BATON RAISED, READY FOR TROY ORCHESTRA

In the three years the Rev. Bedros Shetilian has lived in Troy,
he has already seen progress in the area. An orchestra, he says,
can only contribute to the city’s advancement.

"You can’t make progress in the economy and other areas without having
progress in culture," he says.

Shetilian, of Holy Cross Armenian Church in Troy, approached the
mayor’s office with the idea to form a community orchestra after
being surprised to learn that unlike in other communities, Troy
musicians were at a loss. A native of Russia, where he received a
master’s degree in conducting, Shetilian has 10 years of experience
with orchestras in Russia, Sweden and England.

"Every small city in Europe has an orchestra," he says, "and I think
every small city needs one."

Vito Ciccarelli, coordinator of special events for Troy, began working
with Shetilian to formulate a plan.

"This will benefit the entire community as a whole, utilizing
professional and amateur musicians," says Ciccarelli. He explained
that such an orchestra could also diversify entertainment available in
the city. He’s sent out letters to every school district in Rensselaer
County, because although this is a community-based project, anyone in
the region is welcome. Also welcome are any type of trained musicians
looking to take part in a symphony setting, unrestricted to students.

"One purpose of the orchestra is to provide an incentive to amateur
musicians to reach out and grab what they’re looking for in life,"
says Ciccarelli. A local and traveling musician for 27 years,
Ciccarelli says he would have enjoyed this type of opportunity and
practical experience himself. He’s received favorable responses from
school music departments.

For his part, Shetilian, the fu ture conductor of the group, is
pleased with the interest. "There’s been an eclectic interest from
musicians in the area," he says.

A crowd of about 30 potential musicians and patrons attended an
informational public meeting on Feb. 28 to hear an overview of the
orchestra and its intentions. The subject of fundraising was discussed
and will be further explored in upcoming meetings.

Ciccarelli is working with Troy’s grant writer to explore funding
opportunities for the orchestra, which is among many emerging projects
in the city.

"The city only gives seed money to get started, and the great majority
of money will need to be raised from the outside," he says.

The orchestra is expected to include up to 40 musicians with the first
performance planned at Troy’s Riverfront Park in June. The ultimate
goal is to play the Troy Music Hall.

As Mediamax was told in the press service of the Kremlin, Vladimir
Putin "warmly congratulated Serzh Sarkisian on the final approval
of the results of presidential elections by the Constitutional Court
of Armenia".

During the talk, Vladimir Putin confirmed the invitation, which was
stated earlier, to pay a visit to Russia. The invitation was accepted
with gratitude.

YEREVAN, Armenia: Armenia’s president on Monday lifted some of the
restrictions imposed after police cracked down on protests following
last month’s presidential election.

President Robert Kocharian’s order allows political parties to resume
some activities, though a ban on mass gatherings and harsh controls
on the media remained in place.

The government had declared a 20-day state of emergency on March 1
after clashes between protesters and police left eight people dead
and dozens injured.

On Saturday, the Constitutional Court rejected opposition candidate
Levon Ter-Petrosian’s appeal of the results from the Feb. 19 election.

Officials say it was won by the man Kocharian endorsed: Prime Minister
Serge Sarkisian.

CRISIS-EXAMINATION DELAYED

The crisis-examination scheduled on 7 March in the
border line of Armenia and Azerbaijan is delayed as
the Azeri side did not gave definite reply about
providing security to the OSCE observation
representative group. According to the NKR Foreign
Affairs Ministry, they received such answer from the
OSCE observation group.

Note that on March 3-4 Azeri armed forces broke the
regulation and started shooting the border line near
Levonarkh. The NKR officials expressed their wish to
support to carry out the observation there and provide
the security of the OSCE representatives.

It is important to notify that the Azeri military
soldiers broke the peace on March 6-7 near Hadrut. NKR
officials said that they did not answer the shooting
with shooting.

Azerbaijani Defense Ministry issued an official press statement on the
long-term violation of the ceasefire on the frontline of the Armed
Forces of Azerbaijan and Armenia in several directions starting in
the early hours of 4 March.

The Defense Ministry said that as a result of the gun fire the
situation has complicated. According to representatives of the
Azerbaijani Defense Ministry, Armenia resorted to these methods in
order to distract the world community’s attention of from the bloody
events and civil strife in the country.

Some 12 Armenian solders were killed and 15 seriously injured as a
result of retaliatory fire from the Azerbaijani Armed Forces towards
the village of Goyarkh in the Terter region of Azerbaijan.

The Armenian Armed Forces ceased gunfire at 1am on 5 March. The
situation on the frontline is relatively calm at the moment.

A total of four soldiers from the Armed Forces of Azerbaijan died
as a result of the gunfire. They include Tusayev Nemat Habibulla
(born in 1988 and was called up for active service in January 2007
by the Zagatala Regional Military Commissariat), Gasimov Yusif (born
in 1988, who was called up to military service by the Sheki Regional
Military Commissariat in October 2006), Bahruz Ismaylov (born in 1988,
who was called up to military service by the Sheki Regionalal Military
Commissariat in October 2006), Safarov Jeyhun Bahaddin (born in 1978,
who was called up for active military service in 1996 by the Khatai
district of Baku).. Aslanov Rovshan Khazar, born in 1988 and was called
up for active service in October 2006 by the Gobustan Regional Military
Commissariat of Azerbaijan was wounded as a result of the gunfire.

ArmInfo. Armenian Special Services officers dispersed the opposition
rally led by the first president of Armenia Levon Ter-Petrosyan earlier
in the morning on March 1. ArmInfo correspondent on the spot reports
that Special Services troops have surrounded the Liberty Square. The
traffic in the city center is blocked. Journalists are not allowed to
the Liberty Square. Law- enforcers are currently removing the tents of
the protesters from the square. Witnesses say police applied batons,
electric jolts and other special means. All this resulted in mess in
the square. By unofficial data, hundreds of people were harmed. It is
noteworthy that approximately at 7:00am Levon Ter-Petrosyan informed
the protesters of the possible dispersal and urged them not to panic,
stay in the place and do not conflict with the police. After the
dispersal, the ex-president was let. The ex-president demanded the
police a relevant order for the dispersal of demonstration. He is
still in the square. A large group of people is near the square area
and protests against the actions of law-enforcers.

The action of protest lasted 10 days from February 20. President
of Armenia Robert Kocharyan, the Police and the Municipality had
repeatedly warned the protesters that their action is illegal and
application of force is possible. However, protesters ignored these
warnings.

A state of emergency has been declared in Armenia’s capital on the
11th consecutive day of protests against the result of a presidential
election last month.

President Robert Kocharyan signed the decree on Saturday "to prevent
a threat to constitutional order" after police fired in the air to
disperse opposition demonstrators in Freedom Square, who had been
camping there since the election on 19 February.

The decree will remain in force until 20 March.

Prime Minister Serzh Sarkisian won the election. Opposition challenger
Levon Ter-Petrosian says he is now under house arrest.

International observers judged the poll in the ex-Soviet Caucasus
republic to have generally met international standards.

Official results gave Mr Sarkisian 53% of the vote, with Mr
Ter-Petrosian, a former president, getting 21.5%.

The protests echo other street movements that have brought down
governments in neighbouring ex-Soviet Georgia, as well as Ukraine
and Kyrgyzstan in the last four years.

he will not be the president of Armenia till autumn, or after that,"
taking a stance on Robert Kocharian’s statement that the negotiations
on the settlement of Nagorno Karabakh conflict will be frozen,
spokesman for Azerbaijani Foreign Ministry Khazar Ibrahim told APA.

Touching upon Armenian president’s statements that Kosovo will set up
a precedent for Nagorno Karabakh Khazar Ibrahim said Kocharian shows
his wish as reality. He mentioned that the world community underlined
several times that the situation in Kosovo will by no means set up
a precedent for Armenia-Azerbaijan conflict and these conflicts are
too different.

"Armenia should understand that they will only lose with these
speculations, because the realities are quite different. Armenian
leadership should understand once and for all that Nagorno Karabakh
can not have a status outside Azerbaijan. There is international law,
real situation and unanimous opinion of the international community.

The sooner Armenia’s present and previous leadership understands
these realities, the more it will favor them," he said.

Today Armenian intellectuals gathered to discuss and to express ideas
on the created situation in the country, particularly who wished it
and why.

According to them the situation is artificially strained and the
author and the dictator are supreme states. Razmik Davoyan said that
supreme states have always been expressing their interests towards
our region and they would always have them. He mentioned that today
we should try to escape instigator tools, which could be used by them.

Aram Isabekyan said that supreme states stipulate to the present
conditions, and who they are, everybody is quite conscious about. He
said that some countries could be interested in this instability
created in our country.

"There are countries which follow us with great attention. Let’s
understand that whatever those states tend to do, they would do them
on our own hands but if we are one unity then we are strong enough
to state them," said academic Babken Harutyunyan.

Writer and publicist Abgar Apinyan also expressed his thoughts and
agreed that these situation are artificially stipulated.

Igit Gharibyan said he was sure that supreme states have much to
do with these conditions, which dislike that Armenia created good
relations with Iran. "They long to get what they want," he said.

In the end of the meeting Sasun Paskevishyan said the last word quoting
Saroyan "I send my words to everybody, somewhere something is wrong".

is irreversible, and the victory of the people is inevitable, the
leader of "Republic" party Aram Sargsian stated at the February 29
rally. In his words, the authorities are unable to stop the development
of this movememt.

He pointed out that arrests do not solve the problem.

A. Sargsian informed those present that a rally was held in Vanadzor
today.

Despite the authorities’ pressure, about a thousand people took part
in it.

The application of the chairman of Levon Ter-Petrosian’s pre-election
headquarters Alexander Arzumanian to Armenian representative of the
International Committee of the Red Cross was read at the rally. In the
application, A. Arzumanian considers the state of people in the square
as that in wartime because, according to him, policemen prevent in
every possible way the provision of food and fuel to the participants
of the sit-down strike in the square. Based on it, Arzumanian calls
on the ICRC to provide assistance to peaceful demonstrators. At the
same time, member of L. Ter-Petrosian’s headquarters Nikol Pashinian
reminded that first of all, the struggling people rather than ICRC
is the hope of the movement.
