ArmInfo. US President Barack Obama’s visit to Turkey may seriously
change alignment of forces in the region, representative of Armenian
National Congress, David Shakhnazaryan, told journalists today.

‘Over Obama’s visit to Ankara and Istanbul along with other issues
the Karabakh conflict will be also discussed, which Ankara as well as
Washington are interested in today. At present the USA is trying to
repeat the past year manoeuvre of Moscow with signing of the Maindorf
Declaration, taking the initiative on the Karabakh conflict settlement
in its hands’, – he said.

Shaknazaryan thinks after Obama’s visit Armenian authorities may be
also invited to visit Turkey, as Turkey also is striving to raise
its role in the Karabakh settlement.

‘Turkey is striving to become the OSCE MG co-chair state. There is
even the information that Ankara is negotiating with France in the
matter. This will become quite real if Obama does not mention the
Armenian genocide in his April speech. Immediately after that Ankara
will become more active in the Karabakh issue’, – he concluded.

ASSEMBLYMAN PORTANTINO ADDRESSES SAHAG MESROB SCHOOL

Altadena, CA – Continuing its efforts to bring elected officials and
community leaders together, the Armenian Assembly of America (Assembly),
in conjunction with Sahag Mesrob Armenian Christian School, hosted a
speech by Assemblyman Anthony Portantino from the California 44th
Assembly District.

Addressing a group of elementary and high school students, Assemblyman
Portantino discussed his work in Sacramento and affirmed his support of
the Armenian communities’ effort to seek U.S. recognition of the
Armenian genocide on the federal level. Portantino said that he would
join his colleagues – as well as the Armenian Consul General and
respected Armenian Archbishops – on April 23, as California and its
vibrant Armenian community honor the 1.5 million Armenians who lost
their lives during 1915-1923 genocide.

"By interjecting humor and interacting directly with the young audience,
Assemblyman Portantino connected with the students," stated Assembly
Western Region Director Yeghig Keshishian. "It was wonderful to see the
students, many of whom have otherwise had no exposure to politics, have
a positive first encounter."

Sahag Mesrob Armenian Christian School celebrated 28-years of service to
the San Gabriel Armenian community last year. As a response to the
growing needs from the surrounding community, and a testament to its
academic excellence, the School Board and Administration embarked during
the 2004-2005 academic year to start a High School program to answer the
demands of many parents. Enrollment has since continued to grow,
reaching an all-time high during the 2008-2009 academic year.

"This would not be possibly without the support of Principal Shahe
Garabedian and the School Board," said Keshishian. They have been such
gracious hosts in allowing the Assembly to facilitate Assemblyman
Portantino’s visit to the school campus." It is the common goal of both
the Assembly and Sahag Mesrob school to have students become intrigued
by the political system and to talk about what they heard with their
parents, in hopes of generating greater Armenian participation in local
community affairs.

OSCE Minsk group American co-chairman Matthew Bryza will discuss the
prospects of bilateral cooperation and ways of peaceful regulation
of Karabakh conflict in Baku.

An official from public relations department of the US Embassy in
Azerbaijan Mehdi Huseinghuliev informed that Bryza will today evening
pay a one-day visit to Baku.

"Within the frameworks of the visit the assistant to the US
Secretary of State will have a number of meetings with Azerbaijani
officials. During these meetings he will discuss bilateral relations
and the prospects of enhancement of cooperation between Azerbaijan
and USA, regional issues as well as ways of peaceful regulation of

FAR part of multi-organization effort to help young Armenians with
Cleft Palates and Cleft Lip A child, with a cleft palate or cleft lip,
faces a life with no smiles.

Each year, approximately 50 children are born in Armenia who suffer
from these birth defects. Not only does a clef palate or lip present
cosmetic problems, it can also lead to malnutrition because it affects
how children eat.

These children, however, now have the chance to live normal lives
thanks to an effort jointly undertaken by the Cafesjian Foundation,
the Fund for Armenian Relief (FAR), and several other non-profit
organizations.

In early 2007, FAR began investigating the plight of these children in
Armenia. The Cafesjian Family Foundation, which was initiating an
effort to address the issue, connected with FAR. The Smile Project
formed to consolidate available resources and expanded to include the
Yerevan State Medical University, Arabkir Medical Center in Yerevan,
the Hand in Hand Foundation of Karabagh, Hope for the City, and Smile
Network International.

In total, 50 young Armenians, mostly under the age of 4, underwent
surgery last October thanks to the Smile Project. The surgery raised
public awareness about the issue and trained Armenian doctors in the
latest techniques of cleft palates and lips. Smile Network
International’s surgical team will arrive in Armenia for the second
mission in late June to address surgical needs of over 50 Armenian
children and young adults with cleft lip and cleft palate birth
defects.

"It is great to know we played a part in literally bringing smiles to
the faces of Armenian children," said Garnik Nanagoulian, executive
director of FAR. "And this project is an example of the power we have
when we all work together. Many organizations, each with their own
special abilities and skills, came together to make this complex
project successful. FAR very much appreciates the efforts of each
participating organization, and in particular the great partnership
with the Cafesjian team, as they are not only responsible and caring
but organized and professional."

Through the efforts of multiple organizations, FAR identified
potential patients throughout Armenia and the Armenian population of
the Javakhk region in Georgia. FAR also worked to cover the costs of
transportation, meals, accommodations in Yerevan and other relevant
expenses for the patients and their parents or guardians. In addition
to the above noted organizations, FAR also worked with members of the
FAR Fellowship Alumni Association, a nonprofit organization composed
of the leading healthcare professionals in Armenia. Moved by their
experiences with FAR, these doctors have been giving back to their
community over the past ten years. By training Armenian doctors and
building a sense of volunteerism in them, FAR is able to decrease the
cost of such surgeries by eliminating the need to fly in teams from
America. Diocesan Sunday school students helped in the effort as
well, raising almost $9,000 for the Smile Project through their 2007
Lenten season fund-raising efforts.

"We are always so happy with these collections, which have benefited
FAR programs over the years," said Archbishop Khajag Barsamian,
President of FAR and Primate of the Diocese of the Armenian Church of
America (Eastern). "Whether they memorize Bible verses, sell Easter
baskets, bake, clean homes, wash cars, or pass canisters around at
church, all their efforts are full of energy and a beautiful spirit."

The Sunday schools will continue this effort through 2009 and once
again work to raise money to bring smiles to the afflicted children in
Armenia. "Sunday School students are always so energized during the
Lenten Campaign," said Elise Antreassian, Christian Education
Coordinator at the Armenian Diocese. "This year, the Project Smile
campaign has prompted students to serve dinners and sponsor sport-or
walk-a-thons among a number of other fun projects. This is Christian
education at its best – the Gospel truly and sincerely applied to
life!"

Together, the Diaspora and the medical professionals of Armenia are
giving these children the opportunity to enjoy a healthy childhood.

The case of the assassination of the deputy Chief of the Police Gevorg
Mheryan is under the personal control of the Chief of the Police Alik
Sargsyan and the special investigative group continues its work on
revealing the case. On March 27, the Chief of the Police Department’s
Organized Anti-Crime Task Force Hunan Poghosyan stated this in answer
to the reporters’ question. He also stated that no one may think that
the investigative group will stop its work. Hunan Poghosyan announced
that they are working on all the versions. In response to reporters’
question whether the versions that are being examined are four, as it
had been announced before, Hunan Poghosyan stated that the Police has
other new versions too.

I have a vision, as Martin Luther King once said. A vision of racial
and economic equality, equal opportunity and civil rights for people
of all colors. The question is how do I, we, go about realizing this
vision?
Dr. King conceived of passive resistance, non-violent protests, to
bring vast numbers of people, black and white into the street, to the
schools and lunch counters, the bus stops and the Washington Mall to
show their strength and insistence on their principles. I envision a
similar formula.
But let me make clear what I am protesting. First and foremost, it is
globalization, which is destroying labor, its unions, and consequently
the working and middle classes of the United States. In this process,
it has dismantled the manufacturing infrastructure and reduced us at
best to a service economy. Millions of jobs, blue and white collar, we
know have been `outsourced,’ given away to the lowest bidders along
with the hard-won benefits of US workers, including healthcare,
pensions and decent working conditions.
Globalization has profited only the multi-national corporations and
the rich elite who run or invest in them. The multi-national
corporation sits on the backs of working people around the world,
people who have been pitted against each other, and now work for less
because they undersold their services to enrich those
corporations. These corporations financially divided and conquered
world economies.
Yet the labor movement of this country, as Mike Davis pointed out
recently on Bill Moyers Journal, was the leading progressive movement
until Reagan began actively union busting. Labor was also followed by
the antiwar movements, in which labor often took part, and preceded by
the civil rights movement in the 50s, which also joined in antiwar
demonstrations.

organized Americans of all ethnic and racial backgrounds for the
common good, advancing wages
tions, and providing an agenda politicians could follow, if they
wanted labor and minority votes — and if they didn’t want more people
in the street.
Labor made the Industrial Revolution a reality and also the unions, as
well as decent wages, healthcare and pension plans. Since labor has
been disenfranchised, since the multi-national corporation goes at
will to the lowest bidder, whether in Timbuktu, the Philippines,
China, or Vietnam, the working citizens of the United States have gone
to hell in a handbasket. The decline of our industrial infrastructure
has made us dependent on imports as well, creating a huge imbalance in
trade, and turning the financial sector (now fully deregulated) into
creating financial products of mass destruction.
AIG Financial Products (located in London) was no accident, but the
culmination of a multi-national corporation with a hedge fund pasted
onto it, joining in the collateralization of toxic paper, including
its infamous credit default swaps and hell’s whole handbasket of
poisonous financial products. In retreating to lower wages for lower
level employees, these poisons were used so that management could get
bigger and bigger salaries and bonuses. We destroyed our manufacturing
infrastructure, once the most powerful in the world, for this
socio-economic drek.
As a result, we have destroyed the balance of power between labor and
management, and left labor to the most predatory to rule, i.e.,
Wal-Mart, AIG, Citigroup, etc.
Yet, many of the same corporations, like General Motors, have managed
to stay afloat in China on the back of slave labor, offering no
healthcare or pensions, but just the coolie wage. So, where is the
protest in the US, the unions, the irate workers, the civil rights
allies, the army of protestors who shouted for the New Deal and
Roosevelt in Washington, D.C., and around these United States? Well,
they are on unemployment lines, disoriented and hoping for a chance to
survive or serve the outrageous Wal-Mart’s of this `everyday low
price’ employment.
To, Americans in their consumerist march for the biggest and best
`bargains’ brought it on themselves, buying these foreign produced
labels like pigs in a trough, greedily, without considering their
poisonous effects on their own economy. But, they were encouraged at
every turn to abandon their own by the marketing complex. Is this
protectionism? Not really. Patriotism of a sort is more like it. China
is cash-rich and questioning our dollar’s value in this terrible
downturn while our president is borrowing trillions to keep the
economy afloat. To his credit, he has plans to rebuild physical
infrastructure and schools. I hope they work.
Hopefully, we won’t be importing Asian slaves like multibillionaire
and Crown Prince Sheikh Mohammed bin Rashid al-Maktoum, known
affectionately as `Prince Mo’ to the Rhode Island-size Emirate of
Dubai, as author Mike Davis calls it, `the new global icon of
imagineered urbanism’ in his article Sinister Paradise. For with this
oil-glut-financing, along with voiceless labor comes a sinister
sex-trade, kidnapping, slavery and sadistic violence, `the Bangkok of
the Middle East . . . populated with thousands of Russian, Armenian,
Indian, and Iranian prostitutes controlled by various transnational
gangs and mafias . . . also a world center for money laundering . . .’
Once you get started on this reversal of civilization, taking more and
more of the wages from working and middle classes to feed the
gluttonous few, instead of spreading the wealth and the democracy that
comes with it, you end up at the bottom of the human barrel, which
includes `Dubai’s most scandalized vice: child slavery,’ which
includes kidnapping young children, pressing them into slavery,
starvation, beatings and rapes. In Dubai’s case, it’s to make these
innocents camel jockeys for Prince Mo and Company’s arcane

But then, Mike is a confessed socialist who teaches at the University
of California
king class college, where his students are finding it harder and
harder to stay in school, given the money and job shortage for their
families and themselves. Mike doesn’t think of us as a socialist
nation because we’re bailing out banks, even inviting private equity
to invest in `stress testing’ those banks to either make them into
stronger, more solvent entities or ready to face euthanasia.
If indeed the government permanently managed the banks that would
smack of socialism. Also, if the means of production were acquired and
run by the government permanently that would be a classical definition
of socialism. But this isn’t the case here, not by a long shot. In
fact, the banks at some point may need to be run by the country for
some period if the Geithner plan doesn’t work. And there should be no
need to break the world’s land speed record for coming up with a
solution simply by spending money. How you spend it, what you spend it
on, is what makes the difference. Hear that Tim, Larry, Obama?
What I’m pointing to is the need for a progressive movement of labor
to fight multi-national greed and spread, like the civil rights
movement fought racism. This movement is built on the people speaking
out, protesting in the streets, at selling outlets, at the seat of
government, so that the Congress hears the agenda: take back the
United States of America — from the multi-national corporations, from
stock market deregulation, from bank deregulation, from the further
issuance of financial products that belong in a Vegas casino, from the
constant offshoring of the means of production at the price of its
decay.
Remember, the American people stepped from the last days of 1930s
`depression in a depression’ to 1941 and Pearl Harbor to mobilize the
most powerful industrial machine on earth, which protected us against
the incursions of Hitler and fascism. When we put our collective
shoulders to the wheel, when labor has rights, has dignity, is not the
slavish servant of Citigroup-type greedos who recently buil
t money, then we’re a-okay, more than okay, a great and powerful
nation.
Fortunately, today we live in the information revolution of the
Internet. More people have more sophisticated political and economic
information than ever in human history. What we need is the informed
and binding force of labor’s activism, combined with students and
civil rights movements, working together to make a better life for
themselves, their children, their grandkids, and the future of this
country.
This, as I’ve said, relies on turning away from this fiendish notion
of globalization. Who the hell wants a one-world government,
especially if it’s Prince Mo? Do you? The government I want is the one
my fellow Americans elect with me to take care of and heal Americans
first, and not to put them on a hegemonic march to rule the
world. That is perverse, stunted, reactionary right-wing fascism at
its worst. Parenthetically, I’m not going to walk away from that vote
because its process is often abused.
Obama’s purpose should be to rebuild a labor-strong, manufacturing
economy in the United States, not leaving our workers like the serfs
of some overfed sheik, or some fattened CEO thief, or some crazed
military dictator ala Hitler, Mussolini, Pinochet, or Bush and Cheney
— the latter now being accused of having headed an executive
assassination ring to exterminate at his bidding foreign leaders not
to his liking. This is not the USA I was born into in 1938, not the
USA I grew up in, in the 40s, 50s or 60s. It all turned downward from
Nixon on, right into this toilet economy we now find ourselves flushed
into, most probably by the financiers.
So, let American industry flourish again, let labor lead again, let
the students follow, let the ex-veterans follow, let the civil rights
movements join in, all the people who’ve had the burden of fighting
all our wars. Let those who bear and have borne those burdens tell
those puffs in Congress (and especially those `Blue Dog’ `provided
for’ Conservative Democrats) not to try to sc
uld try to scuttle this country by selling out labor, the aged and
minorities, and give trillions in tax cuts to the rich, trillions to
two hopeless wars, then we can spend and borrow responsibly to rebuild
this country. That’s how to take back the United States of America, by
healing your sick society first of all.
And we can do it by using the US’s imagination for industry to create
a green economy, to improve on the present one, as well, by exporting
our genius, our inventions to the world, and with a generosity of
spirit that once was unparalleled. And, lest I forget, we can take
Israel off our shoulders and the $30-billion, 10-year plan to continue
their Middle East genocide. We’ve been there once or twice in our own
history and it didn’t work out well. There’s no need to try it a third
time and end up betrayed, as we often have been, by our perennially
spying `ally.’
This is a thumbnail sketch of my vision to take the USA back. It takes
people with the most at stake, workers, students, veterans, minorities
and activists of all ages, and not Washington lobbyists fed by
multi-national corporations. We can do it. We will do it. Or suffer
the consequences of economic enslavement, one that will make the Great

invited the Heads of the Armenian political parties to the second
thematic debate on the Global financial-economic crisis and Armenia,
reported the Official website .

In his opening remarks the President of Armenia said, This is our
second meeting in this format. As you remember, the main topic of
the first meeting was the NK peace process. All political forces of
Armenia, which had something to say, got the opportunity to do so
and all those who had questions, asked them. We, in our turn tried
to answer those questions, and tried to make visible the path we had
taken for our progression. In my opinion, it was a successful endeavor.

Today, the global economic and financial crisis is in the center
of the worlds attention since all countries are experiencing its
repercussions to this or that extent. Armenia, or our economy, is
not an isolated island and we too suffer the consequences of the
crisis. The political parties voice numerous opinions regarding the
issue, possible approaches are being introduced publicly, and this
is a good opportunity to bring them together, to discuss them, and
to exchange views.

It was necessary to organize this meeting, and I believe each of you
have something to say. Irrespective of our will, we are entering a
stage of global and regional changes, when everybodys approach and
opinion should be reckoned with and if possible developed into a
common approach and a common view.

The global crisis has forced the developed countries to
introduce changes which in the past would be deemed simply
unacceptable. Unfortunately, a universal recipe has not been invented
yet. Evidently, in this non-standard situation, the Government of
Armenia was compelled to undertake non-standard measures.

The Prime Minister and the Cabinet constantly inform the public on
these measures. Later, we will listen to the Prime Minister, but
now I would like to talk briefly about the role of political parties
and the public at large. If necessary, I can once again repeat what
should be understood without explanation: the crisis is our common
problem not only the Governments. We, the people of Armenia, are not
to blame for the crisis; this is not an Armenian issue.

At the same time, I believe that the Government and the authorities
have no right to hide behind the crisis and blame their own mistakes,
their own blunders on the crisis alone. The fact is that if we do
not resist the crisis together, all of us will suffer, the entire
society. To leave the Government face to face with this peril is
at least not wise. I would like to repeat: there are no universal
solutions, may be this is one of those rare occasions when it is
necessary to invent a bicycle.

Our people have a tremendous ability to find unorthodox solutions
in unorthodox situations. It has been proved more than once in the
course of our history. Now is the time to fully realize the creative
potential of our people. In reality, in many cases hardship and success
are intertwined and it is obvious that to achieve great success it is
necessary to overcome hardships, and there are many cases when under
such circumstances success is much bigger than expected. Just one
example: our Artsakh liberation war, our entire struggle for freedom.

Currently, the Armenian Government is engaged in active discussions
with a large number of experts, it also continuously cooperates
with the leading specialists of the world financial institutions,
and meticulously analyzes the measures undertaken by other countries,
as well as the proposals of our own independent experts made publicly
and directly. This is, undoubtedly, the right path. However, I believe
that at this stage this kind of consultations with the political
parties is necessary. Let me explain why.

The way the crisis will evolve in our country greatly depends also
on the public perception of the crisis and the public attitude. The
behavior of each of our citizens and the behavior of our society as
a whole will determine the success of the measures to be taken to
mitigate the negative developments. I am confident that the problem
belongs mostly to the realm of perception, public perception.

You may spend tens of billions of dollars and still to no avail
if the society is overwhelmed with panic and uncertainty toward the
future. I believe that everyone who is concerned with the future of our
country at this juncture is willing to become a promoter of responsible
actions and rational behavior. I trust that our political parties in
particular possess a great potential and possibilities to act in this
way. Thats the reason I attach importance to this meeting. Certainly,
I dont mean the people and the parties who are led by the principle
the worse the better.

Everyone is talking about the global crisis, offering advice, and
proposing arrangements starting from planning personal and family
budget and up to the drawing the state budget. However, there is
a misunderstanding I would like to talk about. The misunderstanding
lies in the misperception that this crisis is exclusively of financial
and economic nature, with the subsequent social repercussions. The
global crisis is a grave challenge for the political realm, to the
system of values and morals. Individuals behavior in time of crisis
reveals his or her merits, morality, and the degree of readiness to
accept political responsibility. The easiest, of course, the safest
thing to do is just to offer criticism.

Thanks God, our society has been able to act wisely in this crisis,
without panicking unduly which would have further complicated the
things. Farmers are trying to get seeds with whatever resources they
have, to sow and harvest. Businessmen have been actively seeking new
ideas and initiatives and this is, of course, praiseworthy. Political
establishment loves to give advice you do this and you do that,
and so on. Are we – political parties ready to act in step with the
reality? Are we ready to be modest, wise and most importantly not to
succumb to panic and not to create panic?

Specialists suggest that in time of crisis it is more beneficial to
work for smaller wages and lower profits rather than not to work in
the anticipation of high wages and larger profit, i.e. not to work
at all. I am asking you: Are we the Armenian political parties ready
to work in politics without anticipating political dividends? These
are times when reaping political gains, taking provocative and
scheming actions means to add to the crisis rather than to counter
its consequences. Can we find solutions for the problems unknown
before? Today, we will at least try. I am confident that our Government
is willing to listen to the proposals which offer reasonable solutions,
and it goes not only for the todays discussion. We will ask the
Prime Minister to comment on the observations of all the Heads of
political parties. We will also try to outline a permanent format
for the exchange of new ideas.

Afterwards, Prime Minister Tigran Sarkissian made a brief statement. He
said in particular: As the President has already said, every country
in the world is affected by this global crisis. Each country has its
own methods of mitigating the consequences of the crisis. Now about
our approaches on countering the crisis through all the merits and
demerits of our economy: On November 14, 2008 we presented to the
National Assembly our anti-crisis program the logic of which is
based on three pillars. Which are they? First, the implementation
of the infrastructure projects. Second, earmark assistance to the
enterprises, which are going through temporary difficulties. And the
third, assistance to small and medium enterprises.

In critical situation, the uninterrupted work of the infrastructure
becomes one of the most important tasks for the government. Our
anti-crisis program envisages the following measures directed at the
uninterrupted work of the vital infrastructure and implementation of
new projects: First, implementation of the road construction projects
construction of 800-1000km of roads in 2009-2012, which will require
nearly 110 billion AMD.

Housing construction in the earthquake zone will require close to
75 billion AMD, including the construction of the Masters Town. The
establishment of the All-Armenian Bank and Mortgage Foundation
9 billion AMD. Construction of a new nuclear power station and a
new railroad also requires large-scale investments. On the second
direction: To make the economy more resilient, a pinpointed assistance
will be provided to individual enterprises to create new jobs,
encourage local production to substitute imports, increase production,
to increase the use of local materials, and foster the implementation
of innovative technologies.

Unorthodox tools will be used to achieve this objective such as
state guarantees, subsidies, including in the area of agriculture,
direct loans, and participation in the entrepreneurial capital. The
operative center has already approved 18 programs, requiring almost
25 billion AMD.

The third direction: Small and medium enterprises are the backbone of
a stable economy, and their role becomes even more prominent in times
of crises. Toward this end the state is undertaking the following
steps: expansion of loan programs for small and medium enterprises,
and 15 billion AMD have already been allocated from the state budget
for this purpose. Assistance provided to small and medium enterprises
by the World Bank, European Bank for Development and the Asian Bank
will also increase sharply.

Establishment of specialized exporting enterprises aimed also at
the better utilization of export potential for our agricultural
produce. Decrease of tax burden for small and medium enterprises and,
in particular, increase of the ceiling for the added value tax from
the current 3 million Armenian drams to 58 million drams. Expense
justification through the receipts and bills, and approval of
documents in the amount of 36 million drams annually instead of 1
million drams. Transfer of hotel and restaurant businesses into the
area of fixed taxation and deferment of the taxation for added value
up to three years for equipment import.

A considerable simplification of tax administration, particularly
for the enterprises with the turnover up to 100 million AMD, and
the elimination of a mandatory accounting regulation. Introduction
of simplified tax reports, termination of the commissions formerly
accepting tax reports, elimination of the regulation on mandatory
filing a monthly report on added value tax if the turnover is less
than 100 million ADM instead of former ceiling of 60 million drams,
establishment of the accounting assistance centers, introduction
of standard services, participation in the GSP+ system which will
considerably reduce taxation of the products exported from Armenia
to the EU.

The strength of these three pillars will be conditioned by the
effectiveness of our social policies. We have introduced the regime
of tight budgetary cutbacks to protect social obligations of the
state and to fulfill them in time and in full measure. Pensions,
social benefits, and teachers salaries have already been increased,
which in our opinion will help alleviate the consequences of the
crisis for the most vulnerable segment of the society.

We have also planned a number of measures which will restrain
unjustified price hikes and provide for an increased flow to the
state budget from the major businesses. Among these measures are:
a mandatory external auditing for major companies, rigid penalties
for major business which fail to provide receipts, increase of fixed
pay for casinos and prize games, increase in base taxation for the
gas stations.

All the mentioned above measures have been developed after
consultations with businesses. We will be transparent and we will
introduce mechanisms to ensure public monitoring of the implementation
of the anti-crisis program. Since there is no consensus regarding
the best way to overcome the global crisis, and there are many
uncertainties and the situation is changing rapidly, we are pretty
sure that this program will be in a constant need of improvement. We
are open to new ideas and would appreciate a constructive criticism.

After the Prime Ministers statement, the consultations were continued
behind closed doors and lasted for over five hours.

The conversations on the Armenian and Turkish border opening are
just the propaganda steps of the Turkish government which are aimed
at the prevention of the genocide recognition on April 24, because of
the U.S. president Barak Obama’s promise in this regard. On March 26,
this idea was brought up by the former speaker of the National Assemble
Tigran Torosyan hosted at the Hayeli press-club. According to him,
the conversations on this issue are determined by the fear of Turkey
that Obama may fulfill his promise which is naturally undesirable
for Turkey. The conversations on the border opening are circulated
just in order to prevent the event development in this direction.

Tigran Torosyan brought into our attention the fact that Turkey
has not issued an official statement on the border opening topic,
the Turkish officials keep silence in this connection, and these
discourses are represented by the "leakage" of the Turkish media,
the aim of which is absolutely clear, stated Tigran Torosyan.

Why does the opposition split before any electoral process? Independent
Deputy Tigran Torosyan responded to this and other issues during
today’s press conference.

Tigran Torosyan considers that, most probably, a new self-government
coalition will be formed after the elections of the Yerevan Mayor. He
said the opportunities of the opposition to win in the elections
lessened after the decision of the "Heritage" not to participate. "The
Armenian National Congress will hardly manage to exceed the threshold
of 40%," Tigran Torosyan said.

"I have said many timed that together the Congress and the Heritage
could exceed the threshold of 40%. In the current situation the
victory of the authorities becomes easier. However, I don’t want to
make predictions."

Aghdam. Teymur Zahidoghlu-APA. Armenian Armed Forces have started
large-scale military exercises in the occupied part of Azerbaijan’s
Aghdam region.

As APA’s Bureau reports, heavy and armored vehicle firing is heard
not only unoccupied part of Aghdam but also other neighboring regions
such as villages of Aghjabadi, Barda and Terter regions.

A few days ago, Armenian Army staged war games in the occupied lands of
Azerbaiajn with involvement of artillery, armored vehicles and troops.
