met with Putin on Monday in Moscow.

Putin and Sargsyan spoke about domestic political situation. The
latter said that Armenian authorities remain steadfast in their
determination to establish stability and peace in the country.

Putin expressed hope that the new president will solve domestic
problems.

On February 20, Armenian opposition headed by former president Levon
Ter-Petrosyan launched protests in Yerevan’s Libery Square disputing
the results of the recent presidential election and insisting that
the election was fraudulent.

The police attacked protesters Saturday night. Protesters gathered

Situation Getting Back To Normal In Armenian Capital

SITUATION GETTING BACK TO NORMAL IN ARMENIAN CAPITAL

ITAR-TASS

Russia

YEREVAN, March 21 (Itar-Tass) – Life in Yerevan is getting back
to normal after the period of the state of emergency expired last
midnight. It was imposed after massive unrest on March 1.

All the newspapers were on sale on Friday morning, including the
opposition ones which were not published during the state of emergency,
because restrictions were put on the work of the mass media. It
was forbidden to hold meetings, demonstrations and strikes during
the state of emergency. Now army and police posts outside government
buildings, on bridges, trestles and transport conjunctions of Yerevan
were removed.

Armenian Foreign Minister Vartan Oskanyan and Peter Semneby, special
representative of the European Union in the Southern Caucasus,
discussed the domestic political situation in Armenia here on Friday.

"They discussed possible steps to be taken for restoring public
solidarity in the country," representatives of the press and
information department of the Armenian Foreign Ministry told
Itar-Tass. In their opinion, the maintenance of stability is a
guarantee of the development of the country, as well as of the
continuation of regional programmes.

Meanwhile, the radical opposition announced that "a silent protest
action" would be held in the central part of Yerevan on Friday in
protest against "violence staged on March 1" and for "honouring the
memory of all those who died" during massive unrest in the city.

The organisers of the protest action plan to make a chain of people
standing on the pavement, which will extend from the square outside
the opera theatre to the square in front of the mayor’s office.

Eight people died in Yerevan during massive unrest on the night of
March 1, including a police officer. 210 policemen and men of the
Interior Ministry troops, as well as 55 civilians, were injured.

The radical opposition refuses to recognize the official results of
the presidential elections in Armenia and maintains that it is Levon
Ter-Petrosyan, the first president of Armenia, who won the elections.

On March 8 the Constitutional Court of Armenia left without changes
the results of the voting, made public by the Central Electoral
Commission, which showed that Prime Minister Serge Sarkisyan had been
elected president.

At present the Special Investigation Service of Armenia is doing
preliminary investigation on the criminal case of the forcible
seizure of power and the organisation of massive unrest, aimed at
undermining the constitutional order, which involved the loss of life
and violence against officers of law enforcement agencies, who acted
as representatives of the authorities.

KOCHARYAN: UNREST IN YEREVAN NOT TO HAVE IRREVERSIBLE IMPACT ON ARMENIA’S ECONOMIC GROWTH

ARKA
March 21, 2008

irreversible impact on economic growth in the country, Armenain
President Robert Kocharyan said on Thursday.

in passed two months.

"It is natural that these events will impact economic growth, but
later, in follow-up months, but I don’t think this impact will be
irreversible", he said.

are the best guarantees for attracting investments from the outside.

The president reminded journalists that after terrorist action in
Parliament committed on October 27 1999 the economic growth was equal
to zero in the first half of 2000, while at the second half of the year
the authorities managed to raise it 6%. Kocharyan is convinced that
the authorities will back things to normal just in a couple of months.

He said if the unrest stops, pensioners will have their retirement
benefits increased, otherwise the situation will strike hand at them.

as well.

The Best Way Of Being Cheated Is To Pretend To Be The Most Ingenuous

THE BEST WAY OF BEING CHEATED IS TO PRETEND TO BE THE MOST INGENUOUS

KarabakhOpen

The fact that Azerbaijan has turned to the secretariat of the OSCE with
a proposal to dissolve the Minsk Group makes think rather than demands
an evaluation, says the NKR parliament member Gegham Baghdasaryan. The
member of parliament thinks it is more important to understand the
cause and effect relations and expectations from this move.

"After all, nothing terrible for the Armenian sides has happened and
will happen, even if Azerbaijan thereby achieves its tactical goal
– to destroy the format of the OSCE Minsk Group and to have the UN
discuss the conflict. Everyone knows that the proposals offered by
the Minsk Group include a number of elements favorable for Azerbaijan,
and to put it mildly, causing doubt in the Karabakh side."

The NKR member of parliament says Azerbaijan must realize that the OSCE
Minsk Group co-chairs have a key role in the UN, so the change of the
"playground" cannot change the rules of the game, especially that the
United States, Russia, France, as well as a number of "heavy-weight"
countries either voted against the resolution presented by Azerbaijan
or abstained, once again affirming their intention to observe the
rules of the game.

"Hence, it is necessary to realize what makes Azerbaijan in such
unfavorable conditions assume responsibility for thwarting the peace
process and increasing the possibility of resuming military actions. I
do not rule out "undercurrents", backstage games, since Azerbaijan,
to put it mildly, is not a state which can afford such independent
and risky steps," Gegham Baghdasaryan says.

At any rate, the member of parliament thinks that in the visible
space there is no danger for the Armenian sides, on the contrary, the
non-constructive stance of Azerbaijan is an additional trump card for
them. Although it is also necessary to see what is happening behind
the stage, if there is a curtain at all.

"It is highly probable that there is not a curtain, at least it is
not the first time when it is difficult to get a logical explanation
to one move of Azerbaijan or another," concluded Gegham Baghdasaryan,
recalling the famous saying by La Roche Foucault: "The best way of
being cheated is to pretend to be the most ingenuous."
