U.S Embassy Sponsors Visit By U.S 9/11 Commission Staff

Three distinguished American experts who formerly participated in
the U.S. National Commission on Terrorist Attacks Upon the United
States (more commonly known as the 9/11 Commission) will visit Armenia
October 5-11. The visiting experts will consult with relevant Armenian
officials examining the March 1-2 events in Yerevan, and especially
the National Assembly’s Ad Hoc Commission of Inquiry into March 1-2
Events. The idea for such a visit was first proposed to Armenian
officials by Assistant Secretary of State David Kramer during his
June 2008 visit to Yerevan. The visit is sponsored by the United
States Embassy and is funded by USAID. The three visiting experts
will be Christopher Kojm, John Farmer, and Michael Hurley.

The purpose of this visit is for the U.S. experts to share with their
Armenian counterparts the experiences and lessons learned from the
U.S. 9/11 Commission experience. The experts will share their knowledge
about the management, operations, successes, and difficulties that the
9/11 Commission faced, and provide these insights both to the Ad Hoc
Commission and to officials involved in organizing the independent
experts group that will supplement the parliamentary inquiry. The
delegation will also consult with the Prosecutor General of the
Republic of Armenia about the criminal investigation work.

The visiting U.S. 9/11 Commission experts will not directly assist
in any inquiry or investigation concerning events in Armenia. They
will not conduct an assessment or report about the efforts underway
in Armenia. The sole purpose of this visit is to convey information
and insights about the lessons learned from the U.S. experience with
the 9/11 Commission.

About the 9/11 Commission: The 9/11 Commission was created as
an independent, bipartisan special commission of inquiry into the
September 11, 2001, terrorist attacks against the United States. Many
Americans believed at that time that U.S. Government agencies might
have been negligent or incompetent in failing to anticipate, detect,
and prevent the attacks. The U.S. public demanded that a special
commission be established to examine all evidence to assess this
allegation. The 9/11 Commission had ten members, five Republicans
and five Democrats — all of whom were retired senior officials of
U.S. federal and state government. The 9/11 Commission reviewed
thousands of pages of government records and other evidence and
interviewed hundreds of government officials and other witnesses. The
ten Commissioners were assisted in this massive work by 75 professional
staff members. The delegation visiting Armenia is comprised of three
of the most senior of these staff members. They are distinguished
experts in law, legislative oversight, and national security matters.

About the Visiting Experts:

Christopher Kojm: Christopher Kojm was the Deputy Executive Director
of the 9/11 Commission. Working under the Executive Director,
Mr. Kojm directed the overall management and organization of
the 9/11 Commission’s work. Mr. Kojm is currently Professor of
International Affairs at the George Washington University. He served
as a Congressional staff member for the House of Representatives
Foreign Affairs Committee from 1984-1998, in positions of increasing
seniority. He also has served as a Deputy Assistant Secretary of
State. He served as president of the 9/11 Public Discourse Project —
a program to educate the American public about the September 11 events
and the work of the 9/11 Commission — from September 2004-December
2005.

Michael Hurley: Michael Hurley served as Senior Counsel (attorney)
and Director of Counterterrorism Policy Investigation for the 9/11
Commission from May 2003-July 2004. He has more the thirty years
experience as a U.S. government expert on national security and
counter-terrorism. He worked in the White House National Security
Council staff under President Clinton, and more recently as a senior
special adviser to the State Department’s ambassador-at-large for
counter-terrorism. He is currently president of an international
consulting firm, Team 3i LLC, and serves part time as a special
adviser to President Bush’s Special Envoy for Middle East Security,
retired General James Jones, focusing on the Israeli-Palestine
conflict. Mr. Hurley began his professional career as a trial attorney
in Minnesota.

John Farmer: John Farmer served as Senior Counsel (attorney) on the
9/11 Commission from 2003-2004, with a focus on emergency response
to the terrorist attacks. He is currently a partner in the law firm
of Arsenault, Whipple, Farmer, Fasset, and Azzarello. He served as
Attorney General of the State of New Jersey (population 8.7 million)
from 1999-2002, a position which in the American system combines the
functions of both Prosecutor General and Minister of Justice. He
also served as a Commissioner on the New Jersey State Commission
of Investigations, which oversees investigations into political
corruption and organized crime. Previously, he served as Chief Counsel
and before that Deputy Chief Counsel to the Governor of the State of
New Jersey. Before moving to New Jersey state government, Mr. Farmer
served as an Assistant United States Attorney (U.S. federal prosecutor)
for the federal judicial district of New Jersey, prosecuting organized
crime, kidnapping, bank robberies, and financial fraud cases. He also
serves as a special adviser to Special Envoy for Middle East Security
James Jones, and teaches law at the Rutgers University Law School.

Armenia should have 10 mln ambassadors in the world, Armenian President
Serzh Sargsyan said in parliament, Thursday.

In his speech the president noted that during his recent meetings
with diplomats he dwelled on the Armenian authorities’ approaches in
the context of the new and regional and geopolitical situation. "Now
I want to stress another thing. I think that the events around South
Ossetia and further processes made many people sober. Today it is more
than obvious that we are demanded of not only accurate, pragmatic,
adequate assessments without any emotions, but also consistent
steps aimed at achievement of deep targets, we need stability of the
country, consolidation of forces and opportunities, new approaches
and solutions", the president stressed.

"Just try to turn to residents of Armenian villages and towns and ask
them the question "When was the war in Karabakh over?". Along with
other answers, people will tell you that the war hasn’t been over",
he said. Residents of Meghri, Gyumri and Artashat, railroaders and
power engineers, diplomats and farmers will state that the war hasn’t
been over yet. "Yes, the war hasn’t finished as the arm race hasn’t
finished and we haven’t yet congratulated the presidents of Azerbaijan
and Nagorno-Karabakh on a voluntary decision and peaceful settlement
of the conflict", Sargsyan said.

"Look around – there are still a lot of external threats. But have we
really become sober completely after the recent events? I hope that we
are still getting sober. Sometimes there arises such an impression that
the whole society has become spectators and critics. At the meeting
with diplomats I called on them to be attentive and laborious in
presenting Armenia abroad and in international structures. But this
is not enough. There are about 10 mln Armenians in the world. This
means that Armenia should have 10 mln ambassadors in the world. This
is our counterweight to petrodollars in today’s information war. And
we can tip the scale in case of being completely sober", Sargsyan
said in conclusion.

Armenian studies program honors former professor and director
Program also celebrates 25th anniversary

Professor Hermine Mahseredjian (second from left) is given a lifetime

Decades of dedication to her native language, history and culture led
former professor and director of the Armenian Studies Program Hermine
Mahseredjian to a lifetime achievement award Sunday from the
university’s Alumni and Friends of the Armenian Studies Program.

`The College of Humanities is proud to be the home of the Armenian
Studies Program,’ said Elizabeth Say, Ph.D., dean of the humanities
department. `We honor a program that strives to bring an understanding
of Armenian studies for the students here.’

Mahseredjian also received the coveted `Community Hero’ award from the
Armenian General Benevolent Union (AGBU) and a proclamation in honor
of her achievements from the State Assemblyman Paul Krikorian.

Over 150 alumni, faculty and students gathered at the Grand Salon on
campus to celebrate the 25th Anniversary of the Armenian Studies
Program. The evening was filled with Armenian representations,
including Armenian food, musicand even symbolic centerpieces, which
were made with tree branches and pomegranates.

Renowned Armenian folk singer Salbi Mailian performed four famous folk
songs, including `The Daughter’s Song,’ `A VoiceJust Rang,’ a song by
Sayat Nova and the unity circle dance. Award-winning author,
seven-time Pulitzer Prize nominee and former Los Angeles Times
reporter Mark Arax spoke at length about his Armenian roots and
heritage and the importance of having an Armenian Studies Program on
campus availableto the large population of Armenian students attending
the university.

The threat of technology could swallow you up and your culture,
said Arax. Programs like this are an example of the balance needed to
honor your heritage without committing treason, he added.

Mahseredjian joined the CSUN faculty in 1983 as a volunteer just to be
ableto teach an Armenian Culture class for the Armenian students
attending the university. Determined to pass her understanding and
knowledge of the Armenian culture to her students, she stayed on and
taught without taking a paycheck home for five years.

Chicano/a studies professor Jorge Garcia recalls Mahseredjian saying,
`If you don’t have the money, I will teach for free.’ This is `because
of her love, dedication and personal commitment that she has within
her,’ added Garcia.

Over the past 25 years, Mahseredjian worked diligently with the CSUN
administration, community leaders, philanthropists, alumni and
students in her mission to expand the Armenian learning experience on
campus, which resulted in the establishment of the Armenian Studies
Program in 1988, a minor degree program in 1991 and a student and
faculty exchange program in 2004 between CSUN and Yerevan State
University in Armenia.

`The Armenian Studies Program at CSUN is a very large brick in the
building of the Armenian language and culture in the U.S.,’ said
Gabriel Injejikian, former principal of the first Armenian school in
the UnitedStates, Ferrahian High School.

Mahseredjian was born and raised in Jerusalem (Palestine, under
British Mandate at the time). She received her Elementary Education at
the Saint Tarkmanchats Armenian School. She then went to Nicosia,
Cyprus for her secondary education at the Melkonian Educational
Institute. Upon immigrating to the USA, she continued her education
at CSUN and obtained a Bachelors Degree in French and a Masters Degree
in Educational Psychology. She continued her studies towards a
doctorate program at the University of Southern California. However,
she changed her educational direction and became a Licensed Marriage &
Family Psychotherapist (MFT).

She holds a variety of California Credentials, including teaching,
counseling, school psychologist, administrative for K-12 and for
community college. Throughout her adult life she has been an educator
and was employed as a teacher; counselor, Special Education Counselor,
psychologist (private and public school districts), Curriculum
Coordinator for Multicultural Studies at the Children’ s Hospital in
Los Angeles, a parochial school principal and 24 years of service to
CSUN as a Professor and the Founder & director of the Armenian Studies
Program.

`Being in the Diaspora it is very important for me to learn my
culture, history and language to pass it on to future generations as
well as to my children,’ said senior liberal studies major Ani
Demirjian.

Armenian philanthropist Alex Manoogian was an instrumental part of
Mahseredjian’s success in expanding the Armenian studies program by
donatingover $115,000 toward the studies’ fellowship and scholarship
programs. Varaz Shahmirian, an engineer has also contributed to the
expansion by donating tens of thousands of dollars to help establish
the minor program in Armenian Studies.

`My biggest wish is that one day we will all celebrate the
inauguration of the bachelor’s degree in Armenian,’ said Mahseredjian.

Last year, Mahseredjian retired from teaching and directing the
Armenian Studies program and passed the torch to professor Vahram
Shehmmassian, Ph.D., who now directs the program for over 3,500
students. Mahseredjian is currently serving as the executive director
for a newly opened Armenian Charter School in the Valley on an
entirely volunteer basis.

`She’s getting older, but not stepping back from doing things for the
community. I want to see myself in her shoes someday,’ said Armenian
Students Assocation president Lusine Harutyunyan.

Clinical psychologist Steven K. Baum uses eyewitness accounts in his
book "The Psychology of Genocide," which he will discuss and sign
Friday, Oct. 10 at 4 p.m. at the UNM Bookstore, 2301 Central Ave. NE,

In the last century, 262 million people have been victims of genocide,
with Jews, Armenians, Cambodians, Darfurians, Kosovons and Rwandans
among them. The horrors of genocide are more poignant as patterns
emerge. There are those who commit brutal acts, there are those who
resist genocide and help victims, and there are those who position
themselves in the middle, taking neither side. Baum reveals what
patterns of personality and psychology emerge during wartime that
give rise to these conditions.

He also examines the complex relationship between social and personal
knowledge, and how people conflate stereotype with personal experience.

In "The Psychology of Genocide: Perpetrators, Bystanders, and Rescuers"
(Cambridge University Press, August 7), Baum builds on trait theory and
social psychology, re-examining our understanding of conformity. Baum
presents a new understanding of identity and emotional development
during genocide, showing that behavior during genocide mirrors behavior
in everyday life.

Despite heightened awareness of the tragic circumstances from which
genocide arises, and unprecedented instant news coverage from around
the world, this greatest of tragedies persists. Baum’s analysis of
genocide and the human psyche help address the persistence of genocide.

Baum is a University of New Mexico lecturer in psychology and a
clinical psychologist. He is a recognized expert in the psychological
aspects of anti-Semitism.

"There has been certain progress in the Karabakh conflict resolution
over the past three month following the meeting of the Presidents
of Armenia and Azerbaijan Serzh Sargsyan and Ilham Aliyev in Saint
Petersburg, and we will be glad if we manage to build the further work
on it," the newly appointed US Ambassador to Armenia Marie Yovanovitch
said during her first press conference in Yerevan. The Ambassador also
hailed the recent trilateral meeting between the Foreign Ministers
of Armenia, Azerbaijan and Turkey in New York.

Turning to Armenian-Turkish relations, she welcomed the brave steps
of the Presidents of Armenia and Turkey – the invitation and the
acceptance of the invitation. She voiced hope that the opening of
the border will ensure the prosperity of people. Asked to confirm or
reject the information that Sargsyan-Gul meeting was organized by the
White House, Yovanovitch said: "It was the initiative of the Advisers

Vardan Vardanyan’s initiative, the supervisory service under the
country’s President is also making inspections in the Ministry of
Town-Construction.

Dear Generals, officers Distinguished guests Dear participants of
the exercises

Cooperative Longbow/Cooperative Lancer exercises are commencing in
Yerevan today. I think, that it is unnecessary once again to stress
their significance, importance and contemporaneity. The format of
exercises and wide geography of the present participants are evidence
of that.

Soldiers from 17 members of the NATO, Partnership for Peace and
Istanbul Cooperation Initiative, as well as different structures of
the NATO are here today. Notwithstanding these variance, they are
preparing to accomplish their tasks jointly, as one team, during the
exercises. In this relation, I could only express my regret, that
our neighbouring countries, participants of EAPC, due to different
reasons do not participate. Unfortunately, once again it demonstrates
us, that the security situation in the South Caucasus is fragile.

I would like to assure you that the peace and stability are important
values for Armenia. In this regard, we view these exercises as an
important confidence building measure in the region.

Every time Armenia hosts any international exercise such as within the
frameworks of Collective Security Treaty Organisation, Partnership for
Peace or the US European Command we do this with great willingness,
put all efforts for holding these events at the highest level.

I would like to mention that exercises pursue only the following goal –
to raise interoperability capabilities of all of us as high as possible
through practical testing, improve their realisation mechanisms,
gain experience and train units, which are engaged in exercises.

This goal is reiterated by the Republic of Armenia, as a full member
of international community, through readiness to fulfil its commitments
in ensuring international security.

Nearly two years passed from a moment, when Armenia has applied
for hosting a joint exercise in Armenia in 2008. During the whole
period of preparation the organizers of the exercises have placed
efforts for respectively running the study of sites, three planning
conferences and all preparation activities in Armenia. Now we witness
the result of these excellent activities. Taking this opportunity,
I would like to express our deepest gratitude to the organizers of
this event: NATO`s Heidelberg Headquarters, the representatives of
different structures and partner nations and, of course those units
of the Ministry of defence, which are engaged in these activities.

Indeed, I would like to express my confidence, that the exercises
will be on a high level and the participants will take with them
an additional experience, skills and knowledge, in order to make
practically use of them in case of necessity. At the same time I do
hope you will have the chance to make you familiar with the culture
of Armenia and hospitality of the Armenian people, while you are here.

Stating the beginning of Cooperative Longbow/Lancer 2008 exercises
within frameworks of Partnership for Peace, I wish all the participants
fruitful activities and success.

NATO-Led Exercises Start In Armenia

YEREVAN, September 29 (RIA Novosti) – Over 900 troops from 21
countries have started NATO-led exercises in Armenia, the Armenian
Defense Ministry said on Monday.

The Cooperative Longbow/Lancer – 2008 drills will be held through
October 21 and will involve seven members of the Western military
alliance, along with 14 participant states in the NATO cooperation
programs Partnership for Peace (PfP) and Istanbul Cooperation
Initiative (ICI).

The exercises, aimed at improving interoperability between
multinational troops in NATO-led operations, fall into two
parts. Cooperative Longbow will feature staff training, and Cooperative
Lancer will be devoted to field drills.

The scenario is based on a NATO-led Crisis Response Operation mandated
by the UN. It involves the evacuation of non-combatant civilians,
counter-terrorist activities, and also stabilization operations.

Armenian Government Adopts Draft Budget 2009

YEREVAN, September 25. /ARKA/. Armenia’s Government approved today
the draft budget 2009.

Armenia’s Minister of Finance Tigran Davtyan said at a government
briefing budget receipts will total 927.7bln drams. Expenditures are
expected to reach 967.1bln drams. The budget deficit will total 40bln
drams (less than 1% of GDP).

The share of community budgets in the state budget will be 50.1bln
drams.

Direct receipts will amount to 905bln drams, the minister reported.

He said "it would be hard to restrain budget deficit, yet it is a
feasible task," Davtyan was quoted saying.

The minister informed that domestic sources will cover 30bln of
total deficit.

Tax proceeds will reach a record 726bln drams next year. The government
plans to reach tax proceeds of 0.4% of GDP.

To prove his words, Davtyan said tax proceeds were 17% of GDP this
year, with a view to reach 17.4% next year.

"Next year compulsory payments, official grants and other incomes
are expected to total 128bln drams, 36bln drams, 14.8bln drams
respectively," the minister added.

The share of budget receipts in GDP will be 27% in 2009. The government
expects to reach expenditures of 22.7% of GDP and a deficit of 0.96%
of GDP.

Education and healthcare will have the lion’s share in expenditures
(127bln drams and 66bln drams respectively). Defense expenditures wil
l total 149.6bln drams. The government will allocate 24.3bln drams
for social benefits and pensions. Armenia’s GDP is expected to reach
4.169bln next year, compared to current 3.6bln.

GDP will rise 9.2%. Armenia expects 4% (±1.5%) inflation. DP per
capita will reach $4,300 next year.

Budget receipts and expenditures are expected to total 746bln drams
and 822bln drams respectively by end-2008.
