of all his family were in danger,
Wangchen was forced to flee into exile, first to Nepal where he survived
by begging, and then to India , where he became a Tibetan monk. In the
early 80s he moved to Spain, working as a translator and tourist guide,
which led him back to Tibet. On one such visit, he was arrested and
threatened with death for having a photograph of the Dalai Lama in his
possession, although he managed to escape. (See below for the full
story).

The Court has asked the Spanish Ministry of Foreign Affairs for
information on all the United Nations documents and resolutions
regarding the case of Tibet , the posts held by the accused, and any
information it may have on Tibetan victims, as requested by the counsel
for the prosecution,

Lastly, once the evidence of witnesses has been examined, the judge will
decide on the questioning of the accused.

BIOGRAPHY OF THE CO-PLAINTIFF THUBTEN WANGCHEN WHO TESTIFIES IN COURT AS
PRIVATE PROSECUTION:

THUBTEN WANGCHEN SHERPA SHERPA is one of the many victims and witnesses
of these acts. Of Spanish nationality, Wangchen was born in 1954 in the
Tibetan region of Kyirong to Tibetan parents, Dawa and Dolma. When he
was three his village was occupied by Chinese military forces whose
leaders began to use the locals, including his pregnant mother, for
forced labour. Despite being eight months pregnant, she was forced like
other pregnant villagers to perform hard labour in a deliberate attempt
to induce miscarriages. One day, feeling unwell after a hard day’s work,
she was taken away by Chinese soldiers to their camp outside the
village, under the pretext of providing her with medical treatment, but
she never returned, nor did the child she was carrying in her womb. The
same fate befell other pregnant women, and any men in the village who
protested or simply spoke out against the occupation were arrested and
tortured.

In March 1959 when news spread that the Dalai Lama had fled Lhasa,
Tibet’s capital, panic broke out in every village throughout Tibet,
including Kyirong, and thousands of Tibetans began the flight into exile
through the high mountain passes of the Himalayas. These exiles included
Thubten Wanchen, his father and two brothers. People fled in groups of
about twenty, walking at night to avoid detection by the Chinese border
guards. The journey lasted roughly two weeks and many Tibetans lost
their lives: some, captured by Chinese patrols, others, falling to their
deaths at night over the cliffs of the steep mountains gorges.

In April 1959 they finally reached Kathmandu, the capital of the
independent kingdom of Nepal, which was swamped by the flood of Tibetan
refugees and where for two years many families, like that of Thubten
Wangchen, were forced to beg from tourists in order to survive. Hearing
that the Dalai Lama was living in India, they moved there without papers
or passports, riding the trains in secret. Once there, an agreement of
cooperation was reached between the Government of India under Nehru and
the Tibetan Government in Exile, to employ all the Tibetan exiles in the
construction of India’s mountain roads, as being accustomed to high
altitudes and the cold, they could withstand the working conditions that
most Indian workers found unbearable.

When he was seven, Wangchen began with his father and brothers to work
and live on the high mountain roads in India. In view of the terrible
situation of the children of the Tibetan exiles, who either had to work
hard or beg on the streets, a further agreement between both Governments
led to the creation of schools for them.

In 1963 Thubten Wanchen started school in Dalhousie, India, where he
studied for seven years before entering the Namgyal Monastry, seat of
the Dalai Lama, in 1970 to begin his monastic life.

In late 1981 he came to Spain for the first time, as translator for a
Tibetan lama at the invitation of a centre of Buddhist studies. Once
here, he stayed and acquired Spanish nationality.

In July 1987 Wangchen began working for a travel agency in Barcelona as
a tourist guide for Tibet. On this trip, when the group reached the
Tibetan town of Shigatse, seat of the Panchen Lama (the second most
important spiritual authority in Tibet after the Dalai Lama), at the
entrance to his monastery Wangchen asked permission for the Spanish
group of tourists to visit his quarters and talk to him. While awaiting
the reply from the Chinese authorities who control the monasteries, and
at the insistence of passing Tibetans who beseeched him and the Spanish
tourists for pictures of the Dalai Lama, Wangchen started to hand out
some of these photos, so treasured by Tibetans but forbidden by Chinese
law. Suddenly, a Tibetan who had been sweeping the entrance to the
monastery hurried off to the nearest police station, and within minutes
security police arrested Wangchen and took him inside the monastery,
where he was forced to sit down in the centre of a room, surrounded by
over ten security police. They began questioning him and on searching
him and finding more photos of the Dalai Lama they accused him of having
committed a serious counterrevolutionary crime. They questioned him
about his nationality, as he denied being Tibetan, his passport in exile
being Nepalese. His captors insisted he was a Tibetan criminal and
threatened to imprison him for having committed that crime. As he was
being dragged from police quarters to the vehicle that would take him to
prison and whose siren he could hear, his group of tourists gathered
around him and he was able to explain to them quickly in Spanish that he
was being taken to prison and begged them to help him by reporting what
had happened once they left Tibet. The police hurriedly pushed him
inside the vehicle.

At the prison he was subjected to long sessions of questioning in an
attempt to discover where he had been born, what his nationality was and
whether he had any connections with the Dalai Lama’s Government in
Exile. Wangchen stuck to his story that he had been born in Nepal to a
family of Sherpa origin, as their features are very similar to those of
the Tibetans, and that he had been living and working in Europe for many
years. They made him sign a written confession saying that he had
committed that crime, and they advised him to admit to his mistakes, as
otherwise he would be condemned to death. Wangchen complied in a
document in English. He was then questioned all over again, this time by
different security police, and was again made to write a confession.
After hours in police quarters he was taken to his hotel where the
security police searched his room and his belongings in his presence,
and where they found further `counterrevolutionary material’.

After these findings he was taken back to the prison for further
questioning and written confessions. His belongings were confiscated,
including his Nepalese passport, and he was told that he would no longer
need it, as a few days later he would die for having committed a crime
against the unity of the Motherland. In his confession, Wangchen
admitted to having made mistakes that would not be repeated, and he
asked them to release him, using the following ruse. He told them that
the group of Spanish tourists included some very important government
officials and that if he, being a foreigner, were arrested and
sentenced, it would lead to a very serious diplomatic scandal.

Faced with these threats, the security officials spent all night arguing
in the next-door room until finally deciding in the early hours of the
morning to return him to his hotel, and forcing him and the entire group
of tourists to leave the country. In September of that year, 1987, the
Tibetan people erupted in a series of demonstrations in Tibet’s most
important cities. The TV news coverage accused four Tibetans of being
the ringleaders of the separatist and conterrevolutionary uprisings and
the photographs shown of the wanted criminals included that of Thubten
Wangchen, who had left the country in time.

Senate honors local restaurateur

Rita Iskenderian was born in Syria, married in Beirut during a civil
war and started running a restaurant business as a widow. But she had
never visited the capital of her adopted state – until this week.
On Tuesday, Iskenderian flew to Sacramento to be honored for the
success of her six Zankou Chicken restaurants, including locations in
Glendale, Van Nuys and Burbank. State Sen. Jack Scott, D-Pasadena,
chose Zankou for the 2006 Small Business Award for his 21st Senate
District.

Over the years, Iskenderian, 50, has dealt with tragedy. But being
applauded on the Senate floor was almost enough to get her talking
like a teenager.

“I was stunned. They took me there and they stopped the meeting and
all the senators clapped,” she said a day after the experience. “Can
you believe that? I was going to die.”

Scott’s office said it chose Zankou because it was looking for a
small business that had left its mark on the district.

“With six restaurants in Southern California – three of which are in
the district – Zankou Chicken has been a leader in the local business
community,” Scott said in a prepared statement. “Hers is an immigrant
story of hard work and perseverance.”

Iskenderian, who spends much of her time driving between the various
Zankou locations handling day-to-day operations, took over the
business after the violent 2003 death of her husband, Mardiros
Iskenderian.

He shot his mother and sister before taking his own life in an
apparent dispute police say could have been aggravated by
judgment-clouding cancer medication.

Now, Rita Iskenderian, along with her four sons, runs six Zankou
locations. A seventh in Hollywood, where the business started in
1984, belongs to her sister-in-law.

Speaking in Zankou’s 3-month-old Burbank location, Iskenderian said
she knows about adversity.

“Life itself is a challenge; every day is a challenge,” she said.
“But you have to be strong to conquer everything.”

On April 24, 2005, a vandal splashed red paint on Zankou’s Glendale
location because the Armenian-American business happened to be open
the day Armenians commemorate the 1915 genocide.

That location was also robbed by the same man twice within a year –
once in September 2004 and again the following July. The suspect has
not been caught, Iskenderian said.

But even as she has faced challenges, Iskenderian has been
reinventing Zankou, named after a river in Armenia.

The Burbank spot, with its stone and tile work and painted interior
dome, is more in line with the way she wants any future restaurants
she opens to look – upscale instead of just functional.

Iskenderian’s son, Dikran, talks about opening a Zankou in New York
City.

She goes further, dreaming of having a Zankou in every big American
city.

But she also knows her limitations after having opened two locations
recently.

“I need to a little bit rest,” she said, “after those two stores in
one year.”

Minister of Commerce and Economic Development Karen Chshmarityan had
complaint to «A1+» the previous year that the sudden consolidation of
the AMD harms the industry and export. Today he complained of the
consolidation too but this time he was more careful with his words.

«The consolidation is harmful for short-termed export, but on the
whole it is good for long-term projects and investments», he said.

Chshmarityan also informed that he has discussed the issue of the dram
with the President of the Central Bank but this time he characterized
the changes as balanced and not sudden. «If the cost of one dollar
changed from 20 AMD to 40 AMD that would be a sudden change. But if it
changed from 450 to 430, I think this is normal and predictable», the
Minister commented.

involving Council of Europe member states to the Committee on Legal
Affairs and Human Rights in Paris on Wednesday 7 June.

The report is scheduled for debate during the plenary session of the
630-members-strong PACE in Strasbourg on Tuesday 27 June 2006.

Rapporteur Dick Marty and PACE President René van der Linden will give

MOSCOW, June 2 (RIA Novosti) – Investigators have started analyzing
data from the black boxes of an Armenian Airbus that crashed May 3
into the Black Sea with the loss of everyone on board, Russian
prosecutors said Friday.

Rescue teams recovered the cockpit voice recorder on May 22 and the
flight data recorder May 24.

“Experts instructed to conduct a forensic examination and experts
from the Interstate Aviation Committee have started analyzing the
data from the flight recorders,” the Prosecutor General’s Office said
on its Web site.

The airliner, operated by Armenia’s Armavia, crashed while flying
from the Armenian capital, Yerevan, in stormy weather 6 kilometers
(3.7 miles) from Russia’s Adler airport, which services the popular
resort of Sochi. All 113 people on board died.

QUESTION: As a result of the referendum held in Montenegro on May 21, that
Balkan state has effectively become independent. It is notable that the
result of the referendum has been universally recognized which gives
additional legitimacy to Montenegro’s independence. What’s the reaction of
the Ministry of Foreign Affairs of the Republic of Armenia to the creation
of a new state in Europe?

MR. KARAPETIAN: We welcome the decision of the authorities and people of
Montenegro to create an independent state. We congratulate and wish the
Montenegrin people the best of luck in the process of state building.

In such a peaceful dissolution, Armenia attaches importance to the fact that
the Montenegrin people’s right of self-determination was expressed through a
referendum, which proves that in international relations, a referendum
remains a universally recognized and civilized means of resolving such
problems and of expressing a people’s right.

YEREVAN, MAY 31, NOYAN TAPAN – ARMENIANS TODAY. Armenia’s first
participation in the Eurovision-2006 song contest registered great
success, whereas there were countries that have participated in this
contest for several dozens of times but have no success. Singer Andre
who represented Armenia at the contest declared this at the May 31
press conference. Armenia took the 8th place as a result of voting
of viewers of 38 countries and this means that a representative of
Armenia receives an opportunity to perform in the final without taking
part in the semi-final in the next, Eurovision-2007 festival. Andre
is sure that not only the Armenian Diaspora, but also foreigners
have voted for Armenia as they liked the song. According to Andre,
his performance in semi-final had some shortcomings that were caused
by sound directors. The singer said that almost participants of all
countries had technical problems, which was normally accepted by
them. “We treated this contest very seriously, whereas for other
countries this was a common TV show,” he emphasized. According
to Andre, even the videoing was not done in accordance with the
requirements of the producers of country-participants. Andre also
mentioned that singers with strong voices, such as representatives
of Cyprus and Belgium, took part in the Eurovision-2006, but they
did not pass even to the final: “As a result, Finland won, which,
as the organizers estimated, had come to Athens for mocking the
Eurovision.” Diana Mnatsakanian, Foreign Relations Executive of the
Public Television of Armenia, informed that H1 is already working out
the rules of participation in the preliminary stage of the Eurovision
contest, which should be brought in correspondence with the general
regulations of the European Union of Broadcasters. According to
D.Mnatsakanian, they will be placed on the site of H1 by September
and everybody who wants can present his/her songs by November.
