Will the `Bradley Effect’ decide outcome of poll?

For years, there was something embarrassing that was taken as a given
in Kenya.

There was this ingrained belief that a certain community could never
get any of its members elected president, perhaps due to cultural
reasons.

One of the most important outcomes of the December election was the
way this myth was directly confronted. Even though Raila Odinga
narrowly missed being elected president, there is no question that
this myth was finally exploded.

Something similar is unravelling in America, but with far more
potentially momentous consequences.

Ignore the talk about economic turmoil or about Republicans and
Democrats and all that. The central issue there, or call it the
elephant in the room, is race.

Can an African-American be elected to the White House, only a mere
generation or so after the 1965 Voting Rights Act guaranteed black
Americans their right to vote?

IN MY ESTIMATION, THE MOST momentous speech Barack Obama has ever
given is one he delivered on March 18 this year on the question of
race in America.

The venue he chose, Constitution Hall in Philadelphia where the
country’s founders debated the framing of the US constitution, was
symbolic.

He was forced to speak out at a time when his campaign was threatened
with destruction by the controversy over the Rev Jeremiah White.

But rather than just respond to the pastor’s rhetoric in the manner
politicians usually do, he did something startling by placing the
matter of race in its wider context as something that was a specific
problem for America and whose resolution required deep soul-searching.

Obama’s speech may not have finished off the bigots, but it raised the
bar on the conversation of race higher than probably any other
mainstream American politician has ever placed it.

Prejudice is something that works in subtle, corrosive ways.

Once upon a time, in 1982 to be precise, a black man called Tom
Bradley, who had been mayor of Los Angeles, decided to run for
governor of the state of California. By all accounts, he was a good
and capable man.

His opponent was a white Armenian-American called George
Deukmejian. All the polls indicated Bradley was way ahead of
Deukmejian as election day approached. But when voting was over,
Deukmejian had beaten Bradley.

Ever since, this phenomenon — where white voters tell pollsters they
will vote for a black candidate when in reality they won’t — has come
to be known as the Bradley Effect.

Could this Bradley Effect ultimately undo Obama? We will soon know in
November.

All the polls in the US say Obama is way ahead of John McCain. But
people have a tendency to lie to pollsters.

Nobody likes being called a racist, or a tribalist for that
matter. Rather than risk being called that, some whites in America are
almost certainly telling the pollsters they will vote for Obama when
their real intention is to vote for McCain.

Many voters who had already cast their vote for Deukmejian in
California told exit polls they had voted for Bradley.

Then there is a fairly large and troubling group calling themselves
`Undecideds,’ meaning that they have not quite made up their minds for
whom to vote.

But surely, could anyone not yet have made up their mind with election
day less than three weeks away?

There is a tendency in Kenya, which is overwhelming among
African-Americans, to denigrate McCain as some old coot, maybe even a
bigot himself. That would be unfair.

Not many people perhaps know that, from the outset, McCain strictly
forbade any of his campaign team members from ever bringing up or in
anyway exploiting the Jeremiah Wright-Obama connection.

An even more unfortunate by-product of the American election campaign
is the manner in which African-Americans came to despise Bill Clinton
because of the bitter primary battle for the Democratic Party
nomination between Obama and Hillary Clinton.

THIS RIFT IS ONLY NOW BEING repaired after African-Americans realised
Obama stood no chance on November 4 unless the Clintons helped out. No
doubt some racial innuendoes had been peddled from the Clinton
machine.

Nonetheless the fury of the African-American reaction was completely
out of proportion.

In his appointments and even his social habits, Bill Clinton, when he
was president, was someone who showed real empathy with
African-Americans in a way no other American president had done
before.

The importance of constituting a tribunal to deal with these little

a news conference in Yerevan. "It’s clear that each party should

A prominent Armenian activist urged the Jewish community in the
U.S. to reverse the "dangerous" action of Israel’s potential arm sale
to Azerbaijan, Turkish Daily News reported on Thursday. (UPDATED)

U.S. Armenians have denounced Israel over press reports that it has
agreed to sell arms and munitions to Azerbaijan, which is involved in a
dispute with Armenia over the ongoing occupation of Azerbaijani lands.

A leading Armenian activist has also accused the American Jewish
Congress, or AJC, a major Jewish association in the United States,
of "supporting Azerbaijan".

The Armenian Assembly of America (AAA), one of the two largest Armenian
groups in the country, earlier this week sent to its subscribers
an article by Jirair Haratunian, the former chairman of the AAA’s
board of directors, denouncing the close ties of Israel and the ACJ
with Azerbaijan.

The United Press International, quoting Israel’s daily Haaretzi
reported on Sept. 26 that the Israeli government has agreed to sell
mortars, ammunition and military radios to Azerbaijan. Former Israeli
Defense Minister Benjamin Ben Eliezer had previously said Azerbaijan
would be a valuable ally for Israel due to its supply of oil and gas.

"A dangerous pattern is emerging in the Caucasus with new reports
that Israel is continuing to sell advanced military armaments to
Azerbaijan, costing hundreds of millions of dollars," Haraturanian
said in his article.

"They sell these arms at a time when Ilham Aliyev, the president of
Azerbaijan, has repeatedly threatened to recapture Nagorno-Karabakh
by military force," he said.

The conflict between Azerbaijan and Armenia began in 1988 due to
Armenian territorial claims against Azerbaijan.

Since 1992, Armenian Armed Forces have occupied 20 percent of
Azerbaijan including the Nagorno-Karabakh region and its seven
surrounding districts.

Turkish Parliament Speaker Koksal Toptan said on Tuesday that Turkey
would have the right to become a European Union (EU) member after
fulfilling the reforms.

Speaking at a meeting with Josselin de Rohan, the chairman of the
Foreign Affairs, Defense and Armed Forces Committee of the French
Senate, Toptan said trade volume between Turkey and France stayed
around 10 billion USD because of some problems.

Referring to relations between Turkey and Armenia, Toptan said,
"we request our French friends not to intervene in Turkish-Armenian
relations. Any intervention will damage relations between Turkey
and Armenia."

In response, French official said France did not have any intention to
intervene in Turkish-Armenian relations or dialogue between them. He
described Turkish President Abdullah Gul’s visit to Armenia as
"important", noting that the parties should look at the future.

De Rohan said "Turkish Season Year" would be celebrated in France
next year, noting that this would have a positive impact on cultural,
economic and political relations.

De Rohan said his country attached importance to visits between the
parliaments, and invited Toptan to France.

Commenting on Turkey-EU relations, De Rohan said the parties should
have good will and be patient, adding that the quicker Turkey fulfills
the reforms, the quicker impediments would be removed.

the 85th anniversary of Nagorno-Karabakh Republic the NKR President
Bako Sahakian congratulated Stepanakert’s inhabitants on the Day
of City.

According to the Central Department of Information under the NKR
President, the congratulatory message of the state’s head runs,
in part, " "Dear friends and residents of Stepanakert, I cordially
congratulate you on the Day of Stepanakert and the 85th anniversary
of our capital.

The city that is more than 1500 years old became capital only in
1923. Since then Stepanakert has been the face of Artsakh and the
pride of Karabagh people. It is a hub of scientific, cultural and
economic potential of our country. This is why even in the harsh
years of Artsakh war, when the city was one of the main targets of
the enemy, state authorities and citizens did everything possible
for fast restoration of the capital.

Today the rapidly developing and prospering city of Stepanakert
appears before the world in a new status – as the capital of free and
independent Nagorno Karabagh Republic, which has special significance
and role for the entire Armenian people.

The issues related to the development of the capital are in the
spotlight of the state’s authorities. A number of projects that aim to
give a new impetus to economic development and improvement of living
standards of the population have been realized. Great attention
is paid to sports and cultural life. Among the top priorities is
water supply of the capital. This project has already been launched
and will be completed in a few years. A new impulse is given to of
house construction, development of suburban areas and improvement
of courtyards.

Friends, all these projects can be successfully fulfilled if each
of us becomes more compassionate and attentive towards our native
city, works with a greater devotion and diligence and does everything

holiday the city leadership initiated various measures.

A meeting was held in Stepanakert on October 11. A competition of
drawings on the subject "Stepanakert 10 years later" and a heat was
held among schoolchildren. The winners were awarded with precious
presents by the city leadership. Artsakh people’s ensemble "We and
Our Mountains" performed for Stepanakert people.

A solemn sitting devoted to the City Day was held at the Officers’

Dink’s lawyers have objected not being able to see the report about
Erhan Tuncel’s function as an intelligence staff on the grounds that
it was "State Secret". Witness Osman Hayal did not answer the question
whether or not he was in Istanbul at the time of the murder.

In the 7th hearing of the murder of Hrant Dink today, the court
refused to give the file about assigning Erhan Tuncel’s as an assistant
intelligence staff to the lawyers of the Dink family on the grounds
that it was a "state secret". Hrant Dink, Armenian journalist from
Turkey and former chief editor and owner of Agos, an Armenian/Turkish
biweekly, was murdered in front of the building where his newspaper
was located on January 19, 2007, for which eight people are on
trial. The lawyers of Dink’s family are trying to have four different
investigations outside of Istanbul combined with the main case.

Ramazan Akyurek, Director of the Intelligence Bureau of the Police
Department, told the court that only 16 pages of the 90 page long
classified report could be made accessible, since the rest could have
lead to the problems.

Lawyer Fethiye Cetin said that they found out the file had been sent
to the court on April 20, but the lawyers were not informed about it
at the hearing on April 28. According to Cetin, the secret parts of the
report should be determined in a meeting with all the lawyers present.

Osman Hayal did not answer the questions concerning his presence
in Istanbul Ogun Samast, the accused killer, was not present at the
court since he had to be taken to the Kocaeli State Hospital for a
psychiatric consultation.

When asked if he was in Istanbul before and after the murder, Yasan
Hayal’s brother Osman Hayal said he did not remember.

Previously, Osman Hayal had said he was at Trabzon at the time of the
murder. But when it was realized from his telephone signals that he
could have been in Istanbul at the time of the murder, he was taken
into custody.

Yasin Hayal’s lawyer Fuat Turgut reacted in a hostile manner to
the demands by the lawyers of Dink’s family that the files for the
McDonald’s bombing and the killing of the Priest Santoro be combined
with this case and hurled insults at Hrant Dink.

The court warned the lawyer, when slained journalist’s brother
Orhan Dink criticized the court for overlooking the lawyer’s
behavior.

Sargsyan, US Trade Representative, Ambassadress Susan Schwab stated
that the Office of the US Trade Representative is conducting economic
research in Armenia and is ready to begin negotiations over new
business tools for implementing various trade projects.

The RA Premier is on a working visit to Washington, USA, to take
part in an annual forum of the World Bank (WB) and the International
Monetary Fund (IMF).

Diana Mnatsakanyan, Press Secretary of the RA Premier, reported that
Ms. Schwab made the statement in answer to the RA Premier’s question
concerning the specific fields intergovernmental agreements can be
signed on for the Armenian-American trade and economic relations to
reach a new level.

Ms. Schwab proposed forming a task group and holding expert
negotiations.

The RA Premier stressed that the IT sector is most interesting, and
various US organizations have made large-scale investments in this
field over the recent years.

The RA Ministry of Economy estimates minimum annual foreign investments
in Armenia’s IT sector at $10mln. About 190 organizations are actively
working in the country’s IT sector.

When Turkish novelist and Nobel laureate Orhan Pamuk opens the
Frankfurt Book Fair this week, he will do so not just as Turkey’s most
famous novelist, but also as one of its most controversial.

Pamuk has never been far from debate inside Turkey, where he has
critics in both the religious conservative camp and the secular
establishment.

But what really riled Turkish nationalists were his comments in 2005
concerning the massacres of Armenians in Turkey during the First World
War and Turkey’s continuing fight against Kurdish separatists.

"Thirty-thousand Kurds and a million Armenians have been killed and
almost nobody dares to mention that, except for me," Pamuk was quoted
as saying in a Swiss magazine in 2005.

After his commentsm he was immediately denounced by nationalists in
Turkey and charges were brought against him that he had "insulted
Turkishness". The charges were later dropped for technical reasons but
the incident polarized Turkey.

When he became the first Turkish author to win the Nobel Prize for
Literature in 2006, many praised his work. Others claimed that he only
won it because of his "anti-Turkish" political statements. Some were
torn.

"We are angry at Pamuk because our Turkish soul weighs heavy in us,
but for the same reason we are also proud he won the highest literary
award," wrote Ertugrul Ozkok, the editor of Turkey’s top selling
newspaper, Hurriyet.

In what was a clear snub, the president of Turkey at the time, Ahmet
Necdet Sezer, failed to publicly congratulate Pamuk.

Pamuk may no longer live in Istanbul, where he claims to have received
death threats from nationalists, but his opening of the Frankfurt Book
Fair this week is a clear acknowledgement that he is still Turkey’s
leading author.

Born in Istanbul in June 1952, he has published eight novels and a
memoir which explore the way Turkey is torn between East and West and
how it is torn between conservative religious folk and modern
western-looking secularists.

The writer sees the splits clearly, but also looks into how the two
actually make Turkey what it is. His main argument is that upholding
one’s own history and traditions is not incompatible with a modern
secular state that seeks to join the European Union.

Educated at the prestigious American Robert College high school in
Istanbul, Pamuk went on to study architecture at Istanbul Technical
University, but dropped out after three years. He later went on to
complete a course in journalism at the University of Istanbul.

While never actually going into journalism, Pamuk wrote his first
book, Darkness and Light, in 1974. It was not published until 1982
under the title, Cevdet Bey and His Sons.

Since then he has written a number of prize-winning novels including
The White Castle, The Black Book, My Name is Red, and Snow. His latest
novel, recently released in Turkey, Masumiyet Muzesi (The Museum of
Innocence), is currently topping the book charts.

principles create wrong ideas and expectations and are extremely
dangerous, Armenian Prime Minister Tigran Sargsyan said during his
meeting with US Vice President Dick Cheney.

Armenian Prime Minister’s Press Secretary Diana Mnatsakanyan quotes
Tigran Sargsyan as saying: "Armenia is willing to continue the peace
process on the basis of Madrid principles. Attempts to bring the
Karabakh conflict settlement out of the OSCE Minsk Group frames are
inadmissible". During the meeting Sargsyan and Cheney dwelled on the
bilateral relations, prospects and possibilities of their development,
as well as touched upon the issues of regional security. In particular,
the meeting covered the South Ossetian conflict’s negative effect on
Armenia’s economy; Armenia-Turkey relations, Turkish President Abdullah
Gul’s visit to Armenia, ways of the Karabakh conflict settlement,
implementation of the Millennium Challenge Corporation’s programs, as
well as the international financial crisis.

Speaking of the consequences of the Georgian-South Ossetian conflict,
Sargsyan noted that the material damage caused to Armenia by the
conflict makes up about 670 mln USD as uncollected taxes and delayed
investments.

Sargsyan and Cheney also discussed the results of the visit of
President of Turkey Abdullah Gul to Yerevan. Sargsyan said that the
visit might give a positive impulse to the improvement of
Armenian-Turkish relations. At the same time, he expressed concern over
the statements made by Gul and the Azeri Foreign Minister at the UN
after the visit. Constructive approaches both inside Armenia and on the
international arena are often regarded as weakening of positions in
negotiating process while, in fact, this is expression of political
will and readiness for concessions.
