Eruption of war in the Caucasus underscores the tragic consequences of
the dismemberment of the USSR in early 1990s. It exposed the masses
of the former Soviet Union, Russia and other Soviet republics to
the dangers and predations of the US-led major imperialist powers to
exploit the resources that these republics possessed. Not withstanding
the reactionary designs of Moscow, no objective observer can
contest the fact that Washington’s provocative policy toward Russia,
aimed at supplanting Russia in its long-time spheres of influence,
was the primary factor behind this outbreak of war between Georgia
and Russia. A month back, the US trouble-shooter Condoleezza Rice
visited Georgia and held talks with Saakashvili and held a press
conference at which she denounced Moscow and backed Saakashvili’s
efforts to reassert Georgian control over South Ossetia and Abkhazia,
reiterating US support for Georgia’s incorporation into NATO. It is
inconceivable that Saakashvili did not review his plans in detail
with Rice for a military assault on South Ossetia. Georgia, which is
entirely dependent on US military, financial and diplomatic support,
could not have indulged in this adventurism without Washington’s
tacit consent, especially when the Georgian garrison is dominated
from top to bottom by US military advisers. Washington has been
pouring military hardware into Georgian capital Tbilisi since the
US-led air strikes against Serbia in 1999. The pace and scale of
military aid had accelerated since Washington engineered the so-called
"Rose Revolution" that had brought Harvard-educated Saakashvili to
power in early 2004. American experts trained the Georgian defence
force in the fundamentals of war strategy. At the same time, Georgia
began re-equipping its forces with Israeli and American firearms,
reconnaissance drones, communication and battlefield management
equipment, new vehicle convoys and stockpiles of ammunition. Washington
was surprised by the timing and blitzkrieg of Russian military’s move
into South Ossetia and is still trying to sort out as to what happened,
said a US defence official on Monday. If there were any people in the
State Department who had ever studied history of Caucuses region,
particularly with regard to the resolve of the Russian government
when it feels under threat, the Georgian government would never have
been given a green signal by the US and NATO to try this non-planned,
fingers-crossed and insane incursion in South Ossetia. Of course, it
appears that the people who actually have the kind of background and
knowledge to give the military thoughtful, reasoned and timely counsel
are simply not the people who are hired to do so. For Washington it’s
generally a matter of cronyism and not competence. That is why the US
military was surprised that there was no one to tell them what Moscow’s
response would be. It was only when the Russian forces responded to
the Georgian attack with a rapid massive counteroffensive; crushing
the much smaller Georgian garrison that Washington became alarmed. In
a provocative statement issued from the White House Rose Garden on
Monday, President Bush escalated the confrontation between the US and
Russia over the current fighting in Georgia. Bush denounced what he
called Russia’s "dramatic and brutal military escalation and demanded
of Moscow to immediately declare cease-fire and withdraw its forces
from Georgia. He accused Moscow of planning to bomb Tbilisi airport and
charged that Moscow was out to overthrow the pro-American government
of Georgian President Mikhail Saakashvili, reiterating inviolability
of sovereignty and territorial integrity of Georgia. Bush’s remarks
followed a Sunday statement by Vice-President Cheney, who said
"Russian aggression could not go unanswered." Cheney’s intervention
indicated the existence of a faction within Bush administration that
was pushing for a more aggressive US response to Russian intervention
in Georgia. The statement was a staggering example of hypocrisy. The
US government issued no protest when Georgian forces attacked Ossetia
last Thursday night, indiscriminately targeting apartment blocs in the
capital with tank cannon and mortars killing about 2,000 civilians;
a bloodletting that accounts for the vast bulk of civilian deaths to
date. Since the US was clearly at the back of Georgian assault on
Ossetia, it is difficult to believe that Washington believed that
Moscow would remain a silent spectator in response to such a grave
provocation. Why then, they supported a move that would bring Russia
in direct conflict with one of Washington’ principal allies in the
Caucasus; a region that houses critical oil and gas pipeline and
constitutes a bridgehead between resource-rich Caspian Basin and
Western Europe? Russian officials believe that it was Washington
that orchestrated the current clash. The chairman of the State Duma
Committee for security, Vladimir Vasilyev believes that the current
conflict in Ossetia is an anecdotal of the wars in Iraq and Kosovo. "We
are following the same path. The more the situation unfolds, the
more the world would know that Tbilisi could never be able to do all
this without America. "In essence they have prepared the force that
destroyed everything in Ossetia," he said. The demands being raised by
Washington, the EU, the UN and others for a return to the "status quo"
in Georgia are drenched in hypocrisy. Moscow understands that the US
is not going to abandon what it has come to see as a critical prop
to its position in the Caucasus and its long-term perspective of
reducing Russia to a semi-colonial status. The resumption of something
akin to the Cold War underscores the real motives that underlay
the decades of confrontation between the US and USSR. Washington
considered the Soviet Union, and still continues to view Russia,
as an obstacle to its geo-strategic aims of securing hegemony over
Eurasia. Bush has a lurking fear that as a consequence to the present
Russo-Georgian conflict, Moscow may just re-absorb Georgia into the
Russian Federation that would extend its boundary all the way to
Armenia, which is friendly to both "Moscow and Tehran." President
Bush is now at the centre of possibly one of the most idiotic
foreign policy embarrassments into which the US has ever gotten
itself. By having "green-lit" a Georgian invasion of South Ossetia,
an action for which one cannot even use the word "planned", the
US hoped that this would crank up a long-term conflict between
Georgia and Russia. Unfortunately, there was no resistance by the
US trained Georgian forces, and the ‘so-hoped’ for long term battle
might well be over by the end of this week. Back in 2005, speaking
before a big cheering crowd, Bush made a promise to the Georgians,
"The path of freedom you have chosen is not easy, but you will not
travel alone. Americans respect your courageous choice for liberty,
and as you build a free and democratic Georgia, the people of America
will stand by you." But then, where was Bush when Russia launched
a major military attack on Georgia? Monkeying around with the US
women’s volleyball team, or amusing himself at the Beijing Olympic
carnivals. He couldn’t have possibly despatched the US Marines to
Tbilisi, but his impotence in the face of such a gravely destabilising
move highlights not only his personal loss of stature and how deeply he
has diminished US authority at the global stage generally, particularly
in the eyes of Russians. The US holds absolutely no leverage, and all
of Bush’s blustering cannot take back the terrible carnage that has
come about due to the colossally bone-headed choice the US made to back
the Tbilisi invasion of Ossetia. Moscow is terribly angry over the sale
of unarmed aerial drones and security support to Georgia by Israel at
the behest of Washington. By such moves, Washington might risk Nuclear
War by miscalculations. This means that the attack on South Ossetia is
the first battle in a new proxy war between Anglo-US-Israeli nexus and
Russia. After being terribly mauled in Afghanistan and Iraq, the US
has limited options to take the risk of hugging the angry Russian bear.

Moscow/Tbilisi – A ceasefire ending the Ossetia war was in tatters
on Wednesday with Russian armoured and naval forces violating terms
supposedly agreed upon the day before, and the US announcing it would
send its own naval and air forces to the region.

US President George W Bush announced a sharp response to the Russian
troop and naval movements, declaring America would send its own air
force and fleet to the region ‘for humanitarian purposes.’

A Russian armoured unit shortly after dawn drove into Georgian
border town Gori, entered a Georgian tank base, and was destroying
the installation and carrying off loot, witnesses told Deutsche
Presse-Agentur dpa.

The Russian regular motor rifle unit rode on BMP and BTR armoured
personnel carriers and, according to soldiers interviewed, had spent
four days driving from Chechnya to the Ossetia sector. There were at
least 21 Russian combat vehicles and more than 100 soldiers visible
to witnesses.

Smoke was rising from the Gori tank base by mid-afternoon. Four Czech
reporters encountering the Russian soldiers were taken into custody.

Georgian media reported murders of ethnic Georgians in villages
near the border between Georgia and Ossetia. The Human Rights Watch
confirmed the reports, noting houses looted burned by Ossetian militia
in six Georgian villages.

Colonel General Anatoly Nogovytsyn, Russia’s army chief of staff,
speaking at a Moscow press conference, flatly denied Russian troops
had entered Gori. Witnesses including Gori residents interviewed by
dpa accused the Russian government of lying.

Nogovytsyn confirmed earlier Georgian reports that Russian forces
had taken control of the Georgian port of Poti and had captured and
sunk all but two Georgian naval vessels stationed there. The vessels
were sunk offshore so as not to interfere with the port’s operation,
he said.

The twin Russian military moves, apparently aimed at demolishing
Georgian military infrastructure, ruined a ceasefire agreement
seemingly brokered by French President Nicolas Sarkozy on Monday,
and approved by Russian President Dmitriy Medvedev on Tuesday.

The de facto ceasefire had held for some 12 hours, from afternoon on
Tuesday until early Wednesday morning. A key term of the ceasefire
was the return of Georgian combat units away from the front to their
bases – a transfer which was in progress when Russian forces moved
on Gori and Poti.

A US military C-17 cargo plane was flying to Georgia with supplies
and the US Navy would soon be playing a role in the humanitarian
mission to demonstrate ‘solidarity’ with the Georgian people, Bush
said in one of the most confrontational statements against Russia of
his two terms in office.

The US leader’s announcement dramatically upped the ante in the
once-obscure Ossetia conflict, for the first time placing the US
military on a collision course with Russia’s.

Bush described the planned US naval and air force movements as
intended to ‘support Georgia with humanitarian aid.’ The American’s
euphemism paralleled the term the Kremlin has consistently used to
describe its armored spearheads currently advancing deep into Georgia:
‘peacekeepers.’

US Secretary of State Condoleeza Rice would travel to Tbilisi to show
US support, Bush said.

Ukraine, in a potentially related development, announced it would no
longer permit Russian warships based at the Ukrainian port Sevastopol
to sail on combat duties without clearing the move with Kiev 72 hours
ahead of time. Russia immediately declared the Ukrainian move illegal.

Georgian President Mikheil Saakashvili at a press conference later in
the day said he welcomed Bush’s announcement, and predicted US military
forces would ‘operate’ Georgia’s air and sea ports, to provide Georgia
‘a lifeline like the Berlin airlift.’

Previously-announced US measures aimed at what Washington has called
excessive Russian use of force will include cancellation of a US-Russia
joint naval exercise, Bush’s boycott of a NATO meeting with Russia
and longer-term US diplomacy aimed at reducing contact between Russia
and the G7 group of industrialized nations, US media reported.

The Georgian government formally requested NATO assistance shortly
before the ceasefire came into effect, although the Caucasus nation
is not a member of the alliance.

NATO held an emergency meeting Tuesday at its Brussels headquarters,
where Secretary General Jaap de Hoop Scheffer said the alliance
would not back off its eventual plans to invite Georgia into the
organization.

‘That situation has not changed,’ he said.

Georgia filed a suit in The Hague Court of International Justice
alleging Russian ‘ethnic cleansing’ after 58th Army forces moved into
South Ossetia and adjacent Georgian territories, government spokesman
Aleksander Lomaia said.

Russia for its part alleged Georgia carried out ethnic cleansing in its
attack on South Ossetia. Russian interrogators were ‘interviewing’
Georgian prisoners of war for evidence, said Vladimir Markin, a
Russian Justice Ministry spokesman.

The fast-moving military events of the day cast a shadow over the
ceasefire plan suggested by Sarkozy and approved Saakashvili.

Terms included in the document included a total ceasefire, non-
interference with humanitarian aid, return of Georgian combat units
to their bases, removal of Russian combat forces from the war zone and
installation of an international peacekeeper force in South Ossetia.

The renewed Russian advances were an embarrassment for Sarkozy, who,
as the EU’s representative, had acted as the key mediator between
Russia and Georgia in the ceasefire talks. The French leader was in
Tbilisi on Wednesday, along with the presidents of Poland, Ukraine,
Lithuania and Estonia and the prime minister of Latvia.

EU officials on Wednesday seemed to support the idea, suggesting EU
troops could indeed assist in Ossetia.

The streets of Tbilisi were practically back to normal Wednesday,
with restaurants open and cafes busy, and a government-organized pro-
Saakashvili demonstration jamming the Georgian capital’s central
Shota Rustaveli Street.

The atmosphere in the city was generally more festive than defiant,
with tens of thousands of Tbilisi residents taking the night air for
the first time since the onset of war on Thursday.

Georgia’s banks re-opened on Wednesday, one day earlier than was
planned for a wartime banking holiday.

Civilian officials within South Ossetia and particularly its unofficial
capital Tskhinvali were beginning to repair massive damage caused by
intense artillery barrages.

Regional authorities were focusing on identifying and burying corpses,
and supplying civilian survivors with food and water, said Anatoliy
Barankevich, South Ossetia’s security council chief, according to an
Interfax report.

A bread factory in the region already was functional and loaf
production had already begun.

Martial law was in effect, he said.

Russian Prime Minister Vladimir Putin over the weekend promised
close to 500 million dollars of Kremlin money for the South Ossetia
reconstruction effort.

The Russian military said 74 of its soldiers died in the fighting
and 191 others were wounded.

Georgia reported 175 dead soldiers and 500 wounded. Russian authorities
said they captured an unspecified number of Georgian troops. Reports
of civilian casualties ranged from 200 to 2,000 dead.

The United Nations, the European Union and the United States were
mobilizing to deliver humanitarian assistance to refugees. About
25,000 people fled from South Ossetia into Russia, while another
2,000 went to Armenia.

MEMPHIS, Tenn. (AP) _ After a racially charged Democratic primary
campaign that turned particularly ugly in its final days, voters
were to decide Thursday between a Jewish incumbent congressman and
a black opponent who ran a television ad juxtaposing photos of him
and a hooded Ku Klux Klan member.

Democrat Steve Cohen is the first white congressman from Memphis
in more than three decades and one of only two white congressmen
representing a majority black district.

The ad was run by his chief opponent, Nikki Tinker, a corporate
lawyer whose supporters argue the 9th District in Memphis should be
represented by a black candidate.

Low turnout was predicted for the primary, which will likely decide the
next congressman in the heavily Democratic district that has returned
incumbents to the House since 1974. The district is 60 percent black
and 35 percent white, and Cohen won his first term after a 2006 primary
in which a dozen black candidates, including Tinker, split the vote.

Tinker said her ad linking Cohen to the KKK for opposing a 2005 effort
to remove a statue of Confederate Gen. Nathan Bedford Forrest from a
downtown park "merely states the facts. I think the nation needs to
know Steve Cohen’s complete record."

The ad, which ran in the campaign’s final days, drew condemnation
Thursday from Democratic presidential candidate Barack Obama. It
juxtaposed pictures of a statue of Forrest, the founder of the KKK,
and a hooded Klansman in front of a burning cross while asking,
"Who is the real Steve Cohen?"

"These incendiary and personal attacks have no place in our politics,
and will do nothing to help the good people of Tennessee," Obama said
in a statement.

Cohen, a former state senator with a long record as a civil rights
supporter, led an effort last month to get the U.S. House to issue
an unprecedented apology to black Americans for wrongs committed
against them and their ancestors who suffered under slavery and Jim
Crow segregation laws.

The ad was also incongruous because of Cohen’s religion — Jews are
another group targeted by the KKK.

John Geer, a Vanderbilt University political science professor,
said the KKK ad indicates Tinker knows her campaign is in trouble.

"Steve Cohen has been very conscious that he’s representing a black
majority district, and he’s not a member of the KKK," said Geer,
who called such tactics risky. "Voters are not fools, and they can
sort this out. They are savvy enough to figure out if the attack is
credible or not. I’d be surprised if she wins."

Another issue has been Cohen’s opposition to a House resolution
labeling the killing of Armenians in World War I as genocide. The House
Foreign Affairs Committee passed the nonbinding resolution last year
despite arguments it would anger Turkey, which allows U.S. military
shipments headed for Iraq to cross its borders.

During a news conference at Cohen’s home Wednesday to call Tinker’s ad
an act of desperation, a cameraman who identified himself as working
for an Armenian-American citizens’ group interrupted. Cohen pushed
the man, Peter Musurlian of Glendale, Calif., out of his house and
called police.

Musurlian said his group supports Tinker because of Cohen’s opposition
to the genocide resolution. The district does not have a large
Armenian population.

In other primary races Thursday, former state Democratic Party Chairman
Bob Tuke and former Knox County Clerk Mike Padgett have been the
most active candidates for the Democratic nomination to challenge
Republican Sen. Lamar Alexander.

Neither has managed to drum up much campaign cash or public attention,
and yet both argue that Alexander is out of touch with Tennesseans
and ripe to be picked off.

In the state’s other major congressional primary, in the solidly
Republican 1st District in northeastern Tennessee, Republican
Rep. David Davis is being challenged by Johnson City Mayor Phil
Roe. The campaign heated up toward the end, moving from joint stump
appearances to negative ads.

Tennessee’s other four congressional incumbents faced no primary
opposition — Republican John Duncan of the 2nd District, and
Democrats Jim Cooper of the 5th, Bart Gordon of the 6th and John
Tanner of the 8th.

Republican Marsha Blackburn faced challenger Tom Leatherwood in the
7th District, while Republican Zach Wamp in the 3rd District and
Democrat Lincoln Davis in the 4th District faced only token opposition.

The dead body of an Armenian intelligence officer who was killed in
an attempt by a group of the arch-foe country`s spies to cross over
to Azerbaijan was transferred to Armenia on Tuesday.

The handover took place in the afternoon near a village of the
Gazakh district on the Azerbaijani border, over two weeks after the
incident. A group of Azeri and Armenian servicemen facilitated the
transfer, the Baku-based ANS TV channel said.

The Armenian spies had tired to infiltrate through the frontline
Tovuz district on July 19. Azeri soldiers prevented the attempt,
killing one of them, while the others managed to escape.

Armenia had been failing to accept the dead body of its serviceman,
22-year-old officer Gor Minasian. Its defense ministry`s spokesman
Seyran Shahsuvarian claimed that the officer had crossed over to
Azerbaijan after losing his way. The Azerbaijan Defense Ministry
dismissed the statement as false, saying the Armenians were attempting
to infiltrate for spying purposes.

In another development, four Armenian spies who were captured in April
after crossing over to Azerbaijan were repatriated to their home
country on Monday. The handover was carried out near Azerbaijan`s
Nakhchivan Autonomous Republic. According to the Azerbaijan Defense
Ministry, they had planned to stage subversions in the country at the
behest of the Armenian secret service. Yerevan claimed the detainees
were civilians.

annual refinancing rate by 0.25% up to 7.50%. The respective decision
was adopted by the CBA Council, the CBA Press Service reported.

The CBA Council confirmed that world price reduction trends were
maintained in the foodstuff market in the last months, but it has
not been reflected in domestic market prices yet.

Despite some reduction in world oil prices recorded in the second
half of July, still expectations for changes in oil prices remain
uncertain. Under these conditions, secondary pressures of inflationary
potential have not weakened, which has been reflected in prices for
non-foodstuffs and services.

Taking into account high inflation rates and importance of mitigation
of inflationary expectations, the CBA Council suggests that the
further adjustment of the refinancing rate will depend on the scale
and speed of response of domestic prices to the mentioned trends on
world markets.

A 2.2% deflation was recorded in Armenia in July as compared with
June with annual inflation being 10.7%. Under the state budget,
inflation was planned to make 4% (±1.5%) by the end of 2008

will result on complete loss of Karabakh, according to Azeri political
scientist Vafa Guluzade.

"One should not pay attention to Bryza’s statements. Sometimes he talks
rot and makes you doubt whether he has got a higher education or he was
just brought to the White House to speak of something," Guluzade said.

The OSCE Minsk Group offers the Azerbaijani leadership to accept the
loss of territories and meet Armenia halfway. One of concession
it offers is Azerbaijan’s agreement to referendum in Nagorno
Karabakh. Thus, the MG wants to Azerbaijan to relinquish Karabakh,"
he said.

The OSCE Minsk Group Co-chairs are planning a dodge by proposing a
referendum 10 years after return of "occupied territories" around
Nagorno Karabakh. Unfortunately, our leaders speak of referendum
in 15 years. They do not understand that such a referendum will
mean tearing away a part of Azeri lands. The Constitution says
that Azerbaijan is a unitary state, where the organic law can be
changed through a referendum. Peaceful talks are a delusion for the
Azeri public. Nagorno Karabakh’s only status is inseparable part of
Azerbaijan," Guluzade said, 1news.az reports.

In the previous years Baghdasarov has also taken part in the marathon,

Volver Estúrdiga materia es un poemario en el que Luís González Tosar
se reencuentra con el lector con un cuerpo literario creado a partir
de un magistral dominio del lenguaje y de los recursos de un estilo
que le han convertido en uno de los más destacados autores de su
generación. En el prólogo, Méndez Ferrín destaca la plenitud, madurez
y maestría de aquel antiguo alumno que lo deslumbró con su oratoria,
cuando con 17 años impartió una conferencia sobre Martín Fierro a sus
compañeros del instituto Santa Irene y vaticina que Estúrdiga materia
«é unha lección maxistral que ha perdurar alén da nosa morte».

El día 22, a las 20:30 horas, habrá un recital poético sobre la obra
en el que participarán Gonzalo Navaza, Bieito Iglesias, Tosar y el
violinista armenio Kamo Petrosyan.

On a meeting dedicated to the starting of Kars-Baku charter flights,
Azerbaijani parliament deputy Ganira Pashayeva accused the Mayor of
Kars, Naif Alibeyoglu, for provocations related to the opening of
the Armenian-Turkish border.

The matter is that since 2004 municipal administration of Kars had
started collecting signatures of the citizens in favor of opening
the border with Armenia. When the Mayor represented the results of
the campaign, 50 thousand signatures in favor of opening the border,
Pashayeva sprang up and declared that anyone, assuring that opening
the Armenian-Turkish border will benefit Turkey, is a mere provocateur.
